Learning the Basics of Digitization in Coron, Palawan

AARL 2012 National Summer Conference, with a theme “Planning, Developing and Managing Digitization and Research Projects for Libraries and Information Centers,” was successfully held at the Tourism Center in Coron, Palawan on 18-20 April 2012 wherein a total of 126 participants actively participated in the lectures, open forum, fellowship night and educational tour.

39 years of PAARL’s Annual General Assembly

he Philipines Association of Academic/Research Librarians, Inc. (PAARL) held its 39th General Assembly and Induction of Officers and Awarding ceremonies at the De La Salle University-Dasmariñas, Cavite on 27 January 2012. Attended by 153 individual and 26 institutional members, the assembly was highlighted by the report of outgoing president, Mr. Roderick B. Ramos. He reported on the PAARL’s accomplishments for the year 2011 and gratefully acknowledged the past presidents, the members, the sponsors and the donors for their invaluable support and commitment to the Association’s mission and programs. Ms. Sonia Lourdes T. David, outgoing treasurer, presented the financial report of the Association. NOMELEC Chair, Ms. Marietta Molina presented the results of the recently concluded election.

After the assembly, the members were invited to formally to open the induction and awarding ceremonies with a prayer and then singing of the Philippine National Anthem. Dr. Olive M. Legaspi, Vice-Chancellor for Academics and Research of DLSU-Dasmarinas, warmly welcomed the officers and members with a message.

DLSU-Dasmarinas President, Bro. Gus Boquer, FSC shared a very inspiring message that resonates with everyone because it’s a message of encouragement and strong commitment to uphold the core values of the Association as a venue of cooperation, collaboration and linkages among the academic/research librarians.

Ms. Molina formally presented the members of the 2012 Board of Directors and were inducted into office by Bro. Boquer. The following are the members of this year’s PAARL Board:

Another Chief Librarian who is now the Secretary of the Association is Carolyn R. De Jesus. She is currently working at the Colegio de San Juan Letran in Intramuros, Manila. Ms. Carol also serves as one of the accreditors of PAASCU.

Sonny Boy T. Manalo, previously the PRO of PAARL 2011, is now the newly installed Vice-President. He is presently the Chief Librarian of Technological Institute of the Philippines-Quezon City. He will als serve as Conference Chair who promises to deliver mind-stimulating and adventurous summer conference, seminars, fora, etc.

Sonia M. Gementiza is the Library Director of Aklatang Emilio Aguinaldo of De La Salle University-Dasmariñas. A sweet yet tough librarian with a bachelor and masteral degree in Library Science and a PhD in Educational Management at De La Salle University-Dasmariñas. She is now the 2012 PAARL’s President.President

Distinguished guests, past presidents, fellow librarians, ladies and gentlemen, welcome to LOVELY PAARL @ 39. Today marks the Association’s 39th General Assembly, induction and Awards Ceremonies. I am delighted to report to you portfolio of achievements in behalf of the PAARL Board of 2011, the Standing and Ad-hoc Committees. This became possible because of our fully-engaged members - librarians, library personnel and other information professionals who actively participated in the different programs and activities of a member-driven association, that is, PAARL, Inc.

Induction of OfficersMrs. Corazon M. Nera, Board for Librarians Chair and Association’s former president, inducted into office the members of PAARL Board 2011 at the Epifanio delos Santos Auditorium of National Library of the Philippines on 28 January 2011.

Board MeetingsBefore the regular meetings, the PAARL Board had the annual planning workshop in Tagaytay City where chairpersons of various committees were appointed and tentative topics and activities for 2011 were also discussed.

Seminar-WorkshopsThe Board organized one 3-day national summer conference themed on Library Tourism & Hospitality: The Business of Endearing Philippine Libraries and Information Services to Publics.This professional activity was held on 27-29 April 2011 at the San Antonio Resort, Baybay Beach, Roxas City, Capiz.

Our PAARL Academy offered a two-day Modular Training Program on Bibliotherapy Services through Book Prescription Shops in Libraries & Information Centers with the National Bookstore as co-sponsor held on 19-20 May 2011 at the Librarians’ Center of National Bookstore Superbranch, Cubao, Quezon City.

Learning the Basics of Digitization...Along with emerging best practices in library digitization, the conference was timely to meet the needs of academic/research librarians who are currently involved or planning to engage in digitization projects. The two-day conference covered six sessions, plus half-day educational tour around the beautiful Island of Coron.

Day one was highlighted by island hopping to Kayangan Lake, the cleanest and clearest lake in the country, Twin Lagoon and Balinsasayaw Island where participants enjoyed the fellowship dinner and listened to folk songs of Coron.

The conference was formally started on the second day with a welcome message of Coron Vice-Mayor and Acting Mayor Ajerrico Barracoso and followed by four lectures of resource persons from Manila. The first lecture on Digitization for Access and Preservation: Role of Academic and Research Librarians was prepared by Ms. Marian S. Ramos, reference librarian of UP Diliman University Library. Her paper focused on two main reasons for digitization which are access and preservation and what role do librarians play in planning and managing digitization projects. She concluded that digitization of library resources is changing the ways in which collections are used and accessed.

When considering digitization projects, one must be familiar with the existing standards and procedures involved in the process of digitizing library materials. A very technical yet informative paper of Mr. Chito N. Angeles, head of the Computer Services, UP Diliman University Library, dealt on the Standards and Procedures in Digitization and Digital Preservation where he discussed in details the digitization process and requirements for reformatting or scanning the analog into digital format.

Equally important topic in digitization is the Copyright Issues in Digital Library Environment which was delivered by Ms. Fe Angela M. Verzosa. She presented famous copyright infringement cases to clearly understand the copyright issues concerning electronic resources and digital libraries. Another interesting paper on Amazing Proposal of Digitization Projects for Libraries: Development and Management was presented by Ms. Carina C. Samaniego where she shared her experience in writing proposal for library digitization projects at the Manila Observatory. Moreover, she gave tips on how to successfully manage each phase of the digitization process.

After a series of lectures and discussions, participants went to Mt. Maquinit Hot Spring for refreshing and relaxing dip on a 40 degrees saltwater hot spring in the Philippines. Dinner was held at Subasco Club and Restaurant with sumptuous buffet of seafood and local Filipino food.

Best practices of library digitization projects in the country were presented on day two. Prof. Salvacion M. Arlante talked on Preservation of Cultural Heritage from Print Books to Digital Library: The Philippine eLib Experience, and showed samples of digitized rare books and theses/dissertations uploaded in the Philippine eLib portal. Ms. Lourdes T. David, on the other hand, spoke on the Future of Newspaper Digitization and Preservation, taking a closer look at how digitization can be an alternative reformatting technique for newspapers in the library. She mentioned that although microfilming remains to be the best preservation method, digitization provides a better access for rare and valuable historical information in the library.

At the end of the conference, participants were able to understand the whole process of digitization from basic concepts and standards to best practices which can be adapted for future endeavor in digitization. With right people, knowledge and skills plus appropriate high-end equipment, librarians can now start planning their digitization projects.

During the 39th General Assembly held at DLSU-Dasmariñas, PAARL gave tribute and recognition to individuals for their milestone contributions to the development and practice of Philippine librarianship as well as to institutions for its outstanding library services and programs to its clientele.

This year’s Committee on Awards, chaired by Ms. Marlo C. Chavez, officially presented the nominees and granted the awards to the following:

Prof. Salvacion M. Arlante, recipient of the Lifetime Achievement Award, the highest recognition given to an academic/research librarian, in recognition of her invaluable contributions in the field of Philippine librarianship, as President of PAARL and PLAI; for being competent and effective professor of Library and Information Science; and for being a good leader who is a role model among Filipino librarians.

Ms. Rosemarie G. Rosali, one of the awardees of 2011 PAARL Outstanding Academic/Research Librarian for her outstanding contributions in the field of academic and research librarianship; for her leadership in maintaining the School of Economics Library which is considered as one of the best economics libraries in the country for quality collection and modern facilities; for her continuous efforts in facilitating the research works of the faculty, students and researchers through publishing of the Philippine Economics Bibliography of Theses and Dissertations which serves a valuable guide for those seeking the latest in the field of economics and business.

Ms. Maribeth D. Aguila, recipient of the 2011 Outstanding Academic/Research Librarian Award, in recognition of her outstanding contribution to academic and research librarianship; for sharing her expertise with fellow librarians through her library visits as PAASCU Accreditor; for her commitment to PAARL’s objectives as demonstrated by her continued support and cooperation to its activities and undertakings, having served in various capacities as Director and President; and for her services to the library service organizations as President of USTLSSA, Cavite Librarians Association and Pinoy-American Association of St. Thomas/St. John.

Mr. Christopher C. Paras for being the 2011 Professional Service Award, in recognition of his enduring service to the Association and wholehearted dedication to the cause of librarianship in various capacities which eventually led to his being elected President of PAARL in 2010.

More than 150 members attended PAARL’s public forum on RDA (Resource Description and Access): A Guide to the Basics held at the Conference Hall of the Miguel de Benavides Library of University of Santo Tomas, España, Manila.

The forum aimed to concisely explain the expected benefits of the new cataloging standards; examine its connection with its predecessor and its relationship to internationally accepted principles, standards and models; and the advantages of RDA in the newly emerging database structure in the Philippine setting. “RDA: Resource Description and Access is the new standards for resource description and access designed for the digital world. Build on the foundations established by AACR2, RDA provides a comprehensive set of guidelines and instructions on resource description and access covering all types of content and media” (http://www.rdatoolkit.org/about).

Board for Librarians Chair Mrs. Corazon M. Nera, who is also a teacher of Cataloging and Classification, provided a brief historical background of the RDA and its future for the coming years both in the Philippines and abroad. She mentioned that some of the Filipino librarians are resistant about the implementation of RDA since it entail change. Mrs. Nera assured the participants that there is nothing to worry about RDA. The principles of describing and organizing library materials remain the same but it requires a lot of time in cataloging one title because of so many tags and fields to be used.

She added that RDA provides additional and better access points to materials which help the users to easily locate and retrieve information resources. In order to get some appreciation of RDA, Mrs. Nera presented samples of bibliographic records and discussed the specific guidelines and instructions of RDA used in describing the content and media.

After the lecture, Carlos L. Eclevia, Jr. of LibTech Source Philippines, Inc. presented a guided tour of the RDA Toolkit which is an integrated, browser-based, online product that allows users to interact with a collection of cataloging-related documents and resources such as RDA, AACR2, etc.

Marian S. Ramos-Eclevia, one of the newest members of the Board, is currenty the head librarian of the General Reference and Electronic Resources Section of UP Diliman University Library. She also teaches as Senior Lecturer at the UP School of Library and Information Studies where she earned her bachelor’s and masteral’s degrees.

Formerly the Auditor, Ma. Cecilia D. Lobo is our new Treasurer who will manage the financial resources of the Association. She worked as cataloger, acquisitions librarian and now the project manager of LUMINA PANDIT 2 at the University of Santo Tomas.

Sonia Lourdes T. David is not new to PAARL as she has also actively served the Association as officer. With her knowledge and experience in financial management, she will definitely make a good auditor.

Ma. Theresa B. Villanueva presently heads the Indexing Pool Section of the Ateneo De Manila University Rizal Library. She also served as officer of the UP Library Science Alumni Association. She is currently the PRO as well as the Chair of the Membership Committee.

Another new member of the PAARL Board is Frank A. Miranda who is the Chief Librarian at the University of Batangas. He is also serves as council board of PLAI Southern Tagalog Regional Librarians Council.

In her inaugural speech, President Gementiza expressed her sincerest gratitude to her DLSU-Dasmariñas family, mentors from the pillars of the Association, friends and fellow officers for trusting her with much responsibilities to lead the PAARL towards its ruby anniversary celebration next year. She also presented the calender of activities for the year 2012 such as the national summer conference in Coron, Palawan; seminar-workshop on RDA (Resource Description and Access); international benchmarking of libraries in Kuala Lumpur, Malaysia on 23-26 October 2012; and, creation of PAARL Journal that will contain scholarly researches done by the members. President Gementiza believed that these are achievable with the collaborative efforts of the 2012 Executive Board and members of various committees.
