2) Proposal Summary TheSquaxinIslandTribewillbehostingtheannualCanoeJourney,Paddle to Squaxin 2012,fromJuly29-August5th.Inpreparationforthishugeevent,thetribeisbusypreparingthereservationandculturalcentercampustoaccommodatethousandsofvisitorswhoareexpectedtoparticipate.
TheculturalcentercomplexwasdesignedtoresembleatraditionalvillagesitealongaSouthPugetSoundshoreline.Thethreemainbuildings,TribalCenter,EldersCenterandMuseumLibraryandResearchCenter(MLRC)-allfacingMt.Rainier-arejoinedbyaboardwalkthatencircleswhatwillbecomeawaterfeaturereminiscentofashoreline,withbeach,driftwood,shells,andnativegrasses.Thecanoecarvingshedisfeaturedatthesouthernendoftheboardwalk.
Duetolimitedfundingopportunities,andsomanyneedsinpreparationforPaddletoSquaxin2012,thewaterfeatureremainsincomplete.
Weareseekingyourhelp,intheformofa$10,000.grant,tofundthislandscapingproject.

Sand,gravel,driftwood,andshellswillbegatheredfromSquaxinIslandbycommunityvolunteersandDepartmentofNaturalResourcesstaff.Grantfundswillbeusedtopurchaseotherneededmaterials,suchaspumpsandpiping.
Thewaterfeaturewillcontinuetodrawpeopleintothemuseumandcanoecarvingshed,wheretheywilllearnaboutthe richculture andhistoryofSquaxin IslandandotherPacificNorthwesttribes,longafterPaddle to Squaxin 2012.

HistoryWearetheNoo-Seh-ChatlofHendersonInlet,StehChassofBuddInlet,Squi-AitlofEldInlet,Sawamish/T’PeeksinofTottenInlet,Sa-Heh-Wa-MishofHammersleyInlet,SquawksinofCaseInletandS’Hotle-Ma-MishofCarrInlet.Wealsobelongtothesurroundingwatersheds.BecauseofourstrongculturalconnectionwiththeSouthernSalishSea,wearealsoknownasthePeople of the Water.
OnChristmasDay,1854theTreatyofMedicineCreekwasnegotiatedinChinookJargon,atradelanguageinadequatetoconveythecomplexissuesoftreatymaking.Thistreaty,signedonDecember26,wasthefirstinWashingtonTerritory.Onlyabout660peopleattendedthenegotiationsduetotheseverityoftheweather.TheancestrallandscededtotheUnitedStatesgovernment(bytheSquaxinIsland,NisquallyandPuyallupTribes)inthe1854TreatyofMedicineCreekincluded4,000squaremiles,or2,560,000acres,extendingfromtheCascadesontheeasttotheBlackHillsonthewest,andfromMt.St.HelenstotheSkookum-chuckandChehalisRiversonthesouthandWilke’sPortageVashonIslandandthedividebetweenthePuyallupandWhiteRiversontheNorth.Onlyonesmallisland,fourandahalfmileslongandahalfmilewidewasreservedasthemainareaforallofourpeopletolive.TheislandwasnamedafterthepeopleofCaseInletandbecameknownasSquaxinIsland.
Ourpeoplegraduallybegantoleavetheislandtotakeuppermanentresidenceneartheiroriginalhomes.By1862thenumberofislandresidentshaddwindledto50.Withsofewtribalmembersremainingontheisland,theIndianagencyheadquarterswasmovedtoPuyallup.By1959onlyfour-year-roundresidentscontinuedtoliveontheisland.Todaytherearenone.
Althoughtherearenoyear-roundresidentsonSquaxinIslandtoday,itislookeduponbyourpeopleasthebondthatunitesourpast,present,andfuturegenerations.SquaxinIslandisusedforfishing,hunting,shellfishgathering,camping,andotheractivities.
TribalheadquartersarenowlocatedinKamilche,betweenLittleSkookumandTottenInlets,wherehundredsofacresoflandhasbeenpurchasedandathrivingcommunityhasbeenestablished.
TribalCanoeJourneysbeganin1989andcoincidedwiththecentennialcelebrationforWashingtonState.AtotalofninecanoesparticipatedinthePaddle to Seattle,andin1993,23canoesparticipatedinthePaddle to Bella Bella.Since1993,‘Tribal Journeys’or‘The Paddle’hasbeenheldonanannualbasis,withvarioustribesservingasthehost.

3.A.B.) NeedThe“waterway”isacircularareaabuttingtheCulturalCenterboardwalkthathasbeenexcavatedtoalowerelevation,gentlyslopingdowntowardtheeast.Allthefacilitiessharethecommonareasetasideforthewater-scapefeature.
Unfortunately,thewaterfeatureispresentlydryandfullofgrassandweedsthatarecutdownatawidthofapproximately12feetfromtheboardwalkalongthefulllength(approximately300feet).Inthefallof2010,thetribe’sNaturalResourcesstaffplantednativewetlandareabulbsthatarenormallywelladaptedtodryperiodsinthesummermonths.Uponlooseobservation,noneofthesebulbswerespotted.Thereis,however,asmallpatchofcattailsnearthecenter.
ThewaterscapefeatureneedstobecompletedinpreparationforPaddle to Squaxin 2012sotherewillbeacomfortableplacetorestandshowcasethecanoes,includingyours,andwherevisitorswillbedrawnintothemuseumandcanoecarvingshed.
3.A.B.) Population servedGeographic location-ManymembersofallPacificNorthwesttribeswilltraveltoSquaxinIsland,locatedintheSouthernmostreachesoftheinlandSalishSea.LongaftertheCanoeJourney,thesitewillbeutilizedbySquaxinIslandtribalmembers-1034enrolledmembers.

3.A.C) Current programs and accomplishmentsTheIediGs?altxMuseum,LibraryandResearchCenterhasmanyculturalprogramsofferingservicesandresourcestothecommunity.TheSquaxinYouthCouncilandLanguageandCultureprogramsarehousedwithintheMLRCandfosterdevelopmentofleadershipability,culturalknowledgeandtraditionalskills.TheseMLRCyouthfocusedprogramsencourageuseofthelibraryforinternetandresearch,computerbasedlanguagelessons,participationinYouthCouncilmeetingsandCultureNightyouthactivities.TheLibraryServiceProgramkeepsacomprehensiveliteraturecollectiononpublicationsrelatedtoCoastalSalishpeopleandtheSquaxinIslandTribe,andhas8publiccomputerswithinternetaccesstoprovideon-lineresearchresourcestocommunitymembersandguests.TheLibrarysponsorsaguestlectureseriesbringinginanewtopicperseason,hostsmoviepresentationsforNativefilmnighttoshowcaseIndigenousartistsorlocalstories.TheLibraryServicesStorytellingProgramfeaturestraditionalstoriesandlegendsaretaughttoSquaxinchildrenandvisitinggroupsofchildren.TheSquaxinLanguageProgram2009surveyshowsthereareseveralLushootseed(PugetSalish)speakersactivelyusingthelanguageonadailybasisranginginagefrom16to68.Thesepeoplerangeinfluencyfromadvancedbeginnertoadvancedintermediatelevels.TeachersfromtheSquaxinLanguageProgramteachlanguage,cultureandhistoryclassesattheMLRC.ThepracticeoflanguageandcultureisincorporatedintotheLivingCultureProgramsattheMLRCsuchasthesya?ya?drumanddancegroupthatmeetsweeklyandconductsoutreachthroughculturaldemonstrationsandperformances.TheMLRCalsosupportstheSquaxinCanoeFamily.

B) Funding Request Project descriptionSquaxinbeganpreparingfor“Paddle to Squaxin 2012”in2007.WehaveconsultedwithotherhostTribes(Elwha,Muckleshoot,Lummi,Suquamish,Makah)andreceivedvaluableinsightforprojectplanningandimplementation.Wecompiledthisinformationintoaseriesofreportsthathaveinformedtheplanningprocess.InFebruaryof2010weformeda2012SteeringCommitteetooverseetheprojectwhichconsistsofmembersfromSquaxinIslandTribalCouncil,CanoeFamily,Community,Tourism,BusinessEnterprise,EldersandYouthgroups.The2012SteeringCommitteemeetsonceamonth.CommitteeshavebeenformedrepresentingthevariousworkareaswhichincludeVolunteers,PR/Marketing/Communications,Fundraising,Operations,PublicSafety,Food,Logistics,andtheEventProgram.TheTribehireda2012CanoeCoordinatorinSeptemberof2010whoservesastheeventmanager,andtwoprojectassistants.Wehavenowmovedfromplanningtotheimplementationphase.
Thereareseveralreasonswhyitisimportanttodevelopthewaterscapeasoriginallyplanned,includingatmosphere/aesthetics,safety(primarilyintermsofsanitation),anduseofthesite.
Sowhat,exactlywouldthislooklike?Pictureasmallcovenearanestuary.Theareadoesnotneedtobelargetolookauthentic.Theareawillbefurther(butlightly)excavatedtoformashorelinealongallsides(currently,itisevenlyslopedonlyalongthesideoftheCulturalCentercomplexandboardwalk.Theothersideislowerinelevationandincludesasmallclumpoftrees.Atthelowestelevation,thebottomwillflattenout.Thisflattenedareawillbelinedwithvinyluptoadepthofapproximately2feettobesafeforsmallchildren.TheSalishCliffsGolfResortwaterretentionpond(amuchlargerarea)usesthissamematerial.Waterreachingoverthatdepthwilleitherseepintotheshorelineanddisappearorbedirectedthroughanoverflowpipe,orboth.Inordertokeepitfilledinthesummer,anauto-fillvalvekitwillbeinstalled.Thismechanismautomaticallyaddswaterwhenneededtokeepthewaterlevelatasetdepth.
Duringthehostingevent,canoeswillbeshowcasedalongthisshoreline.Acanoecarvingshedislocatedalongtheboardwalkadjacenttothemuseum,andwillalsobeusedforprocessingplantmaterialsforweaving.
Inthefutureandwithmorefunding,sevenwelcomefiguresrepresentingthesevenfamilies/seveninletsofSouthPugetSoundwillbeadded.Inaddition,asmallkiosk,locatednearthemuseumentrance,willexplainthePeople of the Water’scloserelationshiptotheseveninletsofSouthPugetSound.
3.B.A.) How grant will be usedFundswillbeusedpurchasematerialsneededtocompletethewaterfeaturefortheTuHa’Buts(FutureWorld)CulturalCentercomplexsothatitresemblesatypicalCoastSalishvillagelocatedalongashoreline.
Theestimatedcostformaterialsis$10,000.Sandandgravelwillbepurchased.Driftwood,andshellswillbegatheredfromSquaxinIslandbycommunityvolunteersandDepartmentofNaturalResourcesstaff.

PurposeTheprimarypurposeofhostingthePaddle to Squaxin 2012istorevitalizecultureforthebenefitofouryouthandcontinuingourtribalmaritimelifeways.Weneedtorenewcultural,linguisticandintertribalconnectionsnearlylostasourwaysoflifewereoverwhelmed,firstbyEuropeansettlersandmorerecentlybysubstanceabuseandsuicide.Formorethanacentury,culturalpractices,languageandspiritualexpressionweresup-pressed.TheCanoeJourneyisapositivedevelopmentpracticeforouryouthandcommunitiesthatreduceshigh-riskbehaviorsandincreasesresiliency.Thecanoejourneyshaveahugeimpactonouryouthwhotakeawaylifelessonsfromthejourneythataffectstheireverydaylivesandstrengthensidentityandselfesteem.
3.B.B.) NeedThemainfocusoftheTuHa’ButsCulturalCentercomplex,thecircularareasetasidefordevelopmentofawaterfeatureresemblingashoreline-whichwillbewidelyusedduringPaddle to Squaxin 2012-iscurrentlyinpoorcondition.Itisfullofweedsandgrassesandlooksveryunkept.Itisnotinkeepingwithourtraditionofbeinggoodhostsand“keepingacleanhouseforvisitors.”
3.B.B.) BenefitsThedirectbeneficiariesofthegrantprojectareSquaxinIslandtribalcommunitymembersespeciallytheyouthandthelargerNorthwestNativeCoastalcommunity.Youngpeoplewillacquiretraditionalskillsandknowledgethatwillhavepositiveimpactontheirlivesandinspirethemtobeactiveintheirculture.VisitingCanoeFamiliesandvolunteergroupswillgainknowledgeaboutSquaxinstories,history,cultureandtraditions.Theoveralloutcomewillbeheightenedculturalawareness.
3.B.B.) Implementation strategies VolunteerswillberecruitedthroughtheTribe’sKlah-Che-Minnewsletter,weeklymailoutstotribalmembers,communitymeetingandflyerspostedatLittleCreekCasinoResort,thetribalcenter,themuseum,SouthPugetIntertribalPlanningAgency,SouthPugetSoundCommunityCollege,SaintMartinsUniversity,TheEvergreenStateCollegeLonghouse,theTuHa’ButsLearningCenter,SkookumCreekTobacco(triballyowned),andKamilcheTradingPost.
ConstructionManager,DanNeelands,willpurchaseneededmaterialsandmanageworkcrews.DirectorofNaturalResources,AndyWhitener,willoverseehisstaffastheygathermaterialsfromSquaxinIsland.
OurnumberonestrategyistoletcultureleadthewayandfollowtheRulesoftheCanoe(safety,pullingtogether,etc.),whileweprepareforthebigevent.Additionally,wewillemploycommunicationstrategiesutilizingsocialnetworkingtokeepthecommunityinformed.

Staffing pattern SquaxinIslandTribalCouncilMemberandMuseumLibraryandResearchCenterDirectorCharleneKrisewillserveastheProjectDirector.TheProjectDirectorhasultimateauthorityovertheprojectandprovidesguidance,leadershipsupport,andsupervisiontostaffandvolunteers.DanNeelands,ConstructionManager,willserveastheProjectManager.TheProjectManagerhasauthoritytomanagetheproject.Thisincludesleadingtheplanningandthedevelopmentofallprojectdeliverablesandgrantreporting.TheProjectManagerisresponsibleformanagingthebudgetandscheduleandallprojectmanagementprocedures.

How the project contributes to the organization’s overall missionMLRC Mission Statement:The Squaxin Island MLRC is dedicated to the education, preservation, study, andexhibition of the life, languages, literature, history, and traditional skills of the Squaxin Island People. The MLRC works in collaboration with the Squaxin Island Community and other Native Peoples in protecting and reaffi rming traditions and beliefs, encouraging contemporary artistic expression, and empowering the Indian voice; ensuring that the knowledge of our ancestors, past, present, and future will survive and fl ourish for present and future generations.
The Paddle to Squaxin 2012 projectdirectlysupportstheMLRCmissionbyprovidingaculturalvenuethatbringstogetherourpeopleandallaspectsofoursharedhistory,traditions,andlifeways.

ProjectDirector:CharleneKrise(Squaxin)MLRCExecutiveDirectorCharleneKrisewillprovideprojectoversight.Ms.Krisewillhaveultimateauthorityovertheprojectandprovidesguidance,leadershipsupport,andsupervisiontotheProjectManager.Ms.providesadministrativeoversighttoallMLRCoperations,programming,personnel,planninganddevelopment.Ms.KriseiscurrentlyservingherthirdtermontheTribalCouncil,andhasservedasTribalHistorian,co-chairoftheHeritageCommittee,andformerboardmemberoftheWashingtonMuseumAssociation.Shehasreceivednumerousawardsfrommuseumandheritagepreservationassociations.
ProjectManager-DanNeelands(ConstructionManager)willhaveauthoritytomanagetheproject.Thisincludesleadingtheplanningandthedevelopmentofallprojectdeliverablesandgrantreporting.TheProjectManagerisresponsibleformanagingthebudgetandscheduleandallprojectmanagementprocedures.Mr.Neelandsmanagesalltribalconstructionprojects,includingthetribalcenter,healthclinicandwastewaterfacilities.
