16· ·time need to be focused on confronting the

17· ·challenges of the COVID-19 outbreak.· And the

18· ·Board will make a public announcement when we

19· ·are resuming the search process.

21· ·actions taken by the Board during the previous

22· ·month has been made available at this evening's

23· ·meeting and is posted on the Board's website.

·7· · · ·INTERIM SUPERINTENDENT BECK:· Yes.· Just a

·8· ·couple of things that the Department has done

·9· ·due to the Coronavirus outbreak in Chicago.· We

10· ·have put all visible, sworn personnel in

11· ·uniform.· We cancelled all our in-service and

12· ·recruit training and returned those

13· ·people -- put those people into the field, in

14· ·particular who are doing non-law enforcement

15· ·functions in the districts or within

16· ·headquarters.· We've staffed our medical

17· ·section staff 24/7.· We even invite members --

18· ·people allowed to work from home, some

19· ·non-sworn or at-risk sworn personnel.· We

20· ·closed all the department work-out gym

21· ·facilities.· We've taken headquarters' staff

22· ·both that work in the main headquarters and put

23· ·most of them in the field.· That's over a

24· ·hundred individuals.· We've given direction to

·5· ·citations given, both traffic and parking, that

·6· ·are not public safety issues.

·7· · · · · · · · ·We're dispensing some protective

·8· ·equipment to the districts in order to keep our

·9· ·officers as safe as we can.· We've also

10· ·increased frequency of station lockup cleanings

11· ·for the personnel.· And this morning we have

12· ·our first member as a confirmed individual with

13· ·COVID-19.· And we have taken steps to ensure

14· ·that the contact -- the contacted members of

15· ·the organization are aware and are taking the

16· ·precautions that they need to to remain

17· ·healthy.· That concludes my report.

·2· ·Foreman and Board members.· And thank you for

·3· ·having the meeting.

·4· · · · · · · · ·You know, as summer approaches,

·5· ·I'm apprehensive.· Not much at all has been

·6· ·accomplished over the past months to

·7· ·reestablish the relationships that once existed

·8· ·between the community and Police Department.

·9· ·The underlying substance that led to an

10· ·epidemic of violence in the communities of

11· ·color still exists.· Add to this, the pandemic

12· ·sweeping the country, this state and our City

13· ·and the underserved communities have a

14· ·propensity for a total collapse of public

15· ·safety.· Our first responders are being ordered

16· ·to work in unsafe, unhealthy surroundings.· And

17· ·I heard the Superintendent say they are getting

18· ·the gear now.· But up til that point, I hadn't

19· ·heard that they had gotten it yet.· So he needs

20· ·to be applauded for that.

21· · · · · · · · ·Community conversations held

22· ·across the City and that we participated in

23· ·CAPS meetings for the 3rd, 6th, 4th and 7th

24· ·Districts, we found to be a little bit lacking.

·2· ·(inaudible), they were told it couldn't be

·3· ·done.· When we asked for putting more foot

·4· ·patrol, it couldn't be guaranteed regularly.

·5· · · · · · · · ·Now, one of the problems that we

·6· ·see in our communities is that our districts --

·7· ·our main districts are being used as training

·8· ·districts.· That leaves us with unprepared

·9· ·officers and situations that call for seasoned

10· ·veteran officers.· Some of officers come from

11· ·the academy with a year or two years or even as

12· ·recruits and have to attend roll calls on basic

13· ·elements of community enforcement such as

14· ·enforcing the no-loitering affidavits that

15· ·exist in our business districts.

16· · · · · · · · ·I think if community policing is

17· ·to be viable for the police department, there

18· ·needs to be a curriculum established in the

19· ·academy, and that hasn't been made system-wide

20· ·for the police department.

21· · · · · · · · ·I thank you for your time and

·3· ·to report on our March 3rd interaction. I

·4· ·believe President Foreman mentioned it last

·5· ·month.

·6· · · · · · · · ·We have an interaction between

·7· ·our community and the 5th District with -- at

·8· ·79th and Cottage Grove, one of our hot spots,

·9· ·under the direction of Commander Rahman

10· ·Muhammad of the 6th District.

11· · · · · · · · ·We had officers in plainclothes,

12· ·community members on the corner, and we also

13· ·had services at Leak Funeral Home.· We have a

14· ·station there.· Services for jobs, mental

15· ·health and other services that we felt the

16· ·community at that area needed.· We found it to

17· ·be very successful.· We were hoping to have

18· ·another one today but because of the pandemic,

19· ·we weren't able to do that.

20· · · · · · · · ·I'd like to also state what Mr.

21· ·Brandon said about having more

22· ·officers and more seasoned officers -- excuse

23· ·me.· Because the police officers and the

24· ·community were out on the corner, we had more

·5· ·or foot patrol or car stationed there most of

·6· ·the days, if possible, at 79th and Cottage.

·7· · · · · · · · ·We also hope to have more

·8· ·interaction.· As I said, we wanted one today.

·9· ·We want to have some in the 3rd District, and

10· ·in the 7th District and in the 4th District.

11· · · · · · · · ·We'd like to take back our

12· ·community.· The community is very interested in

13· ·doing this and working with the police.

·3· ·community in the Austin neighborhood.· I'm just

·4· ·very concerned about the killings that's going

·5· ·on in our community.· It's so much going on.

·6· ·And we don't deal with -- and the people not

·7· ·trusting the police officers, that's another

·8· ·part of the -- the -- that's another part that

·9· ·needs to be dealt with.· We got police officers

10· ·that not following the rules, and then they

11· ·want you to follow the rules.· You know, how

12· ·you going to have the respect?· Police supposed

13· ·to have respect for one another.· Our children

14· ·is being shot down dead in our community, you

15· ·know, and they don't have anything to do now.

16· ·You know, we look around our community.· Our

17· ·community don't have anything.· You know, we

18· ·got one restaurant in the Austin neighborhood

19· ·and what else?· We don't have anything else.

20· ·We have no ma-and-pa stores like we used to

21· ·have.· I don't have anything that -- against

22· ·Arabs, but we don't have African American

23· ·community social stuff for our children to do.

24· ·We don't have anything.· We need to work on

·4· ·what is the police officers doing to take care

·5· ·of all these shootings?· I hear shooting every

·6· ·night I go to sleep in the Austin community.

·7· ·And that's terrible.· Where are these guns

·8· ·coming from?· Who is allowing these guns to

·9· ·come into our community?

10· · · · · · · · ·I just appreciate that -- I would

11· ·appreciate that we work more with one another

12· ·so we can, you know, trust one another.

13· · · · · · · · ·If I don't trust you, I would not

14· ·give you no information about nothing that's

15· ·going on in the community, because some of the

16· ·police officers tell on you and tell on the

17· ·neighbors.· So they don't trust you, you know,

18· ·to bring your information to the police. I

19· ·want you all to work on that.

·2· ·that's out for the police of racism is in the

·3· ·police department.· I was at Giordano's and

·4· ·looked what happened, the manager came out and

·5· ·attacked me, and then he -- I hit him after he

·6· ·attacked me.· A white hand.· And he is a white

·7· ·racist.· Police would not let me sign a

·8· ·complaint on him.· I'm an old man and they say

·9· ·you not -- they size up with him.

10· · · · · · · · ·You know, racism is

11· ·still -- people don't want to bring the race

12· ·issue up.· These police are racists in the 18th

13· ·District, all these districts, and now -- I

14· ·can't on a white man that hit me, but he can

15· ·sign a complaint on me when I struck him back.

16· · · · · · · · ·Now, that's what I -- I want this

17· ·to be investigated.· And I want those

18· ·policemen -- COPA to do something about that,

19· ·because black lives do not matter.· White lives

20· ·matter.

21· · · · · · · · ·I hit this white man but he hit

22· ·me.· Nothing gonna happen.· And I'm outraged,

23· ·though very articulate here, but the big

24· ·picture is black lives do not matter.
