Rice The access of Support to Emergency and Livelihood Assistance Program (SELAP) fund from the Department of Agriculture was a result of the EBP Economic Sector's collaborative effort through its Chairperson Mr. Christopher H. Lindo. The “Boosted Utilization of Grains in Agusan del Sur” (BUGAS) was one of the projects that had been allocated with P6M as an augmentation for hybrid rice seeds subsidy. Support projects and services were continuously provided in coordination with the Department of Agriculture, line agencies and rice seed companies. These include the establishment of Techno Demo to showcase hybrid production technology, conduct of Farmer-led Extension Training, provision of soft loan for the installation of small scale irrigation projects like the installation of Pump Irrigation System for Open Source (PISOS) and Shallow Tube Wells (STW), provision of pre-and post- harvest facilities, multi- purpose drying pavement mini-warehouse among others.     “Kapehan sa Uma”, free soilanalysis, broadcast programdubbed as “university-on-t h e - a i r a n d r e g u l a rstakeholders' forum. It isnoteworthy that the officehad initiated the realizationof marketing assistance thruRice Consolidation Centersin four municipalities of LaPaz, San Francisco, Trento& Esperanza. Aside fromthese, a search for HighestYielder to motivate morefarmers to engage in hybridrice production. Table 4 wasa result of the searchconducted for 3 Hybrid Ricevarieties.

    W i t h a l l t h e s einterventions, Table 1 posteda production of 228,935MTfrom the 61,839 has. with anaverage yield of 3.7 MT/haboth inbred and hybridvarieties. The municipalityof Bayugan contributedmuch to the accomplishmenthaving the largest aeaplanted and harvestedfollowed by Prosperidad &Bunawan as shown inTable 2. Though this year’sproduction is a little bit lowerthan that of last year, still, thep r o v i n c e e x h i b i t e d aremarkable surplus of72 ,287 MT mak ing i tsufficient for rice by 194%(Table 3).

    2. Corn

    Corn program in the province is divided into cluster andnon cluster areas. Cluster areas, cover the municipalities ofBayugan, Esperanza, Prosperidad, Trento and Sta. Josefa.While non-cluster areas include the municipalities of Sibagat,Talacogon, San Francisco, Rosario, Bunawan, Veruela, Loreto,La Paz and San Luis.

    The total effective area planted to corn province wide is24,335 hectares disaggregated into 5,280 hectares for yellowcorn and 19,055 hectares for white corn. Annual production is70,579 MT (Table 5) of which yellow corn obtained the productionof 21,877 MT with an average of 4.1 MT and 48,702 MT with an

    average of 2.5 MT forwhite corn. The totalfarmers served are16,405. Table 6showed the municipalityof Trento which has thehighest production fory e l l o w c o r n w h i l eProsperidad for thewhite corn.

    3.1 Seed Production/Distribution

    a. Rice

    able to produce1,938 bags of registeredseeds, 10,491 bags ofcertified seeds and 851bags of hybrid seeds

    Hybrid seeds produced by PhilRice which was distributed bythe office were limited only to RC 72H (Mestizo 1) and RC 116H(Mestizo 3). This is the very reason that we tap private seedcompanies for the farmers to have options in selecting varieties thatperforms best in theirareas.     Our corn production exhibited increasing surplusand sufficiency level every year. Consumption is only about16% of the total production which means that bulk of theprovince's produce was absorbed by feed mills and othercorn processing plant outside the province. Thisperformance substantiated the noteworthy collaborationand cooperation of major players of the program especiallythe corn farmers.

    B. CornThere were 1,420 bags of hybrid Corn seeds

    distributed in 10 municipalities. These were funded by theDepartment of Agriculture -RFU 13 with a total amount ofP1,675,200.00 for Hycare and La Niña projects. Table 12showed corn seeds distribution per municipality.

    Hybrid seeds distributiontotaled to 6,685 bags in which 3,349bags were on PNPL scheme underSELAP program while 3,563 bagsunder La Niña mitigation program bythe Department of Agriculture.Table 10 & 11 showed distribution todifferent municipalities. A total of 225applications for field certification wasalso processed. The PAO alsocoordinated with SASEPCO andRSQS in the conduct of RefresherCourse for seed growers held atTrento, Agusan del Sur. Regularmeetings, coordination with seedgrowers and field inspection to seedproduct ion areas were a lsoundertaken to ensure production ofquality seeds.

  • 3.2 3.3Integrated Pest Management (IPM) Pre & Post Harvest Facilities (PPHF)

    > Pest and Diseases Monitoring

    With the joint endeavor between the ProvincialAgriculture Office and the Department of Agriculture-Regional Field Unit 13, a total of 240 farmers weretrained for a season-long training on Crop Protection forthe top three agricultural commodities. Table 13showed the number of FFS conducted & participants inthe respective municipalities.

    Result of the monitoring conducted revealedthat crop loss due to some major pest and diseases inrice, corn and other agricultural commodities wasminimal. The continuing Farmers Field School season-long trainings, the use of organic farming and otherappropriate technology supported by massivedissemination by the Agricultural Technologists in thefield have helped a lot.

    Provision of pre-and post-harvest facilities is thecommitment of the provincial government towards food securityand farm mechanization program of the national administration.In CY 2006, the Provincial Government in coordination with theDepartment of Agriculture RFU XIII, allocated P4,904,000.00for the purchase and distribution of the following facilities:

  • 3.4 Small Scale Irrigation Project (SSIP)

    > Pump Irrigation System Open Source (PISOS)

    There were seven units of Pump Irrigation System OpenSource (PISOS) were funded by the province as support toBoosted Utilization of Grains in Agusan del Sur (BUGAS).These were distributed to different municipalities of the province,

    n a m e l y , V e r u e l a ,Bunawan, San Luis,Epseranza and SanFrancisco with one unitand two for Prosperidad.These units were alreadyinstalled and operational,adding 129 hectaresirr igated areas andbenefiting 119 farmer-beneficiaries.

    In the same year,the Depar tmen t o fAgriculture funded (5)

    units of PISOS thru its Support to Emergency and LivelihoodAssistance Program (SELAP) and six (6) units under CaragaIntegrated DevelopmentProgram (CIDP). Totalpotential service area underthese programs is 215hectares and 125 farmer-benef ic iar ies. Al thoughPISOS under CIDP werealready delivered, delayeddelivery of constructionmaterials resulted to delayedaccomplishment of theproject.
