CAMP GUIDELINES FOR JOGJA INTERNATIONAL SCOUT CAMP 2020 OF YOGYAKARTA SPECIAL REGION SCOUT COUNCIL

Chairperson of Yogyakarta Special Region Scout Council,

Considering : a. that in accordance with the 2020 work program of Yogyakarta

Special Region Scout Council, Jogja International Scout Camp

2020 shall be held;

b. that the Camping Guide for Jogja International Scout Camp 2020 of

Yogyakarta Special Region Scout Council shall be stipulated to

serve as the main reference for the program implementation;

c. that for the above reasons, a Decree of Yogyakarta Special Region

Scout Council shall be issued;

In view of : 1. Law of the Republic of Indonesia No. 12 of 2010 on the Scout

Movement;

2. Law of the Republic of Indonesia No. 13 of 2012 on the Special

Status of Yogyakarta Special Region;

3. Statutes and Bylaws of the Scout Movement;

4. Decree of the National Scout Council No. 227 of 2007 on

Guidelines for the Organization and Work Procedures of the

Provincial Scout Council;

5. Decree of the National Scout Council No. 176 of 2013 on the

scheme and mechanism for Rover and Senior Rover Scout

coaching

6. The 2015-2020 Work Plan of Yogyakarta Special Region Scout

Council;

7. The 2019 Work Plan of Yogyakarta Special Region Scout Council; 8. The 2020 Work Plan of Yogyakarta Special Region Scout Council.

In regard to : 1. The results of Jogja International Scout Camp 2020 task force

meeting; 2. Suggestions and recommendations of the Chairperson of Yogyakarta

Special Region Scout Council;

Third : Further provisions relevant for the implementations of this camping guide shall be further regulated in the Technical Instructions for Jogja International Scout Camp 2020;

Fourth : This decree shall come into effect on the date of stipulation.

Should any portion of this decree be invalid, revisions to this decree shall be made properly.

CAMP GUIDELINES FOR JOGJA INTERNATIONAL SCOUT CAMP 2020 OF YOGYAKARTA SPECIAL REGION SCOUT COUNCIL

CHAPTER I

INTRODUCTION

A. BACKGROUND

Indonesia is a diverse country consisting of various tribes, languages, and religions that are all

united in a bond represented in the country’s motto of Bhinneka Tunggal Ika (Unity in

Diversity). These differences are what creates the cultural diversity that becomes the country’s

national identity and serves as a distinction from other nations.

One of the regions that holds such cultural potential is Yogyakarta Special Region—a region

incredibly rich of cultural potential, both tangible and intangible. The tangible cultural heritage

of Yogyakarta takes the form of cultural heritage sites and objects, while the intangible (non-

physical) ones include the ideas, value systems or norms, works of art, social systems, or social

behaviors prevailing in its society. The existence of cultural assets from past civilizations, with

the Palace (Kraton) as the central institution for preserving the noble traditions and heritage,

provides a strong support and spirit to the growth of community dynamics in cultural life,

especially in arts and culture, as well as customs and traditions.

In the modern era, the world owes its rapid development to the globalization which ultimately

affects the cultural dynamics in all countries. Every part of the world can see and experience

how easy it is for different cultures such as food, lifestyle, fashion, and entertainment to

become a trend in another country. Globalization has also caused an imbalance in the

development of culture and nature at the moment as culture exploits nature for human life to

the extent that it exceeds the available resources. We can see this in the exploitation of the

environment with no regard to its sustainability. On the other hand, technology exploits the

human mind with no regard to humanism, while current society has leaned more toward

individualism and abandoned communality. Simultaneously, the state remains behind and

struggling in the advancements of various fields of life and struggling.

In response to these problems, Yogyakarta Special Region has established a moral message

about the importance of maintaining the balance of nature and culture in the slogan

"Hamemayu Hayuning Bawana" (making the world a better place) as a vision, with Golong Gilig,

Sawiji, Greget, Sengguh, Ora Mingkuh (unity between man and his God and his fellow humans,

concentration, enthusiasm, self-confidence, humility, and responsibility) as the underlying

spirit of development, as well as realizing wataking satriya ing Ngayogyakarta Hadiningrat

(virtues in Yogyakarta). This motto contains a philosophical meaning of leadership which

always strives to improve the welfare of the people and encourages the attitudes and behaviors

of individuals that accentuate harmony between fellow humans, humans with nature, as well as

humans with the Divine in living and in life.

The moral message serves as one of the spirits of advancement among the youth as well as that

for the Yogyakarta Special Region Provincial Scout Council to organize Jogja International Scout

Camp 2020, hereinafter referred to as JISC 2020. Through this international scout camp, the

spirit of establishing peace and harmony is also promoted to reach the international

community of youths, especially those active in scout movements.

This event is a camping program for Rover and Senior Rover Scouts from all over the country,

as well as other countries that establish cooperation with the Yogyakarta City/Yogyakarta

Special Region through sister cities/sister provinces and the countries in the Asia-Pacific

Region and Southeast Asia. JISC 2020 is expected to raise the spirit of a new civilization based

on the principles of luru ilmu and liru kawruh (searching for knowledge and exchanging cultures)

through a cultural approach in Yogyakarta by using Basic Scouting Principles and Scouting

Methods.

B. RELEVANT LAWS AND REGULATIONS

C. AIMS AND OBJECTIVES

1. Aims

a. To provide a forum for the meeting and introduction of cultures for Rover and Senior

Rover Scouts across Indonesia and other countries, including sister cities or sister

provinces; and

b. To strengthen the kinship of fellow Scouts in a variety of innovative, educational,

recreational, and productive activities as part of the luru ilmu lan liru kawruh process.

2. Objectives

a. To nurture every scout to be faithful, devoted, noble, patriotic, law-abiding, and

disciplined individual who upholds the nation's noble values, and possesses the life

skills as the cadre of the nation to protect and build the Unitary State of the Republic

of Indonesia, practice Pancasila values, and preserve the environment;

b. To develop humanist and peace-loving Rover and Senior Rover Scouts; and

c. To facilitate the process of luru ilmu lan liru kawruh in Yogyakarta.

D. BENEFITS

The benefits of Jogja International Scout Camp 2020 include:

1. Increasing the national and international competitiveness of Rover and Senior Rover Scouts based on local culture;

2. Strengthening the scout management system, improving the quality of the Scout Movement human resources, as well as providing more experience;

3. Accelerating the achievement of Yogyakarta Special Region’s vision of development, strengthening the relationship with sister cities in various countries in the Asian region and other continents, as well as strengthening the professional network; and

4. Broadening the cultural and economic insights of the people.

CHAPTER II

IMPLEMENTATION

A. PROGRAM NAME

Jogja International Scout Camp 2020, hereinafter abbreviated as JISC 2020.

B. DATES AND VENUES

The program shall be held from July 5 to July 11, 2020.

The venues are as follows:

1. Prambanan Temple Park, Sleman, Yogyakarta Special Region;

2. The Tourism and Cultural Villages in four regencies and one city of Yogyakarta Special

Region.

C. THEME, MOTTO, AND SLOGAN

1. Theme

“Peace and Harmony: From Jogja to Indonesia and Beyond”

2. Motto

“Satyaku Kudarmakan, Darmaku Kubaktikan” (The Indonesian Scout Movement Motto, meaning “I shall keep my Scout Promise, I shall obey the Scout Law”)

3. Slogan

“Culture for Peace and Harmony”

Meanings of the Logo

The green mountain represents one of the Javanese cultural elements in Yogyakarta Special

Region and is meant to show the cultural spirit of the program.

The Prambanan Temple in dark green represents a tourism and cultural icon of Yogyakarta

Special Region, which is also a world heritage site recognized by UNESCO.

The blue lily petals combined with the red and white accent represent the international

Scout brotherhood with the Indonesian Scout through JISC 2020.

The white tent represents the JISC’s commitment to Tri Satya (The Three Promises of Indonesian Scout).

The World Organization of the Scout Movement symbol and coconut shoot symbol of the Indonesian Scout Movement represent scouting activities.

The lower-case text of JISC 2020 typeface design in the official logo represents the egalitarian, equality, and brotherhood values, while the numbers (2020) represent the year the event is held.

Meanings of the Mascot

The two shadow puppet characters wearing Batik represents the spirit of cultural

preservation.

The scout uniforms represent the male and female Rover and Senior Rover Scouts as the

JISC 2020 participants.

The direction of their gaze represents the vision and goals of Rover and Senior Rover Scouts

as the next generation.

The names Kak Rama and Kak Shinta taken from the Ramayana story represent

friendliness and virtues .

The Brahmastra bow and arrow is Rama’s ultimate weapon to fight for justice.

E. JISC JINGLE

The JISC Jingle has been created based on the theme. The main message of the jingle is that the international scout camp is to contribute to the establishment of world peace and harmony by observing sincere friendship, learning autonomy, respect differences, and scout spirit of being adventurous and virtuous. This can be seen in the song notation below.

F. PROGRAM COMMITTEE

1. Steering Committee

The steering committee of Jogja International Scout Camp 2020 consists of elements both

from Yogyakarta Special Region Provincial Scout Council and the government of Yogyakarta

Special Region.

2. Organizing Committee

The organizing committee of Jogja International Scout Camp 2020 consists of adult members, as

well as Rover and Senior Rover Scouts who are competent in managing the program according

to their respective field, and whose job is to run the day-to-day implementation of the program

firsthand, whether in the form of conceptional or operational tasks. In delivering their duties, the

CHAPTER III

ADMINISTRATION

A. GENERAL PROVISON

The implementation of JISC 2020 generally involves planning, preparation, implementation, and

providing a program report at the end. On the other hand, the administrative process begins

with registration, followed by the preparation of various administrative needs for all parties, and

ensuring that all parties including the participants, contingents, steering committee, and

organizing committee meet all administrative requirements.

B. PARTICIPANT

1. The JISC 2020 participants consist of:

a. Regency Council Delegations in Yogyakarta Special Region Provincial Scout Council

Each regency council sends 6 (six) patrols of Rovers and/or Senior Rovers and 6 (six)

patrols of Rangers/ Senior Rangers, in which each patrol consists of 8 (eight) scouts.

b. Provincial Council Delegations in Indonesia

Each regency council sends 4 (four) patrols of Rovers and/or Senior Rovers and 4 (four)

patrols of Rangers/ Senior Rangers, in which each patrol consists of 8 (eight) scouts.

c. International Delegations

Each National Scout Organization (NSO) registered as a sister city/sister province sends

one patrol of Rovers/ Senior Rovers and one patrol of Rangers/ Senior Rangers, in which

each patrol consists of a maximum of 6 (six) scouts.

1. Requirements for Participant

a. Regency Council Delegations in Yogyakarta Special Region and Provincial Scout Councils in Indonesia

1) General Provision

a) Rovers or Senior Rovers with Second Class Rover Merit Badge

b) Aged 16 to 25

c) Actively participating in their scout group

d) Physically and mentally healthy e) Willing to obey the JISC 2020 regulations

2) Checklist for Participant

a) Bring a Scout Member Identity Card

b) Bring a valid healthcare insurance card

c) Bring a valid health certificate

d) Bring a letter of assignment from the Provincial Council

e) Download and fill out the registration form

f) Upload a passport-size photograph (3x4 cm) with a red background, with a maximum file size of 200 kb in the registration process on the website

g) Bring camping equipment, art supplies, or other relevant necessities

h) JISC 2020 is a fully funded event by the Yogyakarta Special Region Provincial Scout Council. It should be noted that no fee is required from participants as the event is

b) Aged 17-24

c) Possess an identity card or passport

d) Physically and mentally healthy

e) Willing to obey the JISC 2020 regulations

2) Checklist for Participant

a) Bring a Scout Member Identity Card

b) Bring a valid healthcare insurance card

c) Bring a valid health certificate

d) Bring a reference letter from the NSO

e) Download and fill out the registration form

f) Upload a passport-size photograph (3x4 cm) with a red background, with a

maximum file size of 200 kb in the registration process on the website

g) Bring camping equipment, art supplies, or other relevant necessities

h) JISC 2020 is a fully funded event by the Yogyakarta Special Region government.

It should be noted that no fee is required from participants as the event is

exclusively reserved for delegations from the invited NSOs.

C. CONTINGENT LEADER

Contingent leader is a member of Provincial Rover Council who is assigned by the Provincial

Scout Council.

2. General Provision

Each provincial council sends one male and one female scout from the Provincial Rover

Council.

3. Requirements for Contingent Leader

a. General Provision

1) Member of Provincial Rover Council

2) Aged 16-25

3) Physically and mentally healthy

4) Wiling to obey the JISC 2020 regulations

b. Checklist for Contingent Leader

1) Bring a Scout Member Identity Card

2) Bring a valid healthcare insurance card

3) Bring a valid health certificate

4) Bring a letter of assignment from the Provincial Council

D. SUPERVISING SCOUTMASTER

Supervising scoutmaster is a Provincial Council’s board member or NSO official who is assigned

by the provincial council or NSO to serve as a contingent supervising scoutmaster. An NSO

official who serves as supervising scoutmaster is called a Leader. Leader must be assigned by

an NSO and provide a reference letter from the NSO during registration, as well as download

and fill out a form available on the website.

1. General Provision

Each Provincial Scout Council or NSO delegates two supervising scoutmasters, one male and one female.

2. Requirements

a. General Provision

1) Provincial Council’s board member/Group Leader

2) Aged 26-65

3) Physically and mentally healthy

4) Willing to obey the JISC 2020 Regulations

b. Checklist for Supervising Scoutmaster

1) Bring a Scout Member/NSO Identity Card

2) Bring a valid healthcare insurance card

3) Bring a valid health certificate

4) Bring a letter of assignment from the Provincial Council

5) Download and fill out the registration form

6) Upload a passport-size photograph (3x4 cm) with a red background, with a maximum file size of 200 kb in the registration process on the website

7) Bring relevant camping equipment

8) Bring a proof of identity such as a passport 9) JISC 2020 is a fully funded event by the Yogyakarta Special Region government. It

should be noted that no fee is required from Supervising Scoutmaster as the event is exclusively reserved for the regency councils in Yogyakarta Special Region and other provincial councils in Indonesia.

E. CONTINGENT MANAGEMENT TEAM

To be a part of the Contingent Management Team, one must be a member of the Provincial

Rover Council, Provincial Scout Council, or board member of the Provincial Scout Council who

is assigned by the provincial council to assist the contingent as exhibition or contingent staff. A

contingent management team from a provincial council may consist of 4 scouts. For

international delegations, the contingent management team must be a scout member who is

assigned by the country’s NSO to assist the contingent.

a. Member of Provincial Rover Council, Provincial Scout Council, NSO, or Board Member of Provincial Scout Council

b. Four people in a team

c. Physically and mentally healthy

d. Willing to obey JISC 2020 regulations

2. Checklist for Contingent Management Team

a. Bring a Scout Member/NSO Identity Card

b. Bring a valid healthcare insurance card

c. Bring a valid health certificate

d. Download and fill out the registration form

e. Upload a passport-size photograph (3x4 cm) with a red background, with a maximum file size of 200 kb in the registration process on the website

f. Bring camping equipment, art supplies, or other relevant necessities

g. There is no fee required from the contingent management team. However, the number of team members must be in accordance with the program requirement, namely 2 scouts for the regency councils in Yogyakarta Special Region, 4 scouts for the provincial councils in Indonesia, and 3 scouts for the international NSOs.

h. Bring necessities/materials for the contingent exhibition with the following terms:

1) The information shared during the exhibition is in the form of photographs and

documents of the provincial council or NSO; and

2) Materials related to promoting local culture, such as traditional crafts or skills,

traditional food, community service and local wisdom programs, as well as local arts,

culture/tradition and tourism.

F. CAMPING EQUIPMENT

The following camping equipment should be prepared by all contingent delegations both from

the regency and provincial scout councils of JISC 2020.

G. REGISTRATION MECHANISM

1. General Provision

a. JISC participants, Contingent Leaders, and Supervising Scoutmasters are contingents

from Regency Councils in Yogyakarta Special Region, Provincial Councils in Indonesia,

as well as a number of international NSOs who are officially invited according to the

regulations.

b. The JISC 2020 registration must be done through the JISC 2020 official website

(https://www.jisc.pramukadiy.or.id).

c. Participants must download two forms from the official website

(https://jisc.pramukadiy.or.id/docment.html) to complete the registration process,

namely the Provincial Council’s Statement of Participation form, and the Participant

Registration form.

d. The forms must be uploaded through the official website and handed to the committee

during the Technical Meeting for Contingent Leaders in June 2020 in hardcopy.

2. Registration Procedure

a. Stage I

Sending the NSO/Provincial Council’s Statement of Participation form not later than

February 10, 2020 to the JISC 2020 Secretariat

b. Stage II

1. Sending (via the official JISC email) or uploading the registration form to the

official website along with the passport-size photo file, as well as scanned files of

the scout member/NSO identity card and healthcare insurance card in a ZIP file

with a maximum size of 10 MB not later than April 10, 2020.

2. Once the files are successfully uploaded, the committee shall provide a proof of

registration.

c. Technical Meeting

1. Each provincial scout council delegates one contingent leader and one

supervising scoutmaster to attend the technical meeting.

2. Technical meeting shall be conducted for three days, from June 5-7, 2020 in

Yogyakarta Special Region with the following activities:

a. Briefing on the JISC 2020 program b. Sub-camp visit c. Submission, completion, or revision on the participant’s registration data d. The Technical Meeting participants must provide a letter of assignment from

the respective provincial council/NSO e. Completing the data of participants, contingent leaders, supervising

PROGRAM

ACTIVITIES

1. Overview of the Program

The program developed at Jogja International Scout Camp 2020 focuses on luru ilmu and luru

kawruh on culture. The program is implemented in various types of activities in order to allow

participants to experience, learn, and be immersed in a variety of cultures, customs, and

traditions. The activities are grouped into several categories according to the type of activity, so

that participants may obtain a great array of experiences.

2. Direction of the Program

The Jogja International Scout Camp 2020 program is directed at realizing mutual

understanding and benefits through a great variety of cultural exchange activities, whether

cross-regions or cross-countries, as manifested in the sister city/sister province cooperation

between Yogyakarta Special Region and several cities in a number of countries.

3. Characteristics of the Program

The Jogja International Scout Camp 2020 program is implemented using the following approaches: a. Educational b. Innovative c. Creative d. Productive e. Challenging f. Recreational

5. Camp System

The JISC 2020 camp system consists of:

a. Main Camp

The camp system in the Main Camp resembles the governance system of a regency. The head of the camp holds the official title of Camp Regent supported by a team of staff. The camp activities are centered in the Prambanan Temple Camping Ground as the main control center for coordination, instruction, information, and evaluation of the program

b. Sub-camp

The Sub-camps are spread over 5 (five) regency councils in Yogyakarta Special Region. The sub-camp system is designed to provide a real life experience in the village. Camp participants are arranged to live in the villager’s residence with a landlord/landlady and be involved in the village activities.

CHAPTER VI

CAMP

A. CAMP LIFE

As the foundation of life for the JISC 2020 participants, governance is instrumental to create a

harmonious living during the implementation of JISC 2020. The camp life is regulated in a

government system resembling the actual state of a community in an administrative unit. The

participants of JISC 2020 are imagined as the residents of a regency in which life pattern

reflects the people’s aspirations. Each of this “regency” is managed by a camp “regent” and

supported by government officials from the “sub-village” to the “district” levels.

B. CAMP AREA

1. The JISC 2020 camp area shall be divided into male and female camp areas.

2. The contingent leaders and supervising scoutmasters shall occupy a separated camp area

which shall be further regulated.

3. The contingent management team shall occupy their respective contingent/delegation lot,

which shall also serve as the information center and exhibition venue for the respective

contingent/delegation accordingly.

C. CAMP SETTLEMENT AREA

The camp settlement area in JISC 2020 resembles an area of a regency. The names of the

regency, districts, villages, and sub-villages are taken from the characters in the Ramayana

story.

1. Kabupaten (Regency)

a) The camp residents shall reside in an area named Kabupaten SIWALOKA (Siwaloka Regency) led by a Camp Regent.

b) Kabupaten Siwaloka consists of two districts, one for male and the other for female residents.

c) The regent shall be supported by a Secretary of Regency and staff members in the Regent’s Office

2. Kecamatan (District)

a) The male district is called SIWA and the female district is called PARWATI.

b) The district is managed by a Head of District and supported by the staff members in the

District’s Office.

c) Each district consists of 5 (five) villages.

3. Village (Village)

a) A village is managed by the Head of Village, supported by a Secretary of Village, and staff.

b) The following are villages that belong to Kecamatan Siwa (Siwa District):

1) Village I : Wibisono

2) Village II : Laksmana

3) Village III : Hanoman

4) Village IV : Subali

5) Village V : Sugriwa

b) Each sub-village consists of 10 patrols.

5. Patrol

a) A patrol is managed by the Head of Patrol.

b) A patrol is the smallest unit of camp residents at JISC 2020, consisting of 8 Rover and Senior Rover Scouts with a separate unit system.

c) For international participants, one patrol consists of 6 people.

6. Customary Council

a) Customary Council is the body responsible for the implementation and supervision of

the provisions of camp customary law/rules.

b) Customary Council consists of:

1) Chairperson of the Yogyakarta Special Region Provincial Rover Council

2) Regional Contingent Leader

c) In delivering their duties, the Customary Council shall be supported by security

officials as well as government officials.

d) Customary Council shall supervise the JISC 2020 camp life in general, as well as

manage individual/contingent issues which cannot be resolved by the security team,

by determining the sanctions of various forms of violation of conduct by camp

residents.

e) Problems shall be resolved and decided in an exclusive Customary Council hearing

attended only by Chief of Customary Council and the camp residents in question.

CHAPTER VIII

SUPERVISION, MONITORING, EVALUATION, AND RISK MANAGEMENT

A. GENERAL PROVISION

To ensure the success of all programs and activities, the Organizing Committee assembles a

Supervision, Monitoring, and Evaluation Team as one of the independent bodies that is

responsible to the JISC 2020 Chairperson of Organizing Committee. The team consists of the

members of the Provincial Rover Council and the appointed Senior Rover Scouts which will

work together with the Provincial Scout Council’s Center for Research & Development of the

Scout Movement. This team is in charge of the supervision, monitoring, and evaluation on the

implementation of JISC 2020.

B. RISK MANAGEMENT

Risk management is technically defined as “a systematic use of management policies and processes

designed to identify, analyse, evaluate and treat risk, and develop a culture within the NSO that is

mindful of potential opportunities and adverse effects.” (WOSM, 2010: 12). Risk is any negative

impact at any level of the scout activities. The possible risks include, but not limited to, physical risk,

child protection, and financial risk. In most situations the scout organizations will be face physical

risk, including accidents, natural causes or disasters. The risk management division will be in charge

of managing possible risks in the 2020 JISC.

The risk management process is as follows: 1. Establishing a context for risk management; 2.

Communicating risk management; 3. Identifying the risks; 4. Analysing the risks; 5. Evaluating risks

by considering the likelihood of events and the consequences or impacts of events; 6. Treating risks

by avoiding the risks, controlling the risk, financing the risk, transferring the risk or reducing the risk;

and 7. Implement, monitor and review risk.

In the 2020 JISC the risk management affairs will be handled by a team of trained personnel.

the Technical Guidelines for Supervision, Monitoring, and Evaluation.
