ETTER FROM THE CAMPOREE CHIEF

Date: January 2021 To: All Scouts and Scouters of Phoenix District

From: Enrique Rogers, 2021 Camporee Chief _________________________________________________________________________________________ Dear Scouting Friends & Families I want to extend a sincere and heartfelt invitation for all youth & adults of ALL UNITS in our Phoenix District (and beyond), to early-register and help make the 2021 Phoenix District Camporee a success. We all have been affected in many ways by the unprecedented events and times that developed in 2020 and continue to distress us in 2021… Looks and feels like everything we used to do in our daily routine has been impacted and changed by these current goofy times… Especially the in-person daily social interaction that until last year was everyone’s normal routine. The “outing” and fellowship in Scouting, BIG elements of our every-day have also been impacted… Everything is different, everything is restricted, everything has changed. With the whole shebang said above, I thought that the “theme” for our Phoenix District Camporee, should follow this undesired reality, BUT… also serve as an “antidote” with a serious dosage of FUN! My goal is to have a mix of “no rules/everything goes” (when it comes to the imagination, design, build & embellishments of campsite, gateway, etc.); at the same time that Scouts are able to apply those guiding principles and experiences learned in their scouting journey so far, to this “new normal” world were few things make sense. So, all these gave me the concept idea of compiling a Post-Apocalyptic theme where Scouts are THE ONES, with a clean slate to plan, prepare, lead and teamwork hard to HAVE FUN! There will be competitive events for points as like with any other traditional Scout Camporee; BUT I personally want to encourage ALL units to attend, aiming at the#1 focus: PARTICIPATE & HAVE FUN! I hope that with this, smaller units or simply those that prefer not to attend given the competitive environment, DO SHOW Up, and enjoy the time and outdoor activities. My personal aim & hope is to have 100%-unit participation…

Remember… No Rules!!! ((Ok! for the fact-checkers that will call me, ALMOST No Rules ))

The BEST memories, and amazing development of character I’ve witness during my scouting years, have taken place in District & Council events where the strength of attendance have achieved success… Thanks in advance to every unit to promote, secure and early-register every member of the unit. 2021 PHOENIX DISTRICT CAMPOREE

CHECK-IN PROCESS

Check-in will open Friday afternoon at 4:00 pm and will close at 8:30 pm.

Registration/Check-in ((cut-off time is 8:30 pm./read below!!!))

• If a scout/adult is expected to arrive after 8:30pm, the unit SPL must notify registration staff during the check-in process.

Campsite/Gateway set up can begin at 4:00 pm, after check-in. (check Gateway Guidelines)

• Gateway can continue until midnight; but remember quiet time starts at 11pm.

• Gateway work can resume Saturday morning from 6am – 8am, staff will be checking.

Please have the following (HARD-COPIES) ready to be submitted during Friday night Check-In:

• Completed Unit Registration/Roster Form (page 47)

• Health forms (parts A & B) have them available for inspection (do not email)

• Patrol Rosters (included in Unit Registration/Roster Form above, page 47) ✓ Initial patrol rosters must be emailed/submitted NO later than Friday, April 2nd. ✓ Final patrol rosters must be emailed/submitted NO later than Wednesday, April 4th,

and turned in at check-in process.

• Tug-o-War registration/roster (page 48) must be emailed/submitted NO later than Wednesday, April 4th. Weigh-in will be held on Friday between 8:30pm – 9:00pm.

• Canoe Tug-o-War registration/roster (page 49) must be emailed/submitted NO later than Wednesday, April 4th.

• Knife-Throwing registration/roster (Same as Patrol Roster page 47) must be emailed NO later than Wednesday, April 4th

• Patrol Flags (see page 39 for rules and details) are due Friday, April 9th at the SPL meeting, 9:30pm – 10:00pm for judging. They can be retrieved Saturday AM, before patrol events begin.

CAMP RULES & REGULATIONS

1. REGISTRATION & CHECK-OUT: a. You must check-in with the Camporee staff on Friday evening (4:00pm – 8:30pm). b. All units must check out with Camporee staff before vehicles are allowed in campsite area on Sunday.

2. ADULT LEADERSHIP: Units must follow the “two-deep leadership” BSA policy. A registered leader (21 years or older) and at least one other adult (18 years or older) must be present at all times during outings. UNIT LEADERS WILL BE RESPONSIBLE FOR THE BEHAVIOR OF THE UNIT.

3. ALCOHOLIC BEVERAGES: Alcoholic beverages are ABSOLUTELY NOT ALLOWED on the camp property. Violators will be asked to leave.

4. VEHICLES: Speed limit is 15 MPH around the camping area. Pick-up trucks are to be used for transporting equipment only. All passengers must ride in the cab. NO RIDING IN THE BED OF TRUCK OR ON TRAILERS.

a. On Friday night, the number of vehicles allowed per campsite is limited to 3 at any time. Vehicles will be allowed in to drop off equipment only, this also includes any vehicle dropping off a trailer. Another vehicle from the campsite will not be allowed in until one of the other two vehicles leaves.

b. All vehicles must be out of the camp area and in the main parking lot by 9:00 pm on Friday. You must follow the one-way traffic pattern (see map attached on page 43). If the Campmaster or Camporee Staff asks you to move your vehicle, you will have ten minutes to comply. For each vehicle that does not comply, the Troop will receive a penalty of 5 points for every 5 minutes past that time up to 25 points off their final score.

c. After 9:00 pm, no vehicle will be allowed inside the campsite area or campsite inner road until Sunday at check out.

5. PARKING: Vehicles MUST be left in main parking lot only. Parking in campsites, site entrances, and along the roadside is a violation of fire safety regulations and is strictly prohibited. This pertains to Staff as well as participating Troops.

6. ICE: Ice will not be available Friday night in accordance with Camp rules. Units should come with ice in their coolers. Otherwise, there is a nearby Publix where ice can be purchased. (Publix at Regency Square: 4901 SW 148th Ave, Davie, FL 33330)

7. WOOD: BRING YOUR OWN WOOD, and only use dead wood for fires, no pallets or treated wood. The cutting of standing trees or shrubs is prohibited. (Home Depot: 15885 Rick Case Honda Way, Davie, FL 33331)

8. FIRES: Campfires may be built only in fire rings or in above ground containers that are at least 18 inches from the ground. Fire buckets or fire extinguishers must be easily accessible.

NOTE: Local fire ordinances require that the Ranger or the Camporee Chief be notified PRIOR to the lighting of any ground fire. Cooking fires not in the fire ring must be at least 18 inches above the ground and approved by the Ranger or Campmaster and Camporee Chief prior to lighting.

SAFETY NOTE: NO OPEN FLAME FROM CAMPFIRES, LANTERNS OR COOKING STOVES ARE NOT ALLOWED UNDER THE THATCHED HUTS AT THE CAMPSITE

9. FUEL and COOKING AREAS

a. COOKING FUEL WOOD, CHARCOAL, LIQUID AND/OR PROPANE GUIDELINES

i. Wood, charcoal: Stored off the ground protected from water. ii. Liquid fuel not in use: Metal screw top containers, lanterns stored in a separate roped off

open safe area. Liquid fuel cannot be stored in the trailer unless properly vented. Liquid fueled stoves may only be left in the kitchen area. (NOTE: Not allowed under thatched huts)

iii. Propane, butane, or other fuels in pressurized containers not connected to a lantern or stove: Small containers 2.5 lbs. or less - Stored upright in a box or crate in a separate roped off, open, safe area. Other containers (I.E. 20lb BBQ type container) - Stored upright in a separate roped off, open, safe area.

b. Stoves may be left connected in the kitchen area. All tank valves must be closed except when cooking.

c. Lanterns connected to tanks of any size shall be left connected and stored in same, roped-off, areas as containers when not in use. All tank valves must be closed. Lanterns connected to the same container as the stove in the kitchen area may be left connected with tank valves off except when in use.

10. FIREWORKS/ FIREARMS: Fireworks and firearms are NOT allowed on the camp property at any time. Violators will be asked to leave.

11. LATRINES, RESTROOMS, BATHROOMS: DO NOT wash dishes, throw trash or grease in the hand wash sinks or toilets. This can harm the septic system. Units are responsible for maintaining and cleaning the latrines. No troop will be allowed to check out Sunday morning if the facilities are not clean.

12. TRASH: Keep campsites clean and free of debris. Trash must be removed and disposed of in the dumpster provided. Do not dump cooking grease in the campsite. Pour grease into a can; allow it to cool and dispose of it properly. If the dumpster is full, trash must be taken off the premises. Only household type of trash is allowed in the dumpster. (This means no CHAIRS, TENTS, PROJECTS, PROPS, etc.). If any unit is found dumping chairs, tents, projects, props, etc., there will be a 10-point deduction from their final score, and they will be required to remove the items from the dumpster.

13. PETS: Health and safety regulations do not allow pets on camp. Parents coming to pick up Scouts with pets in the vehicle must wait at the Main Parking lot, in their car, with their pet. (service dogs are exempt)

14. SWIMMING: Unauthorized swimming is NOT allowed in the lake, during the Camporee.

15. DITCHING: The ditching of tents is not permitted.

16. FISHING: All fishing must be done in accordance with the current regulations of the Fish and Game

Commission. Please practice “catch and release”. Fishing permitted from the shore only, not the dock.

17. BICYCLES: No Bicycles, skateboards, roller skates/ blades/hover boards, ATVs or motorized carts are permitted.

18. WILDLIFE: DO NOT collect, feed, molest, injure, or otherwise harm wildlife or their nesting areas. The camp is their home; we are the visitors.

19. BOUNDARIES: All campers and visitors must stay within the fenced boundaries of the camp property. Units wishing to leave camp must first notify the Ranger or Camporee Chief/Vice-Chief or Campmaster.

20. DAMAGE: Units will be responsible for any damage, which may occur during their use of the camp facilities and equipment; and may be required to pay for any required repairs for negligence/vandalism.

21. LIABILITY: As well as Sickness and Accident Insurance is provided for all registered members and leaders of the South Florida Council.

The above listed guidelines are for everyone’s benefit and all groups are expected to honor them.

TROOP LEADERS ARE EXPECTED TO DISTRIBUTE, EXPLAIN AND DIRECT RESPECTIVE UNIT CAMPERS AND VISITORS ABIDE BY ALL CAMP & CAMPOREE RULES & REGULATIONS.

Any units found violating the above rules may incur a penalty deduction of up to 75 points from their final score.

The Ranger, Campmaster and Camporee Staff, as official representatives of the South Florida Council BSA, have full authority and responsibility of enforcement.

COVID-19 & CAMPOREE GENERAL RULES

Covid-19 imposes on every person strict and unavoidable restrictions, directives, and guidelines that EVERYONE is expected to abide-by without deviation; for which Camporee Staff will monitor compliance. As new guidance is continuously evolving every day, EACH AND ALL CAMPOREE ATTENDEE MUST REVIEW, BECOME FAMILIAR AND ACTIVELY PUT INTO PRACTICE THE UNIVERSALY-ADOPTED RULES OF THE “NEW-NORMAL”. PLEASE TAKE THE TIME TO PERIODICALLY REVIEW THE INFORMATION LISTED FOR PUBLIC DISTRIBUTION ON THE SFC COVID-19 HOME PAGE: https://sfcbsa.org/covid/ ALL INFORMATION LISTED IN ABOVE LINK, INCLUDING REFERENCES, FORMS, AND RELATED DOCUMENTATION SUPERCEDES ANYTHING ELSE WRITTEN ON THIS LEADER’S GUIDE. PLEASE DO YOUR DUE-DILLIGENCE, BY KEEPING YOURSELF, AND EVERYONE ELSE SAFE. These rules are the general framework around which all Camporees will operate. A spirit of Scouting, Courtesy, and Brotherhood must prevail during the entire Camporee, if it is to be a success. The Scout Oath, Law, Outdoor Code and Guide to Safe Scouting are the guides for all behavior at the Camporee. Troops or individuals that do not conform to this spirit WILL be asked to leave the Camporee.

1. All fees must be paid thru SFC’s online registration: https://sfcbsa.org/events/phoenix-camporee-3/

2. Troops WILL arrive and depart in full Class “A” uniform. In addition, Class A uniforms are required to be worn on Saturday during the Opening Ceremony and Flag Raising, Flag Lowering, and Campfire; and on Sunday during Flag Raising, Scouts Own and the Awards Ceremony. Points will be deducted for improper uniform during ceremonies, 10 points for each of the preceding listed events. 3. Scouts should dress for Saturday’s patrol activities in a manner appropriate for the weather and the events. This generally means Scout shorts and Class “B” t-shirt for the warm weather or tribal regalia. If the weather is cool, clothing should be layered. No military camouflaged clothing, pants, jackets, etc. are to be worn at the event by Scouts and or Leaders. 4. The Camporee Staff will assign campsites. Size of the site will be determined by the unit’s size. Units will be required to stay within the boundaries of their campsite. A perimeter must be built by the unit and maintained until teardown. 5. Troops should not plan to arrive at the Camporee before 4:00 PM on Friday. If unit needs to drop-off trailer before 4:00pm contact/text (TBD) and we will do our best to plan arrangements; ((NO Guarantee )). Troops should plan to arrive at the Camporee before 8:00 PM on Friday. Under no circumstances will vehicles be allowed on camp after 9:00 pm. 6. A map of the Camporee grounds will be located at the Camporee headquarters and can be found on page 13 of this guide. 7. Any unsafe or improper use of knives, axes or other tools will result in a 10-point deduction of the Campsite Inspection score. 8. Taps will be at 12:00 AM Friday night! Lights out & quiet time at Camp Elmore is 11:00PM. Plan accordingly, for quiet time at 11:00 PM. Scouts can work after that, silently, until 12:00, but quiet time starts SHARP @ 11:00 PM.

Plan your gateway to have it, almost, completed Friday night. All troops will have from 6:00 AM until 8:00 AM Saturday to finish the gateway and prepare the campsite for inspection. Taps will be at 12:00 AM Saturday night. Reveille will be at 6:00 AM Saturday and 7:00 AM Sunday. Please respect the quiet hours between taps and reveille. Activities such as cooking, setting up camp and playing will not be permitted during quiet time. Plan to arrive at the Camporee with ample time to set up camp prior to taps.

Camporee Staff will assess a 25-point penalty to any troop working on their gateway or campsite after 12:00 AM Friday and/or before 6:00 AM Saturday and/or after 8:00 AM Saturday.

9. PLEASE REGISTER EARLY!!! Because of complexity of logistics and LATE registrations, available Camporee patches will be included in your check-out packets, any shortage will be presented to the Troop later during District Roundtable. 10. Visitors (other than registered participants) are welcome at the Camporee; however, they must check-in at the Camporee headquarters. They may watch the events, partake of meals, and join us at the campfire. All visitors must depart before Taps at midnight. 11. ALL SCORES ARE FINAL!!! (Patrol leaders should qualify event scores at the time of the competition.) If there are discrepancies, they will be decided then. The Camporee Chief will be available at headquarter on Saturday night to discuss any matters relative to scoring. ONLY the Senior Patrol Leader (SPL) or a designated junior leader (e.g., ASPL) may participate in the scoring review. If SPL or ASPL chooses, they can ask for assistance from their Scoutmaster/Asst. Scoutmaster. NO ADULTS! PLEASE ALLOW THE JUDGES TO DO THEIR WORK TO THE BEST OF THEIR ABILITY.

12. BSA Medical Health Form (Part A&B) Audit. Please bring your BSA Medical Health Forms to the registration table before 8:30 PM on Friday night. All scout names from your Camporee registration form will be reviewed and a current and completed health form (Part A&B) must be presented. If a Scout does not have a current and completed BSA Health Form, that scout will have to be sent home. The medical forms must remain in the campsite during the Camporee and will be part of the Campsite judging. 13. HAVE FUN !!!

CAMP ELMORE RULES

1) All units must Check-in and Check Out with the Camporee staff, Campmaster or Camp Ranger.

2) Overnight camping and day use of camp is only for properly registered camp users.

3) Campfires are allowed only in designated Campsite Campfire Rings. All cooking fires are to be a minimum of 18 inches off the ground. Fires must be under qualified adult supervision at all times and must be out cold when campsite is not occupied.

4) Smoking and tobacco products are NOT permitted anywhere on the Camp property.

5) No dogs or pets of any kind are allowed in Camp at any time. Please leave them home.

6) No alcoholic beverages, controlled substances, illegal drugs are allowed in camp.

7) No Firearms, fireworks, ammunition, explosives, or archery equipment are allowed in camp.

8) Camp BB Guns and Archery Equipment may only be used under proper adult supervision in designated ranges during units reserved times.

9) No bicycles, roller skates, roller blades, skateboards, skate shoes, mopeds, motorized vehicles or four wheelers are allowed. (Bicycles or roller skates may be allowed as a preapproved organized and reserved Scout Activity i.e.: Merit Badge Course or Belt Loop Activity)

10) Swimming and boating are only permitted under proper adult supervision and in the approved areas following all BSA Guidelines during units reserved times.

11) Fishing is permitted only from the shore by registered campers under adult supervision.

12) All garbage must be bagged properly and placed in the dumpster nightly or taken home. Please keep your campsite and the restrooms clean at all times. All Units using the camp will be asked to assist in cleaning the Camp Restrooms.

13) No bleach type products may be used in the camp restroom facilities. Restroom sinks are not to be used for dish washing. Grease must be disposed of properly in garbage.

14) Camp Quiet Time is from 10:00 PM until 7:00 AM. Lights out is 11:00 PM. Be considerate of other Units.

15) Vehicles may unload/load at Campsite and must then immediately be returned to parking lots.

The Campsite Road gates will be locked from 10:00 PM Friday until 8:00 AM Sunday. Vehicles may only drive on designated roadways and park in designated parking lots. No vehicles/trailers are allowed in Campsites. No vehicles may be driven on or through grass on Camp.

16) Camp speed limit is 15 miles per hour. Seatbelts are required of every vehicle occupant.

17) Do not open plumbing, irrigation or electrical control boxes or fixtures, or attempt to make any changes, repairs, or adjustments to them. Do not paint structures or add or change any signs.

SAFETY & FIRST AID

1. First Aid support can be found at MAIN PAVILION. While at the camp site Troop Leaders will

evaluate any medical emergency or injury and if needed call 911, then call the Campmaster and Camporee Staff. If the medical emergency or injury occurs during the events the judge and/or available Adult Leader will evaluate any medical emergency or injury and if needed call 911, then call the Campmaster and Camporee Staff.

2. In case of an accident or any type of injury, please report to the Camporee headquarters immediately (Main Pavilion).

3. If, an accident or injury cannot be handled by available personnel, then the person or Scout may be transported to a nearby hospital if necessary, by two responsible adults from his respective unit or 911 if necessary, (Please always have parent permission slips and emergency contact forms available).

Parents of injured Scouts will be notified immediately. Unit leader will set up their procedures with parents. Unit Leaders, parents or EMS should transport Scouts. Camporee Staff generally does not do this. Incident Reports will be completed by the Camporee Medical Staff and given to South Florida Council

PARKING & SECURITY

1. Upon arrival at the camp, units using a Troop trailer may be permitted to tow their trailer into the

campsite for the sole purpose of unhitching the trailer from the vehicle.

a. Watch your speed! Camp speed limit is 15-mph.

2. Fire safety regulations require that all vehicles be parked in designated parking areas only. Parking along any camp road, in campsite entrances or any other area not specifically designated as a parking area is strictly prohibited.

3. BSA National policy requires all vehicle passengers wear seat belts (buses exempted). Pick-up trucks can be used for the purpose of transporting equipment only- no passengers (except in the cab) may ride in the bed of the truck. Riding in or on trailers or flat beds is prohibited.

4. Security will be provided during Camporee; however, all units are reminded that everyone has access to the camp, so please exercise your own vigilance and report any problem or incidence to the Camporee headquarters. Do not leave any valuables inside car, lock all vehicles.

5. During night activities, please watch for pedestrians and young children in the parking areas.

Note: These vehicle policies are necessary to provide a safe camping environment and to protect the camp and those who use it from injury.

SCORING

1. All scores are final. The Camporee staff will remain fair in all situations. Any disputed result should be

addressed at the time of the event with the event coordinator. If the matter cannot be resolved, the SPL should bring it to the Camporee Staff immediately. (Either the Camporee Chief, 1st Vice Chief, or 2nd Vice Chief) See page 4.

2. Patrol Events will be scored as follows:

2.1. Only the highest placing patrol can earn points for one troop in each event. (i.e. Troop 1 has two patrols, both earned 1st & 2nd place in knots; however, only the top score will receive points and the 3rd place winner from a different troop will get bumped up and so forth). The patrol who places in 1st will receive 25 points. The patrol who places in 2nd will receive 15 points. The patrol who places in 3rd will receive 10 points. The total number of points that a troop earns will be added to their Overall Camporee Score.

3. Troop Events will be scored as per their criteria. No points will be awarded towards the Overall Score for

the Spirit Stick, Tug-of-War, Ga-Ga Ball Tournament, and/or Canoe Tug-o-War. 3.1. Points will be awarded (or deducted) for (failing) being in proper Class “A” uniform when expected

as is the norm (formal ceremonies) and for being on-time (late) to meeting and planned events, especially those with specified timelines. The specific occasions and times are noted on the schedule.

GATEWAY, PIONEERING, AND SCOUTCRAFT GENERAL GUIDELINES

1) These guidelines apply to any gadgets, campsite perimeter, scoutcraft, pioneering and the Gateway for each unit, as well as any other pioneering work done at each the campsite. 2) All ropes used must be whipped and/or end-spliced. Ropes used should always be in proportion to the

diameter of wood being used. 3) All wood must be in its natural state, not sanded, varnished, or finished. Wood may be precut to required

measurements, but must not be marked, notched, taped, have special cuts nor have prefabricated joints/unions.

4) Gateways must have at least one flagpole (more if so desired) erected within the gateway so that the American flag may be flown from it. The flagpole must be higher than the gateway. No two country flags may fly one under the other on the same pole, they must be at the same height. Troop, state, city, and any other flags may fly from the same pole(s) under a country flag. The American flag must always be on its right (standing at the gateway facing out from the Campsite on your right-hand side).

5) Gateways should include a wooden sign displaying the Unit number and the sponsor's/chartered organization name.

6) Decorations added to the Pioneering Project and/or Gateway should preferably be of a rustic nature; however, painted signs on wood or other similar Resources are acceptable.

7) Loose wood on the ground is not acceptable after any gadgets, campsite perimeter, scoutcraft, pioneering and the Gateway.

8) Safety factors will be considered in the judging.

9) Adults are not allowed to work on any gadgets, campsite perimeter, scoutcraft, pioneering and/or the Gateway. Adult participation will penalize the unit scores and may disqualify the unit from awards / placement. Adults may be present as a safety precaution only.

10) No chain saws or power saws of any type are allowed in the Camporee area. Usage of same will disqualify the Unit from all competitions.

11) Individual Campsite areas should be enclosed by a fence using a combination of rope and wood. The fence should be erect and not merely lying on the ground. The front fence of the campsite will be considered as part of a Unit's Gateway for judging purposes and any applicable awards. The remainder of the fence is not mandatory and is at the discretion of the unit.

Note: Decorations and non-natural Resources are for enhancements only and may not be a structural part of the Gateway or Pioneering project.

CAMPSITE GUIDELINES & INSPECTION

The campsite inspection is conducted for our Boy Scouts to develop a clear sense of individual, as well as team responsibility by having them follow a given set of rules and maintain a tidy, well-organized campsite. This is a challenge for the whole unit and requires the efforts and cooperation of each scout member. During the inspection, the judges require the SPL or ASPL to be present. The troop may elect not to have a scout present. But the scores will then be at the judge’s discretion and those scores will be final. ((Unless, The Unit is SMALL, and SPL/ASPL are required to complete a Patrol to participate in Patrol Games, No one else should be in the campsite during the inspection other than the SPL or ASPL including adults.))

The gateway competition is conducted to inspire Scouts to use imagination, creativity, and inventiveness in the spirit of teamwork and unit pride. This is a friendly competition. Gateways should be “Scout built” and located at the entrance of the unit campsite. No parts of the gateway may come pre-assembled. All knots and lashing must take place on site at the camporee. If any gateway is found pre-assembled, the gateway will be disqualified, and the troop will not receive any points for their gateway. During the inspection, the judges require the SPL or ASPL to be present. The troop may elect not to have a scout present. But the scores will then be at the judge’s discretion and those scores will be final. ((Unless, The Unit is SMALL, and SPL/ASPL are required to complete a Patrol to participate in Patrol Games, No one else should be in the campsite during the inspection other than the SPL or ASPL including adults.)) 2L/8K | TWO LASHINGS/EIGHT KNOT TYING CHALLENGE

This is a Mission-Critical Survival (life or death situation) TEAM race against time that requires leadership, teamwork, know-how of knots, and basic pioneering skills. Maximum time allowed is 15 minutes.

Resources provided by Activity Station Master:

• Five (5) six(6’/feet-long) rope-lengths • Six (6) six to eight(6’-8’/feet-long spars) tripod wood poles/legs • One (1) two(2’/feet-long) wood log-piece • One (1) fifteen(15’/feet-long) rope-length

With Resources provided, Patrols will build:

1) Two (2) matching, stable, and robust tripod structures, using Tripod Lashings 2) Once built, the tripods will be positioned approximately 18’-20’ (feet) apart. 3) Next, scouts will tie 8 (eight) knots in ANY order they prefer; BUT the challenge MUST end in this

specific sequence, starting from the LEFT tripod to the RIGHT tripod: 4.1) Two(2) Half Hitch Knots (attached to LEFT tripod); joined on the RIGHT to the next rope by 4.2) A Square Knot; joined on the RIGHT to the next rope by 4.3) A Sheet Bend Knot; joined on the RIGHT to the next rope by 4.4) A Bowline Knot; that is going to attach on the RIGHT to the one(1) two(2’/feet-long) wood log by 4.5) A Timber Hitch Knot; From the other side of the log (RIGHT side), Patrols will use the fifteen(15’/feet-long) rope length to continue the sequence, tying THREE (3) knots WITH THE SAME rope-length, starting with 4.6) A Clove Hitch Knot; on the RIGHT side of the log, followed by a Sheepshank Knot; and finally 4.7) A Taut-Line Hitch Knot with the rope-end, connecting to the RIGHT tripod where the sequence of knots will end, forming a suspension line where the goal is to have the one(1) two(2’/feet-long) wood log-piece, NOT TOUCHING and hanging from the ground (minimum twelve/12” inches).

The challenge begins with all the resources laid out on the ground. Patrols can start in ANY ORDER; however the sequence of knots must match what shows on the illustration (see/click image download link below). Tripods can NOT be repositioned once set in-place; ONLY adjustments to the suspension line by increasing / decreasing the length/tension of the line with the 2 applicable knots in one of the rope lengths, KNOW which? STRING BURNING

This is a TEAM timed event that requires leadership, teamwork, safety, and skills learned on the safe handling of knifes, axes, and saws as tools, as granted by their earned Totin’ Chip Certification; and validating scout abilities of building a sustaining campfire, also granted in participants Firem’n Chit Certification. Resources provided by Activity Station Master: • Wood • 5 cotton balls • Hand ax • Fire-pit with poles setup with strings at 12” and 18” • Ax yard • 3 matches • Stopwatch

Resources provided by Patrol Participants:

Objective: The patrol must build a fire 12” high to burn a string 18” high in the least amount of time. Proper use of knife and ax, fire building and ability to work as a team are needed for this event.

TOTIN’ CHIP AND FIREM’N CHIT REQUIRED!!! If a scout does not have their Totin’ Chip, they will not be allowed in the ax yard or blood circle. Additionally, any scout lighting the fire is required to present their Firem’n Chit prior to lighting the fire. If a patrol does not have a youth who can provide their Firem’n Chit the patrol may not participate in that event and will forfeit ALL participation points. Method: The whole patrol will be given a block of wood, 5 cotton balls and 3 matches. There will be an ax area to prepare the wood to be used in the fire. Only one scout will be allowed in ax yard at a time. Scouts are given a 5-minute limit for “ax time”. Two strings will be stretched between two vertical poles; one string will be 12” above the ground and the second will be 6” above the first string. The wood is to be piled no higher than the 12” string and the fire must burn through the higher string @ 18”. The patrol will be given time to build the fire to the height of the first string 5 min. max. Time will begin with the lighting of the first match and end when the top string breaks. After lighting, the fire must not be touched, nor can more wood be added.

1) This is a patrol event; all patrol members participate. Like with any other shooting sport, FIRST & FOREMONST, SAFETY IS PARAMOUNT! Participants will be given a safety briefing on all knife throwing range rules and strict discipline before ANYONE is assigned to the range shotting line.

2) Rangemaster(s) will assign 4 scouts their stations after names are recorded on scoresheets. No one is

allowed to touch and/or start the orderly aim/throw of knifes to the target until after the Rangemaster gives the command that the “range is HOT”.

3) Throws must be taken within 10-15 seconds of each other; so rounds should be completed within a couple of minutes. After each participant completes their 5 throws, they will step-back from the shooting line and wait for the Rangemaster to ensure everyone has finished, the range is safe and the command “range is COLD” is given to indicate participants is safe to go and wait next to their targets for Rangemaster to record scores and re-start the same process for the 2nd round.

4) There will be 2-rounds of 5-shots. The 1st round will be mostly for practice, given this is a new activity; however score-points will be collected and compared to 2nd round. The BEST/HIGHEST total-point count of the 2 rounds (averaged by patrol/members) will be the official score recorded regardless of how the individuals scored. Patrol leaders must make sure their patrol score is entered on their patrol scorecard prior to leaving the event.

5) Any unruly, un-safe, and/or un-desired behavior will be dealt with immediately. Rangemaster will have ZERO TOLERANCE for anyone acting in any way that contradicts The Oath & Scout Law, and will (at his/her discretion, take ALL POINTS away, impose a -50/point penalty to the overall/cumulative unit rank and expel the respective entire patrol and/or members at fault from the Range.

KNIFE THROWING SCORING

1) The tip of the knife must be in the target for the point to count. 2) If a knife falls off the target before it is scored, the point value shall be a zero; however, if a knife is in

danger of falling off the target prior to scoring, the thrower can request the range master to have the point scored before thrower his/her next knife. The rangemaster then will give the “range COLD” command for everyone to immediately suspend throwing and put-down down all knives before attempting to record any points. Rangemaster then will give the “range HOT” command to resume target activities; repeating the stop/resume process as needed.

3) If any part of the blade is seen touching the higher point ring/area, the corresponding higher point value is given. The tip of the knife must be in the target for the point to count.

4) Every set of 4 scouts will go thru their 2-sets of 5-knife throws, and sit-down afterwards to allow the subsequent patrol members to complete their respective 2-sets of 5-knfe throws until all are complete, and they are dismissed by the rangemaster to leave the range.

5) Patrol leaders must make sure their patrol score is entered on their patrol scorecard prior to leaving the event.

EVERGLADES RAFT RESCUE TOW

This is a TIMED-RESCUE mission… 1 Scout from the patrol has gotten stuck about 30-40 feet away from the shoreline in the Everglades slough on top of a wooden raft after dropping his paddle. The muddy-water is gator-infested, and the only way out is to assemble a longer rescue/lifeline with the individual pieces of rope found on the patrol equipment supply. Maximum time allowed is 10 minutes.

Using 5 ropes from your patrol equipment supply, combine the ropes into one long rope using an appropriate knot at each end to make a long-enough rope to reach the stranded scout and perform a rescue. The only way to reach the scout stuck in the slough is to toss the rescue/lifeline to him/her, aiming to get the rope within hand’s reach (marked by a tight perimeter around the raft; REMEMBER, there are hungry gators surrounding the raft, getting more aggressive by the minute). You have 10 minutes before gators EAT your buddy!!! Only when the rope is caught after being tossed and/or lands INSIDE the tight perimeter around the raft, ((BOTH)): The Scout to be rescued and the LEAD-scout (Patrol Leader) MUST tie bowline-knots around his/her respective waists at opposite ends of the rope; and give each other the signal to be towed/rescued. After the step above, the tow MUST be coordinated by the LEAD-scout (Patrol Leader) directing the other scouts when/how-hard to pull, with ALL members pulling on the rescue/lifeline rope. The GOAL is to avoid the scout being rescued falling out of the raft. If he/she does, points will be deducted (-10 each time) as gators will BITE-OFF limbs, and the chances for your buddy to be rescued in one-piece and survive go down. The course is completed when all patrol members and the scout being rescued have crossed the SAFE ZONE finish line. Scouts can NOT cross the boundary setup as the SAFE ZONE/finish line as right-after is the DANGER ZONE, alligator-infested swamp where your buddy patrol member is about to become gator-chow.

1) This is a timed event, BEST TOTAL TIME for speed in tying the rescue/lifeline knots and towing/rescuing the stranded scout, USING THE CORRECT KNOTS, wins 1st, 2nd, 3rd. Maximum time allowed is 10 minutes. 2) Five points will be awarded for each knot tied correctly (up to 25 points / -5 point per incorrect knot).

The ropes should be connected using a Square Knot, or Sheet Bend Knot, (as appropriate, depending on the ropes available); and ((BOTH/EACH)), #1-the scout to be rescued, and #2-the LEAD-scout (Patrol Leader) MUST tie a Bowline Knot around his/her respective waists at opposite ends of the life-line rope.

3) Additional points are earned for speed in tying the knots and towing/rescuing the stranded scout from

the DANGER ZONE by crossing the finish line (SAFE ZONE). NO ONE, except for the scout being rescued can pass into the DANGER ZONE, alligator-infested swamp:

• Under 4 minutes = 25 pts • 4-5 minutes = 20 pts • 5-6 minutes = 15 pts • 6-7 minutes = 10 pts • 7-8 minutes = 5 pts • Over 10 minutes and/or rope snaps w/o possibility of return to SAFE ZONE = 0 pts

4) In the event a scout crosses into the DANGER ZONE (LIFE & DEATH boundary), he/she will be disqualified (considered a gator-attack casualty), and a (-10/point penalty deduction assessed) to the patrol score.

5) If the rope snaps as consequence of faulty knot(s), UNLESS the scout to-be rescued can successfully toss the portion of the rope he remained with back to the SAFE ZONE, the patrol can re-start and attempt again the rescue; otherwise the rescue FAILS! :-( the time portion = 0 points see VI. above ).

This challenge requires 6 scouts, (minimum 5). Patrols can “borrow” scouts from other patrols from same unit to make the IDEAL 6-scout Team. See "Variations" explained on the graphic below for the 5-member patrols. 3) This is a timed event, BEST TOTAL TIME for speed in lashing the A-Frame “walker”, tying the guy lines and

successfully “walk” the scout on the A-Frame across the alligator pit, USING THE CORRECT KNOTS, wins 1st, 2nd, 3rd. Maximum time allowed is 15 minutes.

4) The “Alligator River Pit” is marked on the ground, a 15′ x 15′ square. Patrols will line up on one side of the pit. On signal the patrol lashes together an A-Frame “walker” using either 3 (three) Square Lashings or 2 (two) Square Lashings with a Two-Spar Shear Lashing at the top. At the top they attach two 20-foot lashing ropes and attach two more ropes at each corner of the crossbar, using 2 (two) Half Hitch Knots. These are the guy lines. The patrol then stands the “walker” upright, and one member climbs on the crossbar. One Scout mans each guy line (6) or (4) depending on the patrol size, to help steady and to help propel the scout on the crossbar as he tries to “walk” the A-Frame across the alligator river pit.

5) Only the A-frame “walker” is allowed inside the pit.

The clock (time) challenge ends when the walker has successfully crossed the “Alligator River Pit”, starting OUTSIDE of the 15′ x 15′ square, moving/advancing by “walking” the A-Frame across onto the opposite side of the start, without FALLING, and without any other scout stepping into the 15′ x 15′ square. 1) This is a timed event, BEST TOTAL TIME for speed in lashing the A-Frame “walker”, tying the guy lines and successfully “walk” the scout on the A-Frame across the alligator pit, USING THE CORRECT KNOTS, wins 1st, 2nd, 3rd. Maximum time allowed is 15 minutes.

2) Five points will be awarded for each A-Frame “walker” lashing and each guy-line knot tied correctly

(up to 45 points). The A-Frame “walker” should be lashed using either 3 (three) Square Lashings or 2 (two) Square Lashings with a Two-Spar Shear Lashing at the top . (-2 point per incorrect lashing component). At the top there will be two 20’-foot lashing ropes to maintain forward/backward balance and 4 (four) more ropes at each corner of the crossbar, using 2 (two) Half Hitch Knots for each guy-line; total of (6) for a complete “optimum” patrol-team or (5) for the minimum (see Variant).

3) Additional points are earned for speed in tying all lashings/knots and help the “walker” successfully cross the “Alligator River Pit”, starting from one side (OUTSIDE of the 15′ x 15′ square), moving/advancing by “walking” the A-Frame across onto the opposite side of the start, without FALLING, and without any other scout stepping into the 15′ x 15′ square.

On a hot sunny day, your patrol is hiking on a remote ARMAGEDDON WILDERNESS area when everyone hears calls for help… The patrol encounters 2 individuals, one is conscious but a bit incoherent, and the other is unconscious and seems injured as he has obvious scratches & bruises on his arms, legs, and head. Scouts will be challenged to assess the scenario and proceed to provide aid to the “injured victims”, following The First Aid Method un-assisted, determining every First Aid action they can administer, BEFORE the ultimate goal of moving the “injured victims” to an agreed accessible evacuation point where First Responders will arrive after being 911-notified. To succeed, Every Patrol Member will need to know:

• The Goals of First Aid, The 8-Steps of First Aid Method • How to determine if the scene involves a Hurry Case. • Basic First Aid Techniques (simple cuts & scratches, poisonous plants, heat-related injuries, sprains &

strains – RICE, head injuries, broken bones/fractures – DOTS), • Splints, bandages, slings, • Moving an ill or injured person, • Reducing exposure to injury, • Responding to emergencies (Information for First Responders)

At the meeting point with First Responders, The Station Judge will interact with the Patrol to do a “POST-SCENARIO DEBRIEF” about “injured victims” issues discovered, validate (earned points) for First Aid provided, bandages, splits, etc. Probe the “injured victims” for missed injuries not treated by Patrol (missed points) and provide feedback from his observations and missed points. The Station Judge will then pick at random 3 scouts to ask them a question a piece on basic first aid procedures for bonus/make-up points. (Refer to the Scout Handbook and/or references listed below). Only those 3 scouts can answer the questions; they cannot be helped by the remaining patrol. There is a 1-minute time limit for each question. If the patrol does not have enough scouts, then one of the scouts can answer a second question. Your Patrol has been given a decrypting device to unlock a secret message that it the right hands, will change

the terrible situation the world is going-thru. So valuable to humankind that it has been hidden in different

places around the city by those that created all the chaos pushing this world to ARMAGEDDON to keep it that

way.

Allied rebel forces to loyal to have infiltrated the highest circles of tyrants and bullies that

stole the peace and harmony of the world, and intercepted communications that revealed the coordinates of

all the hiding caches containing portions of the secret message that “IF” found, decrypted, and revealed to the

masses, will change, and correct the auto-destruction trajectory the world is headed for.

You and your Patrol are the best team with orienteering compass navigation skills and intimate knowledge of

the city to find your way FASTER than the tyrant and bullies army who have been sent to move all caches.

Patrols have 15-minutes… Time starts when the Station Master provides the Orienteering Waypoints to the

caches. At each cache location found, there will be an encrypted code that scouts will decrypt using an

Alberti’s/Caesar’s Disk Code Wheel (see below), re-developed by the same Allied rebel forces as KEY-generator

to encrypt/decrypt all portions of the secret message. Each cache secret message may have a different key

that will be on plain sight at the cache point.

The Patrol mission is to locate each cache using compass navigation skills, using the decryption key provided

at each point, decode the portion of the message from that section, and continue until all caches have been

found and all individual parts of the message have been collected and decoded to reveal the secret message

that will change our world…

The Patrol MUST BE BACK by/before the 15-minute timeline and report to the Station Master their findings and

answers to the encrypted message to successfully complete the activity and total possible points.

they will be completely off & LOST! The course and challenge are small enough that should be solved by

everyone; however scout discipline, leadership and teamwork will play a big role in working the orienteering

challenge and decrypting the encoded text, using the disc code wheel decoder to reveal the secret message.

A 25-point bonus will go to Patrols that are able to complete both tasks successfully. (Secret Message

decoded COMPLETE & CORRECTLY, including syntax, and letter-case (lowercase Vs. capital/uppercase).

No need to worry about punctuation as that part of the puzzle is a FREEBIE! And are visible in the Orienteering Codebreakers Hunt form given to each Patrol at the start of the challenge by the Station Master and returned for scoring at the conclusion of the event.

GA-GA BALL *SEPARATE AWARD (PATROL TEAMS)

This is a camporee “FUN EVENT” ( ) Awards. A new set of awards (TBD) will be presented to the top three (1st, 2nd & 3rd) placing Patrol Teams. Ga-Ga Ball is a form of dodge ball that is normally played in a 'Pit'. The game's roots originated in Israel. The word 'Ga' means Hit or Touch, so 'Ga-Ga' means Hit-Hit. There are several variations on exactly how the game is played, but we find these rules to be the most common and fair, while keeping the game competitive and fun: Event Rules:

1) As this will be aimed to include maximum participants (Patrol Teams); the event will run as SINGLE-ELIMINATION rounds; meaning every time two teams face each other, the loosing team is OUT, eliminated from the competition and the winning team advances until they either advance again, or loose and get eliminated/OUT.

2) To start, everyone in the pit must be touching the wall. Someone tosses the ball in the center of the

pit, and it must bounce twice on the ground. As it bounces, everyone can say "Ga" for each bounce. After the second bounce ("Ga-Ga"), the ball is live.

3) Players slap-hit the ball with their hand, aiming it at another player's leg at the knee or below. If the

ball hits or touches anyone at the knee or below, that player is out and must exit the pit. At any time, if a player makes any type of contact with the ball at the knee or below, that player is out.

4) Anytime the ball goes out of the pit, the last person the ball touched is out.

5) Players can only hit the ball one time until it either touches another player or the wall, then players are

able to hit it the ball again. Players can bounce the ball against the wall to position it if necessary; and can move around anywhere inside the pit during the game.

6) The game ends when the last person from any opposing patrol team is eliminated, disqualifying the

loosing team out of competition, and advancing the winning team to the next round(s).

7) There is/are no minimum or maximum of players X patrol, as long as the +/- ratio is within 2 scouts. Patrols can “borrow” scouts to even-out their roster(s); but cannot replace members if/when advancing; ONLY DROP.

TUG-O-WAR *SEPARATE AWARD (TROOP TEAMS)

This is a camporee “FUN EVENT” ( ) Awards.

Winning troop earns bragging rights and takes home a travelling trophy. (*until next year’s camporee).

Event Rules:

1) Participating Troops must email/submit in advance the Tug-of-War participants, (REGISTRATION ROSTER/WEIGHT-IN FORM/see page 48) with approximate weights via email to the Camporee Chief @

[email protected] NO later than Wednesday, April 4th

2) The total combined weight for the Troop participants cannot exceed 1,000 pounds.

Participants stated weight will be verified prior to the units’ first pull. If an individual is found to cause the team to be over the 1,000 pounds, he may be substituted for, at weigh-in. If there is nobody to substitute, the team must drop the weight below the limit by excluding a scout.

3) Pullers must complete in the same outfit they weigh-in in. This includes shoes and clothing. Scouters

will not be able to go back to campsite to change shoes.

4) Registered participants will be the only individuals allowed to “pull”. If a registered participant is unable to continue, he forfeits his spot, there will be NO SUBSTITUTIONS.

5) Competition will be determined by a random drawing of all the participating units. The draw will be

filled Friday night.

6) No spiked or cleated shoes, gloves, or any other equipment or device that will give and advantage, will be allowed.

7) Any Troop (participant, observer, or adult) that exhibits poor sportsmanship or un-Scout-like behavior

will be forced to forfeit the match and 25 points will be deducted from the troop’s overall score.

8) This is a double elimination tournament. If a Troop has zero losses in the final pull and loses, they will get another pull.

9) Units must remain in the marked area. If a team pulls out of bounds, they will be disqualified.

CANOE TUG-O-WAR *SEPARATE AWARD (PATROL TEAMS)

This is a camporee “FUN EVENT” ( ) Awards. A new set of awards (TBD) will be presented to the top three (1st, 2nd & 3rd) placing Patrol Teams. Resources provided by Station Master:

1) 2 / canoes facing away from each other. 2) Lifejackets/PFD-personal flotation devices for each 3-member team 3) 2 / paddles X canoe

Resources provided by each PRE-REGISTERED participating Patrol-Team:

1) Swimming Ability – Each participant MUST be classified as a BSA-Swimmer. 2) Paddling skills, discipline, and Teamwork 3) Appropriate swimwear/change of clothes (participants WILL GET WET!) 4) Closed-toe shoes.

1) As this will be aimed to include maximum participants (Patrol Teams); the event will run as SINGLE-

ELIMINATION rounds; meaning every time two teams face each other, the loosing team is OUT, eliminated from the competition and the winning team advances until they either advance again, or loose and get eliminated/OUT.

2) Each Patrol-Team consists of 3 scouts: 2-paddlers sitting at the stern (rear/direction), and bow

(front/power) positions, plus a 3rd member designated as the “Rope Tug Winchman” sitting in the middle of the canoe, facing towards the stern/rear.

3) Unlike a “regular” dry-land tug-o-war, each canoe team will be positioned stern-to-stern; or facing-away

from the opposite canoe (paddling-away from each other); with the exception of the 3rd member designated as the “Rope Tug Winchman” sitting centerline, middle of his/her canoe, facing towards the stern of both canoes.

4) Canoes & teams will be aligned/centered on the START/FINISH line, in the middle of a STRAIGHT track

that runs parallel to the shoreline at waist-deep distance, wait for the center Station Judge to validate both teams are in NEUTRAL position, and paddles resting across the hull of the canoe on-top of the gunwale (side deck/narrow ledge that runs the length of the canoe on each side).

5) On the Judge’s GO! command, paddlers can grab the resting paddle and start paddling with the intention

to over-power the opposite team and drag them in their team’s forward-direction. 6) The game ends when either paddler in the stern(REAR) position is dragged-thru (passes) the

START/FINISH line, over-powered and eliminated by the Winning-Round Team. 7) The “Rope Tug Winchman” sitting in the middle of the canoe can ONLY HOLD the rope. He/She CAN NOT

PULL. The role of this team-member is just to serve as an anchor-point of the rope and NOT let go, until winning, or loosing. “IF”/when the “Rope Tug Winchman” fails to hold-on to the rope (gives-up); the team automatically forfeits, is eliminated, and the other team wins the round, advancing.

8) ONLY the Judge can start/stop the round, “IF”/when a team may veer way-out of the set course and/or for

safety reasons. Paddlers MUST be on ALERT/OBEY/BE RESPONSIVE to ALL Judge’s commands.

CHECK-OUT PROCEDURES

1. No campsite, gateways or perimeter fences may be dismantled on Sunday until after the conclusion of the Awards Ceremony. A penalty of 50 points will be deducted from the troop’s overall score if this happens.

2. No unit may leave the Camporee on Sunday before receiving an “Authorization to leave camp” from the

Camporee staff who checks the unit out. 3. No individual scout, from any unit, may leave the Camporee until his unit has received the okay to leave

camp. If a scout has a job to go to, prior permission must be granted, staff to have been notified on Friday evening.

4. Checkout will operate from headquarters. When your unit is ready to be inspected, send a scout

representative to headquarters. You will be taken in order of your reaching headquarters to sign-up. 5. We will try to expedite the procedures to the best of our ability. Volunteers to help with check-out are

always welcomed. 6. Units will be issued an “Authorization to leave camp” order once the inspector finds the campsite:

• Free of litter and debris • The latrine/ wash area is as clean as found. • The wood used for gateways, perimeter fences, camp gadgets, and fuel and axe yards has been

dismantled and hauled away. • Garbage has been removed.

Since there will be more than one unit per site and all units will be using the same latrine, SPL’s will have to coordinate how the cleaning of the latrines will be divided. Additionally, Troops will need to provide Scouts on Sunday to clean the main latrine, by the lake. Each Troop will be assigned an area of the camp to police on Sunday. 7. Lost and found items will be held at headquarters. If any items are not claimed, they will be held at

Council office for one week.

*Your unit must demonstrate the Scout Oath and Law as well as good sportsmanship. If a unit is found to break these rules during the duration of the Camporee, including arrival, but not limited to departure on Sunday, they will have 50 points deducted from their overall score.
