Page 12 – Monday, March 30, 2020 Cavalier County Republican PUBLIC NOTICE March 10, 2020 On March 10, 2020, at 8:30 a.m. the Board of Commissioners of Cavalier County, North Dakota, met at the Cavalier County Court- house in regular session, with all members present. The meeting be- gan with the Pledge of Allegiance. Chairman Nick Moser called the meeting to order and proceeded as follows: Moser asked if there were any changes to the agenda. David Zeis made a motion to approve the agenda, seconded by Greg Good- man; motion carried. Greg Good- man made a motion to approve the minutes, seconded by Austin Lafrenz; motion carried. Stanley Dick stated he is considering resign- ing from the North Central Hous- ing Authority, to allow representa- tives to be on the board from other counties needing issues addressed. Dick stated he would discuss it at the next meeting. Terry Johnston, Road Supervisor, met with the com- missioners and reviewed the road project status report. Options for the culvert at Cole’s Crossing were discussed. A culvert request from Ronnie Schill in Dresden Township was reviewed. The request was for a culvert in the right of way of County Rd 23. Stanley Dick made a motion to approve the culvert request, seconded by David Zeis, motion carried. There was also discussion on graveling six miles west of Hannah. Johnston stated he would get a couple more quotes on the project. It was decided have a meeting with the roadmen at the Vang county shop on April 21st at 11:00 a.m., rather than having them come to the commission meeting for their semi-annual department update. Load limits were discussed and it was reiterated that the coun- ty load limits would go on when- ever the state put theirs on, which most likely would be happening soon. Razor Tracking devices were discussed. The three trial units in- stalled in motor graders were work- ing well. Stanley Dick made a mo- tion to purchase five more Razor Tracking units for the motor grad- ers, seconded by David Zeis, mo- tion carried. The possibility of add- ing them to the Sheriff vehicles in the future was discussed. Jane Hay- en, NDSU Extension, met with the commissioners and informed them that their NDSU district director, Kim Ruliffson, was resigning effec- tive May 15th. Stanley Dick stated he is on the search committee and they would be reviewing possible candidates soon for the position. There was discussion on possible HR options for the county. Stanley Dick stated that NDACo is aware of the need for HR, especially in the counties hosting the Human Service Zones and that the state may start covering a portion of the cost for HR after the next legislative session. It was reiterated that the State’s At- torney will still be available for any harassment/discrimination is- sues that would arise in the mean- time. Any other employment issues should be reported to the depart- ment supervisor and addressed as needed. Commissioners welcomed any input from employees on future HR options. Austin Lafrenz made a motion to approve a seasonal Beer & Liquor License for the Walhalla Country Club, seconded by Greg Goodman, motion carried. Shannon Duerr, JDA, met with the commission and discussed the im- portance of the upcoming Census and the options available for indi- viduals to self-report on-line for the Census. Computers will be made available at both the Senior Center and Langdon Area High School with volunteers available to assist in completing it on-line. Terri Gus- tafson, Public Health, met with the commissioners and reiterated the precautions that should be taken to prevent the spread of COVID-19. Gustafson stated that the informa- tion and recommendations change daily and that her office is busy tak- ing in meetings to keep up to date. Greg Goodman made a motion to transfer $1,190.00 from Road and Bridge Fund to Road and Bridge Equipment Replacement Fund, seconded by Stanley Dick, motion carried. Stanley Dick made a mo- tion to transfer $219,357.76 from Road and Bridge Fund to Road and Bridge Excess Levy Fund, seconded by Greg Goodman, motion carried. David Zeis made a motion to trans- fer $21,935.78 from Road and Bridge Fund to Road and Bridge Equip- ment Replacement Fund, seconded by Austin Lafrenz, motion carried. The possibility of add-ing them to the Sheriff vehicles in the future was discussed. Jane Hay-en, NDSU Extension, met with the commissioners and informed them that their NDSU district director, Kim Ruliffson, was resigning effec-tive May 15th. Stanley Dick stated he is on the search committee and they would be reviewing possible candidates soon for the position. There was discussion on possible HR options for the county. Stanley Dick stated that NDACo is aware of the need for HR, especially in the counties hosting the Human Service Zones and that the state may start covering a portion of the cost for HR after the next legislative session. It was reiterated that the State’s At-torney will still be available for

any harassment/discrimination is-sues that would arise in the mean-time. Any other employment issues should be reported to the depart-ment supervisor and addressed as needed. Commissioners welcomed any input from employees on future HR options. Austin Lafrenz made a motion to approve a seasonal Beer & Liquor License for the Walhalla Country Club, seconded by Greg Goodman, motion carried. Austin Lafrenz made a motion to approve a seasonal Beer & Liquor License for the Langdon Country Club, second-ed by David Zeis, motion carried. Shannon Duerr, JDA, met with the commission and discussed the im-portance of the upcoming Census and the options available for indi-viduals to self-report on-line for the Census. Computers will be made available at both the Senior Center and Langdon Area High School with volunteers available to assist in completing it on-line. Terri Gus-tafson, Public Health, met with the commissioners and reiterated the precautions that should be taken to prevent the spread of COVID-19. Gustafson stated that the informa-tion and recommendations change daily and that her office is busy tak-ing in meetings to keep up to date. Greg Goodman made a motion to transfer $1,190.00 from Road and Bridge Fund to Road and Bridge Equipment Replacement Fund, seconded by Stanley Dick, motion carried.
