LAW ENFORCEMENT HCSO DEPUTIES ARREST MAN AFTER HOUR LONG PURSUIT Harris County Sheriff’s Office Patrol district 5 deputies have arrested and filed charges on a 37 year old man for felony evad- ing and violation of a protective order after leading deputies on an hour long chase through northwest and north Harris County last night Monday, October 24, 2016. Deputy D. Hogan observed a tan colored Chevrolet Equi- nox parked in moving lane of traffic in the 8700 block of Fall- brook and N Gessner around 11:30pm. The car was driven by Obdulio Mancillas and a 31 year old female was in the passenger seat. Deputy Hogan approached the vehicle and the female stepped out of the vehicle and told him she was being held against her will. As Hogan walked back to the vehicle, Mancillas started the vehicle and fled entering the E Sam Houston tollway. Other units began assisting in the pursuit. Mancillas was reaching speeds of 90-95 miles per hour and disregarding other drivers or their safety. He entered state highway 249 north and tried to elude depu- ties by exiting and making u turns and entering the highway again. Mancillas then fled east on the Beltway toward Interstate 45 north. Deputies were able to disable his vehicle with the aid of a stop strip, and he eventually pulled to the side of Interstate 45 and Parmatta road and was taken into custody with incident. It was learned from the female complainant she was the ex- girlfriend of Mancillas, and was forced into the vehicle after he followed her to a laundry mat in Montgomery County earlier in the evening. A good job was done by all responding deputies and supervi- sors for maintaining the safety of the general public and bring- ing this incident to a safe conclusion. Mancillas is currently being held with no bond. TYPE OF OFFENSE: Possession of a Controlled Substance PENALTY: 3rd Degree Felony CASE #: HC16 - 163651 DATE and TIME: 10/12/2016 – 23:12 Hours. LOCATION: 14500 Ella Boulevard DEFENDANT: Carter, Odis / Age 33 / Houston, TX / 177th District Court / Bond $ 15,000 Details: On October 12, 2016 at approximately 11:12 pm Deputy J. Mar- tinez with Precinct Four Constable Mark Herman’s Office responded to a suspicious vehicle in the 14500 block of Ella Boulevard. Upon mak- ing contact with the Driver/Defendant Odis Carter, Deputy Martinez observed 3.0 grams of Cocaine in plain view in Carter’s vehicle. Carter was arrested, charged with Possession of a Controlled Substance and booked into the Harris County Jail. TYPE OF OFFENSE: Evading Arrest in a Motor Vehicle PENALTY: 3rd Degree Felony CASE #: HC16 – 164442 DATE and TIME: 10/14/2016 – 10:11 Hours. LOCATION: 14200 Darrah Drive DEFENDANT: Lemelle, Preston / Age 28 / Houston, TX / 180th District Court / Bond $ 0 Details: On October 14, 2016 at approximately 10:11 am Corporal J. Evans with Precinct Four Constable Mark Herman’s Office attempted to initiate a traffic stop in the 14200 block of Darrah Drive. The vehicle failed to stop and fled from Cpl. Evans. Cpl. Evans pursued the vehicle for a short distance until Cpl. Evans was able to stop the vehicle. The driver/defendant, Preston Lemelle, was arrested, charged with Evading Arrst in a Motor Vehicle, and booked into the Harris County Jail. LOCATION: 100 Airtex Drive DEFENDANT: Lowther, Zachary / Age 20 / Houston, TX / County Court 002 / Bond $ 5000 Details: On October 15, 2016 at approximately 1:01 am Deputy L. Netro with Precinct Four Constable Mark Herman’s Office conducted a traffic stop on a vehicle in the 100 block of Airtex Drive. Upon making contact with the Driver/Defendant, Zachary Lowther Deputy Netro could smell a strong odor of alcohol emitting from Lowther’s breath. Further inves- tigation by Deputy Netro revealed that Lowther was intoxicated. Lowther was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail. Upon making contact with the Driver/Defendant, Rogoberto Galeana Deputy Castiblanco could smell a strong odor of alcohol emit- ting from Galeana’s breath. Further investigation by Deputy Castiblanco revealed that Galeana was intoxicated. Galeana was arrested, charged with Driving While Intoxicated, and booked into the Harris County Jail. Upon making contact with the Driver/Defendant, Barry Hawkins Deputy Williams could smell a strong odor of alcohol emitting from Hawkins’ breath. Mathes with Precinct Four Constable Mark Herman’s Office responded to a burglary of a motor vehicle in the 400 block of Mossy Oaks Drive. Upon Deputy Mathes, the complainant reported that the defendant, Erik Carlson, had made forced entry into his vehicle and then fled the scene. Further investigation by Deputy Mathes led to the location of Carlson. Carlson was arrested, charged with Burglary of a Motor Vehicle, and booked into the Harris County Jail. Cobas with Precinct Four Constable Mark Herman’s Office conducted a traf-fic stop on a vehicle in the 10900 block of the N Sam Houston PW W. Upon making contact with the Driver/Defendant, Keith Cantamore Deputy Cobas could smell a strong odor of alcohol emitting from Can-tamore’s breath. Further investigation by Deputy Cobas revealed that Cantamore was intoxicated. Cantamore was arrested, charged with Driv-ing While Intoxicated, and booked into the Harris County Jail.
