Pointing out that telecom connectivity had become even more critical for people amid the Covid pandemic, the Chief Minister urged the farmers to show the same disci- pline and sense of re- sponsibility which they had been exercising during their protest at the Delhi bor- der, which has completed one month, and also earlier during their agitation in the state. Urging the farmers not to take the law in their hands by forcibly shutting down telecom connectivity or manhandling employees/techni- cians of telecom service providers, the Chief Minister said such actions were not in the interest of Punjab and its future. He said the people of Punjab, had been standing with the farmers in their fight against the black Farm Laws, and would con- tinue to do so. He requested the farmers to reciprocate by ensuring that the battle for justice does not cause any problems for the people of the state. Forceful disruption of telecom services due to snapping of power supply to mobile towers by farmers in several parts of the state was not only adversely affecting the studies and future prospects of students, who are dependent entirely on on- line education, but also hampering the daily life of peo- ple working from home due to the pan- demic, said the Chief Minister. Further, the disruption of telecom services would also seriously affect the state’s already dis- turbed economy, he noted, exhorting the farmers to continue with their peaceful protests without caus- ing any inconvenience to the citi- zens of Punjab. Captain Amarinder pointed out that the prolonged eco- nomic crisis, which would be aggra- vated as a result of telecom service disruption in the state, would have a trigger-effect on the agriculture sec- tor, as well as the farming commu- nity too. The effects would be detri- mental to all sections, he said, adding that such actions would ad- versely impact his government’s ef- forts to attract more investment in the Telecom sector as part of its re- cently announced New Telecom Guidelines 2020. EDITORIAL Climate crisis is causing

lakes to shrinkhile global sea levels are rising due to the climate crisis and threatening near-coastal infrastructures, Whigher temperatures in other areas are having

exactly the opposite effect. The water levels are falling and also causing massive problems. Although the consequences are equally serious, however, declining water levels are receiving less attention according to Matthias Prange, Thomas Wilke of the Justus Liebig University in Giessen, and Frank P. Wesselingh of the University of Utrecht and the Naturalis Biodiversity Center Leiden (the Netherlands)."The Caspian Sea can be viewed as representative of many other lakes in the world. Many people are not even aware that an inland lake is dramatically shrinking due to climate change, as our models indicate," says Matthias Prange. The report of the Intergovernmental Panel on Climate Change (IPCC) also failed to mention lakes, and disregarded the social, political, and economic consequences of global warming on the affected regions."This has to change. We need more studies and a better understanding of the consequences of global warming in this region." The goal must be to raise awareness of the consequences of climate change for inland seas and lakes so that appropriate strategies can be developed, including approaches for other large lakes and regions facing similar challenges. Because of its size (it is the largest lake in the world) and because of its relatively high salinity of about one per cent, which is about one-third of the salt concentration in the oceans, the Caspian has been named a 'Sea'. Its largest inflow is the Volga River and it has no natural connection to the ocean. The water level is determined by the proportional influences of inflow, precipitation and evaporation. Global warming is causing increased evaporation, which results in a declining water level. The Caspian Sea is an important regional water reservoir and, despite its salt content, a biological and commercial centre. It is bounded by Kazakhstan, Turkmenistan, Iran, Azerbaijan and Russia. Depending on the degree of global warming in the future, the water level could fall by 9 to 18 meters during this century. "This would affect not only the biodiversity, various species, and habitats that would disappear. The economies of all the bordering countries would be impacted, including harbours, fisheries and fish farming." For this reason, the authors argue that in the future the Caspian Sea should be used as an example in scientific research to assess the vulnerability of certain regions to falling water levels. Because no nation can solve the resulting conflicts alone, they propose a global task force to develop and coordinate strategies. The article suggests that "international climate funds" could offer a possibility for financing projects and adaptation measures if changes in the lake level are attributed to climate change.

Raising their voice in support ofthe farmers’ who are strugglingagainst the centre’s agricultureblack laws, Aam Aadmi Party sen-ior leaders and MPs BhagwantMann and Sanjay Singh, on Friday, protested against farm bills in Par-liament’s Central Hall in the pres-ence of Prime Minister NarendraModi.

Addressing the media on the is-sue at Chandigarh, Senior AAPleader and MLA from SunamAman Arora said that when PMModi started his ‘Jumla’ speech inthe Parliament Central Hall; AAPMPs Bhagwant Mann and SanjaySingh, raised the voice of lakhs offarmers from Punjab, Haryana andother states who were sitting on theDelhi borders in the biting cold andstruggling against the anti-farmersblack laws. “The voice of lakh offarmers raised by AAP MPs in theParliament did not fall on the deafears of PM Modi. He did not payheed and left the venue turning ablind eye. The country has todaywitnessed as to how a 56-inchchest PM, failed to face just tworepresentatives and walked away,”he said. Arora said that as ShaheedBhagat Singh and BatukeshwarDutt, had hurled bombs inside theCentral Legislative Assembly, NewDelhi in protest against an unfavor-

able bill and to wake up the UKgovernment, similarly, the sons ofthe soil of Punjab, MPs BhagwantMann and Sanjay Singh, raised thevoice of ‘annadatas’ in the Parlia-ment to try to wake up the Modi-led-centre government from itsslumber, who are ‘sleeping over’the issue of anti-farmers blacklaws. He said that that many meet-ings had been held since the incep-tion of farmers’ movement and thegovernment was playing the ‘gameof letters’, but it was very unfortu-nate that the issue pertaining tofarmers’ was not redressed yet.“This is because there are flaws inthe intentions and policies of theModi government. PM Modi doesnot have time to meet lakh of farm-ers sitting on the Delhi borders

since last month, but can do onlineinteractions through Zoom andSkype with farmers of other states.PM Modi can only do ‘Mann kiBaat’, but cannot talk about farmissues in his live speech, TV showor a talk show. Even the Parliamentsession was adjourned giving thereason for farmers' agitation,” hesaid. Taking a dig at the PrimeMinister, Arora said that todaywhen the farmers of the countrywere agitating for their rights onthe Delhi borders, PM Modi wasacting as a mediator of corporatehouses and peddling lies about thefarmers’ genuine demands.

He said that the Union Govern-ment was misleading the people ofthe country by spreading rumorsabout the farmers and their ongo-

ing struggle, instead of taking anurgent call on their demands.”Modigovernment should abandon itsstubborn stance and accede to thedemands and immediately reversethe draconian laws aimed at bene-fiting the corporate houses,” addedArora. Arora said that the AamAadmi Party (AAP) was proud ofthe MPs, who questioned PMModi, eye to eye on the farmers’ is-sue. He further said that few otherCongress MPs were also present atthe Parliament Central Hall, but noone raised the voice of farmers. Hesaid even Punjab Chief MinisterCapt Amarinder Singh was sittingin his farmhouse, but did not try tomeet PM Modi on the farmers’ is-sue. He said that the dharna beingstaged by Congress MLAs andMPs at Jantar Mantar in Delhi wasalso a part of weakening the farm-ers’ struggle. Arora furtherslammed SAD chief Sukhbir SinghBadal and Harsimrat Badal, ques-tioning them about their where-abouts when two AAP representa-tives were raising the voice offarmers in the Parliament. Target-ing Congress and SAD, Arora said,“Why these parties do not utter aword against PM Modi. This is be-cause they are hand-in-gloves withthe Modi government and areworking at their behest. Congressand SAD used to term AAP as a B-team of BJP, but they themselvesare double faced.”

The issue of municipal elec-tions is once again pending.A writ petition has beenfiled by the Akali leaders inthe Hon'ble Punjab andHaryana High Court againstthe new wardbandi ofBathinda city on which thehearing is continuing andthe next date is January 4.

But there is a politicalturmoil for the municipalelections and the activitiesof the claimants of differentpolitical parties in differentwards have also intensified. This time the elections willbe more interesting as fiftyper cent of the fences are re-served for women.

The mayoral seat ofBathinda Municipal Corpo-ration is also suspected tobe reserved for women. Itwill be difficult as there are

four to five ticket con-tenders in each ward and inthe rebel elections the rul-ing party can tarnish thegazette of the Congress andthe Akali Dal. Another in-teresting fact is that thistime the Shiromani AkaliDal-BJP alliance will be inthe fray against each otherand the AAP is in the moodto contest the electionswhereas before this theAAP had not interfered inthe by-elections.

The senior leader of Shi-romani Akali Dal confirmedon condition of anonymitythat it was very difficult tofinalize the candidates thistime as it was very difficultto finalize the names of can-didates due to multipleclaimants and groups. and appreciated had the PM madean announcement to roll back thefarm laws keeping in view the an-guish amongst the farming commu-nity. Be it the farmers or the reput-ed members of the legal fraternity, all have branded the farm laws as

anti-farmer but the PrimeMinister is still stickingto his guns and indulgingin hard selling these lawsas agricultural reforms, added S. Randhawa. TheCabinet Minister furtherpointed out that thePrime Minister duringthe course of his speechcouldn't spell out withfacts even a single meas-ure promulgated by theUnion Government sincethe past six years whichcan be described as serv-ing the interests of thefarmers and agricultural

sector. He also said that the PrimeMinister is even now calling thefarmers agitation as being led bythe misguided leaders and political-ly motivated, which is utterly un-justified.He asked the Prime Minis-ter, what he would say about the

participation of farmers from BJP-ruled states Haryana, Uttar Pradeshand Madhya Pradesh in the farmers'agitation.

"Besides this, the Prime Minis-ter should have broken his silenceon the failed agricultural model in astate like Bihar", the Minister cate-gorically said. Randhawa furtheradded that the Prime Minister wastoday boasting of providing freeelectricity to the farmers asAchievement of his government, when the reality is that the Punjabgovernment has been providing thisfacility on its own since manyyears. On the other hand, the Modi-led union government is up the anteto bring in Electricity Bill. He saidthat the Chief Minister Capt.Amarinder Singh's government hasfulfilled its promise of farmers' debtwaiver and so far a debt to the tuneof Rs.4610 crore of 5.63 lakh farm-ers has been waived off.
