TheR&EBoardwillalsobeworkingin 2017 to negotiate and enter intowaste delivery agreements withwaste haulers for the delivery ofacceptable mixed municipal solidwaste (“Acceptable Waste”) to theR&E Center. Acceptable Wastedeliveredpursuanttoawastedeliveryagreement will be exempt fromthe waste designation ordinances.Haulers under contract will be ableto deliver waste to transfer stationsthat are under contract to the R&EBoard,andwillbeeligiblefortippingfeerebates. The R&E Board anticipates thatwaste designation, along withanticipatedimprovementstotheR&ECenter,will yield an increase in theamountofRamseyandWashingtonCounty solid waste processed andrecycled, while also reducing theamountofsolidwastesenttolandfillsevenaswastegenerationincreasesovertime. The waste designation ordinanceamendment that will be adoptedby the Ramsey County Board ofCommissioners later in 2017 willregulate the delivery of solid wastegenerated within Ramsey County,Minnesotainthefollowingmanner: I.Wastedesignationwillapplytotheentire geographic area of RamseyCounty. II. The point of delivery for solidwaste subject to the designationordinance will be the R&E Center,which is located at 100 Red RockRoad, Newport, MN 55055. Allgenerators and haulers subject todesignation(andnotpartytoawastedelivery agreement with the R&EBoard)willberequiredbyordinancetodeliver,orcause tobedelivered,all Acceptable Waste generated inRamseyCounty to theR&ECenter.As mentioned, haulers undercontractwill beable touse transferstations under contract to the R&EBoard. III. The R&E Board plans tocontinue processing of solid wasteat the R&E Center, which hasbeen processing solid waste intorecyclables and refuse-derived fuelfor nearly 30 years. There, certainrecyclablematerialswillcontinueberemoved from the incoming waste,andtheremainderwillbeprocessedinto refuse derived fuel that will besenttofacilitiesforenergyrecovery.Asmallportionofwaste,intheformof process residue or bypass rejectmaterial,willbesenttolandfills. IV.Waste designationwill apply totheportionofmixedmunicipal solidwastegenerated inRamseyCountythat is acceptable for processingat the R&E Center. AcceptableWastewill be further defined in theordinance amendment enactedby the Ramsey County Board ofCommissioners,butshallnotincludethefollowing:VIII. A.UnacceptableWaste,which arewastes that cannot be accepted attheR&ECenter; B.Materialsthatareseparatedfromsolidwasteandrecoveredforreusein their original form or for use inmanufacturing processes (this doesnot include the treatment of wasteafter collection for the purpose ofcomposting);C.Materials that are processed ata resource recovery facility at thecapacityinoperationatthetimethatthe Joint Waste Designation Planwasapproved;D .Materials that are separated ata permitted transfer station locatedwithin Ramsey County for thepurposes of recycling the materialsif: (a) the transfer station was inoperation on January 1, 1991; or(b) the materials were not beingseparated for recycling at the R&ECenteratthetimethetransferstationbeganseparationofthematerials; E. Recyclable materials that arebeing recycled and residuals fromthe recycling if there is at least an85 percent volume reduction inthe solid waste processed at therecycling facility and the residualsare managed as a separate wastestream;andF. Waste otherwise subject todesignation, but that is deliveredto the R&E Center, pursuant to awaste delivery agreement betweenlicensed commercial waste haulersor authorized self-haulers and theR&EBoard. V. Acceptable mixed municipalsolidwasteisestimatedbyRamseyCounty in2018 tobeapproximately328,000tons. VI. The R&E Center operates asan enterprise fund, with revenuecollected from tipping fees coveringfacility expenses. Fees charged forwaste delivery to the R&E Centerwill be at the amounts adoptedby the R&E Board, as amendedfrom time to time, with adequatenotice of rate changes provided tohaulers and the public. The JointWaste Designation Plan providesestimates for operating expenses.The 2018 rate for AcceptableWaste delivered pursuant to thedesignation ordinance is estimatedin the Plan to be approximately$77.75 per ton, assuming currentoperations continue into 2018. Both WashingtonCountyandRamseyCountywillnowbegin the process of implementingwaste designation, through theadoption of a waste designationordinanceamendment later in2017by each County. A separate publichearingwillbeheldontheordinanceamendment. TheR&EBoardwillalsobeworkingin 2017 to negotiate and enter intowaste delivery agreements withwaste haulers for the delivery of
acceptable mixed municipal solidwaste (“Acceptable Waste”) to theR&E Center. Acceptable Wastedeliveredpursuanttoawastedeliveryagreement will be exempt fromthe waste designation ordinances.Haulers under contract will be ableto deliver waste to transfer stationsthat are under contract to the R&EBoard,andwillbeeligiblefortippingfeerebates. The R&E Board anticipates thatwaste designation, along withanticipatedimprovementstotheR&ECenter,will yield an increase in theamountofRamseyandWashingtonCounty solid waste processed andrecycled, while also reducing theamountofsolidwastesenttolandfillsevenaswastegenerationincreasesovertime. The waste designation ordinanceamendment that will be adoptedby the Washington County Boardof Commissioners later in 2017will regulate the delivery of solidwaste generatedwithinWashingtonCounty, Minnesota in the followingmanner: I. Waste designation will applyto the entire geographic area ofWashingtonCounty. II. The point of delivery for solidwaste subject to the designationordinance will be the R&E Center,which is located at 100 Red RockRoad, Newport, MN 55055. Allgenerators and haulers subject todesignation(andnotpartytoawastedelivery agreement with the R&EBoard)willberequiredbyordinancetodeliver,orcause tobedelivered,all Acceptable Waste generatedin Washington County to the R&ECenter.Asmentioned,haulersundercontractwill beable touse transferstations under contract to the R&EBoard. III. The R&E Board plans tocontinue processing of solid wasteat the R&E Center, which hasbeen processing solid waste intorecyclables and refuse-derived fuelfor nearly 30 years. There, certainrecyclablematerialswillcontinueberemoved from the incoming waste,andtheremainderwillbeprocessedinto refuse derived fuel that will besenttofacilitiesforenergyrecovery.Asmallportionofwaste,intheformof process residue or bypass rejectmaterial,willbesenttolandfills. IV.Waste designationwill apply totheportionofmixedmunicipal solidwaste generated in WashingtonCounty that is acceptable forprocessing at the R&E Center.Acceptable Waste will be furtherdefinedintheordinanceamendmentenacted by theWashington CountyBoard of Commissioners, but shallnotincludethefollowing: A.UnacceptableWastearewastesthatcannotbeacceptedattheR&ECenter; B.Materialsthatareseparatedfromsolidwasteandrecoveredforreusein their original form or for use inmanufacturing processes (this doesnot include the treatment of wasteafter collection for the purpose ofcomposting);C.Materials that are processed ata resource recovery facility at thecapacityinoperationatthetimethatthe Joint Waste Designation Planwasapproved;D. Materials that are separated ata permitted transfer station locatedwithin Washington County for thepurposes of recycling the materialsif: (a) the transfer station was inoperation on January 1, 1991; or(b) the materials were not beingseparated for recycling at the R&ECenteratthetimethetransferstationbeganseparationofthematerials; E. Recyclable materials that arebeing recycled and residuals fromthe recycling if there is at least an85 percent volume reduction inthe solid waste processed at therecycling facility and the residualsare managed as a separate wastestream;andF. Waste otherwise subject todesignation, but that is deliveredto the R&E Center, pursuant to awaste delivery agreement betweenlicensed commercial waste haulersor authorized self-haulers and theR&EBoard. V. Washington County anticipatesthe county-wide acceptable mixedmunicipal solid waste generation in2018 to be approximately 100,000tons. VI. The R&E Center operates asan enterprise fund, with revenuecollected from tipping fees coveringfacility expenses. Fees charged forwaste delivery to the R&E Centerwill be at the amounts adoptedby the R&E Board, as amendedfrom time to time, with adequatenotice of rate changes provided tohaulers and the public. The JointWaste Designation Plan providesestimates for operating expenses.The 2018 rate for AcceptableWaste delivered pursuant to thedesignation ordinance is estimatedin the Plan to be approximately$77.75 per ton, assuming currentoperations continue into 2018. Theactualchargemaybehigherorlowerdepending on projected expenses.Theactualtippingfeefor2018willbesetinmid-2017.TheR&EBoardhasadopted a policy that haulers thatenter into awaste delivery contractwillbeabletoreceivearebateofatleast$12pertonduringthefirstfouryearsofdesignation.
