INSTRUCTION FOR SUBMISSION OF

E – TENDER

1. The firms interested in E – tendering for the subject work shall download the Tender Document after payment of Rs. 2000 through bank draft payable in favour of Indian Institute of Mass Communication New Delhi

2. The Tenderer shall upload the documents mentioned in Technical Bid as well as fill the Financial Bid as prescribed in the format given in the Tender Document. The Technical Bid and Financial Bid shall be uploaded on CPP Portal separately as per the schedule of E – tendering mentioned in the Tender Document.

3. Each page of quoted Tender Document ( as per the contents ) being uploaded on CPP portal by the tenderer shall be signed with seal of the firms.

4. All the entries shall be neat, legible and correct in both figures and words

(wherever required to be filled both in figures and words) and shall ensure that there is no discrepancy between figures and words. The percentages entered in words shall take precedence.

5. There shall be no overwriting or indistinct figures / writing. If for any reason

correction or alterations of any figures / entry is unavoidable, the same shall be scored, written neatly and initialled. No white / colour fluid shall be used. Correction made by using fluids shall not be considered valid and such tender is liable to be considered as NON-BONAFIDE.

6. The tender should be accompanied by a certified true copy of the Power of

Attorney of the signatory of the tender. In case of sole proprietorship, a self-sworn affidavit is required to be submitted with the tender.

7. Conditional tenders are liable to rejection at the sole discretion of the

Accepting Officer.

8. Not more than one tender shall be submitted by one contractor or one firm of contractors.

9. The Director General, IIMC,New Delhi-110067 will be the Accepting Officer

for the purpose of this contract.

SPECIAL CONDITIONS

Name of work: “ Operation, Maintenance and Repairs of Central Air- conditioning System,

campus New Delhi 1.0 GENERAL: 1.1 (a) The following special conditions shall be read in conjunction with

General Conditions of Contracts for CPWD works 2014. Any provisions in these special conditions if at variance with the provisions in the above mentioned documents, the former shall be deemed to take precedence.

(b) Particular attention is invited to the definition and interpretation of

terms and various clauses in General Conditions of Contracts. (c) If any condition, stipulated by the Government in the tender

documents is desired to be omitted or modified, the financial effect involved in the event of the Government insisting on retention on the original condition, shall be indicated in the tender. Any tender which does not comply with this requirement is liable to be considered as non-bonafide.

2.0 INSPECTION OF SITE :

2.1 For the purpose of inspection of site the tenderer is advised to contact the Consultant (Techinal) and visit the site of work with his permission. The tenederer shall be deemed to have inspected and examined the site and its surroundings and has satisfied himself before submitting his tender as to the hydrological and climatic conditions, the form and nature of site, nature of work, availability of materials necessary for incorporation in the work, means of access to the site, the accommodation he may require and in general shall be deemed to have himself obtained all information on inspection of site as to risks and contingencies and other circumstances which may influence or affect his tender. No extra payment consequent on any mistake or misunderstanding or otherwise on this account will be allowed. The contractor shall make suitable approaches to convey men, materials, plants and machinery required for the satisfactory completion of the work. On completion of the work, the site shall be cleared off all temporary approaches. The tendered rates shall interalia be deemed to include for the aforesaid contingencies.

3.0 AVAILABILTIY OF LAND FOR STORAGE OF MATERIALS / ACCOMMODATION OF LABOUR AND WORKING SITE /AREA :

3.1 The contractor shall be permitted to store his materials including erecting

temporary sheds there for and temporary workshops and the like at the area of land marked for the purpose at site, free of rent. The land so allotted shall be vacated within twenty days after completion date of the contract.

3.2 Site/area or rooms mentioned in the work orders for taking up repair/

maintenance services shall be handed over in piece meal and vacant. In case certain rooms/area occupied by the users are not vacated by the users at the time mentioned in the work order (s), a suitable time margin shall be considered by the Accepting officer on this account. Decision of the accepting officer in this regard shall be final and binding.

4.0 CO-OPERATION WITH THE OTHER AGENCIES : 4.1 The contractor shall permit free access and generally afford reasonable

facilities to other agencies of specialist nature or departmental workmen engaged by the Government to carry out their part of works if any, under separate arrangements.

4.2 The contractor’s price shall be deemed to cater for all the above

contingences and nothing extra shall be admissible on this account. 5.0 DAMAGES TO EXISTING STRUCTURE / BUILDING : 5.1 Any damage done to the existing building / structure during the execution of

work shall be made good by the contractor at his own cost and the site of work left clean and tidy on completion. Rectification / Reinstatement / Making good etc. shall conform to the standard materials originally used in the work and finish shall match with the existing work in all respects to the entire satisfaction of the Engineer-in-Charge (PM). In case of any dispute on this account, the matter shall be referred to the Accepting Officer whose decision shall be final conclusive and binding.

6.0 MINIMUM WAGES Etc. PAYMENT TO THE LABOUR : . The contractor shall abide by all the laws of the land in respect of labor act, PF, ESI, minimum wages etc. Institute shall not be responsible for any claim on any account for not abiding the labor laws.

7.0 CONTRACTOR’s AGENTS, REPRESENTATIVES AND WORKMEN : 7.1The contractor shall employ only Indian National as his representatives, servants and workmen and verify their antecedents and loyalty before employing them on the works. He shall ensure that no person of doubt full antecedents and Nationality is, in any way, associated with the works and if for reasons of technical collaboration, the employment of foreign nationals is unavoidable, the contractor shall furnish full particulars to this.

8.0 OCTROI, SALES TAX AND OTHER DUTIES : 8.1 The contractor’s quoted percentages for all Items shall be inclusive of all

taxes, Octroi, duties, sales Tax on works contract and the like payable by him. Even, if the contractor shows his rates separately for supply of materials and installation, the contractor shall not be entitled to any reimbursement of Sales Tax or any other tax he may pay or might have paid to authorities concerned. Any tender not complying with this condition shall be treated as non-bonafied. The contractor shall not include any condition for fluctuation to Acts of Legislature as it is already covered by the General Conditions of Contracts.

9.0 NOTICE DURING EXECUTION : 9.1 The contractor shall be responsible for giving all necessary notices to the

local authorities while the work is in progress. He shall also be responsible for the adequate lighting at any place and clear any heap of materials or other obstacles which may be dangerous or nuisance to the public.

10.0 WATER : 10.1 Water will be supplied free by the department at points. The contractor

shall make his own arrangements for the conveyance and storage of water required for the workmen etc. at his own cost. The Government will not be liable for any damage for intermittent or failure of supply of water as the case may be on account of any reason thereof.

11.00 ELECTRICITY : 11.1 Electricity will be supplied and contractor has to install sub –meter and the

department will charge on actual basis Electric supply will be made available by the department at the point(s). The contractor shall provide all necessary connections, cables, fittings etc. from the main switch in order to ensure proper and suitable supply of electricity. The contractor shall obtain the prior written permission of the Engineer-in-Charge concerned for availing the power. The Department will not guarantee for continuity of the supply and no compensation shall be allowed if the supply becomes intermittent or for break down or any reason whatsoever. The type of electric supply will be AC at 415 Volt.

12.0 SIGNING OF TENDER : 12.1 The person signing the tender on behalf of another partner or a firm shall

attach with the tender, a proper power of attorney duly executed in his favour by such other person or by all the partners, stating that he has authority to bind such other person(s) or the firm as the case may be, in all matters pertaining to the contract including the arbitration clause.

13.0 PERIOD OF KEEPING TENDER OPEN: 13.1 The tender shall remain open for acceptance for a period of 60 (Sixty)

days from the date of receipt of tender.

14.0. MANPOWER ELIGIBILITY AND ATTANDANCE

(i) Supervisor- Diploma /ITI passed & having minimum 5 years experience in

maintenance of Electrical substation up to 11KV.

(ii). Electrician (skilled) -Minimum ITI passed & having minimum 3 years

experience in maintenance of Electrical substation up to 11KV

(iii0. Helper (Semi-Skilled)-3 years of years experience in Electrical maintenance

(iv) Attendance shall be marked by biometric for the purpose of payment for

settlement of bill.

15.0 .MATERIAL REQUIRED FOR DAY TO DAY MAINTENANCE The required materials for day to day maintenance shall be arranged by the

contractor from the market at their approved rates and other items shall be paid

as per prevailing market rates with reasonable contractors profit. The lowest rates

quoted by other bidders for day to day use of materials shall be accepted by the

contractor who shall be awarded the maintenance contract. 16.0 MODUS-OPERENDI : The following mode of operation of this contract shall be adopted:

i) Works required for the Maintenance and repairs of Buildings / Assets shall be periodically assessed and identified by the Engineer-in-Charge / Project Manager in consultation with the users. These works shall be grouped for an area or location or a building or group of buildings keeping in view the priority / urgency of the maintenance of the buildings / assets. ii) The details of maintenance works required for which “Requisition” shall be prepared and priced based on the relevant items of DSR 2014 OR rate analysis on prorate basis OR on DAR as applicable, by the Engineer-in-Charge / Project Manager. Approximate quantities against different items of Requisition shall be carefully assessed and indicated against each item to avoid abnormal variation at the finalisation stage.

PAGE No.11 iii) The Requisition so prepared shall be sent to the IIMC for his tech. Check, approval and issuing work order to the contractor. Copies of approved Requisition / details shall be sent back to the IIMC and the contractor along with the work order which shall be issued by IIMC, for execution of the work. The Requisition can be sent to IIMC for approval. iv) One requisition for one or more buildings can be prepared keeping in view the financial limit of individual set of maintenance and minor works mentioned hereinbefore, in these documents. v) The requisitions shall be initiated and work orders issued during the total term of the contract, as and when the necessity arises.

vi) After completion of the individual Work Order, final bill shall be prepared based on the final recording of measurement of items catered for in the Requisition. The measurements shall be recorded on the Requisition form meant for the purchase. The provisional / approximate quantities catered for initially in the Requisition shall be revised based on the final measurement and billed for.

vii) The Performa for requisition and subsequently used for final bill shall be as approved by the IIMC. Measurements of executed works shall be jointly recorded by the Engineer-in-Charge and the contractor. The requisition with revised measurements duly accepted shall be submitted by the contractor to the IIMC for billing. These shall be compiled and verified in bill form and sent to IIMC for payment. RAR payments against this contract shall not be allowed. viii) Certain items of works intended or required to be ordered which are neither covered under DSR or non-DSR Items, can be included in the requisitions with approximate estimate thereof. The special rates for such items shall be finalized in accordance with the provisions made in the General Conditions of Contracts, at the final bill stage.

PARTICULAR SPECIFICATIONS : SECTION-I (GENERAL SPECIFICATIONS)

1.0 WORK IN ACCORDANCE WITH DRAWING AND SPECIFICATIONS : 1.1 The work under this contract shall be carried out in accordance with the

Schedule , Special Conditions, particular Specifications, General Conditions of Contract and other provisions in the ‘CPWD-Delhi Schedule of Rates 2014’, Relevant Indian Standards and Code of Practicing and Drawings forming part of this contract.

1.2 The term ‘General Specifications’ referred to above as well as in General

Conditions of Contracts shall mean the specifications of CPWD specifications and CPWD Delhi Schedule of Rates 2014.

1.3 General rules, specification, special conditions and preambles in the said

schedules, shall be deemed to be applicable to the works under this contract unless mentioned otherwise in these tender documents in which case the provisions in these particular specifications shall take precedence over the provisions in the said schedules.

1.4 The specification I shall be read in conjunction with special conditions and

General Conditions of Contracts. 2.0 SAMPLES OF MATERIALS :

2.1 The tenderer is advised to inspect samples of the materials enumerated below in the office of Engineer-in-Charge (PM) before submitting his tender. The tenderer shall be deemed to have inspected the samples and satisfied himself as to the nature and quality of materials he is required to incorporate in the work irrespective of whether he has actually inspected them or not. The materials to be supplied shall conform to or superior in quality to the samples displayed and shall comply with the specifications given hereinafter.

2.2. The contractor shall produce samples of all materials (except proprietary articles for which provisions of Para 3 below shall be complied with) and obtain the approval before making bulk order for their procurement and incorporation in the work. In respect of materials for which samples are kept in the IIMC office and if detailed specifications are not given hereinafter, the materials shall comply with the relevant latest Indian Standard Specifications.

3.0 PROPRIETARY MATERIALS : 3.1 The contractor shall on demand produce to the Engineer-in-Charge original receipted vouchers / invoices in respect of the supplies, printed receipt from the approved manufacturers shall be produced. The contractor shall ensure that the materials are brought to site in original sealed containers / packing bearing manufacturer’s markings except in the case of requirement of materials being less the smallest packing. 4.0 MAKING CHASES, HOLES ETC. IN WALLS AND OTHER SITUATIONS 4.1 Chases / holes etc. is required to be made in concrete, brickwork, stone

masonry, floors and in any other situation for carrying out various items of work as required or as directed by the Engineer-in-Charge, as far as possible during the progress of work in the particular situations shall be made good in the same mortar / mix and as specified for the portion of the work. Where the same are not left during the progress of work, chases / holes shall be cut with the minimum disturbance to the structure. Forming / making / cutting / chases and making good the same shall be deemed to have been included in the rates quoted.

5.0 SITE CLEARANCE :

5.1 The contractor shall remove from the site all unused stores and materials, tools, plants, equipment, scaffoldings, temporary building and the like belonging to the contractor away from the Area in or before the date of completion. Nothing extra whatsoever shall be paid to the contractor for such clearance of site.

6.0 INDIAN STANDARD SPECIFICATIONS : 6.1 Materials provided by the contractor for incorporation in the work, shall

unless otherwise specified in Particular Specifications comply with the requirements of the Indian Standard (IS) as specified in CPWD specifications- The contractor may, however, at his own discretion provide and incorporate in the works, such materials complying with the requirements if any, corresponding subsequently amended or revised edition of IS without any adjustment in the contract prices.

PARTICULAR SPECIFICATIONS : SECTION-II

1.0 CPWD-Delhi Schedule of Rates 2014 1.1 General rules, specifications, special conditions and all other preambles in

the DSR-2014 shall be deemed to be applicable to the work under this contract. Materials for which samples have not been displayed in the office of the Engineer-in-Charge (PM) shall comply with the specifications given in the said DSR-2014.

2.0 MATERIALS

2.1 Makes of different materials required to be incorporated in the work shall

be mentioned in the description of items of individual work orders. In case no make is mentioned in the description of items, make shall be approved by the IIMC from the list of approved makes of materials, as applicable, attached with the tender documents, on production of samples by the contractor.

3.0 Original purchase vouchers and manufactuer’s test certificate for each consignment of material are to be submitted by the contractor to IIMC

4.0 WORKMANSHIP : 4.1 Workmanship shall be all as specified in CPWD specification 2002 / or

conforming to Standard Engineering Practice.

SCHEDULE ‘A’ NOTES

1.The works to be executed shall be measured and paid for at the appropriate rates contained in CPWD-Delhi Schedule of Rates 2014 (DSR) including correction. a) Any item which is required to be executed and not covered in DSR then the rate shall

be established based on the market rates and taking into account 15% (Fifty percent) over cost of labour and materials to cover supervision, over heads and profits. The norms followed by CPWD, as may be approved by the Engineer with the concurrence of the owner regarding labour and material content, shall be adopted for this purpose.

b) Where the nature of extra item/work is such that, it has to be got executed through a

specialised Agency, the agency shall be got approved from the owner on recommendation of engineer and decision of the owner regarding appointment of the agency and the rates shall be final and binding. In such cases, the Contractor shall be paid at rate (s) approved for the agency plus 15% (Fifteen percent) to cover supervision, overhead and profits.

c). Service tax as applicable from time to time shall be reimbursed to the Contractor on submission of service tax deposition certificate and calculation of service tax based on actual amount paid to the Contractor for the works executed in IIMC.

2. The old/ unserviceable materials retrieved from the items and debris / rubbish obtained from dismantling / demolition shall be disposed off outside the Institute land at agreed extra cost or as directed. 3. Acceptance of the tender shall be deemed as acceptance of all work orders within time of completion as placed by the Institute from time to time. Decision of the Institute shall be final, conclusive and binding in this regard. 4..AREA OF APPLICABILITY OF THE CONTRACT: The Annual Maintenance Contract is for repair and maintenance works at IIMC Complex.

5.0 SCOPE OF ANNUAL MAINTENANCE CONTRACT SERVICES

(a)Scope of annual maintenance services (AMC services) shall include providing routine

maintenance services, pertaining to complaints as and when they occur in Window /Split

Air conditioners and routine maintenance services. AMC services shall include

providing all man power, labour, tools & tackles, The rates quoted for the AMC services shall

also include all taxes, duties as applicable, cost of transportation, insurances etc.

(b)Providing skilled technicians and other manpower for operation and comprehensive

maintenance of 2 × 60 Tons Central AC plant as well as maintenance and repairs of all other A C

units in the IIMC campus as given in detail in the scope of work.

( c) Providing skilled technicians and other manpower for repairs and maintenance of all A C

units (windows and split), water coolers, fridge etc. in the IIMC campus as given in detail in the

scope of work and Annexure “A” .

(d).Routine Maintenance Services shall include the following:-

i) Cleaning / Replacement of filter

ii) Checking operation of the controls of the air conditioners such as selector switch,

thermostat, relays, remote control etc

iii) Checking air flow through the supply air grill, return air grill, condenser etc.

iv) Checking operation of the voltage stabilizer and back up electrical power outlet & MCB

etc.

v) Checking operation of the drive compressor, motors and fans etc

vi) Checking air temperature as desired or as per the instruction of Engg-in-charge) - (Dry

Bulb & Wet Bulb Temp.):

Supply air grill,. Return air grill,. Inlet air condenser,. Outlet air from the condenser

vii) Checking Firmness of the Supporting arrangement for the compressor, blower motor, air

conditioners casing and fixing of the air conditioners etc.

viii) Replacement of any component of air conditioners found defective after the above checks

and tests.

ix)Charging of Refrigerant Gas (either top up or re-filling after pressure testing) .

e) HALF YEARLY MAINTENANCE SERVICES

The scope of work shall include all checks and tests as detailed under

routine maintenance services. In addition the following half yearly maintenance

services shall also be carried out:

i) Cleaning the condenser and evaporator coils with suitable chemical solution and flushing

with high-pressure jet of water.

ii) Greasing of blower motors and all moving parts.

f) Safety Codes: The safety measures adopted shall be as per Indian Electricity Rules and

IS Specifications.

d) To qualify for the technical bid, the value of such works having been executed

by the firm should not be less than Rs. 7 lakhs. The annual estimated cost of

repair and maintenance works is Rs. 10 Lakhs for this tender.

e) Copy of firm’s pan card to be uploaded on e – portal.

f) The Copy of Statement showing turnover, profit & loss of the firm for

the last three years duly vetted/signed by a Chartered Accountant to be

uploaded on e – portal.

g) Copy of firm’s Service Tax Registration No. to be uploaded on e – portal.

h) Copy of E.S.I. Registration number to be uploaded on e – portal.

i) Copy of E.P.F Registration number to be uploaded on e – portal.

Note:

1. The rate per month quoted for deploying manpower should be all inclusive of minimum

wages including VDA, ESI, EPF, weekly off and all the taxes, cess and duties expect

service tax as applicable. No other charges in addition will be payable on any account

over and the above rates quoted. No revision of rates shall be entertained during the

period of contract/extended contract period.

2. The payment of bill for providing services shall be made after submission of the proof for

payment to ESI and EPF with respective departments and indicating / including the code of

individuals employees employed for IIMC contract. .
