In the world today, there are more than a billion people living with some form of disability. In the coming years, the prevalence of disability will continue to rise, largely due to longevity coupled with significant increase in chronic non communicable diseases. People with disabilities have the worst health and socioeconomic outcomes and are also unable to access adequate/proper education/vocational training.

Persons with disabilities are the most marginalized communities on the face of the Earth. They face a horde of barriers limiting them in fully appreciating the joys of a normal human life. Disability is more common in women and older people. But the war is not yet lost. Recent years have observed materialization of International Movements for the Empowerment of Persons with Disabilities. Pakistan formulated a National Policy for Persons with Disabilities in the year 2002. The Government of Pakistan also signed the United Nations Convention on the Rights of Persons with Disabilities on 25th September 2008. Government of Pakistan commitment to Millennium Development Goals is a testimony to the fact that it wishes to effectively address all Issues related to Disability. Challenges are many, but I believe if we effectively join the pieces together, we can definitely mainstream disability in development. A comprehensive range of facilities for empowering persons with disabilities all the way from pre-natal care, education, social welfare and employment during his/her life, cannot be the liability of a single government department or agency. This certainly will require the ownership and active cooperation/participation of a large number of relevant Organizations at Federal, Provincial, local, NGO/INGO level and also the involvement of Persons with Disabilities and their families, professionals and the community at large. A strategy of shifting from the exclusive system to the inclusive system has to be the call of the day. Finally, I would like to congratulate Pakistan Institute of Rehabilitative Sciences (PIRS), working in collaboration with CHEF International in bravely accepting the challenge of launching an Institute of Rehabilitative Sciences, first of its kind in Pakistan. The PIRS is proud to own a sincere, dedicated and competent staff that definitely has the competence and capacity of shouldering the responsibilities of developing a skilled human resource quite adept to address the various elements of Rehabilitative Sciences in promoting the cause of the Persons with Disabilities. I am sure, PIRS would rapidly gain credibility as the best services offered in the region in meeting the needs of persons with disabilities. The 21st century is witnessing a profound shift in global dynamics; developing countries are becoming leading actors on the world stage driven by the fast-rising new powers of the developing human resource, lifting hundreds of millions of people out of poverty in the process. We can reshape our future with new entrepreneurial creativity and social policy innovation. The basic purpose of human resource development is to enlarge choices of people. Community development is never easy especially when needs are endless and resources are finite. The bench mark of a truly

caring community is to include people with disabilities in all endeavors of development. It is observed that disability has a vicious cycle with poverty where disability may increase the risk of poverty and poverty in turn may increase the risk of disability. Children with disabilities are less likely to attend school; people with disability are more likely to be unemployed and may experience material hardships and dependency. World around us is evolving and expanding very rapidly; and to cope with the fast growing world we need to speed up without leaving the gaps. In Pakistan there is a crucial vacuum of relevant and adequately trained personnel in the field of rehabilitative sciences. Focusing on this felt need Comprehensive Health and Education Forum (CHEF) International in collaboration with the CBM has taken an initiative of training the mid-level human resource in rehabilitative sciences to fill in the existing gaps in service delivery system with special focus on disability mainstreaming to contribute towards the development of an inclusive society. Pakistan Institute of Rehabilitation Sciences (PIRS) has been established by CHEF-International since 2011 at the ISRA University Islamabad campus, Islamabad. PIRS is committed to alleviating the issues of inadequate services delivery to persons with disability. The institute would try its level best to provide clear concepts and best possible evidence to bridging the gaps in imparting knowledge, skills and development of attitudes resulting in best practices; and would stress the need for further research. We believe “The capacities of individuals depend on their access to education”, PIRS is an opportunity for the students having high aims and ready to serve the humanity. At the PIRS, We are offering different courses on rehabilitative sciences in cross disability like four year degree programs, two year associate degree programs, and technician courses in vision sciences, audiology (Hearing sciences), Orthopedic technology (prosthetics / orthotics), neuro-psychosocial and community based rehabilitation. We are providing the best faculty, most conducive and friendly environment, and scholarship grants for high achievers as well. “Social competence” in this context refers to those skills necessary for effective interpersonal functioning. They include both verbal and nonverbal behaviours that are socially valued and are likely to elicit a positive response from others. To help young people with social problems, it is important to understand on what level they are having trouble and how their social disabilities relate to their learning disabilities. The immaturity of many children with LD transcends academic areas, affecting their social adjustment as well. Communication skills, both verbal and nonverbal, also have social implications.

Children who don’t “read” body language and facial expressions well are likely to miss important signals in life that are apparent to others. Focusing on this vital need, the birth of ‘Pakistan Institute of Rehabilitative Sciences (PIRS)’ in collaboration with CHEF Intl, came into being. We are committed to preparing students to work hard and acquire skills helpful for the construction of knowledge societies. There is no copy or self granted leave cultures, which are detrimental to the socio-economic development of the country. The scope and content of all courses as well as academic and research activities at PIRS is regularly upgraded to keep abreast with trends in the future and changing frontiers in knowledge. Pakistan institute of rehabilitation sciences (PIRS) was established with a vision to develop human resource that would need the services need Of Disability in Pakistan to pave the corridors to mainstream disability in an inclusive society. The CHEF-International has established the Pakistan Institute of Rehabilitation Sciences (PIRS) in the premises of ISRA University Islamabad Campus. The Goal of the PIRS is Establishment of Cross-Disability Institute integrating available teaching resource, knowledge and skills in multiple disciplines (vision sciences, audiology, physical rehabilitation and mental health) for producing trained and well-informed human resource addressing the issues of having an Inclusive Society. PIRS with the help of CHEF-International, has endeavoured to start the four year BS and BSc programs in (-Vision Sciences ,Audiology, Prosthetics and Orthotics) since January, 2012 and so far regularly inducting students to programs through spring and fall admissions. The academic sessions are in progress, through putting in its available resources and collaborate support from CBM and Fred Hollows Foundation. New admissions of students for BS (vision sciences, audiology and physical rehabilitative sciences) for the spring, 2014-15 will be processed in OCT-NOV 2014 at the PIRS. The CHEF-International in collaboration with CBM has established one state of the art orthopaedics cum orthotics workshop at the ISRA University with the provision of services of a consultant from abroad. This workshop is providing rehabilitative services to the physically handicapped and a backup of teaching and training facility for the students of BS-Physical Rehabilitative Sciences as well. More over well equipped laboratories of vision science and audiology have been established. The library of PIRS is being established in the name of Professor Peter Watson to pay tributes to his kind donation books for the students. In 2013-14 PIRS has extended financial support to the tune Of Rs.3, 977,450.00 to talented student and students of remote areas with low family income. PIRS is affiliated institution of ISRA university. The programs offered are HEC Pakistan recognized. The institution is accredited by JCAHPO.

2.HISTORY

On 25th November 2007, a national meeting was held, sponsored by CHEF International. The meeting was attended by representatives of provincial Governments, National and International NGOs working in the field of cross disability. During this meeting it was recommended that an institute for rehabilitation be established with a mandate to develop human resource that would meet the service need of persons with disabilities at the district level. This paves the way towards formation of the purpose built institute of rehabilitation sciences to mainstream the disability in an inclusive society. Pakistan Institute of Rehabilitation Sciences (PIRS) is determined to build a strong and an inclusive society by creating a pool of human resource for rehabilitation and utilization of the intellect of persons with disabilities. It has been established by the CHEF-International in collaboration with the CBM at the Islamabad Campus of ISRA University. Pakistan Institute of Rehabilitation Sciences (PIRS) was established in 2011 but inaugurated formally by Dr. Javaid R. Laghari, the Chairman Higher Education Commission, on 18th of October 2012. The prime objective of PIRS is to produce mid-level human resource / allied health personnel to facilitate the provision of rehabilitative services in terms of cross disability. It will enable persons with disabilities (PWDs) to live with dignity and become a productive member of an inclusive society. The four year study programs we offer at the Pakistan Institute of Rehabilitation Sciences (PIRS) will impart skills required to provide rehabilitative services for empowering people with disabilities. At present there is an emergent need to have large number of well-trained mid-level human resource / allied health personnel in Pakistan for providing the required assistance to the needy segment of the population. We are dedicated to provide quality education and hands on training required for the rendering the rehabilitative services in cross disability. Courses we offer at the Pakistan Institute of Rehabilitation Sciences (PIRS) are actually the career based, as the great Chinese teacher and philosopher once said, “Choose a job you love, and you will never have to work a day in your life.”

4.1-VISION SCIENCES (Optometry & Orthoptics)

BS in Vision Science (Optometry / Orthoptics) – Four Year Degree Program. BSc. in Vision Sciences (Associate Degree in Vision Sciences) – Two Year Degree Program.

The profession of optometry / orthoptics is dedicated to the prevention of blindness and enhancement of visual function. Optometrists / Orthoptists are the Eye Health Care Professionals recognized across the globe who may practice independently, licensed primary eye care providers offering a wide range of vision care services. As primary eye care providers, optometrists / orthoptists are an integral part of the health care team and an entry point into the health care system. Optometrists / Orthoptists examine, diagnose, treat and manage diseases and disorders of the eye, as well as diagnose and refer patients to other health care providers for a variety of systemic and neurological conditions that are frequently diagnosed during the primary eye examination.

Career in Vision Sciences

The demand for vision care services continues to expand and exceed the current human resources in the profession. As innovative technologies become available for the diagnosis and treatment of potentially blinding conditions, the need for vision sciences expertise (optometrists / orthoptists) will be significant, making promising present and future career prospects for the optometrists / orthoptists. 4.2- Audiology

BS in Audiology – Four Year Degree Program. BSc. in Audiology (Associate Degree in Audiology) – Two Year Degree Program.

Audiology is expected to grow faster than average as hearing loss is strongly associated with aging. Rapid growth in the aged population because of increased life expectancy, more number of people aged 60 and above will cause the number of persons with hearing impairment to increase markedly. Medical advances are improving the survival rate of premature infants, trauma and stroke victims, who then need assessment and possible treatment. Many states require newborns to be screened for hearing loss and early intervention services

Federal law guarantees special education and related services to all eligible children with disabilities. Employment will increase with growth in elementary and secondary school enrollments, including special education. Greater awareness of the importance of early identification and diagnosis of hearing disorders is increasing and so is the career in audiology. Audiologists are experts in the non-medical management of the auditory and balance system. They specialize in the study of normal and impaired hearing, prevention of hearing loss, identification and assessment of hearing and balance problems, and rehabilitation of persons with hearing and balance disorders. Audiologists provide services and work in many different types of facilities, including: • Private Practice / Self Employment • Hospital based practices (Private / Public Sector) • Associates to Physicians / ENT Surgeons • Rehabilitation centers • Community clinics • Colleges and universities to prepare future professionals • Research laboratories (engage in research to enhance knowledge about normal hearing

and treatment of hearing disorders, and to design hearing instruments and testing equipment)

4.3-Physical Rehabilitation Sciences (Prosthetics & Orthotics)

BS in Physical Rehabilitation Sciences (Prosthetics & Orthotics) – Four Year Degree Program. BSc. (Associate Degree) in Physical Rehabilitation Sciences(Prosthetics & Orthotics)– Two Year Degree Program.

Prosthetics and Orthotics is a specialized, allied health care field that helps patients to regain mobility after loss of a limb, or function. PROSTHETICS is the design, manufacturing and fitting of artificial devices to replace lost limbs, hands or feet; and, ORTHOTICS is the design and fitting of orthopedic braces or supports to correct musculoskeletal problems.

Prosthetic and Orthotic specialists examine patients, take measurements, create designs, build models and devices, fit devices, monitor patients and make adjustments as needed. They work closely with physicians and other health care professionals to decide the type of appliance and prescription needed. Prosthetists and Orthotists are not only practitioners; rather they are the artists too. It is perhaps the most rewarding of all the allied health professions, because it is making a difference…every day! PROSTHETISTS provide patients with prostheses (artificial limbs) to replace an amputated hand, arm, foot or leg. The goal of the prosthetist is to provide the patient with increased function, such walking or grasping. ORTHOTISTS provide patients with orthoses (braces) to increase the stability of the spine or an extremity after injury or disease. The goal of the orthotist is to provide the patient with protection, support and, ultimately, increased function

5-ADMISSION POLICY

5.1-ELIGIBILITY CRITERIA

The applicants for admission to (a) Four Year BS Program in any of the disciplines of rehabilitation sciences and (b) Associate Degree of BSc in any of the disciplines of rehabilitation sciences should have passed Higher Secondary School Certificate (Intermediate) Pre-medical Examination by securing at least 60% marks from any Board of Intermediate and Secondary Education of Pakistan or their equivalent examinations / marks recognized by the Inter Board Committee of Chairmen, Government of Pakistan. The applicants having passed an associate degree of BSc in the relevant field of studies and having a practical experience of four to five years are also eligible for admission to the third year (fifth semester) of the four year BS program of the same discipline.

5.2-ENTRY TEST

The applicants for admission to any of the above-mentioned academic cum training programs and having passed Intermediate (Pre-medical) or its equivalent examination are required to have appeared either (a) in the Entry Test conducted for admission to various medical colleges in Pakistan, or (b) in the NTS Entry Test for admission to four year BA/BS program of studies

5.3-ADMISSION CRITERIA

The criteria for selection of applicants for admission to different academic cum training programs are as the following:

6-EXAMINATION SYSTEM All academic cum training programs will be carried out under the semester system, with two semesters in an academic year as the following: • Spring Semester: January to June • Fall Semester: September to January The students’ academic cum training activities will be regularly assessed on the bases of the following criteria:

Based on the percentage of marks obtained in overall semester evaluations, the students will be awarded grades as the following:

6.1-GRADE POINT AVERAGE (GPA)

The academic standing of a student at the end of a semester is referred as Grade Point Average (GPA). This is calculated by dividing the total number of earned grade points values by the total number of the credits registered in the semester. For a student to remain in a good academic standing, he/she has to earn a minimum GPA of 2.00. :

6.2-ACADEMIC PROBATION

A student may be placed on academic probation at the end of a semester in case his/her GPA falls below 2.00. A student who fails to maintain the minimum required GPA of 2.00 after probation will be

dismissed and his/her name will be struck off the rolls of the Pakistan Institute of Rehabilitation Sciences (PIRS) / Isra University Islamabad Campus

for the concerned program of studies.

6.3-ATTENDANCE REQUIREMENT

All students of the PIRS are required to maintain a minimum of 75% of attendance in their theory classes, laboratories and the clinical work. Any student who fails to maintain 75% attendance record in theory classes / laboratories / clinical work will be liable for dismissal.

6.4-AWARD OF DEGREE

A student will qualify for the award of a degree / certificate after successful completion of the relevant courses / clinical work and obtaining a minimum GPA of 2.00.

7-FEE STRUCTURE The fees will be charged for each semester as per the following schedule:

7.1-Scholarship/Financial Help

Scholarship/Financial Help are awarded on merit for students of backward areas with low family financial income.

7.2-Fee Structure for Foreign Students

• Tuition fee inclusive of all Charges: US$ 2500.00 per annum • Boarding and lodging: US$ 1500.00 per annum • Total: US$ 4,000.00 Per Annum.

7.3-PAYMENT OF THE FEES

• All students selected for admission are required to deposit all fees and the Security Deposit within the prescribed dates failing which their admission will be cancelled and the seat(s) thus vacated will be allotted to the candidate next on merit.

• However, the students promoted to next semesters are required to deposit all fees at least seven days prior to the start of classes of all semesters. Failure to deposit the fees within the prescribed dates will lead to cancellation of admission.

• The fees / security dues shall be deposited at the designated Bank and Account Number

7.4-REFUND OF FEES

The fees once deposited shall not be refunded whether it is a case of discontinuation of studies by a student or cancellation of admission for any reason or a result of disciplinary action against a student by the Pakistan Institute of Rehabilitation Sciences / Isra University Islamabad Campus, Islamabad.

7.5-FEE FOR REPEATING / REAPPEARING IN THE COURSE(S)

Any student reappearing in a course for the purpose of improving the Grade will be required to pay a fee of Rs. 3000/- per course

9-TWO YEAR BACHELOR PROGRAM OF BSC (ASSOCIATE DEGREE) IN DIFFERENT DISCIPLINES OF REHABILITATION SCIENCES

These are the four year programs of studies cum training for the purpose of imparting skills required to provide rehabilitative services and empowering people suffering from any kind of disability in the relevant field. The graduates of these programs are qualified allied health care professionals recognized across the globe. At present there is an emergent need to have large number of well trained such mid-level / allied health care professionals in Pakistan for providing the required rehabilitative services to the persons with disabilities (PWDs) and participate in the development process to making an inclusive society. The Pakistan Institute of Rehabilitation Sciences (PIRS) is dedicated for the provision of quality education and clinical training required for producing quality human resource.

The Associate Degree of BSc in different disciplines of rehabilitation sciences is a two year program of studies cum training. The graduates enrolled under this program are required to study the prescribed courses and acquire clinical skills at par with the students of the first two years of the academic cum training program of the four year BS Program in the same field of studies at the PIRS. However, additional classes and training, specific to the field of studies are also required

to be completed during the same two years program for the award of Associate Degree of BSc in the said field of rehabilitation sciences
