Who says there’s no such thing as a free fishinglicense? There is in Florida, now that the Legislature hasrepealed the price.

A lot went on in this year’s lawmaking session, so thatitem received too little attention in the mass media. We’recatching up just in time to save you the trouble of buyingthis year’s license, which you still have to get but don’thave to pay for.

Here’s how that came about:When Florida first required licenses for saltwater

fishing, it allowed some exemptions. Folks over 65,revered as senior citizens, didn’t have to get licenses forany sort of fishing, freshwater or salt.

Others without boats also got a freebie on the pre-sumption that if they couldn’t buy boats it would be ahardship to buy licenses. Those people were called shore-line anglers. Unlicensed, they could fish legally in saltwa-ter from shores, bridges and piers — anything permanent-ly attached to land — and thus avoid starvation.

People who owned waterfront property also got thatlicense exemption, less easily. It’s safe to suppose theysent a petitioning mission to Tallahassee, begging formercy.

The meeting likely went something like this:Legislature: “You guys own expensive waterfront

property, so you must be rich. We’ve seen the yachts atyour docks. We guess you can afford fishing licenses.”

Mission: “We were rich before we bought waterfrontproperty and started paying taxes on it. Now we’re poortoo. The yachts are rented stage props, just to make theneighborhood look exclusive.”

They got their exemption. All was well until 2007when Congress passed a law requiring NOAA, whosejurisdiction includes the oceans, to collect certain statis-tics about state-licensed anglers on every U.S. coast.

Florida’s data was insufficient because so manyFloridians were exempt from license law (guessing startsat 115,000). Unless they were taken off the mooch list, our

shoreliners would have to buy federal licenses that proba-bly would cost more than state licenses.

Therefore the Legislature enacted a law, effective lastAug. 1, requiring shoreline anglers to be licensed. Thecost was $7.50.

Leaders of the Florida Fish and Wildlife ConservationCommission, FWC for short, hoped to raise it gradually.This year the shoreline license was going to cost $9, butthen the Legislature repealed the price.

The state giveth and the state taketh away: A snookpermit, a $2 bargain last year, costs $10 now. Lobster per-mits went up from $3 to $5.

• • • • •The Deepwater Horizon oil spill caused state agencies

to shut down fishing along a 23-mile stretch of GulfIslands National Seashore, from the Alabama boundaryeast to the Pensacola Beach water tower. Neither fish norcrabs nor shrimp may be harvested there.

The closure extended nine nautical miles off shore,pessimistically a mere fraction of what may be ahead asoil keeps leaking and the spill spreads.

Anyone planning to fish the outside waters of the pan-handle and Big Bend coasts should stay up to date on thespread of the spill, keeping in mind that inshore waters aremuch less likely to be affected.

The national seashore forms a natural barrier thatkeeps oil from flowing into Pensacola and Perdido Baysand Santa Rosa Sound. Those waters were left open tofishing.

Federal fishing closures off the panhandle cover aconsiderably larger area, following the state watersboundary east as far as Panama City.

By June 16, about a third of the Gulf’s federal waters

were off limits to harvest fishing. At that date the closedarea’s nearest approach to the Florida peninsula was about100 miles off the stretch between Clearwater and FortMyers.

• • • • •Who and what will pay for the damage done to

national parks by the next man-made or natural disaster ifthere isn’t an international oil company to blame andsqueeze?

Maybe the National Parks Disaster Recovery Fund,which has been organized by the private National ParkFoundation, if the public donates enough money to thefund. The Foundation is associated with the NationalParks Service as a “national charitable partner.”

Florida has six potential park victims of another Gulfof Mexico disaster: the now-imperiled Gulf IslandsNational Seashore, the DeSoto National Memorial at St.Petersburg, Dry Tortugas 60 miles west of Key West,Everglades National Park’s mangrove islands, BiscayneNational Park on the Atlantic coast and possibly eveninland Big Cypress National Preserve.

BP and whoever else is found at fault will be made topay for the oil spill, but there may be indirect costs and, infuture incidents, damages for which nobody can be heldresponsible.

There are a couple of ways for people to deal withwhatever harm comes there. Depend on the National ParkService to overcome environmental damage at whateverpace it can manage with its annual budgets, or put somemoney on the job yourself sooner than later.

Suppose that next time you gofishing, you rub a lamp and outjumps a genie who offers you a suc-cessful day on the water. Won’t thatbe great?

You don’t have an oil-burninglamp like the one Aladdin found inhis legend, so use a flashlight. Makesure the batteries are up.

Click a switch. Here’s the genie.“How’s fishing?” he asks.Not so good, you say. It’s too hot. Too little wind now.

Later there’ll be too much. The fish were up all night feedingby the light of the full moon so they’re not hungry. If you stepon a bug, we’ll get rain.

“Always with the alibis, you fishing-doers,” that geniesays, “but I’ll guarantee a catch if you’ll do it my way.”

Deal, you say, and the genie gives you three choices. Youget to choose just one:

1:You can catch three 3-pound fish and turn them loose. 2: Stay out all day and catch one fish — right, only one,

but it will be a 10-pounder. Take a camera, ‘cuz you can’tkeep that heavyweight.

3: Catch a limit of keepers, take them home and eatthem. Your limit is five fish, one pound each.

You tell the genie that 30 years ago you could catch allthat and more by lunch time.

“Right, and 50 years ago you could walk from Miami toBimini or cross Lake Okeechobee on the backs of fish,” thegenie says. “No longer. Are you here to reminisce or to fish?Make your choice.”

The story isn’t entirely whimsical. The threechoices are copied from a survey that Florida’s Fish& Wildlife Conservation Commission is making ofbass fishermen to learn what choices they wouldmake from that three-piece list.

A mess of other questions are asked about what’s mostimportant to our enjoyment of fishing. Most could be slight-ly revised to apply to saltwater fishing. Don’t bet muchmoney against that happening next.

The survey’s purpose is to begin developing a 30-yearplan for the management of Florida’s signature freshwaterfish, the black bass.

One notion being kicked around is to designate certainplaces for certain regulations. For example, Lake A might bemicro-managed to support a high percentage of trophy fish.That’s the place in the genie’s three choices where you’remost likely to catch a 10-pounder.

Similarly, Lake B would harbor a good concentration of3-pounders, giving you a good chance to bring three of thoseto the net. Lake C would have so many smaller ones thatyou’ll probably be able to put five 1-pounders on ice.

Not sure which location you’d choose to fish next?Preliminary results of the survey, released in June, indicatethat a bit more than 53 percent of the people who replied pre-fer the place where they could get three 3-pound bass. Abouta third would go where the 10-pounders are, happy to settlefor a single fish that size.

Not quite 12 percent would pick the surest thing, a limitof five one-pound keepers. This suggests, but doesn’t con-firm, that a lot of us have outgrown the primitive urge to killand devour our prey. Hooray.

It also could mean we hate having to clean our catch, orthat we’re afraid of being poisoned by mercury, or maybethat we’re already so accustomed to boating one-poundersthat it feels like petty potatos in a state that brags about beingthe bass capital of the world.

Nobody’s going to be jealous when you show a photo ofyour five 1-pound fish, but they’ll nod respectfully at thesight of three-pounders and drool over a single 10-pounder.

There have been two surveys so far, with anotherplanned for August to gauge reaction to the draft plan that’ssupposed to be written then.

The first survey was conducted in person by FWC repsat tackle stores, outdoors shows, fishing club meetings andother sites. That drew 575 responses. Next, 4,000-pluslicensed anglers replied to a direct e-mail campaign.

FWC’s preliminary report of results indicates consider-

able overlap. Demographically, 94 to 97 percent are maleFloridians and 92 to 94 percent are white. People in the 35 to64 age bracket are 67 percent of the smaller survey and 79percent of the e-mail version. There does not appear to beimportant differences in their education or family incomes.

The high rate of similarity suggests that the surveymethod doesn’t match the standard random pattern thatenables other polls to predict election results accurately bysampling as few as 1,200 to 1,500 voters. It does reveal thatcertain types of people are willing to stop whatever elsethey’re doing to take part in a survey about fishing — andthat those types tend to agree about what makes a qualityfishing day.

It would have been interesting to start the survey by ask-ing if anyone thinks it’s a good, bad or indifferent idea for thestate to have a long range bass management plan at all.

My jerking knee might have protested. The word “man-agement” makes me squirm, evoking thoughts of lockedgates, eye-glazing regulations, regimentation, conformityand signs that begin with the word “No.”

It’s disturbing but realistic to imagine that some day allFlorida gamefish, freshwater and salt alike, will be managedaccording to 30-year plans – or shorter periods once itbecomes obvious that times change too quickly to plan so far,far ahead.

Still, the preliminary results indicate more support fora management plan than I’d have guessed. In the smallersurvey group — fishing club members, tackle store shop-pers and such — 43 percent considered it important tohave a long-term plan. The bigger email survey collected31 percent agreement on that.

In other words and numbers, more than two thirds ofa large sample were not convinced that a long-range planis needed.

On the other hand, people of long experience DownHere have learned to blame lack of foresight and long-rangeplanning for the long-term decline not only of fishing but alsothe quality of all Florida’s water, land and air.

Many are arguing that the failure ofBritish Petroleum’s oil rig in the Gulfof Mexico is proof that acquiring oilfrom the ocean is something thatshould not be done. But mankindobtained oil from the sea centuriesbefore rigs were ever conceived. Theoil came from whales.

Indeed, it can be argued that theindustrial revolution, which made themodern world possible, could not havebeen achieved without the use of oilproducts that were originally reaped bythe harvesting of whales.

Between the time of the AmericanRevolution and just following the CivilWar, it was whale oil that primarilylighted the homes and cities of Americaand Europe, lubricating the machineryof industry.

Even after the drilling and process-ing of ground pumped petroleum becamecommonplace, whale oil remained highlyprized for its viscosity and clean burningqualities, which only recently have beenmatched by the development of otherproducts. In fact, if you happen to own anheirloom multi-jeweled watch that wasmade before 1950, it is almost certainthat its mechanisms were once lubricatedwith whale oil.

I address these points to partlyexplain why some laws may not conformto the ideal of being one with nature and“all creatures great and small.”

Laws in recent history were designedto assist in humanity’s material advance-ment by the planned exploitation ofnature, assuring profitability to thosewho would risk labor and resources forthe effort.

Thus, whales were long categorizedunder the legal heading of “fish.” Mind

you, this actually wasn’t due to abjectignorance of whale biology, but rather amatter of legal convenience in managinga marketplace resource.

Keep in mind that to this day lob-sters, clams, oysters and other shellfishgenerally fall under the legal headingof “fish” for the purpose of fishinglaw. Biologically, they’re no more fishthan whales.

This legal practice was actuallychallenged in 1818 in a famous NewYork case titled “Maurice v. Judd.” Thiscase originated out of a New York lawrequiring the inspection and stamping offish oil kegs before they were sold atmarket. In part, the intent of the law wasto assure that fish oil wasn’t sold inspoiled condition.

Since whale oil is not subject to thetype of spoilage envisioned by the law,Judd, a purveyor in whale oil, did notoffer his stock for inspection. Maurice,the local fish oil inspector, thought dif-ferently and fined Judd for failing todeliver his wares over for inspection.

Judd’s lawyers put on a lengthydefense including testimony from profes-sors in natural history demonstrating thatwhales were not “fish,” and thereforetheir oil was not subject to New York’sinspection laws.

Regardless, at the end of the trial thejury followed the prevailing legal inter-pretation on the matter that if it’s aliveand comes out of the sea, it’s a fish.Therefore, whale oil was not exemptfrom New York inspection laws.

But within months of this verdict,the New York legislator altered the fishoil law to distinguish whales from othersea life for the purposes of commerce.Again, keep in mind this was done for

I certainly am no restaurant critic, and Ilearned over many years that you can’targue taste. I went several times with friendsto their favorite Chinese restaurant. Theyloved it, but it took me two days to recover.

The restaurant is now closed. So Iguess I’m vindicated. But one of the greatthings about boating in Broward andMiami-Dade is that there are plenty ofwaterfront restaurants to visit.

A favorite was Tugboat Annie’s on theDania Cutoff Canal. It had good food andmusic on the weekends. My wife especiallyliked the fact that Capt. Kenny was on handat the dock to help with the lines. But alas, adry storage building now stands whereTugboat Annie’s used to be.

Another of my favorite locations wasShirttail Charlie’s on the New River; alsoout of business. I hope this is not a pattern.It’s now called The Pirate Republic.

Just east of Andrews Avenue in FortLauderdale is the Downtowner Saloon.Dockage is available for a few boats. Onseveral occasions there was someone sleep-ing on the park bench who jumped up andhelped with the lines. The food is good here,and on Sundays they have a “world famous”brunch. It’s right next to the county jail; soit’s a good place to spend some time aftervisiting your friends who are “doing time”

Across the river from the Downtowneris Riverwalk. Several restaurants residethere but they change too often for me tokeep track. On the first Sunday of eachmonth SunTrust hosts the Sunday JazzBrunch. I went last year by boat and wassurprised to find dockage available right infront of Riverwalk.

After tying up and unloading our beachchairs we met the dockmaster, who askedwhere we were going. “To the JazzBrunch,” I replied.

“Well you won’t have any problemfinding a seat as you are a week early,” hesaid politely.

I did what any respectable captainwould do. I blamed my wife.

I recently visited Jimbo’s Sand Bar bythe Dania Bridge (no relation to Jimbo’s onVirginia Key). It’s next to the formerMartha’s. I may have helped Martha’s goout of business since I don’t eat seafood. Ihadn’t been to Jimbo’s for several months,as the previous time I went we ordered fourburgers and only got two.

On this trip, business was back to nor-mal and the service was good. The waitresseven remembered me. Hopefully it wasn’tbecause of the big stink I made over themissing burgers.

Jimbo’s has redone its docks, but thecurrent can be pretty strong so you need topay attention. A few years ago whenMartha’s was open, a 100-foot yacht wasdocking, and the controls failed causing theyacht to slam into the bridge, sinking a diveboat docked at Angler’s Cove (nowJimbo’s) in the process.

An important rule to follow whendocking at any waterfront restaurant: Becareful when someone at the dock wants tohelp with the lines.

I was once at a Hollywood restaurantand was getting ready to depart when therewas a strong northeast wind. I told my crewto release the bowline last. I had just startedthe engines when Bubba jumps off his barstool and releases the bowline. My bowswung out and I had all to do to release thestern line as it was under a lot of pressure.Luckily, catastrophe was averted.

with good food at reasonable prices. They have entertainmentin the evenings and you can even take a dip in the hot tub.

I also like the 15th Street Fisheries located at LauderdaleMarina. Call the marina for docking assistance. The down-stairs patio is casual, and you can watch the tarpon feeding.Please do not feed the birds. Even though the restaurant hasstrung fishing line outside, the birds can be a problem.

I saw a big crow squeeze between the lines, and takesome saltines from the table next to me. Although this mayseem entertaining, the crow left a deposit on the table for thenext patron.

Palm Beach’s marina plan comes at a time that manyboaters seem to be hugging the Florida coastline insteadof venturing out to more exotic locales such as theCaribbean islands.

“With the downturn in the economy and the con-sistent high cost of gasoline many landlubbers are tak-ing ‘staycations’ instead of costlier vacations and thesame is true for the yachting community,” Bright saidin an email.

“The Palm Beach County Intracoastal Waterway expan-sion is the same ‘staycation’ concept, low cost relaxation andactivities in their own backyards,” she explained.

Alison Pruitt, executive director at the Marine IndustriesAssociation of Palm Beach County, said boat size plays a rolein just how far boaters are traveling these days.

“If you’re talking about the owners of a 24-footer who aretaking their kids tubing on Saturday, then maybe,” she said oftheir likelihood to stay close to home.

She says multiple marina destinations will lure Browardboaters to Palm Beach.

“As a boater myself, some days I’ll boat in Broward and

some days I’ll boat in Palm Beach County,” Pruitt said.John Workman, dock master at the Falls at Marina Bay in

Fort Lauderdale, said while he is primarily looking to attractowners of vessels 60 feet or less, he is seeing a change in boat-ing at all ends of the spectrum.

“The people who have the big boats, they’ve definite-ly cut back. Instead of doing big trips, they’re just doing alittle island hopping, and may be cutting back on crews.”

The same holds true for local boaters with smaller craft.“I see an awful lot of weekend traffic now. I’m seeing less

overnight trips,” Workman said.With Florida on the heels of a deep economic recession,

it may be a sign of moderation in boating as a whole. Though2010 numbers were not available, vessel registrations inBroward County actually fell from 51,057 in 2008 to 45,373in 2009, according to the Florida Department of HighwaySafety and Motor Vehicle’s website.

Destinations off the beaten path such as the BoyntonHarbor Marina may benefit from the shift in boating behavior.

“It’s nice the county is interested in something so thatboaters who don’t want to go to the islands for three days cananchor up and spend the weekend in Palm Beach County,” theCRA’s Bright said.

practical reasons regarding the efficiency of the mar-ketplace rather than for any sentimentality about thespecialness of whales.

In fact, arguably, even present moratoriums onwhale hunting, set by the International WhalingCommission, occurred from concern for losing a valu-able product and resource — rather than losing any“kindly flippered friends” in the sea. Indeed, there areeven discussions that the present U.S. administrationmay be agreeing to increases in whale hunting quotasfor those nations that still have whaling fleets (essen-tially, Norway, Iceland, and Japan), claiming it willallow for a more “honest” number regarding the actu-al catch and its use.

So what is the lesson here? It seems that over timethe law does adapt to new information and innova-tions. But if change fails to result in a more efficientmarket and improve the everyday existence of theindividual person, legal adaptations will not be fol-lowed — regardless of any initial emotional appealfrom its advocates.

Fla. university study could put shark ‘myths to rest’In addition to timing delays, Gardiner delivered varying

concentrations of squid sauce to the shark’s nostrils. This wasGardiner’s update of a 25-year-old experiment involving sim-ilar headgear on bonnethead sharks (Sphyrna tiburo).Gardiner delivered diluted squid essence to one nostril 0.5seconds before delivering the full-strength squid broth to theother nostril. The animals turned towards the side receivingthe first, albeit weaker, stimulus.

“It was timing every time,” Gardiner says.“The previous dogma has always been that sharks ori-

ent towards odor by detecting greater concentration on oneside of the head over the other,” says shark sensory biolo-gist Stephen Kajiura from Florida Atlantic University inBoca Raton. “In this study, timing seems to trump concen-tration. It’s an exciting alternative way of looking at how weunderstand shark processing.”

Speedy hammerheads The results of this study may also have implications for

the evolution of other shark species. For example, accordingto anecdotal evidence, hammerhead sharks seem to swimfaster towards their prey than many other sharks — suggest-ing that they might have a better sense of smell.

The swimming speed of sharks as they track prey may belimited by the spacing of their nostrils. If they move into an

odor patch at a given angle, a faster shark will experience ashorter interval between the odor hitting the two nostrils, andif they swim too fast, the brain may not detect a time differ-ence at all.

Because the nostrils on hammerheads are more widelyspaced than on pointy-nosed sharks, if the two animals swiminto an odor patch at the same angle, the hammerhead willexperience a longer time delay, making it capable of receivinga directional cue while swimming faster and from a smallerangle of attack.

Gardiner admits that better olfaction can’t explain all of ashark’s characteristics. The winghead shark (Eusphyrablochii), which has one of the widest nostril separations, isn’tthe most recently evolved shark. Rather, sharks have regressed

from wider heads to narrower ones.According to Kajiura, shark olfaction has been over-

looked for decades. His lab examined the legendary abilityof sharks to smell a drop of blood from miles away. Theiras yet unpublished results do not support the myth —sharks probably aren’t any better at detecting odor than anyother fish. “With these new batches of information, maybewe can finally lay some myths to rest after decades of mis-information,” he says.

FORT LAUDERDALE — Curving around the NewRiver’s western edge, seven contiguous vacant lots reflect themicrocosm of the last decade’s boom and bust.

Once known as Summerfield Boat Works, the 3.5-acreproperty sits east of I-95 and south of Davie Boulevard, boast-ing a rich history that has resulted in a deed eight inches thick.

In 2005 Susan Summerfield sold the property for $10million to Texas-based GreyHawk Marine, according to theBroward County Property Appraiser’s online records.

The plan was to slowly evolve the historic marina into amodern mega-yacht club called Pier 17. But the companychanged hands in 2006 to a New Orleans developer. Fiveyears later, Regions Bank is selling the land for $7.5 million.

“Our efforts are to keep it a marine storage and repairfacility — we think the original plans were absolutely spot onin terms of need,” says Kit Denison, owner of Denison MarineRealty, which has been representing the property since fore-closure last September.

Denison points to the initial success of GreyHawk,which leased out 10 of the marina’s 26 slips. With paperworkand permits in place, a marine facility would be the path ofleast resistance for city and county officials, he said.

Residents of neighborhood Shady Banks, where theproperty is located, like the current quietness. Though a Pier

17-like mega-yacht club would be acceptable, there’s opposi-tion to dry stack storage, said Tim Hager, Shady Banks HomeOwners Association president.

“It's a numbers game. The bigger the boats the less peo-ple, less traffic,” he said.

Dry stack storage would involve storing smaller boatspossibly from nearby Lauderdale Marine Center andRiverbend, two boatyards across the river, and lead to moretraffic than a mega-yacht dockominium.

Ideally, Hager would prefer the expansion of the adjacentKeith Park, which was purchased by Broward County andleased to the city in 2003.

“When they wanted to make that property a boatyard, Icouldn't believe it,” he said. “It was about the last piece ofundeveloped property along the New River.”

Early records show that a C.R. Breckenridge BoatYard, also known as Bossert Island in the 1930s, ownedthe property. According to local lore, Henry Summerfieldsailed a racing sloop from Toledo, Ohio to New York, andthen to Fort Lauderdale where he traded the boat for theBreckenridge Boat Yard.

The original yard was a quarter the size of the current

3.5-acre property. A dirt street along the river led south fromDavie Boulevard to the marina. Later Summerfield purchasedtwo adjacent lots and four lots across the street.

Meanwhile Shady Banks grew up around the marina.About 500 homes today sit on tree-lined streets in keepingwith the area’s name.

After Henry Summerfield passed away in 1960, the yardcontinued under private family ownership until the 2005 saleto GreyHawk.

Neighborhood residents say the most unsavory scenariowould be the development of a condominium complex.

There is a “push to squeeze maximum dollars fromevery square foot of waterfront land,” said Preston Larus,a former boatyard hand from and now a realtor for KellerWilliams in Sarasota.

The property is zoned industrial according to theBroward County Property Appraiser's online records.

Over the last few months, surveyors have been visitingthe site and taking environmental soil samples, increasingspeculation that a buyer is not far off. Prospective buyers per-form due diligence to qualify for loans and avoid lawsuits.

“They were out there again yesterday,” says JohnLee, a Shady Banks resident and the former general man-ager of Summerfield Boat Works. “Digging holes andtaking samples.”

Whether lured by its historic or cultural riches, visitors toBerlin are often surprised to find that the German capital sitson a vast system of waterways and is home to more bridgesthan Venice.

When the city was divided decades ago, large parts ofBerlin’s rivers, lakes and canals became unused border zonesor half-forgotten industrial areas. But in the years since, theyhave gradually meshed with the city, transforming from analmost overlooked urban footnote into a network of recreationand possibility.

Between the graffiti-speckled banks of the Spree River,tourist-packed double-decker ships maneuver around souped-up motorboats and makeshift rafts. And as the land along thewater has developed, boating has become an increasinglypopular pastime.

“There are more and more people each year,” saidChristopher Rollinghoff, whose boating school, BootsschuleRollinghoff (Muggelbergallee 1; 49-30-210-282-31; bootss-chule-berlin.de), prepares students for the boating licensetests administered by the city. In recent years, he added,there have been so many people signing up, the sessions aresometimes overbooked.

“A lot of people play golf. I have a boat,” said NormanOhler, from outside his riverside Berlin apartment. Ohler, anovelist and filmmaker, recently wrote an account of his solojourney on his vintage wooden cabin boat to Krakow, Poland.

Berlin’s more than 100 miles of navigable waters eventu-ally connect to the Baltic Sea, the North Sea and the Rhine, sothe city is ideal as a starting point for long trips like Ohler’s,but the waterways also offer a special vantage point for takingin the city itself.

good store-bought hummus. I do not usemetal skewers; I prefer bamboo ones, whichdo not pierce or burn people as they eat.

You can easily give a choice of meatsby making pork brochettes. In any case,the marinade is the same. To create a dip-ping sauce for pork brochettes, I recom-mend stirring applesauce and horseradishsauce together in ratios that please you.

For your party, you might need morequantity than I have specified in therecipes, but you scarcely need a master’s inhigher mathematics to increase servings.

I do not always go cute. In fact, mostof my life I have run screaming from it.

We people are very primitive: Werespond to the elements. Why wouldn’tyou want to have a party when the skiesare blue and the idea of spending eveningswith friends is so very appealing? But toooften, you phone the usual suspects, invitethem all over and then wonder why youhave been stupid enough to interrupt a lazyweekend with high-level catering and non-stop work.

I am not sure that party stress can everbe fully relieved, but at least it is easy tolessen the load on the food front.

My panic-banishing program isstraightforward: concentrate on food thatcan be prepared in advance. In the summer,you might automatically, and understand-ably, think of providing plates of salads andcold tidbits, but they do not stand up well inthe heat. Nor, actually, am I keen oncanapés. I want to give people food that theycan pick at while they talk to one another butthat will also provide sustenance.

I am a complete convert to skewers –or kebabs, whatever you want to call them.You marinate the meat overnight – whichensures it will be tender as well as flavorful– then grill or broil the skewers as you needthem. And because of the moisturizingmarinade, you will find that if you leave theskewers out after cooking – food does nothave to be piping hot in the summer – theywill not harden and become tough.

Satay chicken is no new kid on theblock, but done properly it never loses itsappeal. I also like lamb brochettes – theFrench name gives them an elegance theyutterly deserve – with a little dipping saucemade by stirring yogurt and spices into

raspberry that sits on top of each minicheesecake, but do not fret if you cannotfind any. No one is going to complain.

1 teaspoon sugar2 tablespoons salted, roasted peanuts1/4 cup peanut oil6 scallions, trimmedZest of lemon, removed in strips.

1. Cut chicken breast halves lengthwiseinto long strips, about 5 from each. Place ina freezer storage bag, and set aside.

2. In a food processor, combine allremaining ingredients. Process to make asmooth paste. Add to bag of chicken, sealbag, and mix well so that chicken is wellcoated. Refrigerate for at least 2 hours,preferably overnight.

3. About an hour before cooking, soak10 bamboo skewers in water. Heat a grillor broiler. Thread two long strips of chick-en onto each skewer. Grill or broil untillightly browned and crisp on edges.

Yield: 10 skewers.

Lamb Brochettes with Hummus

Time: About 20 minutes, plusovernight marinating and 1 hour for soak-ing skewers

For marinating and grilling:1 pound boneless lamb in 1-inch

cubes2 tablespoons pomegranate molasses

(available at Middle Eastern storesand specialty food markets)

2 tablespoons garlic-infused oil1/4 teaspoon ground allspice1/2 teaspoon ground cumin1/2 teaspoon ground coriander

For serving:1 cup hummus1/2 cup Greek yogurt or thick plain

yogurt1/4 teaspoon ground cuminFresh lemon juice, as neededA few lemons, cut into wedges.

1. Place lamb cubes in a freezer bag,and add pomegranate molasses, garlic oil,allspice, cumin and coriander. Seal bag,and mix well so lamb is coated.Refrigerate overnight or up to two days.

2. About 1 hour before grilling, place10 bamboo skewers in water to soak.

3. Heat grill. In a small mixing bowl,combine hummus, yogurt and cumin.Season with lemon juice to taste, andrefrigerate until needed. When ready togrill, remove lamb from refrigerator.Thread three or four pieces of lamb ontoeach skewer. Grill lamb so that it is searedon outside but still tender inside. Checkmeat by cutting a cube and tasting.

4. Arrange cooked skewers on a plat-ter, and garnish with lemon wedges. Placehummus mixture in two small servingbowls, dust each bowl with a little cumin,and serve.

Yield: 10 brochettes.

Raspberry-topped Mini Cheesecakes

Time: About 40 minutes, plus 2 hoursrefrigeration

2 cups graham cracker crumbs (8ounces graham crackers, finely crushed)

1 stick butter, melted8 ounces cream cheese, at room tem-

perature1/4 cup sugar1 large egg2 tablespoons sour cream1/2 teaspoon vanilla extract2 to 3 teaspoons limejuice, or to taste2 tablespoons seedless raspberry jelly24 small mint leaves, optional24 (about 3/4 cup) fresh raspberries.

1. Heat oven to 350 degrees. In a foodprocessor or mixer, combine grahamcracker crumbs and butter. Process untilmixture clumps like wet sand.

2. Place a tablespoon of crumb mix-ture in each well of a pan for 24 mini-muffins. Using a spoon or fingers, pressmixture on bottom and up sides of eachwell to make a tartlike shell for filling.Refrigerate pan while making filling.

3. In a clean processor bowl, combinecream cheese, sugar, egg, sour cream, vanil-la and limejuice. Process until very smooth.Adjust limejuice to taste, and mix again toblend. Spoon enough filling into each muf-fin well for just the top edge of the crumbshell to show. Bake until cakes are set,about 10 minutes. Remove from oven, andcool in pan on a wire rack. Transfer pan torefrigerator, and chill 2 to 3 hours.

4. To remove cheesecakes, turn panupside down, and rap firmly on back with aspoon. Place cheesecakes on a serving tray.

5. Place jelly in a small pan over lowheat until melted. Put a dab (about 1/8 tea-spoon) in center of each cake. Place a mintleaf on jelly and a raspberry on top.Refrigerate.

Yield: 24 cheesecakes.
