INTRODUCTION:
HELP SAVE MOTHER EARTH
PANABO CITY DISTRICT JAIL IS THE SECOND MOST POPULOUS DISTRICT JAIL IN BJMP REGION XI, NEXT ONLY TO DIGOS CITY DISTRICT JAIL. IT CATERS TO AN AVERAGE OF 300 INMATES, SERVING THE SECOND CONGRESSIONAL DISTRICT OF DAVAO DEL NORTE WHICH COVERS, AMONG OTHERS, PANABO CITY, SAMAL CITY, MUNICIPALITIES OF CARMEN, DUJALI, AND STO. TOMAS, WHERE COURTS ARE LOCATED.
THIS PRESENTATION SHOWS MANY OF THE TRANSFORMATIONS THAT TAKE PLACE IN THIS JAIL BEGINNING JUNE 01, WHEN THE INCUMBENT TOOK OFFICE AS OIC. First Greyhound Operation yielded five cell phones and reams of cigarettes. Disturbingly, all of these were confiscated in only one cell.

Dismantling of dilapidated rice storage which barred the view going to the kitchen. A new storage was constructed at the other side of the kitchen.

Kitchen floor was installed with tiles to enhance cleanliness.

Construction of a “Lavastove” duplicate for a separate cooking of viand. The stove emits less smoke and prolonged, intense heat (conduction) with only few sticks of wood. It is highly economical and efficient.

Panabo City District Jail was the first to comply with the “Baby Pink” paint directive.

Panabo City Water is not potable and the jail distribution slow. Water pumps were installed to alleviate water demand. Drinking water, however, is provided by an independent distributor.

A clean surrounding prevents spread of diseases, and is pleasing to the eyes. This unit endeavors to further improved its sanitation and cleanliness through education of inmates (proper waste disposal) and daily cleaning.

As a new in-charge, courtesy calls were rendered to various local executives. Establishing contacts through attendance to LGU activities was also given attention. In June, this unit started to celebrate monthly birthdays through simple get together as a means to boost morale of personnel.

Although a spattering of other programs were initiated, logistical support, which aimed to enhance IWD, took center stage, while security enhancements continue to flourish.

A week after the personal directive of the OIC, BJMP during his regional inspection, a sally port rises in Panabo City district Jail, the first unit in RBJMP XI to have installed this added security measure. Cementing of the floor gives the area a clean look.

Small-eyed cyclone wire reinforces the previous ‘larger-eyed’ wire installed as security fence around cell 3 and rear visiting area.

Two cell phones and other contraband were confiscated during a greyhound operation while a wad of dried cigarette leaves was found embedded in a loaf bread carried by a visitor.

Further improvement of the storage area. The soot-covered roof was replaced with cleaner sheets.

Cementing of the stove area to make it cleaner and prevent water puddles. A ceiling of native materials was also installed.

Conversion of laundryarea into an additional cell for the 12 female inmates who lived like sardines in a single cell good only for four persons. A new toilet was also installed.

This pipe line leads to the septic tank near cell 3. A canopy was installed in the visiting area of the female dorm.

This was the old look of the ‘old’ admin building, which has dilapidated and leaking roof and ceiling.

This is how the old building looked after its repair and remodelling. A new roof sheets were installed as well as new glass windows. New plyboards replaced the old ceiling. With repainting, a crisp, refreshing look created.

July also marked the start of the flow of new services into the jail. Seminars and trainings are reintroduced into the jail. Sadly, when the incumbent took charge of the jail, its IWD was greatly suffering. It has no ALS and TC, only a single religious service, no livelihood trainings and seminars, and seldom did it offer recreations.

Service providers came trickling back after they were sought out to help the jail with its IWD program.

Morale and welfare of personnel is a big and popular undertaking of this unit.

Part of the enhancement of Morale and Welfare of personnel is the envirogration of the cooperative store where all legal merchandise, including those promoted by personnel were put under the ‘tax system’ of the cooperative and which its profits were equally shared. ‘Kakanins’ offered by inmates are exempted.

The need to strengthen the security of Panabo City District Jail continued to be felt. New and immediate concerns seemed to crop up right after one had been addressed with, or maybe the need was always there just lurking beneath the surface waiting to be given attention.

Dubbed as the Month of Major Facelift, the jail underwent a major transformation in support to IWD. It is also the month when a major livelihood training and support has finally come.

The new admin building, which was a P250,000.00 donation from the LGU of Panabo City, was finally turned-over looking like this.

Instead of waiting for the LGU to fund the final and finishing touches to the building, which can only happen after elections, the incumbent took the challenge of completing the works, modified to his own speicifications.

This is basically the TC and ALS month. Two biggest events that occured in November was the introduction of the right TC which the Regional Director herself personally undertook.
ALS also was resurrected with the visit and registration of ALS District officials who promised to re-open ALS this January, 2013.

The 5-day TC seminar was conducted by the Mother of BJMP TC, JSSUPT AMELIA V TALENTO, TLPE, Regional Director of RBJMP XI.

Meeting with ALS officials gave hope for the revival of the program. A large number of inmates (57) registered for the program which is said to start on January, 2013.

Two-span of concrete perimeter wall was erected in the weakest portion of the jail, which was previously covered by cyclone wire only.

Blessings poured in December as things that we waited for quite sometime finally arrived with the installation of the steel bedbunks donated by the LGU and the realization of the bakery dream of this unit.

An air dryer steel canopy is erected for an organized drying of clothes. A tarpaulin can be put on top to protect the clothes from rain.

Finally, before the year ended, the jail bakery was realized. Seven inmate applied for the bakers position. They were tested and made to demonstrate their baking skills. The P100 thousand worth bakery has since operated and is earning well.
