Hello PAPA family
For aerial photographers we survive and thrive on altitude And with helicopter photo flights getting that lower angle translates to a premium clients are willing pay But will that freedom to fly at any safe altitude last indefinitely
It starts with a noise complaint that moves on to a politician up for election finding a platform with lots of bang but gets little resistance On the next pages you will read about possible legislation barring low altitude helicopter flying The legislation is aimed at the helicopter heavy Los Angeles county For the rest of the world not so apt to have a celebrity sighting worthy of a swarm of ENG helicopters we may feel safe in our free and open airspace but what happens if this LA legislation passes Will other cities and communities in the United States and around the world follow
We have heard the terms and heeded the warnings from our ATC and those painted on airport signage run-up area

noise abatement policies and procedures in effect
highly noise sensitive communities takeoff amp approach

FLYING HELICOPTERS
Could it happen in your town
This past October the Board of Supervisors of Los Angeles have supported federal legislation to limit low-flying helicopters and cut down on noise from news and tour choppers in Los Angeles County PAPA member Sibylle Allgaier sees this legislative action as a threat not just to her livelihood and to the flying community of Los Angeles but it could migrate and grow to affect other cities and communities across the country
Supervisor Zev Yaroslavsky recommended that the board support the bill by Rep Howard Berman D-Van Nuys which would direct the Federal Aviation Administration to restrict helicopter flight paths and set minimum altitudes for such craft within 12 months The Los Angeles Residential Helicopter Noise Relief Act would apply specifically to Los Angeles County Complaints from neighborhoods in the San Fernando Valley and the Santa Monica Mountains about being inundated with news tour and paparazzi helicopters have caused this action saying such flights ldquoinvade residents privacy raise safety concerns and create noise pollution that aggravates residents and disrupts performances at the Hollywood Bowlrdquo On its website the Professional Helicopter Pilots Association warns that such legislation often creates more problems that it solves We caution lawmakers to give serious consideration with regard to potential unintended consequences associated with legislative initiatives that would affect the safe and efficient use of the airspace the organization said in a news release posted on its website shortly after the legislation was introduced Such legislative acts can threaten the safety of those in the aircraft as well as those on the ground By imposing restrictions on the available airspace altitudes and routing for helicopters predicated upon no other consideration than noise high intensity aircraft congestion can be created within confined airspace layers This will result in conflicts not only between helicopters but also between airplanes that are operating to and from the various airports or transiting the area This could substantially decrease safety when many different aircraft types which travel at different speeds are no longer separated but are pushed closer together in the airspace Careful consideration must be given to avoid forcing the helicopters over other communities which may be even more sensitive to noise than the existing operating areas The helicopter industry has gone above and beyond compliance with all regulations working with the FAA to develop guidelines for flying neighborly and enhancing air safety the group originally said in response to the news of the Berman bill But Yaroslavsky said that despite what he called lip service about flying neighborly operators have been brazen and bragging about the ability to fly low enough to see into residents backyards The sheriffs and fire departments had raised concerns that the bill does not require the FAA to exempt their operations But Berman has agreed to amend the bill to make an exception for emergency law enforcement and military activities mandatory The legislation has been referred to the House Transportation and Infrastructure Committees Subcommittee on Aviation for consideration To contact our representatives on the transportation and infrastructure committee in the house click here httprepublicanstransportationhousegovsinglepagesaspx763

LOS ANGELES AERIAL PHOTOGRAPHERS THREATENED BY LEGISLATION TO LIMIT LOW-
FLYING HELICOPTERS
Could it happen in your town
This past October the Board of Supervisors of Los Angeles have supported federal legislation to limit low-flying helicopters and cut down on noise from news and tour choppers in Los Angeles County PAPA member Sibylle Allgaier sees this legislative action as a threat not just to her livelihood and to the flying community of Los Angeles but it could migrate and grow to affect other cities and communities across the country
Supervisor Zev Yaroslavsky recommended that the board support the bill by Rep Howard Berman D-Van Nuys which would direct the Federal Aviation Administration to restrict helicopter flight paths and set minimum altitudes for such craft within 12 months The Los Angeles Residential Helicopter Noise Relief Act would apply specifically to Los Angeles County Complaints from neighborhoods in the San Fernando Valley and the Santa Monica Mountains about being inundated with news tour and paparazzi helicopters have caused this action saying such flights ldquoinvade residents privacy raise safety concerns and create noise pollution that aggravates residents and disrupts performances at the Hollywood Bowlrdquo On its website the Professional Helicopter Pilots Association warns that such legislation often creates more problems that it solves We caution lawmakers to give serious consideration with regard to potential unintended consequences associated with legislative initiatives that would affect the safe and efficient use of the airspace the organization said in a news release posted on its website shortly after the legislation was introduced Such legislative acts can threaten the safety of those in the aircraft as well as those on the ground By imposing restrictions on the available airspace altitudes and routing for helicopters predicated upon no other consideration than noise high intensity aircraft congestion can be created within confined airspace layers This will result in conflicts not only between helicopters but also between airplanes that are operating to and from the various airports or transiting the area This could substantially decrease safety when many different aircraft types which travel at different speeds are no longer separated but are pushed closer together in the airspace Careful consideration must be given to avoid forcing the helicopters over other communities which may be even more sensitive to noise than the existing operating areas The helicopter industry has gone above and beyond compliance with all regulations working with the FAA to develop guidelines for flying neighborly and enhancing air safety the group originally said in response to the news of the Berman bill But Yaroslavsky said that despite what he called lip service about flying neighborly operators have been brazen and bragging about the ability to fly low enough to see into residents backyards The sheriffs and fire departments had raised concerns that the bill does not require the FAA to exempt their operations But Berman has agreed to amend the bill to make an exception for emergency law enforcement and military activities mandatory The legislation has been referred to the House Transportation and Infrastructure Committees Subcommittee on Aviation for consideration To contact our representatives on the transportation and infrastructure committee in the house click here httprepublicanstransportationhousegovsinglepagesaspx763

Nearly 10000 years ago rising sea levels filled a meteor-impact crater to form the Chesapeake Bay North Americas largest estuary and the third largest in the world The long tendrils of its watershed cover 64000 square miles and span six states from Virginia to New York Seventeen million people live within its boundaries There are more than 100000 streams creeks and rivers in the watershed in-cluding 150 major rivers with names that conjure ancient voices such as the Susquehanna Nanticoke Mattaponi and Rappahannock These waters mix with the Atlantic Ocean in a brackish estuary that helped sustain Native Americans for centuries but in recent years the bay has come under siege from the impacts of increasing population and industry threatening this national treasure
