WHEN IT HITS THE FAN - WILL YOU BE READY??BY: Lou J. Wipotnik, ATP - MCFI

Wnite attending a recent Civi l Air Patrol t raining class on Search and Rescue (SAR), I gained new insights and in-formation on search and rescue techniques, pertaining to the safety of general aviat ion pi lots.

As you may already know, the FAA is the primary source of information on overdue aircraft. On VFR flight plans, an aircraft isconsidered overdue 30 minutes passed its stated ETA. IFR aircraft are overdue 30 minutes past their ETA over a specified orcompulsory reporting point. lf no flight plan has been filed, when a reliable source reports that the aircraft is one hour or moreoverdue at their dest inat ion.

Wnat happens next when an aircraft is reported - OVERDUE? The FAA sends an information request ( INREO). This INREQis sent to the departure stat ion, enroute FSS, ARTCC and area approach control . l f the INREQ process doesn't locate themissing aircraft within one hour, the FSS or ARTCC wi l l issue an Alert Not ice (ALNOT). This starts an extensive communica-t ion search to area stat ions within 50 mi les of the route of f l ight for the overdue, unreported, or missing aircraft . A search andrescue mission wi l l open normal ly 2 hours after not i f icat ion of the missing aircraft or ELT act ivat ion , or immediately i f radio orradar drop-off . The Civi l Air Patrol wi l l be not i f ied at this t ime i f the aircraft is st i l l unaccounted for. l f th is is late at nioht or theweather is deter iorat ing, i t maybe the next day before a search can commence.

Searchers know that the best chance of f inding a missing aircraft is within a 10 nm radius of the departure or arr ival airports,and 5 to 10 nm either side of their proposed center l ine. l f you f i le a f l ight plan, st ick to i t or revise i t with FSS or ARTCC.

Tne nir Force Rescue Coordinat ion Center (AFRCC, LangleyAFB, VA)records survival t imes. "Out of 100 crash vict ims, 35wi l l survive the crash. 21 wi l l be injured and 4 of them wi l l be al ive after 24 hours. Of the 14 uninjured, 7 wi l l be al ive after 3days and their chances of survival rapidly diminish after 3 days. The f i rst 1B to 24 hours are said to be cr i t ical . A six year studyby the AFRCC, has shown; from an aircraft's last known position to the time of location by searchers, if the pilot had filed aVFRf l igh t p lan , the t ime o f loca t ion wou ld be 18 .13 hours . For IFR -11 .48 hours and no f l igh t p lan -62 .56 hours . The samesix year study also showed, that i f the aircraft had an ELT they would be found in 14.20 hours and without an ELT, 65.88nours.

From this information, I have drawn some conclusions :1) Always f i le a Fl ight Plan.2) On VFR f l ight plans, update your posit ion in reference to a VOR, major landmark, or IFR f ix ( l f known).3) Better yet, request f l ight fol lowing. Check with your fr iendly CFl, i f your not sure how to do this.4) On takeoff , have your ELT squawking Mode C.5) Make sure you your ELT is checked and serviced at least once a year. Personal checks can be conducted only during thef i r s t 5 m i n u t e s a f t e r a n y h o u r , t h r e e s w e e p s o n l y ! ( A l M 6 - 2 - 5 ) . B e f o r e y o u s h u t d o w n y o u r e n g i n e , c h e c k l 2 l . 5 t o b e s u r e y o udidn' t accidental ly set of f your ELT. NOTE: you can be f ined $10,000 dol lars for sett ing off your ELT indiscr iminately.6) l f your on a local $100 dol lar hamburger f l ight (no f l ight plan), let someone know what t ime your expected back. Rememberthe f i rst 18 to 24 hours are cr i t ical for survival .

L a s t l y , s a t e l l i t e p r o c e s s i n g o f l 2 l . 5 1 2 4 3 M H z e m e r g e n c y b e a c o n s w i l l b e t e r m i n a t e d i n t h e U S A o n F e b r u a r y 0 l , 2 0 0 g . S owhat is the answer? A beacon transmit t ing on 406.0 MHz and sending digi tal ly encoded information which includes a beaconlD for accessing a user registrat ion database. The database wi l l g ive the aircraft N number and other information, plus GPSlocat ion i f added. GEO (stat ionary) satel l i tes over the USA can provide immediate alert ing and ident i f icat ion of 406 MHz bea-cons.

To give one a sense of ELT accuracy - current ELT's will place a downed aircraft in a 12 nm radius or 452 sq nm searcn areaand an 6 hour search not i f icat ion t ime, from the satel l i tes second hi t . The current 406 MHz ELT wi l l p lace you within a 2 nmradius or 12.5 sq nm search area, with an average not i f icat ion t ime of t hour. The new 406 MHz with GPS wi l l put your aircraftwithin a 112nm radius or.00B sq nm search area and a 5 minute not i f icat ion. This alone is cr i t ical in a denselyforested area. l fyour current ELT gives up the ghost, you maybe in the market for a 406 MHz ELT. They're more expensive, but how much isyour life and your love ones lives worth?

In conclusion, always f i le a FLIGHT PLAN, and/or use f l ight fol lowing. Let someone know where your going and when you ex-pect to return. Know and service your ELT equipment. Be prepared to survive for at least two nights/three days, and carry sur-vival equipment for the weather condit ions your f ly ing lN or OVER. Carry plenty of bott led water for al l passengers, as water ismore important than food. The life you save may be your own.

EMERGENCY FREQUENCY 121.5

During World War l l , p i lots had a l i fesaving expression - "Watch Your Six," less the enemy come from behind, andsmite thee. Lt. Col. Boyle of the Civi l Air Patrol has requested that PAPA remind al l pi lots to CHECK their radios, on121.5, before shutt ing down, to see (hear) i f their ELT has been accidental ly set of f by a not so soft landing. No onemakes a Hard landing- do they? l f one doesn't check their radio's ( and the ELT has been act ivated), and the aircraft isplaced in a hangar, the ELT satel l i te cops wi l l receive a distress message. The CAP wi l l be sent out to f ind an sus-pected downed aircraft. While the perfectly good aircraft is actually tucked away for the night with a blaring ELT. lf theaircraft is tied down or resting on a ramp, its much easier for the CAP to find with their detection equipment. However, ifthe aircraft is parked inside a hangar, i t makes their search more di f f icul t . On these very cold nights, CAP ground teamsdon't enjoy looking for perfectly good aircraft. Just help everyone from becoming false-alarmed, by checking your radio'son 121.5, making sure you don't hear your ELT sounding off . The CAP has a motto, "when you go down, we go up." Letus al l help the CAP keep their act iv i t ies. for real l i fe savino emeroencies.

Recently, one of my former private students had a minor problem on takeoff. After flying to work, the airplane sat out allday in the cold Wisconsin air . He had the airplane preheated and then took off . He not iced that his airspeed indicatorwas stuck on zero. Al though he had been trained to f ly without an airspeed indicator, this was the f i rst t ime he actual lyfaced this problem. He did cont inue his takeoff and al l of a sudden the airspeed came al ive. What could he have done tolesson this problem? Discont inue his takeoff , i f he had runway lef t . Put on the pi tot heat at the f i rst s ign of airspeedproblems ( i t helps to know where the switch is). Pre-heat the cockpit as wel l as the engine. Probably al l of the above.Engine pre-heat alone can cause moisture in the cockpit , which then can freeze. Some moisture could have condensedin the stat ic l ines. His airspeed needle could have stuck or froze and a l i t t le tap might have helped. In this very coldweather be extra careful regarding a pref l ight. Al though the wind chi l l can be brutal on the f l ight l ine, care st i l l has to betaken to ensure a safe venture into our clear but of ten cold skies. lce is not iust in the clouds.

S i n c e l s e r v e d a t e r m a s a s s o c i a t i o n s e c r e t a r y a f e w y e a r s a g o , l t h o u g h t l h a d a g r a s p o nhow the organization operated. But I must say I was rather confused after reading your reprint of the Northwest Tax Watch article inlast month's newsletter.

Northwest Tax Watch is well known for their inflammatory rhetoric and anti-airport spin on just about everything they produce. Sowhile the fact that North American Jet has indeed fi led a Part 13 complaint with the FAA is true, the other inaccuracies and accusa-tions ("The management prognosis at Palwaukee is not good.") left me wondering what the point of reprinting this article was exactly,especially in l ight of PAPA's mission to "promote ".. continued development of the Palwaukee Municipal Airport in a fraternal environ-ment with the pilots, users and community."

Did anyone at PAPA SEZ actually read this article before they printed it?

Taking pot shots at President Klatecki, Mayor Rotchford, the airport manager and the Palwaukee Municipal Airport Commission ishardly in any one's best in terest . . . i f you 'd l ike to see the a i rpor t succeed that is .

Then, of course, there are the thoughts attributed to me. They were almost correct. But I 'm not as concerned about being accuratelyquoted as I am the fact that no one at PAPA seems to understand, any better than Northwest Tax Watch, where we find the moneyfor capital projects at the airport.

Sure Palwaukee uses tax money to support capital improvement work here. But that money comes from the Airport Trust Fund thatwas developed with tax revenues on aviation fuel and airl ine tickets.

lf you don't use the aviation system in some way, you don't pay for Palwaukee with your tax dollars.

I f ind it hard to understand why no one at PAPA felt the need to correct this misstatement on the part of Northwest Tax Watch or evencomment on the piece when you ran it..

The lack of any crit ique clearly indicates that PAPA now endorses this Northwest Tax Watch perspective on local polit ics and our air-oon.

l ' l l grant you I 've not been to a PAPA meeting in a while, but do all the association's members realize that we now support NorthwestTax Watch, a group that is actively working to shut Palwaukee down?

So again, l 'm confused. What happened to our PAPA mission statement ... you know, the part about the "continued development ofPalwaukee Municipal Airport?"

Pal-Waukee -Sky Harbor - ChicagolandAirports as we knew them and a t ime that is gone but far from forgotten!

Dear Pi lo t :i f you f lew out of any or al l Of the above l isted airports during the years between World War l l and now(1945 to present) you are a very special person and you were part of a very special era. Many of ourfr iends- have "gone West" but there are hundreds sti l l out there that are active or inactive in aviation.

I came to PWK in 1949 and instructed there and at Elmhurst Airport in '1951. For many years after that I in-structed part t ime and f lew my own aircraft in and out of Pal-Waukee more t imes than I could possiblycount. Those airports and the people that f lew out of them, or worked there, or just hung out there, werepart of an incredibly important chapter in our l ives. Let 's celebrate the memories of our aviation experi-ences with the sharing of stories and a toast to Auld Lang Syne.

A reunion of everybody that can be located would be an unforgettable event. Please help me organize thisfor the summer of 2003. Friday, Saturday and Sunday, the 26th, 27th and 28th of July are the target dates.A t ime for renewing old and very valuable fr iendships wil l be the main purpose. Come for an hour, a day, aweekend or more. A cocktai l party and dinner wil l be held at the 94"'Aero Squadron Restaurant which islocated right on Pal-Waukee Airport. Detai ls of this and other plans for our weekend wil l be announced asthis event takes shape.

. lmplement a schedule for increasing the frequency of inspect ions in publ ic areas with special emphasis on rest-rooms, garbage containers, ashtrays, and other areas that could be hiding places for contraband or dangerous i tems.

. Post signs at appropriate locat ions to emphasize the need for al l personnel to be under heightened vigi lance.

. Refuel ing vehicles must remain locked/secured when unattended.

. Notify Airport managemenVFBo if an aircraft based at this Airport will be departing for extended periods of time.

. Transient (non-based) pi lots must register their aircraft upon arr ival with a Fixed Base Operator (FBO) and not i fy thatsame FBO at deoarture.

. FBOs wi l l maintain an accurate l ist of al l a ircraft under their custody and immediately report any that are missing.Obtain the name and local contact information for the pi lot or individual responsible for the aircraft and ensure thatsame individual returns and is responsible for the aircraft 's departure.

. Confirm accuracy of emergency telephone lists and review and, if appropriate, update emergency response proce-dures for your facility. Ensure someone is available and can be contacted 24-hours daily, 7-days a week for emer-gency not i f icat ions.

o Fl ight crew must ident i fy al l passengers and baggage pr ior to boarding aircraft as a group. Baggage must not be lef tunattended. Pi lots (or another responsible individual) must escort passengers or vis i tors at al l t imes.

. Only authorized personnel shal l have access to aircraft or hangar keys. Aircraft and/or hangar doors must be locked/secured.

. Access through dr ive-through gates is l imited to those who have a legi t imate need for access and have registeredwith the Airport management office or are being escorted by someone with access privileges. Personnel authorizedaccess through dr ive-through gates are responsible for anyone enter ing the ramp whi le the gate is open. Stop insidethe gate and wait for i t to close behind you before proceeding. Do not al low other vehicles to pass through with you.
