(This notice is issued only to elicit an Expression of Interest from Parties interested
in the Project and does not constitute any binding commitment from Paradip Port
Trust to proceed with the Project or invite any or all the Parties in the subsequent
bidding process.)

SECTION-I
1.0 BACKGROUND
1.1 PREAMBLE
Paradip Port Trust is located on the east coast of India has one no. Iron Ore
Handling Plant (IOHP). The IOHP have the systems to unload cargo such as Iron
Ore Fines, Pellets and Thermal Coal from wagons, stack in the open stack yard and
load the cargo into ships by utilizing the bulk material handling equipment such as
Wagon Tipplers, Stacker-cum-Reclaimers, Reclaimers, Shiploader and Conveyor
System. In addition to this, the cargo which are coming in trucks are also being
manually unloaded in the stack yard and subsequently loaded to the ships utilizing
the above bulk material handling equipment. In addition to the bulk equipment
material handling and conveyor, Electrical Overhead Travelling (EOT) cranes have
been installed at various locations of the plant to facilitate smooth functioning of
maintenance activities. The EOT crane of capacity 20 MT was installed by M/s
Khandelwal Udyog Pvt. Ltd in the year 1981 in the Tippler House at IOHP to
facilitate easy of doing maintenance of 02 Nos. of wagon tipplers along with
auxiliary units. The input pinion shaft of main hoist gear box sheared off for which
the EOT crane is non operational. The EOT crane has outlived of almost 39 years of
its useful life. Therefore, Paradip Port Trust would like to encourage manufacturers,
service providers to install a 20 MT (Main hoist) / 05 MT (Auxiliary hoist) Electric
Overhead Travelling (EOT) crane at Tippler House of Iron Ore Handling Plant.
1.2 INTRODUCTION AND BASIC DATA ABOUT PARADIP PORT TRUST:
Paradip Port Trust is a major sea port of India managed by the Paradip Port Trust
(PPT). The Port was commissioned and open to International Traffic in 1966. The
Paradip Port is situated on the east coast of India, in Jagatsinghpur District of
Odisha at a latitude of 200 15‟ 55” North and longitude of 45
0 40‟ 35” East. It is
situated at confluence of the Mahanadi River and the Bay of Bengal. It is about 260
nautical miles North of the Visakhapatnam Port and 210 nautical miles South of
Kolkata Port. Paradip Port has 15 berths and 3 SPM‟s. The fifteen berths comprise
three mechanized berths, seven general cargo conventional berths, two oil jetty
berths and three dedicated berths.
Paradip Port is connected via road with Cuttack and Chandikhol, which are two of
the major cities in Odisha.
Chandikhol and Paradip are connected by NH-5A (4 lanes, approx. 77 Kms)
Cuttack and Paradip are conncted by SH-12 (2 lanes, approx. 90 kms)
Paradip Port Rail Network is a part of the East Coast Railway System and is
connected to the hinterland via Cuttack by a board gauge rail link. Cuttack is around
90 kms from Paradip and connects to Howrah – Chennai main line.
1.3 METERIOLOGICAL DATA:
The following meteorological information has been provided to assist the
applicant(s) in preparing an initial proposal for the EOI. PPT does not guarantee the
accuracy or completeness of the information.

Port may experience strong winds and gales when any depression, storm or cyclone
develop in the Bay of Bengal and come close to the Paradip coast. Other technical
details in this context may be obtained by the applicant from the Meteorological
Department.
THE PROJECT
The work “Replacement of 20 MT/ 05 MT Electric Overhead Travelling
(EOT) Crane at Tippler House” of Iron Ore Handling Plant mainly involves (i)
Dismantling of existing EOT crane (ii) Design, Engineering, Manufacturing , supply,
installation, site testing and commissioning of Double Girder (Box type- Pendant) 20 MT
(Main Hoist) / 05 MT (Auxiliary Hoist) Electric Overhead Travelling Crane.
OBJECTIVE OF EOI PROCESS
The brief Scope of Work is as under:
(a) Dismantling of Existing 20 MT EOT crane: The existing EOT crane is installed in Tippler
house (indoor shed). All Mechanical and electrical equipment fitted in
existing EOT crane along with girder are to be dismantled and shifted to scrap yard. The
dismantling work shall be started only after complete supply of new EOT crane
parts/components at Wagon Tippler site of Paradip Port Trust.
(b) Supply of Goods - All Mechanical & Electrical equipment which includes motor, rail,
double girder bridge, gear box, electrical panel, end carriage, wire rope, braking
system, safety devices, limit switches, earthing system, pendant push button station
and all other equipment not specified above but required for installation and
commissioning of the 20 MT/05 MT EOT crane is under the scope of the firm.
(c) Execution - (i) Design, Engineering, Manufacturing, Painting, Packing, Supply,
Installation, Site testing & commissioning of DOUBLE GIRDER (Box type- pendant) 20
MT/05 MT Electric Overhead Travelling Crane complete with all accessories.
(ii) Construction of earthing pit along with all the material required for proper earthing of
the crane is under the scope of the firm.
(iii) Drawings, operation manual, spare parts & maintenance manual and Test Certificates.
(d) DESCRIPTION OF THE SYSTEM ENVISAGED:
(1) The EOT crane shall be of double Girder Box type fabricated out of standard Rolled
steel/tested steel plates. The total vertical deflection of the girder for live load
excluding impact shall not exceed 1/750 of the span.

3. Electrical System :
The Source of Power Supply 415 V/AC, 3 Ph & N, 50 Hz will be provided by PPT. The LT
MCC will be equipped with microprocessor based incomer, Motor Control Centre with
earth fault protection, over current protection, unbalanced load protection, control
transformer, spare feeder etc. All JBs installed are to be outdoor type and should be
double door type with IP65 grade protection enclosure. The main source of power will be
supplied by PPT at Tippler house of Iron Ore handling Plant.
4. CORROSION PROTECTION (PAINTING)
The structural steel, equipment and materials being supplied under this specification will
be finished, painted and protected in accordance with the following specification.
Surface Preparation:
The surface of steel work to be painted will be thoroughly cleaned off all grease, oil,
loose-mill scale, dirt, rust & any other foreign matter by hand scrapping with steel
wire brushes and/or abrasive paper. The workmanship in general will be in
accordance with IS:1477.
All the structural should be sand blasted and hot zinc sprayed with a coating thickness of
120 Microns. Thereafter, paint shall be applied as per the specification given below:
Application of quick drying surface tolerant self priming epoxy coating to
achieve a minimum dry film thickness 100 µm.
Application two components of high build micacious iron oxide coating to
achieve a minimum dry film thickness 100 µm.
Application one coat of intermediate epoxy coating to achieve a minimum dry
film thickness 100 µm.
Application one coat modified polyurethane coating to achieve a minimum dry
film thickness 50 µm. Total paint thickness shall be minimum 350 µm.
QUALIFYING REQUIREMENTS
The interested firm shall submit details pertaining to past business experience, financial
status indicating turnover of the applicant for past three years and other details given in
FORM–A.
11. Panel The control panel of the long, cross travel and hoist shall consist of MCCB, MCB, MPCB, Overload relay, reversing contactors, step down transformer etc. These shall be of L&T/SIEMENS/ABB/SCHNEIDER make and IP65, enclosure class.
12. Overload Protection All operations of the crane shall be protected with limit switches to prevent over hoisting & over lowering of hook.

PROPOSAL
Interested firms are hereby invited to submit their “Expression of Interest (EOI) &
Budgetary Offer” for the work “Replacement of 20 MT/ 05 MT Electric Overhead
Travelling (EOT) Crane at Tippler House” of Iron Ore Handling Plant. The
information submitted will be treated as confidential.
SITE VISIT
Interested firms may visit the site on any day during working hours (0900 hrs to 1300
hrs) prior to last date of submission of their Expression of Interest (EOI) and Budgetary
Offer i.e. 12.08.2020, to ascertain the exact nature of work and site conditions for
preparation and submission of a realistic offer.

Commercial Terms & Condition:
1) Security Deposit:
A sum of 10% of accepted value of the tender shall be deposited by the successful
bidder (Contractor) as Security Deposit (SD). This will be deposited initially 1%
value of the contract as initial security deposit (ISD) in shape of a Bank Guarantee
or Demand Draft (DD) / Banker‟s Cheque drawn in favour of FA&CAO,
Paradip Port Trust (DD/ Banker‟s cheque shall be payable at Paradip) within 15
days of issue of Letter of Intent (LOI). After deducting the EMD and ISD from the
stipulated security deposit, the balance amount will be recovered in instalment
through deduction at the rate of 10% of the value of each running account bill
subject to attaining the required amount by the last running bill. In case of
exemption of EMD, the successful bidder has to deposit initially 3% of the contract
value as ISD instead of 1% of contract value.
The Contractor may submit Bank Guarantee for the balance amount after deducting
the EMD and ISD from the stipulated security deposit in which case there will be no
deduction from the running bills towards security deposit.
EMD of the successful bidder may be refunded to the bidder after receiving an
equivalent amount of Bank Guarantee only after issue of work order and signing
of agreement.
The Contractor may also submit Bank Guarantee for a sum of 10% of accepted
value of tender as Security Deposit (SD) within 15 days of issue of Letter of Intent
(LOI) in that case (i) deposit of 1% ISD will not be required; (ii) there will be no
deduction from the running bills towards security deposit; and (iii) „EMD of the
successful bidder will be refunded to the bidder after issue of work order and
signing of agreement.
The security deposits shall be returned to the Contractor within 45 days of
successful execution and acceptance of the work.
2) PERFORMANCE SECURITY DEPOSIT (PSD):
The Contractor shall furnish PSD equivalent to 5% of the contract price in shape of
a Bank Guarantee as per Appendix-5 or Demand Draft (DD) / Banker‟s Cheque
drawn in favour of FA&CAO, Paradip Port Trust (DD/ Banker‟s cheque shall be
payable at Paradip) on or before date of completion of work. The PSD shall be
retained by Paradip Port Trust till successful completion of the warranty period.
The PSD shall be released within 60 days of successful completion of the warranty
period. The BG shall be valid till 60 days after completion of warranty period. In
case the Contractor fails to furnish PSD on or before scheduled date of completion
of work, the PSD will be adjusted from the Security deposit and the balance amount
of security deposit will be returned to the Contractor.
3) Bid Prices:
The Bidder shall indicate on the prescribed Bill of Quantity, the landed prices of all
the goods and services at Paradip Port Trust. It must include all incidentals like
insurance, transportation, packing & forwarding, etc. (excluding GST) required for
execution of the contract in all respect. Variation in taxes due to change in Govt.
Regulations only shall be considered, provided such change has taken place within
the period from 28 days prior to the last date of bid submission to the original
completion date of the Contract. No price escalation shall be admissible for this
contract. The GST percentage may be mentioned against each item of Bill of
Quantity (BOQ) or Break-up Price (Annexure-I).
4) Date of Commencement and Completion of Work:
The Contractor shall commence the work within 15 days of issue of Letter of Intent.
The work shall be completed in all respect within 12 (Twelve) months from the date
of commencement of work.
5) Shutdown:
Iron Ore Handling Plant (IOHP) operates 24X7 hour basis for wagon tippling and
ship loading operation. All efforts shall be made to execute the work without
hampering Plant Operation. In case of requirement of shutdown for execution of any
particular work, the Contractor shall submit advance intimation to the EIC seeking for
bare minimum shutdown required with justification to execute the work. Accordingly,
shutdown shall be provided considering the operational requirement. During
shutdown period, works shall be carried out round the clock basis. The works may be
excuted in suitable operational gaps. Complete shutdown of the Wagon Tippler, if
required, shall be limited to only 10 (Ten) days during the entire contract period.
6) Liquidated Damage (LD):
a. Unless otherwise specified, in case of delay in completing the work, liquidated
damage shall be charged to the Contractor at the rate 0.25% of the contract price
for a delay of one week or part thereof subject to a maximum of 5% of the
contract price if the original execution period is 90 days or more. Where the
original execution period is less than 90 days, liquidated damage shall be
charged to the Contractor at the rate of 0.1% of the contract price for a delay of
one day or part thereof subject to a maximum of 5% of the contract value.
Where the Liquidated Damage amount exceeds the maximum limit, Paradip
Port Trust reserves the right to :-
i) Terminate the contract and / or ii) Forfeit the Initial Security Deposit (ISD).
b. In case of “substantial completion” of a section of work and subsequent taking
over by the purchaser within the scheduled date of completion, the liquidated
damage shall be levied on the cost of balance portion of the works which are
completed after the scheduled date. “ Substantial Completion “ of a section shall
mean that the section has been completed, passed the tests, if any, to meet it’s
intended purpose and can be used by the purchaser for that purpose.
7) THIRD PARTY INSPECTION :
a) The third party inspection is included for this contract. The Contractor shall avail the
services of IRS / RITES / EIL / MECON for third party inspection.
b) In addition to the provisions mentioned in ITB, the 3rd
party while inspecting, shall
adhere to the requirements of the relevant standards meant for the execution. While
offering its views/recommendation, the standards referred to must be mentioned by
the 3rd
party. In case there is no specific standard available, the same may be clearly
mentioned and proper justification in support of recommendation should be
recorded in the report. The Contractor has to submit one set of the standard
documents of relevant standards referred / mentioned in the Contract Document to
PPT for reference.
c) In case of any doubt arising during the execution of the contract either from the
Contractor‟s side or from the Purchaser side, the same shall be referred to the 3rd
party for suitable solution. Normally, the recommendation of the 3rd party should be
acceptable to both the Purchaser as well as Contractor. In the event, there is a
disagreement in the process, the same shall be referred to Chief Mechanical
Engineer, PPT for further examination of the issue. After examination, Chief
Mechanical Engineer shall put up his findings with reasons for approval of
sanctioning authority and it shall be binding on both the Purchaser as well as the
Contractor without diluting any obligations under the terms and conditions of the
contract..0
8) Warranty:
The warranty period shall be valid up to 01 (one) year on the entire work along with
supply items with effective from date of acceptance of the work. Any defect/damage
noticed during the warranty period shall have to be made good by the contractor
free of cost within one month from the date of notice failing which Paradip Port
Trust may proceed to take such remedial action as may be necessary at the
Contractor‟s risk and cost.
9) Payment Terms:
Payment will be made as follows:
(i) 70 % payment will be released after successful completion of work and
acceptance thereof by the Engineer-in-charge (EIC).
(ii) 20% of contract value will be released after one month of successful
performance of EOT crane.
(iii) Balance 10% of the total contract value shall be retained by PPT towards
Performance Security Deposit. The Performance Security Deposit shall be
released after successful completion of the warranty period only. The
Contractor may furnish a Bank Guarantee of equal value valid till 60 days after
expiry of the warranty period in which case the balance 10% money will be
released for payment.
10) VENDOR LIST:
The bidder in its technical offer must submit a vendor list of reputed make for
various components/bought items which are going to be followed for execution of the
work. The same shall be followed only after approval of Paradip Port Trust. For the
following items vendor list are proposed which shall be abided by all the bidders and for
rest of items they can propose vendors of reputed make.
