Function
Add the cell basic information to a cell,including [Max transmit power of cell], [UL/DL frequency], synchronization parameters related to radio link, DL power control parameters, transmission diversity.
Note
1.The carrier frequency is specified via UTRA Absolute Radio Frequency Channel Number(UARFCN). The relationship between carrier frequency and UARFCN is: UARFCN = 5 x (Frequency - Freq_Offset), where UARFCN is the number of UARFCN, Frequency is carrier frequency, Freq_Offset is "UARFCN formula offset"(please refer to Rel 7 TS25.101).2. The C-Id is defined by the operator, its value range is 0~65535, unique in RNC.

NInsyncInd Num of continuous in sync ind
Value range: 1~256Physical value range: 1~256Physical unit: noneContent: This parameter defines the of successive in-sync indications required for the NodeB to trigger the radio link recovery process.The radio link set remains in the initial state until it has received a certain number (the number is defined by NInsyncInd) of successive in-sync indications from L1, and then the NodeB triggers the radio link recovery process, which indicates that the radio link set has been synchronized. Once the radio link recovery process is triggered, the radio link set is considered to be in the synchronized state. The higher the value is, the stricter the synchronization process becomes, and the more difficult the synchronization occurs. The lower the value is, the easier the synchronization occurs. If the link quality is poor, a simple synchronization requirement leads to waste of the UE power and increase of uplink interference. In the radio link maintenance process, NInsyncInd is used together with the successive out-of-sync indication counter.Recommended value: 5

When the radio link set is in the synchronized state, the NodeB starts the timer after it receives successive out-of-sync indications of the number defined by NOutsyncInd. When the timer expires, the NodeB triggers the radio link failure process, and indicates which radio link set is out-of-sync.
