CODE OF CONDUCT

The OCLL board has mandated the following Code of Conduct. All coaches and managers will read this Code and understand that he or she is expected to comply with the Code of Conduct.

Oak Creek Little League Code of Conduct:

No Board Member, Manager, Coach, Player or Spectator shall: At any time, lay a hand upon, push, shove, strike, or threaten to strike an

official. Be guilty of verbal or physical abuse upon any official for any real or imaginary

belief of a wrong decision or judgment. Be guilty of an objectionable demonstration of dissent at an official’s decision

by throwing of gloves, helmets, hats, bats, balls, or any other forceful unsportsmanlike action.

Be guilty of a physical attack upon any board member, official, manager, coach, player or spectator.

Be guilty of the use of profane, obscene or vulgar language in any manner at any time.

Appear on the field of play, stands, or anywhere on the OCLL complex while in an intoxicated state at any time. Intoxicated will be defined as an odor or behavior issue.

Smoke while in the stands or on the playing field or in any dugout at any time. Smoking will only be permitted in designated areas which will be south of the

maintenance shed or in the parking lot. Be guilty of discussing publicly with spectators in a derogatory or abusive

manner any play, decision or a personal opinion on any players during the game. As a manager or coach be guilty of mingling with or fraternizing with spectators

during the course of the game. Speak disrespectfully to any manager, coach, official or representative of the league. Be guilty of tampering or manipulation of any league rosters, schedules, draft

positions or selections, official score books, rankings, financial records or procedures.

Challenge an umpire’s authority. The umpires shall have the authority and discretion during a game to penalize the offender according to the infraction up to and including removal from the game.

Leave their dugout with any garbage after their game is complete.

The OCLL Board will review all infractions of the Code of Conduct. Depending on the seriousness or frequency, the board may assess additional disciplinary action up to and including expulsion from the league.

OCLL SAFETY CODE

The OCLL has mandated the following Safety Code. All managers and coaches will read this Safety Code and then read it to the players on their team.

Responsibility for safety procedures belong to every adult member of Oak Creek Little League.

Each player, manager, coach, and umpire shall use proper reasoning and care to prevent injury to him/her and to others.

Only league approved managers and/or coaches are allowed to practice teams.

Managers, designated coaches and umpires will have mandatory training in First Aid.

First-aid kits are issued to each team manager during the pre-season and additional kits will be located at the concession stand.

No games or practices will be held when weather or field conditions are poor, particularly when lighting is inadequate.

Play area will be inspected before games and practices for holes, damage, stones, glass and other foreign objects.

Only players, managers, coaches, and umpires are permitted on the playing field or in the dugout during games and practice sessions.

During practice and games, all players should be alert and watching the batter on each pitch.

During warm-up drills, players should be spaced so that no one is endangered by wild throws or missed catches.

All pre-game warm-ups should be performed within the confines of the playing field and not within areas that are frequented by, and thus endangering spectators, (i.e., playing catch, pepper, swinging bats etc.)

Equipment should be inspected regularly for the condition of the equipment as well as for proper fit.

Batters must wear Little League approved protective helmets that bear the NOCSAE seal during batting practice and games.

Except when a runner is returning to a base head first slides are not permitted. Junior & Senior BB level may slide head first.

During sliding practice, bases should not be strapped down or anchored. At no time should “horse play” be permitted on the playing field. On-deck batters are not permitted (Except for JR & SR leagues). Managers will only use the official Little League balls supplied by OCLL. All male players will wear athletic supporters or cups during games. Catchers

must wear a cup. Managers should encourage that cups be worn at practices too. Male catchers must wear the metal, fiber or plastic type cup and a long-

model chest protector.

OCLL Safety Code Con’t

All catchers must wear chest protectors with neck collar, throat guard, shin guards and catcher’s helmet, all of which must meet Little League specifications and standards.

All catchers must wear a mask, “dangling” type throat protector and catcher’s helmet during practice, pitcher warm-up, and games. Note: Skullcaps are not permitted.

Shoes with metal spikes or cleats are not permitted, Except in Jr & Sr BB. Shoes with molded cleats are permissible.

Players will not wear watches, rings, pins, jewelry or other metallic items during practices or games. (Exception: Jewelry that alerts medical personnel to a specific condition is permissible and this must be taped in place.)

No food or drink, at any time, in the dugouts. (Exception: bottled water, Gatorade and water from drinking fountains)

Catchers must wear a catcher’s mitt (not a first baseman’s mitt or fielder’s glove) of any shape, size or weight consistent with protecting the hand.

Catchers may not catch, whether warming up a pitcher, in practices, or games without wearing full catcher’s gear and an athletic cup as described above.

Managers will never leave an unattended child at a practice or game. No children under the age of 14 are permitted in the Concession Stands. Never hesitate to report any present or potential safety hazard to the OCLL

Safety Director immediately. Make arrangements to have a cellular phone available when a game or

practice is at a facility that does not have public phones. Speed Limit is 5 miles per hour in roadways and parking lots. No alcohol or drugs allowed on the premises at any time. No medication will be taken at the facility unless administered directly by the

child’s parent. This includes aspirin and Tylenol. No playing in the parking lots at any time. No playing in construction areas at any time. This includes the sand bins. No playing on and around lawn equipment, machinery at any time. No smoking within twenty feet of the dugouts and concession stands. No swinging bats or throwing baseballs at any time within the walkways and

common areas of the complex. No throwing rocks. No climbing fences. No climbing trees. No swinging on dugout roofs. No pets are permitted on the premises at any time. This includes dogs, cats, etc. Observe all posted signs. No Driving vehicles up to the fields. (unless it is medically necessary) All gates to the fields must remain closed at all times. After players have

entered or left the playing field, gates should be closed and secured.

Safety Manual

In an effort to help our managers and coaches comply with our safety standards, the Board has put forth a mandate of safety rules to be followed as outlined in this manual. Each manager and the designated coaches of that team must insure that the safety guidelines are met whether at practice or during a game. Please read the safety plan carefully, from cover to cover, as it will familiarize you with safety fundamentals. Then use the manual as a guide throughout the season. The safety plan and associated forms will be available at the complex if needed. Additional forms can be accessed on the OCLL web-site under Handouts. Please read the safety plan and visit the website. This will familiarize you to the resources contained on it so you can reference them as the season progresses.

Mandatory 2019 Little League JDP Background Check

It is a requirement that all managers, coaches, board members and any other persons, volunteers or hired workers, who provide regular services to the league and/or have repetitive access to or contact with players or teams fill out the online form thru JDP as well as provide a government-issued photo identification card for ID verification. The link will be emailed out thru JDP’s website for each person to fill out. Team coaches will be checked thru out the season to verify any coach has completed their background check. These forms will be utilized to conduct criminal checks on all applicable volunteers utilizing LexisNexis. These forms are confidential and will be retained by the league Safety Officer until the end of the season. These forms should be handed out at the first opportunity and submitted back to the Safety Officers. Managers will be given notification after the volunteer form has been checked and cleared. Volunteers should not have contact, as stated above, until notification has been given.

2019 Mandatory Fundamental Training

It is a requirement that at least one coach or manager from each team attend fundamental training. All coaches/managers must attend the training at least once every 3 years. This training will encompass fundamentals including hitting, sliding, fielding, pitching, etc. OCLL will again hold a free fundamental training session this year. It is scheduled for March 25, 2018 at Oak Creek High School.

2019 Mandatory First-aid Training

It is requirement that at least one coach or manager from each team attend first-aid training. All coaches/managers must attend the training. This training will encompass procedures for emergency first-aid that a coach/manager may have to deal with during practice or a game. The training class will be held at the Oak Creek High School during the Fundamental Training on March 25th.

It is mandatory that you have a first-aid kit at all of your practices and games. A first-aid kit is included in your equipment bag. There is also a first-aid kit and additional supplies at the complex if needed. Make sure to keep your first-aid kits stocked. Replace the needed items as you use them. A list of EMERGENCY phone numbers is included at the beginning of this booklet and is posted at the complex.

2019 Medical Release Form

All players, managers, coaches, and umpires should be given a medical release form and fill it out and return it to the team manager. These forms should be collected and carried by the manager to every game and practice. The forms for the umpires will be retained by the head umpire. The Medical Release Form is included in the safety plan and is available at the complex. A copy of the medical release form is also available on the OCLL website if you need additional copies.

Incident/Injury Reporting and tracking procedure

An incident that causes any player, manager, coach, umpire, or volunteer to receive medical treatment and/or first aid must be reported to the OCLL Safety Director within 24 hours. An Incident/Injury Tracking Report form should be filled out within 48 hrs and be delivered to the Safety Director. The Incident/Injury Tracking report form is included in this safety plan and copies are available at the complex. The form is also located on the website http://eteamz.active.com/OakCreekLL in the handouts section. Please include additional page(s) if needed to describe the incident.

The OCLL Safety Officer’s contact information will be posted at all times on the message board at the complex. Minor incidents can be reported in the form of a telephone conversation. At a minimum, the following information must be provided:

• The name and phone number of the individual involved. • The date, time, and location of the incident. • As detailed a description of the incident as possible. • The preliminary estimation of the extent of any injuries. • The name and phone number of the person reporting the incident.

The team manager will be responsible for filling out the form and turning it in to the OCLL Safety Officer. Accidents occurring outside the team (i.e., spectator injuries, concession stand injuries and third party injuries) shall be handled directly by the OCLL Safety Officer.

The OCLL Safety Officer will contact the injured party or the party’s parents and; verify the information received; obtain any other information deemed necessary; check on the status of the injured party; and in the event that the injured party required other medical treatment (i.e., Emergency Room visit, doctor’s visit, et.) will advise the parent or guardian of the Oak Creek Little League’s insurance coverage and the provision for submitting any claims.

If the extent of the injuries is more than minor in nature the Safety Officer shall periodically call the injured party to: Check on the status of any injuries, and Check if any other assistance is necessary in areas such as submission of insurance forms, etc., until such time as the incident is considered “closed” (i.e., no further claims are expected and/or the individual is participating in the League again).

Equipment and field inspections

Having the proper equipment available and in good working condition is essential for safe practice and play. Prior to the season all the equipment is inspected by the equipment chairpersons to ensure it is in acceptable working condition. Any damaged or worn items will be replaced and disposed of. It is the manager’s responsibility to periodically inspect the equipment to see if it is damaged and needs replacing. It is recommended that the equipment be inspected before each use. Any equipment that is found defective should be returned to the complex for replacement. Contact one of the equipment chairpersons to set a mutually agreeable time. Damaged equipment will be destroyed and disposed of. All catchers must wear a cup and full catcher’s gear whenever they catch for a pitcher, even when warming up. Managers and coaches are not allowed to warm up a pitcher without wearing full catchers gear.

The playing field must be inspected prior to each practice or game by a manager or coach from each team. The manager/coach is responsible for walking the field looking for potential safety hazards. Look for obvious problems such as rocks, glass, etc. Also look for holes or other field issues that could potentially cause an injury during the game. All foreign objects should be removed from the field and any other field issues should be fixed and/or brought to the attention of the umpire prior to the start of the game. Also keep an eye out for potential safety issues around the grounds and report them to the Safety Director.

Operation of the grounds keeping equipment is limited to persons who have been trained on their use, this includes the pitching machines. No one under the age of 16 is allowed to operate the powered grounds equipment. The equipment is to only be used for its intended purpose and no other. All the OCLL equipment operates with a single person and should not be occupied by more than one person. NO RIDES! This includes the trailer when picking up garbage. The equipment is not intended for recreational use.

Concession Stand Training—Director

The Concessions Director is responsible for:

1. Providing and posting hand washing signs.2. Providing and posting directions about:

Using food preparation equipment safely. Proper cleaning and storage of equipment. Proper handling of food (including the use of gloves) Safe preparation and storage of food products.

3. Ensuring that the Concession Stand is properly stocked with the food and beverages needed to successfully operate the Concession Stand.

CONCESSION STAND VOLUNTEER TRAINING

All concessions volunteers will undergo a training session prior to starting their shift. This training session will be led by the assigned Concessions Director.

1. Volunteers will be properly trained in proper steps in handling food products. Menu Items. Cooking. Reheating. Cooling and Cold Storage. Hand Washing. Health and Hygiene. Food Handling. Dishwashing. Wiping Cloths. Insect Control and Waste. Food Storage and Cleanliness. Minimum volunteer age requirements. Proper Opening and Closing of Concessions.

Weather Delay and Miscellaneous information

Field conditions and weather need to be taken into account during the practices and games. Make sure that the practice field is in good condition before use. If the weather forecast calls for rain, make sure to call the weather hotline to check the status of the game. The managers should notify their team if a game is cancelled due to weather. Should a storm enter the area during a game, the conditions will be monitored by the umpires, managers, coaches and Board Members. At the first sign of lightning within 8 miles, the games will be suspended until it is deemed safe to continue play. The weather delay will be announced over the loud speaker to inform what course of action to take. The decision to call the games due to weather is made by the Safety Director, or in his absence another Board Member.
