Hundreds of people showed upto tour the newly renovated NorthChicago Public Library which re-opened in July after being closedfor several weeks. e renovationproject was made possible by theAbbVie Foundation in collabora-tion with Heart of America, a non-profit organization whomodernizes learning spaces, to de-sign, build and transform the newlibrary. Changes to the library in-clude new paint, carpet and furni-ture, updated technology, a

STEAM lab and sound studio.Over the course of the past 10months, library staff and boardmembers worked with City staff,community leaders, the AbbVieFoundation and Heart of Americato create this state-of-the-art de-sign and new resource for the com-munity. Illinois Statehouse Representatives passed the measure forObama’s birthday, Aug. 4, to become an official holiday by a unan-imous vote of 87-0 on Friday, May 19.

e day will be seen as commemorative holiday. Unlike astate holiday, state offices, businesses, workplaces, and schools willnot close in recognition of Obama Day. It will simply be a day toreflect on the past president’s accomplishments.

Waukegan Park District Executive Director Greg Petry retires on Fri-day, June 30 after thirty years of dedicated service.

Initially hired as Superintendent of Parks in 1987, Greg Petry waspromoted to Executive Director in 1995. Greg’s leadership and focus on ex-cellence brought the Waukegan Park District national acclaim with its Com-mission for Accreditation of Park and Recreation Agencies (CAPRA)accreditation in 2012 and the National Recreation and Park Association(NRPA) Gold Medal Award in 2013. ere are only four other Illinois parkdistricts that claim that achievement.

“Greg Petry is a master at planning and implementing operationalsystems that support goals and accountability. Over the years, the districtflourished due to a referendum that generates more than three million an-nually for capital improvements. e combination of revenue and the dis-trict’s strong commitment to the community, fiscal responsibility andcollaboration with the City of Waukegan for developer land dedication cre-ated 10 new parks; signature facilities-the Field House Sports, Fitness andAquatics Center, the Waukegan SportsPark, Bowen Playground and

Waukegan BMXTrack; and a parksystem with openspaces, recreationalfacilities, programsand services that areused by our diversecommunity and itsneighbors. ankyou, Greg for yourvison, leadershipand dedication! Greg Petrydeveloped partnerships with other organizations which extended servicesproviding the community with the best service for the greatest value. Gate-way facilities, the Waukegan SportsPark and the Field House Sports, Fitnessand Aquatics Center not only serve Waukegan residents; both attract regionaland national athletic tournaments generating more than $15 million annu-ally in economic benefit to the area economy, especially hotels and restau-rants.

Greg has been recognized for his distinguished service by the IllinoisPark and Recreation Association (IPRA) with the Robert Artz LifetimeAchievement Award in 2012 and by the Illinois Association of Park Districts(IAPD) with the Honored Professional Award in 2016. He served on theIllinois Parks and Recreation Board (IPRA) representing the metro region,he was a member of the Joint IAPD/IPRA Legislative Committee organizingbreakfasts with legislators and park district leaders throughout Illinois. Heis a past president of the national Sports Turf Management Association andwas recognized with its Harry C. Gill Groundskeeper of the Year Award. Hefounded, became the president and was awarded Park Professional of theYear by the Midwest Institute of Park Executives. He was a frequent speakerat the annual state IPRA conference and contributed to the Illinois Park andRecreation Magazine.

Greg dedicated time and resources, mentoring staff to take on in-creasing responsibility and move into leadership roles. Jay Lerner, the for-mer Superintendent of Recreation takes over the role of ExecutiveDirector effective July 1, 2017.

Illinois Legislative Black Caucus Awards$65K in Scholarships

e Illinois Legislative Black Caucus Foundation (ILBCF) awarded 65 de-serving young women and men $1,000 stipends to attend various colleges and uni-versities throughout the country.

Since the scholarship fund was established in 2005, the ILBCF has awardedover $400,000 to deserving students whose goal is to matriculate to a college or uni-versity of their choice. Recipients live in various communities throughout Illinois,from Waukegan to East St. Louis. Funding for the scholarships come from variouscorporate sponsors and individual donations.

“Our budget situation has put some students behind and forced severalthousands to drop out of college,” said Assistant Majority Leader Kimberly A. Light-ford, Joint Chairman of the Illinois Legislative Black Caucus. “It’s a shame that thereare groups within government who feel college assistance is a luxury.”

Lisa Bulzoni, MED has beennamed the New Program Directorfor Reading Power, an individual-ized literacy tutoring program serv-ing prekindergarten through second

grade children in North Chicago and Zion, Illinois public schools. Bulzoni is a certified classroom teacher with a bachelor’s degree in Ele-

mentary Education and a Master of Education in Administration and Su-pervision, both from National Louis University. An educator for over 20years, as both classroom teacher and administrator, Bulzoni began her careeras a Title 1 (federally funded) reading teacher before moving into adminis-tration in the Illinois communities of Park Ridge, Mt. e North Chicago Board of Educationre-named North Elementary School afterlong-term community leader EvelynAlexander on June 30, 2017. EvelynAlexander Elementary School is the school’snew name.

Alexander, 80, has served North ChicagoSchool in one capacity or another over thecourse of the last 60 years. She started as avolunteer and cafeteria worker, and eventu-ally taught environmental health and emer-gency preparedness.

This article was born out of my own school of personalexperience. I have learned that no matter how well youraise your children, teaching them God’s precepts andprinciples of godliness, they will be attacked by evil

forces designed to take them out, or weakened them to a state ofuselessness.

As a young mother, my life goal for my children was to raisethem in the fear and admonition of the Lord. I personally gaveup a career so that I could be home with my children. I followedthem to school as a fixed volunteer, and when they were scheduledto attend middle school I divorced the public school and homeschooled them throughout high school.

My plans were to instill a strong, godly, upbringing in my chil-dren. ey were destined to be leaders in the service of the Lord.What I didn’t fully see at the time was that Satan had plans forthem as well. His plan was to rob them of their glory and inno-cents and to bring defeat, fear, frustration, and ultimate destruc-tion into their lives. Because I was determine Satan would nothave a lasting hold on my children, I grew up in my faith andprayer. I had too.

One of Satan’s tools is the creation of strongholds. Strong-holds can’t be pulled down by the flesh they have to be pulleddown through fervent intercessory prayers, praying scriptures,and other methods of spiritual warfare.

I have become a “mother on her knees, wrapped in faith”. Iam still praying the visions I had for my children years ago. I alsoknow that God’s power is greater than any power Satan can useagainst us, even though circumstances may look contrary. Satan’sforces are stalking every family living on this earth. We must befound in the war room battling the enemy (Satan) not our lovedones. e devil is the spiritual enemy we wage war against himon behalf of our family.

Many of you have uttered many tearful prayers for the salva-tion and wholeness of your children. Be of good cheer! Godhears every prayer, and he collects every one of your tears. Youcan be assured that every tear shed on behalf of a loved one andevery prayer uttered to God, finds its way into the loving heartof Father God. He is still on the throne and he answers prayersaccording to His timing, not our timing. His arm is not tooshort. His ear is not too far. His power is not limited and Hisgrace and mercy never run out.

Protecting Household Energy Resources

or decades, the Weather-ization Assistance Program(WAP) and Low-Income

Home Energy Assistance Program(LIHEAP) have collaborated toreduce energy burden for low-in-come and vulnerable families, andto improve the energy efficiencyand health; and safety of house-holds served.

In order to protect the federalfunding that supports these pro-grams, it is important to under-stand how each benefits thecommunities served.

Reducing Energy Burden• Families with low incomes

on average pay 16.3% of totalfamily income towards home en-ergy costs compared to 3.5% forother families. In some circum-stances, energy burden can reachup to 30% of total family income.e average LIHEAP householdearns about $17,000 annually.

• At least 70% of householdsserved have at least one familymember who is elderly, disabled,or a family with a child youngerthan six years old.

• Since its inception, WAP hasweatherized more than 7.4 mil-lion homes nationwide.

• Weatherization returns $1.72in energy savings benefits forevery $1.00 invested and savesfamilies an average of $283 eachyear on energy costs. In our area,WAP can reduce heating costs byup to 30%.Ensuring Health & Safety

• Residents of weatherizedhomes experienced decreasedasthma and allergy symptoms,faced fewer hospitalizations, andreported better overall health.ey also reported fewer misseddays of work and fewer school ab-sences.

Energy is a life-critical re-source. ese programs preservethe dignity of those living inpoverty and assure access to basicenergy resources for all LakeCounty residents. Access to af-fordable home energy is a matterof health and safety for many low-income households, children, vet-erans, and seniors. LIHEAP andWAP have traditionally appreci-ated bipartisan support, and wehope that Congress will prioritizefunding for both programs in fis-cal year 2018.

In Northern Illinois, especially in the North Chicago, Waukegan andRound Lake areas, severe storms brought heavy rains which caused millionsof dollars in damages to homes, business and schools. In Round Lake, theRound Lake Area Elementary School suffered about $3.5 millions in dam-ages to three schools.

According, Superintendent of Schools, Dr. Constance Collins, they areworking hard to repair the damage and get schools open in time for the fall.

Governor Bruce Rauner came out and toured the damaged schools tosee first-hand the devastation.

e Lake County Emergency management system coordinated witharea charitable organizations relief efforts supplying residents with cleaningsupplies, food, meals, and help with filing flood insurance.

e City of North Chicago sent out an voice mail alert directing residentson how to get assistance. ey also held a free pick-up of tons of waterdamaged goods that residents had to dispose. e community came to-gether to provide to residents impacted by the flood with assistance.

To staff the summer positions, theCity of North Chicago works with Lake CountyWorkforce Development who provides non-technical employees while other students andprogram funding are found through collabora-tions with North Chicago Community HighSchool, the Steans Family Foundation and Dar-rell King, founder of the Operator in TrainingProgram.

aniel Hartman enters the room showinga bright smile and quiet confidence. In ca-sual conversation, it becomes clearquickly that this man has only a passinginterest in last night’s game, the weather,

or his plans for the month.Mention the word Mosaic, and his face lights

up.Mosaic is a campus group at Trinity Interna-

tional University deeply connected with churches andchallenges in northern Lake County.

“I think a lot of it flows from love,” Hartmansays, “trying to love God, and love others. And whenyou look at the way society is set up -- especially innorthern Lake County -- you see a lot of social divi-sions and boundaries that aren't pleasing to God.”

Mosaic formed at Trinity in 2008, as studentsfrom a variety of backgrounds on the Deerfield cam-pus expressed interest in creating a spiritual formationgroup focused on the biblical calling of reconciliation.One of those students was Daniel Hartman.

After graduation, Hartman became coordina-tor of Mosaic in 2011. In the nearly 10 years sincethe group’s first meeting, Mosaic has established amulti-pronged ministry in northern Lake County.

For example, the Mosaic Church Networkbrings together congregations that are African Amer-ican, Latino, and multi-racial, as well as additionalchurch groups committed to spanning the divides ofrace and socio-economic class.

Mosaic Partnerships, a mutually beneficial collaborative effort tocreate service opportunities for Trinity students and mentoring and speak-ing opportunities for northern Lake County leaders, has influenced manylives for God’s Kingdom.

A third Mosaic ministry attracted Hartman’s daily participation.Mosaic House in North Chicago is a place where single men live and praytogether, opening their living space to ministry opportunities in the neigh-borhood.

“We meet each morning for prayer, and every Monday night, wehave a community dinner and prayer time,” Hartman says. “All are wel-come to come in to pray and then to eat together. Wednesdays we haveBible studies, and sometimes youth from the high school come out to it.”

Hartman lived in Mosaic House for seven years. Upon gettingmarried, he and his wife, Nicole, moved down the street, and current res-idents Kevin Deming and Josh Brown assumed more leadership of itsday-to-day ministry.

School in 2011, but his previous schooling was in a very different field. Heearned a biomedical engineering degree from the University of Wisconsin-Madi-son and worked in Clinical Research Services at Kimberly-Clark for four years.

A grant from the Lilly Endowment will put Hartman in the midst ofmuch different research in the next four years.

e grant focuses on young adults who are absent in church life.“When we talk with pastors, we see one of the big missing demographics in manychurches is 20-somethings,” Hartman says. “We feel that this ministry is divinelytimed and are excited to see the church reaching more young adults for Christ.”

e work will focus on 12 congregations in northern Lake County,where the pattern still is relatively new.

“What we're seeing now is really significant,” Hartman says. “We are see-ing our young people participating in social movements outside of the church.”

“I think that's a significant struggle,” Hartman continues. “We want tosee if the concerns that many of these young people voice can be most effectivelyaddressed through the church with the Gospel.”A strong relationship with local pastors is what he ranks among his deepest bless-ings.

“College education in the community at an affordable rate has been whatmany of the pastors have asked for,” Hartman says. “Out of the collaborationwith pastors as well as faculty and administrators at Trinity, some new initiativeshave come up.”

Trinity’s Certificate in Christian Ministries program meets at the Uni-versity Center of Lake County in downtown Waukegan. Students take fivecourses (each of which meet six times) and complete the certificate in just morethan a year’s time at a deeply discounted tuition rate.

For those who want a bachelor’s degree, Trinity offers a program foradults that includes eight programs of study, of which four are available 100%online. Hartman sees both programs as an answer to prayer – and he prays regularly thatmore students in the area will participate in these opportunities to be equippedfor God’s work.

“I want to participate in God’s redemptive work, to see healing andwholeness,” Hartman says. “We want to see the full church of God thrive – andin a way God’s called us to do.”
