PARKING AND ACCESS FOR PALOS VERDES NATURE

PRESERVE

• Palos Verdes Nature Preserve is 1,400 acres consisting of 12 properties

• The Portuguese Bend Reserve is only 1 of 12 properties

• The Del Cerro neighborhood was not intended or designed to serve as the Preserve “front door”

• Coastal access provided through:

• 3 Coastal Reserves

• California Coastal Trail

• Additional open areas

• 6 parking lots, 5 are free

• Staff is not recommending a fee of $30-$50 to park in the Del Cerro Neighborhood this evening

• About 70% of Del Cerro Neighbors purchased homes before the Preserve was established

Striking a balance between: • Public Access • Adequate and safe parking• Preserve neighbor quality of life • Natural resource protection

1. Continue the social media campaign and other innovative ways to direct visitors to appropriate designated parking areas,

including the Civic Center.

2. Direct Staff to return to the City Council with a holistic parking analysis for the entire Preserve and provide parking

alternatives and recommendations.

3. Direct Staff to install entry gates at the Burma Road and Rattlesnake Trailheads.

4. Direct Staff to investigate additional alternatives for parking enforcement.

5. Direct Staff to analyze a parking reservation app system for the Del Cerro area along Crenshaw Boulevard.

6. Establish a 60-day parking prohibition along the approximately 390-foot section of Crenshaw Boulevard closest to Del

Cerro Park by installing temporary signs/red curbs, as well as a passenger unloading area. Return to the City Council with

a long-term solution within 60 days, at which time the City Council will consider extending the temporary parking

prohibition an additional 60 days.

Recommended Methodology continued…

•Review City’s guiding planning document (General Plan, Trails Network Plan, NCCP/HCP, land purchase agreements) and determine general principals and philosophy as to how parking and access will be provided.

•Coordinate with trails Co-Managers (PVPLC, Wildlife Agencies, Terranea, Trump National Golf Course, etc.)

•Continue to solicit public feedback through public outreach and workshops

Staff Recommendation #2: Return to the City Council with holistic parking analysis for the entire Preserve, including parking alternatives and recommendations by December 15.
