PARKING AND ACCESS FOR PALOS VERDES NATURE

PRESERVE

Primary parking/access for:

• Portuguese Bend Reserve

• Filiorum Reserve

• Del Cerro Park

~240,000 Preserve visitors annually

Finding balance between:

• Public access for all

• Adequate and safe parking

• Preserve neighbor quality of life

• Natural resource protection

1,400 Acre Nature Preserve

• Increase in use over past 10 years

• Area not designed for current level

of use

• Adverse impacts on neighborhoods

• Palos Verdes Nature Preserve is 1,400 acres consisting of 12 properties

• The Portuguese Bend Reserve is only 1 of 12 properties

• The Del Cerro neighborhood was not intended or designed to serve as the Preserve “front door”

• Coastal access provided through:

• 3 Coastal Reserves

• California Coastal Trail

• Additional open areas

• 6 parking lots, 5 are free

• Staff is not recommending a fee of $30-$50 to park in the Del Cerro Neighborhood this evening

• About 70% of Del Cerro Neighbors purchased homes before the Preserve was established

Striking a balance between: • Public Access • Adequate and safe parking• Preserve neighbor quality of life • Natural resource protection

1. Continue the social media campaign and other innovative ways to direct visitors to appropriate designated parking areas,

including the Civic Center.

2. Direct Staff to return to the City Council with a holistic parking analysis for the entire Preserve and provide parking

alternatives and recommendations.

3. Direct Staff to install entry gates at the Burma Road and Rattlesnake Trailheads.

4. Direct Staff to investigate additional alternatives for parking enforcement.

5. Direct Staff to analyze a parking reservation app system for the Del Cerro area along Crenshaw Boulevard.

6. Establish a 60-day parking prohibition along the approximately 390-foot section of Crenshaw Boulevard closest to Del

Cerro Park by installing temporary signs/red curbs, as well as a passenger unloading area. Return to the City Council with

a long-term solution within 60 days, at which time the City Council will consider extending the temporary parking

prohibition an additional 60 days.

Staff Recommendation #1: That City Council receives and files this status update on the City’s continued social media campaign to direct visitors to appropriate designated parking areas.

Recommended Methodology

• Inventory existing parking and access for City trails

• Analyze current levels of use

• Identify menu of parking/access challenges, needs, and solutions

• Focus initially on known high traffic areas: Portuguese Bend, Forrestal, Abalone Cove

• Be ready to implement a variety of parking solutions/traffic calming/additional parking where needed

• Anticipate unintended consequences of parking access changes

Recommended Methodology continued…

•Review City’s guiding planning document (General Plan, Trails Network Plan, NCCP/HCP, land purchase agreements) and determine general principals and philosophy as to how parking and access will be provided.

•Coordinate with trails Co-Managers (PVPLC, Wildlife Agencies, Terranea, Trump National Golf Course, etc.)

•Continue to solicit public feedback through public outreach and workshops

Staff Recommendation #2: Return to the City Council with holistic parking analysis for the entire Preserve, including parking alternatives and recommendations by December 15.

•Burma installation completion mid-November

•Benefits to Gates:• Deter afterhours activity

• Effectively enforce Preserve closures (i.e. rain closures, dangerous conditions, LA County Health orders, etc.)

•Keep gates closed between sunset and 7 a.m.• Improve noise early in morning and at night for neighbors

• Focus public use during normal Park Rangers shifts

Staff Recommendation #3: Receive and file a status update on the installation of the entry gates

Staff Recommendation #4: Direct staff to keep the entry gates closed between one hour after sunset to 7 a.m. daily.

• Could expand to other locations as needed

Staff Recommendation #5: For City Council to authorized Staff to initiate the process to

hire part-time parking enforcement officers at a cost of $40,000

• Researched 9 parking solutions firms

• Contract with a parking solutions firm to identify solutions that could include:• Parking app• Implementing parking fees• Permit parking/parking permit timeframe windows• Realtime parking availability• Enforcement monitoring tools• Non-app based alternatives• Flexibility to modify as needed

• Staff is not recommending a fee tonight

• Bring recommended solutions to City Council December 15

Staff Recommendation #6: That the City Council direct Staff to proceed with an RFP for a parking app system for the Del Cerro area along Crenshaw Blvd., and other areas as deemed appropriate.
