1.0 INTRODUCTION

1.1 Study Approach

The purpose of this report is to provide information in terms of access, traffic and parking for the proposed Strathfield Golf Club at Strathfield. A design plan for the proposal is shown as part of the architectural drawings.

The study has been carried out on the basis of relevant guidelines and standards such as the Roads and Maritime Services RMS) Guide to Traffic Generating Developments, Standards Australia and Strathfield Council Development Control Plans.

2.0 EXISTING SITE ANALYSIS

2.1 The Site

The proposed site is located on Weeroona Road, Strathfield. The site is bounded by Weeroona Road to the north, Centenary Road to the east, Rookwood Cemetery to the

northwest and Chullora rail yards to the south. Refer to Figure 1 and Figure 2.

The site currently contains a single storey shed in association with the Strathfield Golf Club maintenance area.

The proposed site is located along an unformed section of Weeroona Road with currently no formal pedestrian or public vehicle access. A gated system currently prevents egress to the site.

North of the site along Weeroona Road is Australia Post distribution centre and an electrical substation.

Weeroona Road has a speed limit of 50km/h with the site located in the Strathfield Council local government area. Weeroona Road also forms the boundary with Auburn Council local government area.

2.2 Existing Club Facilities

The existing golf club facility is located approximate 800m south east of the proposed site and is access via Centenary Drive. The existing golf club contains

The existing club facility comprises of 2140sqm Gross Floor Area (GFA) including public licensed area, office and storage areas. The maximum function size is 280 patrons. Currently, the club has 800 members and 103 “non playing” members.

The club operates seven days a week from 9am to 8.30pm.

Golf competitions are played 7 days a week with an average playing field of 150 members/guests.

The existing car park caters for 150 car spaces (including 2 accessible spaces). On rare occasions additional spaces are required, overflow parking (for up to 25 cars) are located on the practice fairway.

2.3 Road Network

Access to the proposed new Strathfield Golf Club site will be located along Weeroona Road.

Weeroona Road is a local road that provides access to the site via the adjoining street network. Weeroona Road is currently a 12m wide formed carriageway north of the site. It is currently fenced with an access to an unformed roadway area for a distance of approximately 300m to the site. The formed roadway is one lane each way and unrestricted kerbside parking along both the western and eastern kerbs. Weeroona Road provides access to an Australia Post distribution centre and electrical substation. Due to the industrial infrastructure along Weeroona Road, it is anticipated that vehicles would typically consist of both light and heavy vehicle movements.

Weeroona Road connects with the Necropolis Drive at an unsignalise T intersection. Necropolis Drive is a 10m carriageway (one lane each way) with unrestricted kerb side parking. The roadway is utilised as access to Rookwood Cemetery.

Weeroona Road connects with Centenary Drive north of the site at a signalise T intersection. Centenary Drive is part of the arterial road network providing a north south connection between the M4 motorway and Hume Highway. Centenary Drive is typically 3 lanes in each direction. The intersection provides for an additional right turn storage lane from Centenary Drive into Weeroona Road, while Weeroona Road has a separate lane for left right movements from Weeroona Road onto Centenary Drive.

Centenary Drive conveys some 46000 vehicles each way daily. Roads and Maritime Services Traffic Counter located near Roberts Road (1km south of the Weeroona Road

intersection) provides Annual Average Daily Traffic (AADT) outline in Table 1. It is noted that the counter failed to record northbound vehicle movement since 2012.

Centenary Drive has a posted speed limit of 70 kmh. RMS records indicate that within proximity of the Weeroona Road intersection the 85 percentile speed is 74km southbound and 64km/h northbound for the road link between Albert Street to the north and the counter to the south (near Roberts Road).

2.4 Traffic Volume

Intersection counts were undertaken at the signalised intersection of Weeroona Road and Centenary Drive to ascertain current traffic movements at the intersection near the propose site location. The counts were undertaken on:

Saturday 1 August 2015: 11.00am-1.00pm (Lunch Period)

Saturday 1 August 2015: 4.30pm-6.30pm (Evening Period)

Refer to Appendix A for detail traffic count and analysis of existing intersection traffic movements.

2.5 Hours of Operation

The club currently operates seven days a week typically from 11am to early evening, please refer to the Operational Management Plan attached in Appendix E.

2.6 Staffing Numbers/Visitor Numbers

During the operational hours the current staff provisions are as follows

2.7.1 Parking Surveys

Site surveys and aerial imagery sources (www.nearmap.com) have provided an indication of

the parking occupancy within the property and on street. Table 1 outlines the survey data available over the past two years.

The above survey results indicate that peak parking demand is primarily on Saturdays. This would correspond with golf competitions. The average occupancy is in to order of 77% (nominally 115) spaces with a low occurrence for the use for the overflowed parking.

2.8 Loading Dock Area

There is currently a loading area along the western side of the building and a waste collection point located south of the entry off Centenary Drive.

The following is a list of deliveries for the site

Garbage – 2 x Bins bi-weekly

Beer Truck – 1 delivery weekly

Fuel Truck – 1 delivery monthly

Bulk Sand – 1 x delivery monthly

Chemical – 1 x delivery every 2 weeks

2.9 Public Transport

The site is serviced by public transport. The following summarises the existing public transport routes within the vicinity of the site.

2.9.1 Bus Stops

Bus stops are located on is located on Weeroona Road approximately 750m north of the

proposed site (refer Figure 4). The stop is serviced by routes outlined in Table 2 with a

route map in Appendix B.

2.10 Pedestrian Facilities

There are currently no formal pedestrian facilities along Weeroona Road. South of the gated entry to the site is an unformed area. North of the gated entry is an unformed grassed area available along both the western and eastern kerb. However, given the existing infrastructure within the area, pedestrian activity would be low.

Formed concrete pedestrian paths are provided along the north and south kerbs of Weeroona Road between Rookwood Cemetery to the bus stop and the signalised intersection with Centenary Drive.

Centenary Drive/Weeroona Road signalised intersection incorporate pedestrian crossing phases along the north arm of Centenary drive and western of Weeroona Road

2.11 Bicycle Facilities

The proposed site is currently a storage facility for club maintenance equipment and as such has no bicycle facilities. The existing golf club on Centenary Drive does not provide for any specific bicycle facilities.

Both Strathfield and Auburn councils promote bicycle use. Auburn Council cycle way plan incorporates a future bike/walking path along Weeroona Road in front of the proposed site. The aim is to provide a connection between existing bike path facilities in Strathfield to the

east and East Street/Weeroona Road to the west of the site. Refer to Figure 5 for an

extract of the bike map with a full copy of the map in Appendix C.

It is noted that co-contribution will be required with the local government organisations and Roads and Maritime Services (RMS) for cycle facilities. At this stage RMS has no immediate plans to undertake any construction of a cycleway between Lidcombe and Strathfield along

Rockwood Road. Refer to Appendix C for RMS letter.

3.0 THE PROPOSAL

3.1 Site Characteristics

The proposed new Strathfield Golf Club facility aims to provide improved facilities for club members and their guests. The facility is to include:

Dining areas

Bar and cafe for light refreshments

Gaming, lounge and sporting facilities

Function area

Golf Pro Shop and teaching facilities

Small gym area

Business Centre as a value add for members for short term work prior to a round a round of golf.

In addition there is a proposed basement parking facility and loading dock to cater for delivers and waste collection.

3.2 Hours of Operation

The proposed golf club is to retain the existing hours of operation of seven days a week. Refer to Operational Management Plan attached in Appendix E.

3.3 Staffing Numbers

During the operational hours the current staff provisions are proposed to resemble the existing staff arrangement:

3.4 Parking Facilities

3.4.1 Minimum Car Parking Requirements

Strathfield Council’s DCP 2005 Part I outlines the provision for off Street Parking Facilities.

The DCP outlines the parking requirement for Clubs is 26.4 spaces per 100sqm of public or licensed floor area (bar, lounge, dining plus games). Office and commercial areas outline

the provision of 1 space per 40 sqm and retail of 6.2 spaces per 100 sqm of gross leasable floor area.

Table 3 outlines the anticipated parking provision based on DCP requirements with

consideration given to multiuse of the club facilities. The Table 4 outlines comments to areas excluded to the parking provision. A comparison is then drawn for a site specific anticipated parking demand based on the existing club facility and its current parking demand.

Table 4 outlines the areas that have been excluded from the parking generation rate and outlines the considerations for exclusion.

Pre function The pre function area is allocated as a waiting facility prior to the use of the formal function area. It does not form part of an individual function facility, but provides connection to the function area. It is therefore considered that the function area should be included within the parking generation, however the pre function area is excluded.

Amenities Amenities are areas that are utilised by other facilities within the club that generate parking demand. The area is not intended for long use of patrons. It is therefore considered to be excluded from the parking generation.

Greenkeeper shed This area stores equipment for the facilities and does not generate patron occupancy. It is therefore considered to be excluded from the parking generation.

Decks The deck area is to be utilised in conjunction with other parking generation activities such as the cafe/bar and function areas. It is not anticipated to be utilised as a long term area to accommodate patrons. It is therefore considered to be excluded from the parking generation.

Business Centre The business centre is intended to be utilised as a value add for existing members or patrons prior to other activities (such as club or golf facilities). It is not intended to provide long term accommodation of patrons but provide additional use for existing parking generation facilities within the club. It is therefore considered to be excluded from the parking generation.

Golf Teaching Pods The golf teaching pods will be utilised as part of the members who utilise other parking generation activities such as the golf course and, club and proshop. It is therefore considered to be excluded from the parking generation.

Parking demand based on Existing Club Facility

As outlined in the above comments, the DCP rates may not accurately outlined anticipated parking demand for the proposed Strathfield Golf Club facility. The above DCP club rate of 26.4 space per 100sqm corresponds with RMS Guide to Traffic Generating Developments. This value was developed by 10 licensed clubs surveyed in 1978. It is noted that since 1978 there have been behavioural changes in the use of clubs, partly due to the introduction of random breath testing. The current enforcement of law on drink driving and police monitoring drivers has significantly lowered the use of cars by patrons to bars and clubs. It is now customary that people who may attend such places in group or utilise taxis. Hence

much lower parking demand and trip generation.

It is therefore considered to evaluate the potential parking demand based on the existing

Strathfield Golf Club site and its parking usage outlined in Section 2.7.1.

The current facility has a total GFA of 2140 sqm of pubic, office, storage and back of house

areas. Section 2.7.1 outlined an average occupancy of 77% and singular peak occupancy of 85% of the formal parking area and an average occupancy of 20% and peak occupancy of 80% for the informal overflow parking area. Based upon the peak occupancy noted above, the parking utilisation for the exiting development is in the order of some 150 spaces (0.85x150 + 0.8 x 25). This results in a rate of 1 space per 14.26 sqm.

The proposed gold club facility has a total floor area of 4702 sqm to include:

Back of House and administration

Business centre, function and pre function areas

Dining areas

Bar/cafe/sports/gaming lounge facilities

Circulation/amenity areas

Pro shop and gym facilities

The remaining areas are excluded from the proposed GFA and considered as non generating parking demand areas. These include the cart/buggy store, plant, shed golf pods (used in conjunction with golf activates already included in the existing site conditions).

Based on a ratio of existing to proposed GFA and parking utilisation, the new Golf Cub facility is anticipated to require a provision of some 330 spaces.

The proposed parking provisions for the new Strathfield Golf Club are outlined in Section

3.4.2.

Accessible Parking

The Building Code Australia (BCA) outlines the number of accessible car spaces required dependent upon the building classification as outlines below:

Building of public nature (Class 9b): 1 space for every 50 car spaces

Based on the BCA requirements the proposed development is to provide a minimum of 7

accessible spaces allocated as accessible in accordance with AS2890.6 Parking Facilities: Off-street Parking for People with Disabilities meeting the BCA accessible parking

requirements. The proposed parking provisions are outlined in Section 3.4.2.

3.4.2 Proposed Car Parking Provisions

As outlined above the Council DCP outlines the provision of 411 spaces, however considering the existing golf club facility parking demand rate of 1 space per 14.26 sqm it is anticipated the new Golf Club facility would generate in the order of some 330 spaces.

The proposal includes 331 spaces within the development. This includes:

320 basement car spaces (including 8 accessible car spaces)

11 at grade parking spaces

The above provision would meet the anticipated parking demand based on a comparison of the existing Strathfield Golf Club facilities GFA and parking utilisation survey. It also meets the minimum BCA requirements for accessible parking provisions.

3.5 Motorcycle Facilities

Strathfield Council DCP does not outline motorcycle parking requirements, however to encourage alternate transport options consideration could be given to the provision of motorcycle parking within the car park. If provided, each motorcycle space is to be designed to AS2890.1 and locate so that parked motorcycles are not vulnerable to being struck by manoeuvring vehicles.

3.6 Bicycle Facilities

Strathfield Council DCP does not outline bicycle parking requirements, however to encourage sustainable alternate transport options consideration could be given to the provision of bicycle parking for visitors and staff. It is noted that both Strathfield and Auburn councils promote bicycle use. Auburn Council cycle way plan incorporates a future bike/walking path along Weeroona Road in front of the proposed site, however this will require co-contribution with RMS who have advised that there is no immediate plans construct such a facility.

Future considerations could be given to bicycle parking in conjunction for the future bike path near the site to provide opportunities for visitors and staff to use the facilities. Additionally, end of trip facilities (eg showers and lockers) for the use of staff could be considered, which is incorporated in the proposed club facility

Should bicycle parking be provided consideration needs to be given to its anticipated use and accessibility in accordance with AS2890.3. This includes bike racks for general public use or more secure caged facilities for staff.

Cycling Aspect of Austroads guide provides advice on potential provision of bicycle parking. Although a club is not specified, a hotel recommends the following provision:

1 space per 25sqm of bar floor area and 1 space per 100sqm of lounge/beer

It is anticipated that cycle use would be low at the Strathfield Golf Club with it cliental and staff numbers, however base upon 1 space per 100sqm for lounge and bar area (1137sqm) a future provision of nominally an area sufficient for 12 bicycles could be considered. This could be reviewed as the need arises from club patrons or staff.

3.7 Vehicle Access

Vehicles will access the site from Centenary Dive north of the site via the proposed Weeroona Road extension road network.

Vehicle access is proposed to be directly from Weeroona Road for both the underground loading dock and basement car park facilities along the southern kerb line. The site will

incorporate a drop off facility prior to access to the car park.

The basement car park access is via a one lane each way access ramp, with exiting vehicles being required to give way to vehicles on Weeroona Road. Given this section of Weeroona Road only provides access to the proposed golf facility, movement to/from the site will typically be left in/right out with minimal through traffic movement on Weeroona Road. It is anticipated that this will have minimal impact on potential queuing within the site.

Turning path plans have been generated for vehicles up to 12.5m to the loading dock (refer

Appendix D) to review access and turning manoeuvres for vehicles. Site access is to account for proposed vehicles turning paths with vehicles entering and exiting the site in a forward direction. This will provide improved amenity to pedestrians and visibility for entering and emerging drivers. Modification of internal walls will provide adequate manoeuvrability for vehicles up to 12.5m.

The current waste collection vehicle is 9.72m in length and is anticipated to be utilised at the

new Strathfield Golf Club. Turning path plans (refer Appendix D) indicate there is adequate manoeuvrability within the loading dock for the vehicle to enter and exit the site in a forward direction, utilising the service bays

It is anticipated that bulk sand deliveries will occur on a monthly basis to maintain the golf course. It is anticipated that this delivery will be undertaken by a 19m articulated vehicle with access located east of the building from Weeroona Road. A preliminary area has been identified at this location for a truck turning provision of 28m diameter, which would be sufficient to provide turning manoeuvre within the site, allowing the vehicle to enter and exit the site in a forward direction. The dedicated turning area and access is to be designed in accordance with AS2890.2.

3.8 Loading Dock Area

A service loading dock is proposed to be provided on the Lower Ground Floor level providing direct access to the club’s back of house facilities. It consists of 2 specified service bays.

It is anticipated that the maximum vehicle size for the loading dock would be the waste collection vehicle (currently 9.72m in length). However, turning path plans have been

generated for vehicles up to 12.5m to the loading dock (refer Appendix D) to review access and turning manoeuvres for larger vehicles if required. Site access is to account for proposed vehicles turning paths with vehicles entering and exiting the site in a forward direction. This will provide improved amenity to pedestrians and visibility for entering and emerging drivers.

The turning path plans indicate that both specified service bays would be accessible for vehicles up to 9.72m (waste collection vehicle) in length. Vehicles with length up to 12.5m will be able to utilise Service Bay 1. Vehicle access/egress to both bays can operate independently.

It is noted that the vehicle turning paths occupy the entire ramp width at the interface with the loading dock. For this reason, traffic management procedures could be implemented to minimise vehicle conflict. This could include:

Limiting the loading dock to 2 vehicles at any one time

Specifying delivery times for vehicles

Convex mirror within the basement to allow visibility from the service bays to the

access ramp.

Traffic control signals to inform drivers of occupancy of loading dock or control access/egress

The following is a list of deliveries anticipated for the loading dock

Garbage – 2 x Bins bi-weekly

Beer Truck – 1 delivery weekly

Fuel Truck – 1 delivery monthly

Chemical – 1 x delivery every 2 weeks

It is considered that the provision of 2 service bays within the loading dock would be adequate to accommodate the anticipated deliveries to the site.

3.9 Drop off Facility

There is proposal for a drop off covered area on the site in front of the main entry. This area is suitable to accommodate approximately 5 vehicles or 2 small mini buses.

Vehicles enter and exit the drop off facility in a forward direction and do not require any turning movements within the site. Egress from the drop of area is onto Weeroona Road prior to the entrance to the basement car park.

3.10 Pedestrian Facilities

A formed concrete pedestrian path will be provided along the eastern kerb of the proposed new road along Weeroona Road. This path will connect directly to the main entry of the Strathfield Golf Club. Pedestrian access is available along the site frontage.

3.11 External Road Network

Weeroona Road is a local road that provides access to the site via the adjoining local street network. Weeroona Road is currently a 12m wide formed carriageway north of the site.

It is proposed to extend Weeroona Road with a 7m wide (3.5m each lane) carriageway to provide connection to the existing road network to the Strathfield Golf Club facility. No designated kerbside parking is proposed along Weeroona Road.

3.12 Traffic Generation

The adequacy of the capacity of an intersection is judged by whether it can physically and operationally cater for the traffic using it. The performances of the intersections have been assessed using SIDRA intersection modelling software. The model provides parameters of the performance of an intersection including the degree of saturation (DoS) and the average delay per vehicle.

Satisfactory operation of an intersection would normally continue up to 42 seconds as Average Delay/Vehicle. At this Level of Service (LoS) operating speeds are still reasonable and acceptable delays are experienced. The recommended criteria for evaluating capacity of

intersections are shown in Table 5.

Intersection counts were undertaken at the signalised intersection of Weeroona Road and Centenary Drive to ascertain current and future level of service intersection operation. The counts were undertaken on:

Saturday 1 August 2015: 11.00am-1.00pm (Lunch Period)

Saturday 1 August 2015: 4.30pm-6.30pm (Evening Period)

Details of the survey and SIDRA results can be found in Appendix A but can be

summarised in Table 6

The methodology used for the estimation of traffic generation is based on generic rates sourced from the RMS Guide to Traffic Generating Developments. The guideline outlines that that traffic generation was based on surveys conducted in 1978. However since 1978 there have been behavioural changes in the use of clubs, partly due to the introduction of random breath testing. The current enforcement of law on drink driving and police monitoring drivers has significantly lowered the use of cars by patrons to bars and clubs. It is now customary that people who may attend such places in group or utilise taxis. Hence much lower parking demand and trip generation.

Licence Club Component

To assess the potential vehicle trip generation a review was undertaken for utilising the licence club component only for the licence area (with RMS trip generation rates) and a comparison was also drawn based on RMS restaurant trip generation rates.

The RMS 1978 surveys of clubs found that traffic generation was:

Evening peak trips = 10 veh/hr/100sqm of licensed floor area

Total generation over 4pm to 1am period = 90 veh/100sqm licensed floor area

For comparison the RMS Guideline also outlines the traffic generation for restaurants as

Evening peak trips = 5 veh/hr/100sqm gross floor area

Daily vehicle trips = 90 veh/100sqm gross floor area

For a worse case scenario the 1978 club surveys was adopted utilising GFA outlined in

Table 3 for the licensed area (1137sqm):

Peak hour vehicle trips = 113 vehicle trips

Total generation over 4pm to 1am period = 1023 vehicle trips

Office and Staff Component

Based on the proposed staff arrangement outlined in Section 3.3, it is estimated a maximum of 30 staff are likely to been on site at any one time. It is assumed that the staff arrival/departure would occur outside the peak times for the licence premises component.

Overall Traffic Generation

Based on the above rates generated from RMS Guide to Traffic Generating Developments it is estimated that the total vehicular traffic generation as the result of the development will be

in the order of some 113 vehicle peak hour trips.

The following assumptions have been used in the intersection modelling:

o 25% arrivals (nominally 28 vehicles)

o 75% departures (nominally 85 vehicles)

o 50/50% split north/south on Centenary Drive

Evening Peak Period

o 75% arrivals (nominally 85 vehicles)

4.0 CONCLUSION

The proposed development provides parking for 331 vehicles (including 8 accessible spaces) under the proposed new building. The existing ambulance space on site is proposed to be maintained. The parking provision is anticipated to meet parking demand based on currently utilisation rates of the existing Strathfield Golf Club facility. It is recommended that Council consider a variation to its current parking DCP rate for “club” facility for the Strathfield Golf Club development and employ the rate generated from parking utilisation surveys of the current parking Strathfield Golf Club parking and club GFA with comparison drawn on this to develop the proposed parking generation for proposed club facilities

It has been estimated that the proposed development has the potential to increase up to 240 peak hour vehicular trips. Modelling of the nearby intersection of Weeroona Road/Centenary Drive indicates that the intersection would function at the similar level to the existing level of service post development.

The development provides for 2 service bays in the delivery loading area within the basement for service or waste vehicles and can accommodate vehicles up to 12.5m in length. The loading dock facility can accommodate 1 x 12.5m vehicle plus 1 9.72m vehicle or smaller at any one time, which is anticipated to accommodate the scheduled deliveries to the facility. Vehicles can enter and exit the site in a forward direction.

A secondary area has been provided within the site for the delivery of sand for maintaining the golf course facilities. This area provides turning facility within the site for a vehicle up to 19.0m in length.

Future bicycle provisions could be considered in conjunction with the future bike path within close proximity to the site. End of trip facilities such ass showers and lockers for visitors and staff have been incorporated within the proposal.

Motorcycle parking could also be considered as part of proposal to encourage alternative sustainable transport options.

Pedestrian access is maintained to the site with the introduction of formalise pedestrian walkways to key areas.

In traffic and transport engineering terms, the proposed development is acceptable and supportable and will have no adverse impact on the road system and parking conditions for the general operational activities of the site and surrounding area.

Strathfield Golf Club Management Plan

1 Strathfield Golf Club History & Overview

Strathfield Golf Club was founded on October 16 1897 and joined with the local Concord Golf Club in 1905.

In July 1931 the club was formed to play at its current location on Freshwater Park Strathfield. Land (50 acres) was acquired at public auction from NSW Railways in November 1934 which makes up the western portion of the club as well as 6 ½ acres on the eastern side where the clubhouse is now built. The Club completed final payment for sale of land from NSW Railways in 1948.

In 1938 Strathfield Golf Club obtained a lease of 21 acres of Northcote Golf Course which was purchased on February 28 1944. In 1953, the Club obtained licence from Strathfield Council for the use of Freshwater Park and subsequently sold Northcote Golf Course in 1958.

In 2000, Strathfield Golf Club purchased the Pole Depot road.

It should be noted that the new building footprint area and surrounds have either been virgin land or golf course land since 1934.

2 Site and Locality Details

2.1 Primary Use

Strathfield Golf Club’s primary use of the site is to promote and conduct the game of golf and such other amusements and entertainments, pastimes and recreations, indoor and outdoor, as the Club may deem expedient.

2.2 Active Areas

The new Clubhouse will consist of an Administration area, Members Lounge, Sports Lounge, Gaming Area, Dining Area, Function/Entertainment Area, Amenities Areas, Pro Shop and Amenities Areas.

2.3 Patron Capacity

The Function/Entertainment area to seat up 300 patrons, the Dining area to seat up to 80 patrons, the Members Area & Sports Bar to seat up to 60 patrons.

3 Operational Details & Management Measures

3.1 Hours of Operation

The course is open for play from 6.a.m (or at daylight during winter months)

and is closed at dark. Our Pro Shop opens at 6 am daily.

The Club Office is open from 8 am when office staff arrive and closes at 7pm.

Bar opening hours are as follows:

Winter:

Monday Friday Saturday 11.00 am -6.30 pm

Tuesday Thursday Sunday 11.00 am -6 pm

Wednesday 11.00 am to 9.00 pm.

Summer:

Monday Tuesday Thursday 11.00 am- 7.30pm

Friday Saturday Sunday 11.00 am – 8.00pm

Wednesday 11.00 am -9.00 pm

In the case of evening functions/entertainment the club sometimes may

remain open until 11.30 pm at which time the bar is closed and patrons leave

the premises.

3.2 Golfing Activities

The club holds competitions 7 days per week. These competitions are open

to both members and visitors. Other than these competitions, social play is

available midweek prior to competitions and 7 days per week after

competitions have finished hitting off.

SGC also hold Corporate days for the likes of the Korean Chamber of

Commerce, Royal Agricultural Society and other bodies whereby they hire

the whole course for a day or a half day.

Approximately 45,000 rounds of golf were played in the last financial year of

which 30,000 were members and 15,000 were visitors. During that same

period, the course was too wet for play on 37 days which is 10% of the days

available in a year.

Generally, at the completion of a round of golf, members and guests will

utilise the facilities of the Bar and Dining facilities of the Clubhouse

3.3 Administration

The Club is administered by an annually elected Board of 9 directors. The

Board sets policy and the club is managed under that policy by the General

Manager. SGC has one full time office manager and a part time function

manager.

The clubs accounts are audited by an external auditor and any legal issues are

referred to the Club’s lawyers.

The club is affiliated with the State organisation (Golf NSW) which in turn

reports to the national body (Golf Australia). SGC pays an annual fee to Golf

NSW to retain membership and operates under the Registered Club’s Act.

With the construction of the new Clubhouse, there will be an opportunity to

employ an additional staff member in the office to assist with administration

duties.

3.4 Food & Beverage

The new Clubhouse will run a single Bar to service the Dining Room and

Members/Sports Area. An additional Bar will operate (as required) to service

the Entertainment/Function area.

The Dining facility for members and guests will cater for indoor and alfresco

dining with table service.

The Entertainment/Functions area will be serviced from a common kitchen

with meals appropriate to the event.

3.5 Gaming

The Club will operate up to 20 Poker Machines. The new design allows for 10

machines to be located internally and 10 machines in a designated outdoor

smoking area.

3.6 Security & Safety

The new Clubhouse is located in a remote location. There will be an extensive

network of CTV cameras located in and around the premises with after-hours

‘back to base’ monitoring. Access to the building will be restricted after hours

by a lockable gate located on Weeroona Road some 300m from the entrance

to the Clubhouse.

Emergency Exits and Marshalling points are clearly displayed for patrons.

3.7 Neighbourhood Amenity

The new Clubhouse is located more than 1km from the nearest residential

area and exiting patrons will have no impact on the community. The Club is

very aware of its RSA commitments and will ensure that every measure is

taken to see members and guest leave in a safe and timely manner.

3.8 Staff Training

Strathfield Golf Club is committed to the ongoing training of its staff

particularly in the areas of safety. Training in Evacuation Procedures, Armed

Hold-Up Procedures and the Responsible Service of Alcohol are mandatory

for all staff.

4 Other Information

4.1 Green Keeping Activities

The club employs around 10 green keeping staff who maintain the course

and clubhouse area. The new Clubhouse will now house the Green Keepers

Shed and Maintenance Facility

4.2 Pro Shop Activities

SGC has a contracted Golf Professional who runs our Pro Shop and provides

golf lessons. The Pro Shop is co-located in the new Clubhouse.

The Golf Professional employs two staff both of whom are fluent in English

and Korean language. Golf lessons are available from all three Pro Shop staff

7 days per week for both members and visitors.

Located within the Pro Shop facility will be indoor driving nets with

computerised golf ball tracking/monitoring equipment in two of the net bays.

This will allow the Club Professional to give lessons in all weather conditions.

4.3 Community Activities

SGC hosts numerous trade days, church functions and golf days throughout

the year at a discounted rate to enable local organisations to raise funds for

charity. SGC has also donated to over 50 Charity organisations in the past 12

months. Our course superintendent often gives on site talks to groups of

school students and university students with regard to environmental issues

at no cost.
