About Jersey Village Jersey Village, a Texas Star Community, offers a small town lifestyle and quality of life adjacent to the
Houston Metropolitan Area, the fourth largest in the United States. Located on Highway 290, a multiple
lane freeway with frontage roads, Jersey Village is only 21 miles northwest of Houston’s Central Business
District.
Although it abuts the City of Houston on its eastern boundary, Jersey Village is the lone incorporated city in
the Cypress Fairbanks region, mostly comprised of unincorporated Harris County and served by the Cypress
Fairbanks Independent School District.
Jersey Village is situated on land that formerly comprised the 1,236 acre F&M Dairy. The dairy was stocked
with Jersey dairy cattle and at one time had one of the largest and best herds of Jersey cattle in the world.
Because of declining health, the owner ceased dairy operations and formed a business partnership in 1954
and laid the groundwork for what evolved into the City of Jersey Village. The first family moved into the
community in 1954, and an election to incorporate Jersey Village passed unanimously with 58 votes in April
1956. In August 1986, voters adopted the Home Rule Charter for the City. In 2000, the City purchased a
private golf course within its corporate limits and now operates it as the Jersey Meadow Golf Course.
Jersey Village’s 7,992 (est.) residents enjoy an exceptional lifestyle and sense of community with ready
access to Houston and all its metropolitan amenities. Highway 290, the principal arterial through the
community, is a heavily traveled route between Houston and Austin. FM 529 serves as the southern
boundary of Jersey Village and the Sam Houston Tollway (Beltway 8) forms the eastern boundary, enabling
motorists to reach almost any part of the Houston area quickly. Steady commercial development is
occurring along Jones Road. Only 20 minutes away is the George Bush Intercontinental Airport, providing
ready air service to national and international destinations.
Although its approximately four square miles are primarily single family residential in nature, Jersey Village
also hosts a significant commercial presence along Highway 290, Jones Road and FM 529, including several
automobile dealers, motels, restaurants and other retail.
The recently announced Village Center is a 43-acre mixed use development will be a game changer for the
City. Village Center will be developed as a new economic center welcoming a wide variety of residents,
workers and visitors of all ages and diverse cultures. The development will create a live, learn, work and play
mix-use that will include improvements to streets, pedestrian sidewalks, lighting, water features, pedestrian
access, green spaces, parks and trails.
Jersey Village offers a small town lifestyle and values coupled with ready access to the urban and non-urban
attractions of the Houston and Cy-Fair area. Jersey Village’s friendly neighborhoods, churches and
community organizations provide a family-oriented environment. Within a short drive, Jersey Village
residents can find outlets for almost any shopping, recreational, cultural or athletic taste. The Houston
Metropolitan Area also offers one of the most dynamic medical and educational communities in the world.
In summary, Jersey Village offers a great environment to live, work and raise a family.
Our Organization The City is governed by an elected Council consisting of a Mayor and five members, all elected at-large for
two year terms. The Jersey Village City Charter provides for a Council-Manager form of government. The City
Manager reports to the City Council and is responsible for execution of policies and goals established by the
Council and the day-to-day administration of the municipal organization, which includes all City staff.
Jersey Village is a full service city. Services include Fire, Emergency Medical Services, Police, Parks and
Recreation, Municipally owned and operated Golf Course, and Water and Wastewater utilities. The City’s
FY20 general fund budget is $20.3 million, and enterprise fund budgets of $5.8 million. The City Council is
dedicated to sound fiscal management and a solid financial footing.

Major Projects and Initiatives
There are several major projects the new Director will be intimately involved with and guide on a daily basis. A sampling of the projects are below.
Jersey Meadow Golf Course Convention Center and Club House
As a municipally owned and operated Golf Course, Jersey Meadow has turned a corner and become one of the hot spots to play in the Houston area. Before COVID-19 hit the course was on track to do 40,000 rounds this year.
The City Council decided in 2018 that a new Club House was needed and a Convention Center would compliment the course nicely. The City worked with an architect to design a new Convention Center Club House, and went out to bid in 2019. The bids came back overbudget and the project was not awarded. The City has been working with the architect to bring the project back into budget and go out to bid. The Director will play a leading role in moving this project forward.
Parks Master Plan
Earlier this year the City entered into a contract with Burditt Consulting to conduct a Parks Master Plan. The This plan will guide the improvement of current park land, the possible acquisition of new park land, and how we can create programs and events tailored around our community. The Director will oversee the completion of this Master Plan and will direct the implementation of it.
Gateways and Wayfinding Master Plan
In 2018 the City a Gateways and Wayfinding Master Plan. This plan provided the way forward for updated gateways included entrance signs, digital marquee signs, and wayfinding signs. Phase 1 of these entrance signs is currently being built and Phase 2 is being designed.

Parks and Recreation Director A national search is underway to attract a highly-qualified individual to become the next Parks and Recreation for the City of Jersey Village. Jersey Village seeks to continue its strong commitment to parks, recreational activities, and events cherished by the community while also continuing to promote an outstanding quality of life for residents and visitors.
The Parks and Recreation Director oversees the Parks and Recreation, Building Maintenance, and
Golf Course departments, which has 23 full time employees, and numerous part time employees. All
budgets under the Directors control for FY2020, which started on October 1, 2019 is $3,458,024.
The ideal candidate will have impeccable integrity and be an effective communicator who is genuine, personable, welcoming, and humble in all facets of their interactions with department members, city staff, and the community. The director exercises considerable judgment and discretion in the administration and direction of the department and its operations. The Director is responsible for the development and implementation of policies and procedures relating to the operation, maintenance, and development of various parks, recreation, building maintenance, and golf programs. The Director also serves as a member of Incident Command Staff during city emergencies.
This position reports directly to the City Manager and is a vital part of the Executive Team.
Essential Job Functions Include:
• Plans, organizes, and directs the operation of the Parks and Recreation Department.
• Develops general departmental policies for the operation, maintenance, and development of the various parks, recreation, building maintenance, and golf programs.
• Develops departmental goals to enhance the level of service to the community.
• Ability to develop relationships with representatives of Federal, State, County, and civic organizations and community members and other city departments on matters of parks and recreation facilities, services, sports leagues and coordination and operation of all recreation programs.
• Strong budgeting skills to prepare, review, analyze, and administer both annual operating and capital improvement budgets for all divisions of the department.
• Ability to manage all aspect of departmental projects and initiatives from writing the RFQ/RFP, to project design, and project implementation.
• Aptitude to initiate, develop, and administer a comprehensive recreation program in cooperation with, and utilizing the facilities of, other interested agencies and groups.
• Superior skills in preparation and presentation of reports and recommendations to City Council and other public and private bodies.
• Coordinate and attend all meetings of the Recreation & Events Committee and the Golf Course Advisory Committee.
• Adeptness to confer with, and advise City staff on all policies, activities, and problems relating to the activities and services of the department.
• Experience in grant writing and a successful track record of grant awards and grant management.
• Perform other related departmental duties as assigned.
• Function during a declared emergency utilizing the Incident Command System (ICS)
Required knowledge, skills, and abilities include:

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES: A Bachelor's Degree from an accredited college or university with major course work in recreation, landscape, architecture, forestry, public administration, physical education or related field, and five years of professional supervisory and administrative experience in a public park, recreation and/or golf program. Other combinations of experience and education that meet the minimum requirements, as determined by the City, may be substituted.
Must possess or be able to obtain either the NRPA, "Aquatic Facility Operator" (A.F.O.) designation or the NSPF, "Certified Pool Operator" (C.P.O.) designation within 1 year.
Must possess or be able to obtain ICS 100, 200, 300, 400, 700, 800 certification within 1 year of employment.
Must possess a valid Texas Driver’s License.
COMPENSATION AND BENEFITS The starting compensation, depending on the successful candidates qualifications and experience is anticipated to be around $105,000.
