Minister for Statistics (Mr. Kamran Michael): Since no specific consumer goods have been mentioned in the question by the honorable Member, it is hard to ascertain the level at which their prices have moved against the combined basket representing the Consumer Price Index (CPI) which is used to measure inflation rate in the country. Having said that, it is important to mention here that the general inflation level in the country exhibited mixed response during the last couple of years, i.e. it decreased from 4.56% to 2.86% during the year 2015-16, then rose to 4.15% during 2016-17 and again demonstrated decreasing trend during the first five months of the current financial year. The General and Core inflation rates as well as inflation for Food and Non-Food items for the years 2014-15 to 2017-18 are shown in the below table. Will the Minister for Statistics be pleased to state the reasons behindthe high prices of consumer goods of daily use despite of steep fall ininflation as claimed by the Government?

Minister for Statistics (Mr. Kamran Michael): Since no specificconsumer goods have been mentioned in the question by the honorableMember, it is hard to ascertain the level at which their prices have movedagainst the combined basket representing the Consumer Price Index (CPI)which is used to measure inflation rate in the country. Having said that, it isimportant to mention here that the general inflation level in the country exhibitedmixed response during the last couple of years, i.e. it decreased from 4.56%to 2.86% during the year 2015-16, then rose to 4.15% during 2016-17 andagain demonstrated decreasing trend during the first five months of the currentfinancial year.

The General and Core inflation rates as well as inflation for Foodand Non-Food items for the years 2014-15 to 2017-18 are shown in thebelow table. Further details are provided in the annexure.——————————————————————————————

111. *Sheikh Salahuddin: (Deferred during 51st Session)

Will the Minister In-charge of the Prime Minister Office be pleased tostate the steps taken by the Government since June, 2013 to bringPakistani investors back from abroad and success gained therefrom?

Minister In-charge of the Prime Minister Office: The investmentregime of the Pakistan is business friendly and has following guiding principles:

a. Reducing the cost of doing business

b. Reducing the processes of doing business

c. Ease of doing business with creation of industrial clusters andSpecial Economic Zones,

d. Linkages of trade, industrial and monetary policies for greaterconvergence.

The Government has taken following key steps since June, 2013 toimprove the investment climate and encouraging Pakistani investors to investin the country:

i. Initiated an ease of doing business initiative in consultation withFederal and Provincial Governments to reduce the cost of doingbusiness and enhance competitiveness of local industry. The PrimeMinister has recently constituted a steering committee under hisleadership to steer and monitor the progress of reforms. Underthe umbrella of steering committee, an action plan has been initiatedto improve the investment climate and ease of doing business inthe country. Due to these interventions a lot of improvement hasbeen made in various steps involved in the business cycleparticularly for SMEs in terms of registering firm, gettingconstruction permit, land registration, paying taxes, trading acrossborders, access to credit, getting electricity and contractenforcement. These measures have reduced time taken, costinvolved, and number of procedures.

ii. Pakistan is widely recognized to offer extremely liberal foreigninvestment regime in the region. It is home to rapidly growing

private sector leading fast paced market-oriented economy. Thepotential growth sectors such as infrastructure, power and naturalresource are open to large scale investment.

iii. liberal investment policy has been introduced which includes,100% equity ownership, full repatriation of capital, tax breaks,customs duty concessions on import of plant and machinery andraw materials.

iv. Special Economic Zones (SEZ) Act has been promulgated topromote industrial clusters and to provide one window facility toall local/ foreign investors. So far seven SEZs have been notifiedand some are in planning phase. Notified SEZs are Bin QasimSEZ, Karachi, Korangi Creek SEZ-Karachi, Khairpur SEZ,Hattar Industrial Estate-KP, Quaid-e-Azam Apparel Park-Sheikhupura, M3 Industrial City-Faisalabad, and Value AdditionCity-Faisalabad. Industries are being set up in these zones.

v. Initiated Public Private Dialogue for seeking input of private sectorin the policy formulation for development of priority sectors. Underthis initiative, four Sector Advisory Board (SABs) has beenconstituted:

Mining & Minerals;

Agriculture including Livestock & Fisheries;

I.T. and Telecom; and

Industry (Light Engineering including Chemical Sector).

vi. Taken initiatives to improve the energy shortfall. During last yearrecord power of 18,900 MW was achieved. Provision of requiredenergy is facilitating local industry.

vii. For improving security and countering terrorism, the Governmenthas carried out law enforcement operations Zarb-e-Azab andRad-e-Fasad. This would boost confidence of Pakistani as wellas foreign investors to invest in Pakistan.

viii. Reduced the interest rate to 6% which is lowest in the forty yearsof Pakistan’s history.

ix. Government has announced new Auto Development. Policy in2016. The new policy is focusing on enhancing thecompetitiveness. This policy has open vistas of local and foreigninvestment. As a result of this policy a very encouraging responsehas been received (14 applications) which is unprecedented inthe history of Pakistan.

x. The Government is working vigorously on the industrialcooperation under umbrella of CPEC. Under this initiative variouspriority SEZs are being planned for development and to spurindustrialization into the country.

xi. The establishment of EXIM Bank will give a boost to exportfocused SME’s in the country by offering businessmen access toexport credit and providing insurance of export receivables.

xii. Up-gradation of the Karachi Stock Exchange to Emerging MarketIndex by Morgan Stanley Capital Internationa1 (MSCI) is animportant development.

xiii. Amongst Asian markets Pakistan remained on top in 2016. Italso remained number 1 in MSCI Frontier Markets. Accordingto Bloomberg, Pakistan market posted 5th highest return in theworld.

xiv. After sale of 40% strategic stake in Pakistan Stock Exchange toChinese Consortium valuing the exchange at $215 million.Investors now hope of new products and better governance.

xv. The merger of Lahore, Karachi and Islamabad stock exchanges,that was pending for the past 15 years, was completed on 11thJanuary 2016. It is expected that in the near future Pakistan’sstock exchange will be part of the emerging markets.

xvi. According to World Bank’s Doing Business 2017 report, Pakistanhas moved up four places in the ease of doing business rankingsand is also one of the top ten global improvers.

xvii. Investment in Pakistan is protected by the law. Apart from PrivateInvestment Protection Act 1976, Economic Reforms Act 1992,

Commercial Arbitration Act 2011 and Recognition & EnforcementAct 2011 have been promulgated.

Details of key initiatives is given at Annex-I.

Due to these initiatives economic activity has gone up and the industryhas benefitted a lot from ongoing infrastructure and energy related CPECprojects which has spill over impact on agriculture, industry, textile and othersectors.

The success and gains from above mentioned efforts is reflected in thetotal investment statistics since 2013. The total investment of Rs.15,730.35billion made during 2013-17 which is 55.87% higher than the amount ofcorresponding period 2009-13 (Rs.10,091.70 billion). Consequently, growthrate of the economy has picked up substantially and there is a visible increasein the exports too.

Will the Minister for Finance, Revenue and Economics Affairs bepleased to state whether it is a fact that the salaries and perks of theGovernment servants are at par with their regional counterparts atpresent; if so, the details thereof?

Minister of State for Finance, Revenue and Economic Affairs(Rana Muhammad Afzal Khan): The salary structure of the Regionalcounterparts are not taken into consideration/ compared while fixing the salariesof Government employees. It is regulated through a uniform Basic Pay ScalesScheme which prescribes the scope of pay scales in the form of initial rate ofpay, rate of usual annual increment and the maximum rate of pay alongwithusual allowances, compensatory allowances and fringe benefits, includingpension. For this purpose Pay and Pension Committees/ Commissions areconstituted from time to time which consider proposals on the subject andformulate their recommendation keeping in view the price indices vis-a-visfinancial resource position of the Government. The pay scales recentlyintroduced by the Federal Government are attached as per Annexure “A”.

Minister for Interior (Mr. Ahsan Iqbal): At present 63,052 Paksitanishold Official / Gratis (blue) valid passports.

121. *Sahibzada Muhammad Yaqub:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Islamabad Traffic Police (ITP) is imposingheavy fines on minor violations; and

(b) the amount received by the ITP under the head of fines since01-01-2017?

Minister for Interior (Mr. Ahsan Iqbal): (a) The Islamabad TrafficPolice is striving to maintain smooth flow of traffic in the capital througheducation of the road users as well as enforcement of traffic laws under section116-A of MVO 1965 and fines envisaged in 12th schedule. It is mentioned tonote that the fines of 12th schedule were decided by the parliament of Pakistanin 2001 and the rates of fines are very low as compared to other Provinces ofPakistan and National Highways & Motorway Police. Therefore, it is not factthat Islamabad. Traffic Police is imposing heavy fines on traffic violations. It isalso added that as per 12th schedule there is no concept of major or minorviolations. Copy of 12th schedule is attached for ready reference.

(b) It is to clarify that Islamabad Traffic Police is not receiving thefines as the all sort of fines being deposited by the traffic violators in Govt.Exchequer under head CO2638 (Fines & Penalties). During the year in questioni.e. 01-01-2017 to 31-12­2017 a sum of Rs. 183,728,300/- has beendeposited in Govt. Exchequer.

(a) whether it is a fact that the administration of the SenateSecretariat Employees Cooperative Housing Society has receivedthe cost of land and development charges from its members;

(b) if the answer to part (a) above is in the affirmative, the time bywhich the development work will be started by the Societyalongwith the details thereof;

(c) the reasons for delay in carrying out the development work ofthe said Society;

(d) the action taken by the Government against the personsresponsible for delay in development work of said Society; and

(e) whether it is also a fact that the possession of plots has not beenhanded over by the Society to its members; if so, the detailsthereof?

Minister for Interior (Mr. Ahsan Iqbal): (a) Partially correct thatAdministration of Senate (Sectt.) Employees Cooperative Housing Society,Islamabad has received cost of land from 638 members out of 3790 membersand only 10 members have paid full development charges.

(b) As per law, the Society will be able to start development workafter issuance of NOC from CDA, Islamabad and clearance of default by themembers of the Society.

(c) The reasons for delay in carrying out in development work is thenon issuance of NOC from CDA and default on the part of most of membersof the Society.

(d) Action has been taken against the concerned persons by filing acase against them under Section 50-A of the Cooperative Societies Act, 1925for recovery of embezzled amount of Rs. 328 million in the court of the RegistrarCooperative Societies, ICT, Islamabad, which is at final stage.

(e) Possession of plots has not been handed over due to the reasonsthat the development work has not been carried out in the scheme of theSociety due to non issuance of NOC from CDA and default of members ofthe Society.

(a) the country and institution-wise total amount of financialassistance provided for the flood and rain affectees of thecountry since June, 2013 alongwith the nature thereof; and

(b) the utilization of said assistance?

Minister of State for Finance, Revenue and Economic Affairs(Rana Muhammad Afzal Khan): (a) Country-wise financial assistanceprovided for the flood and rain affectees of the country since June, 2013 isgiven as under:—

(i) Turkey:–

Turkey has provided an amount of US$ 5.00 million in November,2017 for the flood and rain affectees of the country.

(ii) China:–

The Government of China has provide4 US$ 12.33 millionfinancial assistance in the shape of grant. Detail is given as under:-

Cash Grant of US$ 1.5 million for the purpose of flood relief2013.

Cash Grant of US$ 1 million for flood relief 2014 (AJK &Punjab).

Emergency Relief. Goods for flood affectees worth RMB60.00 million (US$ 9.83 million) under the Agreement onTechnical and Economic Cooperation 2015.

(b) Country-wise utilization status of said amount is as under:-

(i) Turkey:–

Modalities for disbursement of the said amount to flood affecteesand TDPS of FATA are being finalized by EA D.

(ii) China:–

Utilization of said assistance is available with NDMA.

Minister In-charge of the Prime Minister’s Office: (a) The totalamount disbursed by foreign donors from Financial Year 2005-2006 to FY2017-18 for the earthquake 2005 affectees comes to US $2,223.85 Millionwhereas no fund was collected from the domestic donors. (Details of foreigndisbursement are placed at Annex-A).

(a) whether Passport Offices have not been established in all districtsof the country; if so, the reasons thereof; and

(b) the time by which the same will be established?

Minister for Interior (Mr. Ahsan Iqbal): (a) The Government hasestablished Regional Passport Offices in all Districts of Pakistan except newlyestablished Districts Korangi (Sindh) and Kharmang (GB). It is„worthmentioning that the PC-I of MRP Project (Phase-Ill) duly approved by theCDWP of the Planning Commission caters for the opening of the 73 Districtwise Regional Passport Offices within Pakistan. However. Korangi andKharmang, being newly established Districts, were not included in the saidlist.

(b) No such proposal is under consideration at present forestablishment of RPOs at Korangi and Kharmang

Minister of State for Finance, Revenue and Economics Affairs(Rana Muhammad Afzal Khan): (a) The Government during the currencyof fiscal year takes domestic loans for budgetary support as well as to pay offprevious loans.

(b) The total amount of outstanding domestic debt at the close offiscal year 2016-17 was Rs. 14,844.3 billion. Based on this stock, the interestpayable during 2017-18 has been worked out at Rs.1231 billion.

(a) as to when the NOC was issued by the Capital DevelopmentAuthority to the Aiwan-e-Sadar Cooperative Housing Society;

(b) whether the notices of development charges have been issuedto the members of the said Society;

(c) whether allotment letters have been issued to those members ofthe said Society who have deposited the cost of land; and

(d) whether it is a fact that allotment letters have also been issuedto those members of the said Society who have not paid the fullcost of land; if so, the criteria adopted therefor?

Minister of State for Finance, Revenue and Economic Affairs(Rana Muhammad Afzal Khan): (a) Pakistan Cricket Board (PCB)withholds tax on payments made to players/ officials of Pakistan Cricket Team.According to withholding statements filed by the PCB, 127 players/officialsare liable to file Income Tax return. Of these, 83 are already registered/ filersand 44 are unregistered/ non-filers.

(b) There are 44 unregistered players/officials who have been issuednotice under section 1 14(4) for filing of Income Tax return for 2015-16.

(c) Total revenue collected from these players was approximately94.1 (M) in Financial Year 2015-16.

(d) Federal Board of Revenue (FBR) has simplified the tax collectingprocedure which is available to all taxpayers including the players. Taxpayerscan pay their taxes through online system or normal banking channel.

(e) FBR has special unit for broadening of tax base (BTB), whichidentifies unregistered taxpayers/ non-filers, including the players, for bringingthem into the tax net. Notices to unregistered players/ officials have beenissued as mentioned in part (b) above.

Minister of State for Finance, Revenue and Economic Affairs(Rana Muhammad Afzal Khan): (a) Pension Scheme at SBP and SBP-BSC is governed under Pension-Cum-Gratuity Regulations, 1980,as approvedand amended from time to time by their respective Board of Directors. It maybe noted that the policy for payment and disbursement of pension is uniformfor all the offices, however the calculation of pension for actual disbursementmay vary depending upon the entitlement of each eligible employee.

(b) The list containing the names, addresses and pension amountsbeing paid/disbursed to the widow pensioners of deceased employees fromSBP-BSC Karachi Office is Annexed.

(c) In terms of applicable rules, widows of all employees (who dieduring service) are paid actual pension as admissible for deceased employees.However, widows of all employees who die after retirement from service arepaid half of the actual pension of employees, as per rules. All increments inpension are also applied on the family pension amounts as and when announced.

 Minister for Interior (Mr. Ahsan Iqbal): (a) The route of new Metro

Bus from Peshawar More to Airport falls in right of way Kashmir Highway.No planned plantation had been conducted there. Only natural vegetationincluding Paper Mulberry, Phulai etc. were coming in the alignment of MetroBus route along the Kashmir Highway. NHA had started the work of MetroBus Project from Peshawar More to Airport and 240 numbers of trees comingin the alignment of Metro Bus Project were uprooted by NHA. CDA hadcollected all, the uprooted trees i.e. 249 numbers through a private contractorand these trees were auctioned which generated revenue of approximatelyRs. 1.3 Million.

(b) As far as cutting of trees on Embassy Road (Dualization of AttaTurk Avenue) is concerned, it is clarified that in order to improve traffic flowand reduce congestions at the existing carriageway (two way traffic) theDualization of Atta Turk Avenue (West) from Khayaban-e-Suhrawardy to AghaKhan Road (Ayub Chowk) was planned as per the provision of approvedmaster plan of Islamabad.

(c) It is submitted that cutting of trees is totally banned. However, onthe complaints of citizens where trees pose some threat to the property andlives are addressed after completing all codal formalities.

Minister of State for Finance, Revenue and Economic Affairs(Rana Muhammad Afzal Khan): (a) BISP collects data on the basis of aPSC (Poverty Score card) and then a PMT (Proxy Means Test) is run on thecollected data to identify beneficiaries. The data collected after conductingfresh survey (National Rollout) is to be verified by NADRA, consequent towhich PMT will be executed on the same. This process of National Rollout isexpected to be accomplished by 30 June 2018 after which enrollment will bestarted for new beneficiaries.

(b) BISP is conducting a nation-wide survey in order to update theNational Socio Economic Registry which was earlier created through a surveyin 2010-11. (b) Yes, out of these 922 posts, the posts of Director, Joint Directorand Assistant Director had been upgraded to next higher grade.

(c) It is correct that no post of Assistant Private Secretary (BPS-16)and Lower Division Clerk (BPS-9) was created for the National Savings sofar.These 922 posts were created as a result of study conducted by MS Wingfor the field offices of National Savings. The request for creation of new postsof Assistant Private Secretary and LDC will be considered as per need /requirement of these posts in the department at an appropriate time.

(d) It is not correct that there is no venue of promotion of Stenotypistto next post / grade. The promotion cases are placed before the PromotionCommittee as and when a post(s) of Assistant Private Secretary falls vacantagainst the promotion quota. Recently a DPC was held in February, 2017.Three (03) Stenotypists (BS-14) were promoted to Assistant Private Secretary(BS-16) on the basis of seniority cum fitness.

(e) At present no such proposal is under consideration. However, itis added that the posts of Director have been up-graded from (BS-19) to(BS-20). The promotion cases of Joint Director (BS-19) to the post of Director(BS-20) have been considered in the Central Selection Board (CSB) heldfrom 09th to 12th January, 2018. Upon promotion of these officers thedepartment will be in a better position to promote Stenotypists (BS-14).

The domestic debt is raised by selling government securities i.e. MarketTreasury Bills, Pakistan Investment Bonds and Government Ijara Sukuk to PrimaryDealers. All other banks and non- Banks can buy these securities from PrimaryDealers. The ownership of these securities, therefore, keeps on changing on dailybasis.

Pakistan Iran Border at Taftan resultantly remained strandedfor several days in Iran; if so, whether the Government intendsto impart further trainings to concerned staff thereof; and

(b) the steps being taken by the Government of Pakistan toaddress the difficulties of Pakistanis being faced on theirway back from Iran?

 Minister for Interior (Mr. Ahsan Iqbal): (a) Many Government

Departments are regulating movement of Pakistanis crossing the Pak-Iranborder at Taftan. Though every effort is undertaken to help Pakistan in quickand expeditious crossing, safety and security of the visitors, due to theprecarious law and order situation in Balochistan, cannot be ignored. Securityof human lives is therefore supreme over all other considerations.

Training of the concerned staff posted at the border is a continuousprocess.

(b) Steps taken are as under:—

i. FIA immigration has extended / increased its immigration countersfrom 5 (five) to 13 (thirteen).

ii. Additional immigration staff has been given immigration trainingand posted at Taftan immigration check post for swift immigrationclearance of passengers without and delay.

iii. Infrastructure of FIA building has been improved. Additionalpiping /channels line for streamlining has resulted in the rapidmovement of passengers.

iv. PC-I amounting to Rs. 58.783 million has been approved forestablishing of FIA Complex at Taftan border and an amount ofRs. 25 million initially has also been sanctioned in September,2017 for the purpose. The project includes increase in the numberof immigration counters, separate arrival and departure loungeand waiting hall for passengers with all available basic facilities.The project will bring remarkable changes and improvement inimmigration process in line with international standards.

(f) Office of AGPR have a strong mechanism for issuance of payslip to any officer. At present there are no instances of delay noticed in thisregard.

(g) For issuance of pay slips, the Ministry/ Division/ Departmentsforward Notification of promotion of officer to the post of BS-20 alongwithcharge-assumption report for fixation of pay with effect from the date ofassumption of charge. Minister for Interior (Mr. Ahsan Iqbal): (a) It is submitted that theICT Police released the arrested accused involved in selling/smoking sheesha.The factual position is that during the year 2017 total 153 accused were arrestedand produced before the concerned court of Assistant Commissioner, ICT,Islamabad. The concerned courts convicted the accused after imposing finesto the accused persons. After depositing fine money the accused were released.

Moreover, the relevant law is re-produced as under:—

The use of Sheesha (Huqqa) is prohibited u/s 5 of Prohibition ofsmoking and protection of non-smokers health Ordinance, 2002 andis non cognizable. Smoking Sheesha (Huqqa) comes under thedefinition of smoking that is defined under sub-clause (g) of Section-2of above said Ordinance. Same is reproduced as under:—

“smoking” means smoking of tobacco in any form whether inthe form of cigarette, cigar or otherwise with the aid of a pipe,wrapper or any other instrument”

Moreover, the Penal Section is 11 which is reproduced as under:—

“any person, who contravenes the provision of

(a) Section 5, 6 or 10 shall be punishable with fine which may extendto one thousand rupees and in case of second or subsequentoffence, shall be punishable with a fine which shall not be lessthan one thousand rupees and may extend to one hundredthousand rupees and

(b) Section 7, 8 or 9 shall be punishable with fine which may extendto five thousand rupees and in case of second or subsequentoffence, shall be punishable with imprisonment which may extendto three months or with a fine which shall not be less than onehundred thousand rupees or with both.

(b) It is incorrect. It is submitted that after police action, 153 accusedpersons were arrested and sent to judicial custody involved in business ofSheesha Huqqa or its consumption. At present, no Sheesha Huqqa Cafes/Centers is reportedly operational within Islamabad. However, upon receipt ofinformation regarding working of any sheesha huqqa cafe/centre, promptaction is being taken by police against the violators.

(c) As explained above.

(d) At present, no Sheesha Cafe/Centre is working within Islamabadand upon receipt of any complaint; prompt action is being taken against theviolators. However, the ICT Police has taken following steps to control theuse of Sheesha (Huqqa) amongst the Youth:—

All the SDPOs/SHOs have been strictly directed to launchawareness programmes amongst the youth within their areas toinvite their attention towards the harm effects of Sheesha (Huqqa)smoking.

All the SDPOs/SHOs have been strictly directed to ensure thatno person shall sell smoking substance to any minor who is belowthe age of 18 years as per section 9 of the above said Ordinance.

All the SDPOs/SHOs have been strictly directed to ensure thatno person shall smoke or use tobacco substance in other form inany place of public work or use as per section 6 of above saidOrdinance.

All the SDPOs/SHOs have been strictly directed to ensure thatno person shall sell any smoking substance or product near anyschool, college or education institutions as per section 9 of theabove said Ordinance.

They were strictly directed to take stern action against the violatorsunder the above said ordinance.

(e) It relates to Law and Justice Division, Islamabad, please. 59. Ms. Tahira Aurangzeb:

submitted by the National Bank of Pakistan on 07-08-2015. Series of meetingswere held at different levels. Detail of 15 meetings which proved successfulalongwith participants of each meeting is Annexed. In addition, legal contractbetween ICT Police and NBP, subject to overall regulations of SBP has beenfinalized.

(b) The project is at final stage to inaugurate the E-Ticketing /E-Challaning System in Islamabad and the National Bank of Pakistan is

(Rana Muhammad Afzal Khan): (a) Yes. In 2006, a dearness allowanceof 17% of monetized salary was given to the SBP employees as decided bythe Board of Directors.

(b) Yes. In 2007, the Board while taking a decision on revision ofcompensation structure discontinued this allowance with effect from June 1,2007 and its amount was made part of monetized salary.

35. Mr. Siraj Muhammad Khan:

It is, however, mentioned that a number of World Bank funded projectsin Power, Health and Education Sectors are going on in Pakistan. However,no individual loan/package of US$ 825.0 million has been approved by theWorld Bank nor any such loan has been signed with the World Bank.

36. Mr. Ghous Bux Khan Mahar:

(a) whether there is any proposal under consideration ofthe Government to cancel the Computerized Prohibited ArmsLicenses;

(i) Get their weapons converted into non-automatic weapons fromauthorized armourers/arms manufacturers/arms dealers and getit verified by office of concerned District Police Officer (DPO)/Deputy Commissioner/District Coordination Officer/DistrictMagistrate/Political Agent.

The licensees may, thereafter approach NADRA for issuance ofnew Non-prohibited bore licenses for the converted weapons inlieu of Prohibited bore licenses by 31-01-018 OR

(ii) Failure to comply with above directions will entail cancellation ofthe arms licenses.

(c) No such incident has been reported to Ministry of Interior wherea licensed prohibited bore weapon was used in terrorism.
