PART II
Project Benefits
Given the large backlog of transportation needs in the region and the extremely limited amount of
funding available, it is important to ensure that funds are used cost effectively to maximize benefits to
the transportation system. Additionally state and federal rules, as well as RTC policies, require
consideration of how projects will contribute towards implementation of the long-range transportation
plan, the achievement of one or more transportation goals, and implementation of state and federal
policies including the California Complete Streets Act of 2008, SB375, and MAP-21. Project benefits
will be taken into consideration when evaluating projects. Projects are not expected to address all of the
following. Please write N/A where something is not applicable to your project.
1. Generally, what are the benefits of this project? (ex. goal/purpose/benefit of project; problem to
be addressed; importance to the community)
Install sidewalk and complete sidewalk at two locations. One involves installation of a six foot wide
by 180 feet long sidewalk on the south side of Harkins Slough Road and east of Ohlone Parkway.
The new sidewalk will extend from the New School High School to the southeast corner of Harkins
Slough Road and Ohlone Parkway. The second involves installation of a six foot wide by 450 foot
long sidewalk on the north side of Main Street between Pennsylvania Drive and Pacifica Boulevard.
The new sidewalk will provide frontage improvements at the Town and Country Shopping Center
and create a continuous run of sidewalk on the north and east side of Main Street from Green Valley
Road to the Pajaro River
The project will benefit pedestrians in the City of Watsonville by installing sidewalks where none
currently exist. The new sidewalks will complete pedestrian facilities along two major
transportation corridors. These facilities will provide access for the disabled along corridors that
include transit bus facilities.
The Harkins Slough Road sidewalk will extend from the New School High School to the southeast
corner of Harkins Slough Road and Ohlone Parkway. It will complete a one mile long segment of
continuous sidewalk along the south side of the road that will extend from Green Valley Road to the
Watsonville Slough Bridge. This corridor provides access to Pajaro Valley High School and the
various businesses along Green Valley Road, Westgate Business Park, the City of Watsonville
Slough Trail network, the Overlook Shopping Center, the City of Watsonville Nature Center,
Ramsey Park and the Silver Leaf, Quiet Meadow, Bay Breeze and Sunset Cove Subdivisions.
The Main Street sidewalk will extend from Pennsylvania Drive to Pacifica Boulevard. It will
complete a 2.1 mile long segment of continuous sidewalk along the north and east sides of Main
Street that extends from Green Valley Road to the Pajaro River. This corridor includes several bus
stops and provides access to Pajaro Valley High School, Rolling Hills Middle School and the various
businesses along Green Valley Road, five shopping centers, the Watsonville Slough Trail network,
Ramsey Park, the downtown business area, the City Plaza, Civic Center, City Library and Post
Office.

The Monterey Bay Area Complete Streets Guidebook outlines various benefits that complete streets
can provide for a community. The proposed infill project will provide a number of these benefits,
including the following:

Both project locations are adjacent to a single property owner, so coordination can be focused on just
two parties.
No right of way acquisition is necessary for the Harkins Slough Road location as the proposed
improvements are entirely within the existing road right of way. Some right of way acquisition will
be needed for the Main Street location as the proposed sidewalk is within an area that is privately
owned. While discussions with the property owner have taken place in the past, the effort will need
to be renewed to acquire the necessary right of way. Such discussions would begin in the next
several months.
The Main Street location is on State Highway 152 and a Caltrans encroachment permit will need to
be acquired prior to start of construction. The City shall apply for the permit after right of way
acquisition is complete.
Coordination with property owners at both locations will need to be initiated to ensure that the
proposed improvements address their concerns. The property owner adjacent to the Harkins Slough
Road location has landscaping installed within the road right of way. The City will communicate
with the owner to ensure that he/she is aware of the proposed improvements and can provide input as
to how the existing landscaping can be modified. The Main Street improvements are proposed
within an area of landscaping that is privately owned and maintained. The City shall discuss with
the owner how to modify the site to allow for sidewalk installation and minimize impact on the final
