Context

Implementation of PRIIA §209 has led some States and other public entities to become more active in funding, managing, organizing, performing, or contracting for intercity passenger rail corridor services.

Some sponsors of State corridors have explored, or would like to explore new contractual arrangements for providing certain elements of their service. These changes have important safety implications.

Guiding Principles

Safety of the traveling public and railroad employees is our number one priority.

FRA is committed to provide technical assistance and clear guidance to sponsors of corridor services.

FRA supports market-based options and competition.

FRA understands that every state is different, and implementation needs to be flexible, while ensuring uniform safety.

Ensuring Safety

Whatever entity--be it a State, local agency, joint powers authority, or private entity--sponsors commuter, intercity, or other passenger service on the general railroad system of transportation, is ultimately responsible to ensure the safety of that service.

FRA will work with sponsors to identify appropriate

methods for sponsors to provide safety oversight.

Ensuring Safety

FRA is primarily concerned with all activities or requirements that are within FRA’s safety jurisdiction (i.e. those functions involving the operation or maintenance of infrastructure and equipment, but not those such as food and beverage or other non-safety services).

FRA needs a single point of contact who can speak for the sponsor to address safety issues.

Objectives for Today

• Obtain a better understanding of the specific information and resources that you believe that are most helpful for State decision-makers.

• Exchange ideas on the best way to communicate

and receive feedback.

• Receive a commitment to engage FRA early on in during planning activities on issues that could affect safety.
