I, Randy Delorey, Minister of Finance and Treasury Board for the Province of Nova Scotia, pursuant tosubsection 49A(14A) of Chapter 217 of the Revised Statutes of Nova Scotia, 1989, the Income Tax Act, herebymake regulations prescribing the maximum amount of capital investment tax credits to be claimed for anapproved project in the form set forth in the attached Schedule “A”, effective on and after January 1, 2015.

Maximum amount of capital investment tax credits for approved project2 The amount that may not be exceeded under subsection 49A(7A) of the Act, as the aggregate amount of

tax credits claimed by a corporation in respect of an approved project, is $30 million.

Schedule “A”

Amendment to the House of Assembly Management Commission Regulationsmade by the House of Assembly Management Commission

pursuant to subsection 27(1) of Chapter 5 of the Acts of 2010,the House of Assembly Management Commission Act

1 Subsection 3(4) of the House of Assembly Management Commission Regulations, N.S. Reg. 43/2013,made by the House of Assembly Management Commission, is amended by striking out “42(4)” andsubstituting “43A(3)”.

2 Subsection 21(1) of the regulations is amended by adding immediately after clause (j) the followingclause:

(ja) no more than four constituency open houses annually and the annual cost of the total numberof open houses, other than the advertising costs for the event, not exceeding ten per cent of themonthly amount allowed under subsection 43(3).

3 Clause 26A(1)(a) of the regulations is amended by striking out “a maximum of $153.00 per night” andsubstituting “the government rate for the establishment where the member stayed”.

4 Subsection 27(2) of the regulations is amended by striking out “26” and substituting “26A”.

5 Clause 27(4)(a) of the regulations is amended by adding “at a rate not exceeding the government rate forthe establishment where the member stayed” immediately after “hotel accommodations”.

6 Subsection 28(1) of the regulations is amended by adding “, at a rate not exceeding the government ratefor the establishment where the member stayed,” immediately after “in Halifax”.

7 Subsection 28(2) of the regulations is repealed and the following subsection substituted:

(2) On May 1, 2015, and every subsequent May 1st thereafter, each non-outside member who hasclaimed reimbursement in accordance with subsection (1) shall

(a) where the House of Assembly is sitting, provide to the Speaker, who shall table in theHouse; or

(b) where the House is not sitting, file with the Clerk of the House

a report setting out the dates and the reason in each case for the overnight hotel stays for thefiscal year ending on March 31st in the year the report is tabled.

8 Subsection 43(5) of the regulations is amended by striking out “or (4)”.

9 Clause 44(1)(b) of the regulations is amended by striking out “charges incurred,” and substituting “at arate not exceeding the government rate for the establishment where the member stayed,”.

10 Section 49 of the regulations is amended by striking out “26” both times it appears and substituting “26A”.

11 Subsection 55(2) of the regulations is amended by

(a) striking out “26A” in clause (a) and substituting “26”; and

(b) repealing clause (b).

Whereas the purpose of the Petroleum Products Pricing Regulations is to ensure just and reasonable prices forspecified petroleum products taking into consideration the objectives of preserving the availability of suchproducts in rural areas, stabilizing prices of such products and minimizing the variances in prices of suchproducts across the Province;

And whereas the Nova Scotia Utility and Review Board (“Board”) considered the manner in which itwould proceed to set petroleum product prices in its decision, 2006 NSUARB 108, issued on October 16, 2006;

And whereas the Board revised the retail margin and transportation allowance effective January 6, 2012,in its decision, 2011 NSUARB 181, issued on November 23, 2011;

And whereas the Board revised the wholesale margin effective January 4, 2013, in its decision, 2012NSUARB 213, issued on December 12, 2012;

And whereas the average of the average of the daily high and low reported product prices (in Canadiancents) for the week ended July 27, 2016, are:

Grade 1 Regular gasoline 46.4¢ per litreUltra-low-sulfur diesel oil 45.5¢ per litre

Now therefore the Board prescribes the benchmark prices for petroleum products to be:

Gasoline:Grade 1 46.4¢ per litreGrade 2 49.4¢ per litreGrade 3 52.4¢ per litre

Ultra-low-sulfur diesel oil 45.5¢ per litre

And now therefore the Board has determined, based on historical data regarding price changes and toachieve revenue neutrality, it is appropriate to apply, and the Board so orders, forward averaging corrections of:

Gasoline: minus 1.2¢ per litreUltra-low-sulfur diesel oil: minus 1.0¢ per litre

And now therefore the Board prescribes the prices for petroleum products as set forth in Schedule “A”effective on and after 12:01 a.m., July 29, 2016.

The Governor in Council on the report and recommendation of the Attorney General and Minister of Justicedated July 6, 2016, and pursuant to paragraph 119(1)(r) of Chapter 1 of the Statutes of Canada, 2002, the YouthCriminal Justice Act, is pleased to designate researchers engaged by Mr. Fred Deveraux, Executive Director ofCape Breton Community Housing, for the research project entitled “Understanding Homelessness in the CapeBreton Regional Municipality: A Service-based Approach” (the “project”) as members of a class of personswho may have access to records kept under section 116 of the Youth Criminal Justice Act, to the extent and inthe manner set out in the research agreement between the Province and Public Health Services, Nova ScotiaHealth Authority, with respect to the project, effective on and after August 2, 2016.

Order in Council 2016-189 dated August 2, 2016Amendment to regulations made by the Governor in Council

pursuant to Section 8 of the Registered Nurses Act

The Governor in Council on the report and recommendation of the Minister of Health and Wellness dated May26, 2016, and pursuant to Section 8 of Chapter 21 of the Acts of 2006, the Registered Nurses Act, is pleased toapprove amendments made by the Council of the College of Registered Nurses of Nova Scotia to the RegisteredNurses Regulations, N.S. Reg. 65/2009, made by the Council of the College of Registered Nurses of NovaScotia and approved by the Governor in Council by Order in Council 2009-133 dated March 17, 2009,respecting the issuance of temporary licenses [licences] and the continuing competence program, in the mannerset forth in Schedule “A” attached to and forming part of the report and recommendation, effective on and afterAugust 2, 2016.

I certify that the Council of the College of Registered Nurses of Nova Scotia, at its meetings on September 23,2014, and October 7, 2014, carried a motion to amend the College of Registered Nurses of Nova ScotiaRegulations, N.S. Reg. 65/2009, made by the Council and approved by the Governor in Council by Order inCouncil 2009-133 dated March 17, 2009, in the manner set out in the attached.

The amendments to the regulations referred to in this certificate are effective on and after the date they areapproved by the Governor in Council.

Amendment to the Registered Nurses Regulationsmade by the Council of the College of Registered Nurses of Nova Scotia

and approved by the Governor in Council under Section 8 of Chapter 21 of the Acts of 2006, the Registered Nurses Act

1 Subsection 2(1) of the Registered Nurses Regulations, N.S. Reg. 65/2009, made by the Council of theCollege of Registered Nurses of Nova Scotia and approved by the Governor in Council by Order inCouncil 2009-133 dated March 17, 2009, is amended by

(a) striking out the period at the end of clause (k) and substituting a semicolon; and

(b) adding the following clause immediately after clause (k):

(l) “verification process” means the process established by the Council for confirming that amember has met the requirements of the continuing competence program.

2 Section 10 of the regulations is amended by repealing clause (f) and substituting the following clause:

(f) except as provided in Section 23, the member is in compliance with the continuing competenceprogram and, if selected to participate in it, the verification process;

3 Clause 19(1)(g) of the regulations is repealed and the following clause substituted:

(g) except as provided in Section 23, the member is in compliance with the nurse practitionerrequirements of the continuing competence program and, if selected to participate in it, theverification process.

4 Section 29 of the regulations is repealed and the following Section substituted:

29 (1) A temporary licence or a temporary licence with conditions or restrictions, issued underSection 14 of the Act expires on the earliest of all of the following dates:

(a) if the licence holder fails the applicable registration examination, a date set by theExecutive Director respecting the failure of the examination;

(b) the date that a licence, other than a temporary licence, is issued to the licence holder;

(c) the expiry date of the licence;

(d) the date the licence is suspended or revoked under the professional conduct process.

(2) A temporary licence (nurse practitioner) or a temporary licence (nurse practitioner) withconditions or restrictions, issued under Section 59 of the Act expires on the earliest of all ofthe following dates:

(a) if the licence holder fails the applicable registration examination, a date set by theExecutive Director respecting the failure of the examination;

(b) the date that a nurse practitioner’s license [licence], other than a temporary licence, isissued to the licence holder;

(c) the expiry date of the licence;

(d) the date the licence is suspended or revoked under the professional conduct process.

(3) When the Executive Director becomes aware that a holder of any of the following licences hasfailed the applicable registration examination the number of times set by the Council, theExecutive Director must notify the licence holder’s employer of the failure:

(a) a temporary licence or a temporary licence with conditions or restrictions;

(b) a temporary licence (nurse practitioner) or a temporary licence (nurse practitioner) withconditions or restrictions.

5 Section 30 of the regulations is repealed.

Amended Order

Whereas the Nova Scotia Utility and Review Board (“Board”) issued an order to the Strait Regional SchoolBoard on July 5, 2016, approving the application as follows:

1. The number of electoral districts for the Strait Regional School Board is confirmed at 10, each electingone member;

2. The proposed boundaries of the electoral districts are approved; and

3. The descriptions of all electoral districts are set out in Schedule “A”, attached to and forming part of thisorder;

It is hereby ordered that the description in Electoral District 9 of Schedule “A” of the Board’s order datedJuly 5, 2016, be replaced with the following:

Electoral District 9: East Guysborough includes, among others, the communities of Canso, Mulgrave, andGuysborough. It has three schools, the Mulgrave Memorial Education Centre (P to 8) (which feeds intoSAERC), and two stand-alone schools Chedabucto Education Centre/Guysborough Academy (P to 12) and theFanning Education Centre/Canso Academy (P to 12). It totals 1648.1 km2. It encompasses municipal pollingdistricts 1–6 and 8 in the Municipality of Guysborough, as well as the Town of Mulgrave.

It is further ordered that in all other respects the Board’s order of July 5, 2016, shall remain in effect.

Whereas the purpose of the Petroleum Products Pricing Regulations is to ensure just and reasonable prices forspecified petroleum products taking into consideration the objectives of preserving the availability of suchproducts in rural areas, stabilizing prices of such products and minimizing the variances in prices of suchproducts across the Province;

And whereas the Nova Scotia Utility and Review Board (“Board”) considered the manner in which it wouldproceed to set petroleum product prices in its decision, 2006 NSUARB 108, issued on October 16, 2006;

And whereas the Board revised the retail margin and transportation allowance effective January 6, 2012, in itsdecision, 2011 NSUARB 181, issued on November 23, 2011;

And whereas the Board revised the wholesale margin effective January 4, 2013, in its decision, 2012 NSUARB213, issued on December 12, 2012;

And whereas the average of the average of the daily high and low reported product prices (in Canadian cents)for the week ended August 3, 2016, are:

Grade 1 Regular gasoline 45.3¢ per litreUltra-low-sulfur diesel oil 43.1¢ per litre

Now therefore the Board prescribes the benchmark prices for petroleum products to be:

Gasoline:Grade 1 45.3¢ per litreGrade 2 48.3¢ per litreGrade 3 51.3¢ per litre

Ultra-low-sulfur diesel oil 43.1¢ per litre

And now therefore the Board has determined, based on historical data regarding price changes and to achieverevenue neutrality, it is appropriate to apply, and the Board so orders, forward averaging corrections of:

Gasoline: minus 0.5¢ per litreUltra-low-sulfur diesel oil: minus 1.1¢ per litre

And now therefore the Board prescribes the prices for petroleum products as set forth in Schedule “A”effective on and after 12:01 a.m., August 5, 2016.
