A Bill allowing students to send propositions to the Sanggunian Central Board and to other
instrumentalities of the student government, encouraging suggestions and comments from the
student body, providing mechanisms necessary for the gathering and consideration of such, and
providing for other relevant measures

Be it enacted by the Central Board of the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng
Pamantasang Ateneo de Manila assembled:
Whereas, the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Pamantasang Ateneo de
Manila, be referred to as the Sanggunian, is the sole autonomous student government of theLoyola
Schools,1
Whereas, students reserve the right to make recommendations to the Sanggunian2
Whereas, the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila University states
that The student body should be able to participate in the formation and application of regulations
affecting them

Whereas, the Sanggunian declares that it is founded on, among others, the principle of participatory
democracy4.
Whereas, the Sanggunian Central Board recognizes that direct involvement of the student body in policy
making is central to the practice of participatory democracy
Wherefore, be it resolved that:
TITLE I
Name of the ActSec. 1 This bill shall be known as Participatory Student Governance Act of 2014

TITLE II
General Provisions
Sec. 1 All Loyola Schools Undergraduate Students shall be allowed to send propositions to theSanggunian
Sec. 2 Propositions shall include but are not limited to resolutions, ordinances, project proposals,
constitutional amendments, declarations/stands
Sec. 3 All Loyola Schools Undergraduate Students may seek the assistance of their block/course
representative and/or Central Board Representative in formulating the propositions.
TITLE III
Provisions for the Central Board
Sec. 1 Resolutions and bills may be proposed to the Central Board, with or without sponsorship. As such,
during meetings when the Central Board shall convene to consider the bills proposed, proponent/s whoare not officials of the Sanggunian Central Board shall be given deliberative powers. They shall not be
granted voting powers.
Sec. 2 As such, the proponent/s may discuss their proposition during meetings appointed particularly for
the consideration of the proposition.
Sec. 3 The Central Board shall exclusively reserve the mandate to approve or reject these propositions
by a simple majority.
TITLE IV
On Miscellaneous Propositions
Sec. 1 The Sanggunian shall form, under the Office of the Secretary General, a particular body for
Participatory Governance.
Sec. 2 Such body shall be tasked to
a) Gather, collect, and receive propositions from Loyola Schools Undergraduate Studentsb) Refer Proponents to Sanggunian Officers whom they can consult with in the formulation of
propositions
c) Utilize the manual and electronic means of receiving propositionsd) Develop a guidebook and other reference materials which the students may consult in writing
their propositions and in submitting them to appropriate offices and persons.
e) Organize events such as forums to introduce the provisions of this Act to the Student Body and tosolicit propositions and insights, to be collected and submitted to appropriate offices fordeliberation.
f) Supervise the implementation of this Act, and accomplish and submit reports on developmentspertinent to participatory governance in the Sanggunian
g) Recognize political action groups seeking the passage of particular billsh) Perform such other functions and exercise such other powers inherent in the committees

i) Exercise such other powers as may be granted by other school policies, and as may be granted bythe Sanggunian Secretary-General from time to time, and according to necessity.
Sec. 3 Proposals addressed to particular officers of the Sanggunian may be sent directly to the officers
concerned. Officers shall acknowledge the efforts of their constituents in participating in governance andpolicy-making
TITLE V
Interest Groups
Sec. 1 The right to send propositions extend to all undergraduate student organizations in the Loyola
Schools. Organizations may collectively file propositions to appropriate offices of the Sanggunian.
Sec. 2 Loyola Schools Undergraduate Students may form political action groups seeking the approval
and implementation of a particular bill, or a particular set of bills. Political action groups may seek
recognition from the Sanggunians office on Participatory Governance. A political action group shall
submit its proposition/s, its mission statement, an action plan, and a list of members in seekingrecognition. The office on Participatory Governance may set such other criteria as it may deem necessary.
Recognition shall expire by the end of the school year. The office on Participatory Governance may
revoke recognition given to political action groups in cases of misdemeanour or inactivity.
Sec. 3 The Sanggunian shall, through the office on Participatory Governance, assist political action
groups in such areas as reservation of venues for meetings, scheduling consultations with Central Board
representatives, as well as in other technical matters.
TITLE VI
Consultations
Sec. 1 Central Board Representatives shall conduct constituent consultations at least twice every
semester.
Sec. 2 Central Board Representatives shall also meet with interest groups whose causes he/she seeks to
promote in the Sanggunian Central Board
Sec. 3 Central Board Representatives shall be tasked to make available a set of alternative options
through which he/she may be consulted with. Such options shall include, but are not limited to, electronic
mail and social media.
TITLE VII
Provisions for Other Units of the Sanggunian
Sec. 1 All Departments and Units under the executive branch of the Sanggunian shall provide the
student body with means to send propositions. Such means include, but shall not be limited to suggestion
boxes, e-mails and social media accounts, and consultations with organizations with similar competencies.
Sec. 2 All Departments shall submit to the office on Participatory Governance compilations and records
of propositions received.

TITLE VIII
Other Provisions
Sec. 1.Repealing Clause. - All laws, rules and regulations inconsistent with the provisions of this Act are
hereby repealed or amended accordingly.Sec. 2.Separability Clause. - If, for any reason, any part or provision of this Act is declared invalid or
unconstitutional, any part or provision not affected thereby shall remain in full force and effect.
Wherefore, be it resolved further that the Office of the Secretary General is tasked to formulate the
implementing rules and regulations of this Act.
Wherefore, be it finally resolved that all of the aforementioned will take effect upon approval of the
Central Board via a majority vote.
