Support and report is about Hate crime and Bullying. We put on 5 more forums within 2014. They were to help people with learning disabilities understand why the police call centre staff ask the questions they do on the phone.

At the forums people with learning disabilities practice what happens when they call the police. To understand when you should call 101 and when you should call 999. We practice calling Stop Hate Crime UK. These forums also helped the police to communicate better with people with learning disabilities.

The forums were held in:

Tiverton

Exeter

Barnstaple We reached over 290 people with a learning disability with this project.

Victim Support Services From the 1st of April 2015 we will be supporting People with a learning disability that have been a victim of crime.

Over the last year Devon People first and Cornwall People First have been planning a new victim support service with Devon and Cornwall Police.

The training we have done so we can deliver this service:

Understanding Criminal Justice system training

Helping victims cope and recover training

Victim needs assessment training.

My moving house story by Paul Rooke

My name is Paul and I live in Honiton. I have moved house 4 times, in 2 years. I want to tell you about it.

The first cottage was great, it had a small garden. I had to move because the house needed work.

The second cottage had a nice patio to sit outside. I had to move, because my partner moved to a place with more care.

The next house was great because I could use the spare room as an office. I had to move as there was 2 people in a 3 bedroom house. The rent went up and also we would have had to pay bedroom tax. I didn’t have the money.

I am now in a 2 bedroom house with a friend. I hope I don’t have to move again, because it was stressful, it made me feel down.

I like my new house, it still has a garden!

Health is very important! Sharon Eland

If people are well they can be active and independent. Devon Link-Up help people with health. We tell people about health information and put on healthy activities.

We have told people about hospital passports at the speaking up groups and drop-ins. We have welcomed the new learning disability community nurses. We ask people about their annual health check. A dental nurse has visited groups

We will be having a visit from the bowel cancer screening nurse. We will be having visits to the groups from the Patient, Advice, Complaints Team (PACT) member. We are supporting a member to be involved in a Patient Participation group at a local GP surgery. I am sorry there is no health sub group at the moment as heath is very important.

In February 2014 Devon People First was involved in a consultation on Devon County Council’s Proposal of the Day Services. We went to 10 day services to get the views of the people that used the service about the proposal, then feed their views back to Devon County Council.

What is happening to Day Services? The Tarka Hub have been told they are going to be relocated as all the services are going to be put together. They have not been told where or when. Silverhill Higher Support Unit and Greenfields in Barnstaple have been told the same thing.

The Old Bakery in Tiverton has closed. The people that went to the Old Bakery can now access the Old Bartows in Tiverton. Puzzletree in Okehampton has moved to a new place in Okehampton.

The Copperfields in Exmouth has closed. Chambers in Crediton has also closed. We have lost all contact with people in Crediton which worries us as they are not getting a voice.

All these changes are leaving people worried, confused, anxious and concerned about their futures. They don’t know what is going to happen but they have said it would make it easier for them if they were regularly kept updated by Devon County Council.

Having Support

Within our speaking up groups some of the people that live in the community and have support staff supporting them a number of times a week and are having problems with their support providers.

Things people have told us

I should get 14 hours a week but I don’t! I work 2 maybe 3 days a week voluntary and get support from 2 members of my providers support staff. If those staff members are on holiday or it’s their day off or they are sick I get no support. My providers said it’s my own fault because I don’t get on with the other support staff.

I told my support provider that I wanted to move out of my flat and into a house with other people like me as I was very lonely.

√ The place I wanted to move to I knew the provider that supported the house and they were happy for me to move there.

My provider said I could not move as it would be a step backwards for me.

Things people have told us

I have lived in residential homes then supported Living, now I live in my own flat in my local Community.

I have worked hard to become Independent. I have 5 hours a week support but I don’t want them!

I told my provider that I didn’t need the 5 hours any more. My provider told me I have to have the 5 hours because if I don’t they will lose money.

I don’t like my support staff, she is bossy and tells me what to do what to buy what to wear and what to eat all the time.

I told my provider I wanted to change to a different support staff. My provider said the lady was very nice and I was over reacting and needed to get along with her.

Things people have told us.

I am a female with a lot of personal health problems and I don’t want a male support Working.

I feel embarrassed to talk to him about personal things and also don’t think he would understand.

My provider tells me I can not choose who I have to support me.

How we feel

I am just not listened to. No one cares. I am so lonely. I need a voice. It can’t go on. My provider thinks they are god. I need things to change

Good Support

Not 1 of these people have had an annual review this year.

If I did it could make a difference.

I would feel someone was listening.

I would get my voice heard.

It would be about me.

Annual reviews are important and must happen!

Comments and questions about the presentations

Comment Reviews are really important, so is having an advocate to help people speak up about things that are not working.

Comment In future, providers will not be able to act as advocates

Comment We need to make sure we look in to what people have said and not just forget it.

Helen said that contact will be made with the people concerned.

Comment Mental Health and Learning Disability services are always targeted for cuts

Comment Services for vulnerable people should not be money led.

Comment Need to make sure that we get providers to do what they are getting paid to do.

Kath Bird said D.C.C. are running a project that will involve service users and carers in monitoring of some services.

Comment D.C.C. wanted my son to move out of our home but there was no care and support available.

Comment It is really good that people have shared their stories with us today.

Helen thanked everyone for their comments and understood their concerns. There is a big piece of work being done that is looking at how we commission (buy) social care services.

There is a workforce development plan looking at staff retention.

Helen will give an update at the next meeting.

ARC ‘Helping Each Other’ project – North Devon - Rod Landman

ARC have received money from Comic Relief to run a project called - Sexual Exploitation ‘Helping Each Other’ Project.

The project gives free workshops on sexual exploitation for people with learning disabilities up to the age of 25.

The team have been on television to talk about their project.

The workshops talk about:

What sexual exploitation is. • How you can keep safe from it. • What to do if you think it is happening.

The team do not want to scare confuse or disempower people so they talk about how to have a positive relationship not a bad one.

They talk about how to keep safe instead of risk factors.

Everyone who goes to the workshops has a work book to take home.

The team are working in North Devon but are now able to come to Exeter to put on workshops.

Devon Learning Disability Partnership Board Representatives Presentation

Safe Places

Martin Purse talked about The Safe Place scheme, it was set up so that people had somewhere to go if someone was being bullied when they were walking in the street.

In October, Tim Casely and Sergeant Sally Kingdon were interviewed on hiblio tv about the Safe Place scheme. Hiblio tv is a channel about health, wellbeing and how you live your life.

In February, Devon Link-Up advertised for 2 Safe Place workers – one in Teignbridge and one in East Devon. The interviews have taken place.

We are showing the dvd about Safe Places and making sure that everyone has a ‘I need help’ card at the speaking up groups and drop-ins.

Our focus for this year

Bringing People back from hospital

Devon has brought back 20 people so far from hospital. We still have 7 people in secure hospitals. We still have 11 people in hospitals. Everyone has an in depth review. We are putting very few people into hospital if they really need it.

£800,000 for shared ownership- Devon and Plymouth collaboration.

Sherford Housing development.

Resources in other schemes.

Any comments on what we have done this year?

Plans for the future

New broad plan that covers Torbay, Devon and Plymouth. Living well with a learning Disability is Devon is the name of the plan.

The things we said that we would do were agreed in this partnership Board.

Putting plans into action

Devon needs to get its own action plan together so we do what we said we would do.

You might think that some things are more important than others.

Robert Hawken – Joint Chair of the Devon Learning Disability Partnership Board. What Robert Said

I would like to thank everyone for supporting me and the Learning Disability Partnership Board over the past year. I would also like to thank ROC for inviting me to their Parliament day, which I thought was really good.

I went to the Regional meeting in Taunton where we talked about the Winterbourne View action plan and what is happening locally – it was really interesting.

I have given a presentation about a new Social Club that myself and some friends are setting up. We have received some funding to help us and I will let you all know how it is going at the next meeting.

I think the way that the Parliaments give us updates at every meeting is very good and look forward to hearing about what they have been doing. It is really important that people with a learning disability are involved and supported to have a voice.

I am sure most of you remember Carolyn Elliott? I went to Carolyn’s retirement lunch before Christmas, It was really good to see Carolyn again. I worked with Carolyn for a long time as Joint Chairs of Partnership Board

Michael Lloyd has also retired, but you never know we may see him again! I am really pleased that Helen and I will be working together as Joint Chairs and we both look forward to working with you all in the future.

Thank you to everyone for coming today and look forward to seeing you all again at the May meeting.
