DEFINITION OF “PASS ALONG” Pass Along is a part of the evaluation process whereby a community college uses course work taken at

another institution prior to enrolling at the community college when certifying course work for one of the

California accepted General Education patterns: IGETC or CSU GE-B (Breadth). Note: Cypress College

has adopted the “Pass Along” for the native GE pattern as well as two transfer GE patterns noted above.

I) Courses from another California Community College

If the course was taken at a California Community College then courses are placed on our IGETC

pattern in the certification area for which they were approved at the college when and where the course

was taken because CCCs have their own IGETC certification lists. Therefore NO Pass Along is required.

II) Courses from CSU, UC, Private Universities or Out of State Universities

If the course was taken at a UC, CSU, Private University, or out of state university, the university must be

a regionally accredited institution (see list of Accrediting Organizations in Counseling

Drive>Counselor Resource folder) to be eligible for Pass Along.

Coursework must be deemed comparable by:

1) An initial assessment by a Cypress College Counselor with consideration for:

A) Being found comparable with a Cypress College course on our IGETC Pattern,

B) Being found comparable to another CCC course from their IGETC Pattern,

To assess finding the courses comparable you can do the following:

A) Look at the catalog description of the courses with special attention to:

a. Content,

b. Prerequisites,

c. Texts,

d. Units,

e. IGETC Area Standards

documentation to the A&R Evaluators for final determination.

NOTES ON ENGLISH COMPOSITION AND CRITICAL THINKING FOR IGETC PASS ALONG:

Subject Area 1A- English Composition

Minimum Unit requirement ( 3 semester or 4 quarter for IGETC)

Prerequisite-placement test or pre-collegiate course

Scope and Content-

• College level course

• Substantial instruction in essay writing

• Practice in expository essay writing to include a minimum of 6000 words (24 pages)

• Substantial amount of reading of significant literature

• Successful completion is prerequisite to course in critical thinking/English composition

Courses That Do Not Fulfill the English Composition Requirement, including but not limited to:

English as a Second Language courses (ESL).

English composition courses which are intended for non-native or international students.

Example: English 101, English Composition for Non-Native Speakers (same as English 100, Freshman

English

Composition)

Writing courses designed to meet the needs of a particular major, (e.g., Writing for Accountants, Journalism,

Business Writing/Communication).

Courses designed exclusively for the satisfaction of remedial composition (ELD).

Subject Area 1B- Critical Thinking-

Minimum Unit requirement ( 3 semester or 4 quarter for IGETC)

Prerequisite-Successful completion in college level reading and written composition course

Scope and Content-

Practice in substantial essays to include a minimum of 6000 words

Relationship of language to logic

Lead to the ability to analyze, criticize, and advocate ideas

Principles of inductive and deductive processes

Texts should reflect an awareness of cultural diversity

Outcomes:

Ability to distinguish fact from judgment; belief from knowledge

Ability to use elementary inductive and deductive processes

Recognize common logical errors or fallacies of language and thought

For both 1A and 1B students must present a course syllabus for the campus designee’s review and

approval.

A syllabus that only indicates the required number of pages of expository essay writing rather than a specific 6000-word requirement is acceptable (250 words/page= 24 pages 12 font, double spaced), or written verification from the faculty/English department (see Articulation Officer for sample)

Pass Along- Upper- Division Coursework- IGETC Source: IGETC Standards 2016, version 1.7, section 5.2.2.

In general, non-CCC courses applied to IGETC should be classified as lower-division. However, there are

occasions when a course that is listed as upper division may be applied to the IGETC. They include the

following:

1. When a UC or CSU campus has classified a course or series as upper division but has requested that the

system wide offices allow lower division transfer credit because an equivalent course is taught at a

community college or because the preparation of the subject is desired prior to transfer from the 2-year

institution to the 4-year institution. Current examples include economics, organic chemistry and

abnormal psychology.

2. When a non-CCC course is determined comparable to one taught and approved for IGETC at a CCC,

it may be applied to IGETC regardless of its upper division status.

3. When a CSU uses an upper-division course as part of its overall GE Breadth Pattern. For example,

Human Sexuality (HSC 425 I) at CSULB is both an upper division GE and a category E course.

4. Admissions & Records will include the “evaluator worksheet” with the student’s c ertification/transcript

upon request once the full or partial certification has been processed in order to better inform their

counterparts at the transfer institution. This will serve to inform students upon transfer they may be

required to complete additional elective upper division coursework.

Note: In all cases, these courses should have sufficient breadth to meet the intent of IGETC.

CSU students are required to complete 39 semester units of lower-division general education requirements to

graduate. If students apply upper-division units to the lower-division requirements for IGETC certification, they may

need to complete additional lower-division units to reach the required 39 lower-division units needed to graduate.

Students should be advised of the potential ramifications of using this option.

UC IGETC Certification Issues/Procedures (Source: IGETC Standards, 2016, version 1.7)

1. There is no limit on the number of courses completed at other United States regionally accredited

institutions that can be included in the IGETC certification.

2. A pass along course may be completed prior to the comparable IGETC course effective date.

3. Coursework for IGETC will be honored provided that a course was on a college’s approved

community college IGETC list when it was completed. Courses with an approval date of fall 1991

may be applied to the IGETC if completed prior to fall 1991. Courses approved after fall 1991 may

only be applied if completed on or after the approval date.

4. The UC will allow a maximum of 14 semester units graded Pass/No Pass.

5. The last community college attended by the student (in a regular fall or spring semester) will be the

certifying institution of record for IGETC. NOTE: A community college may also certify a student who

has attended summer session without any prior coursework.

6. Courses used to satisfy the IGETC Subject Areas 3 or 4 may be used to certify the CSU

American Institution requirement.

7. All grades must be completed with a C or better. However, a C- in high school coursework may be

used to satisfy IGETC Area 6 Language Other Than English.

8. A 3 semester or 4 quarter unit laboratory science course may be used on IGETC to clear the science

requirement as long as the minimum unit value is met for the area (7 semester or 9 quarter units).

9. Transfer Admission Policy: Students who enroll at a UC or CSU campus, then leave and attend a

community college, and subsequently return to a different UC or CSU campus may use IGETC. Students

who initially enroll at a UC campus, then leave and attend a community college, and subsequently return

to the same UC campus, may not use IGETC.

10. International coursework cannot be applied to IGETC unless the international institution has United

States regional accreditation. Exception: Using international coursework to satisfy LOTE.

I) Courses from another California Community College

If the course was taken at a California Community College then courses are placed on our IGETC

pattern in the certification area for which they were approved at the college when and where the

course was taken. Therefore NO Pass Along is required.

II) Courses from CSU and select Private Universities

All CSU campuses and the following regionally accredited private institutions also have

approved CSU GE certification lists and must be honored where and when the course was

taken. NO Pass Along required. Private Univ: Don Bosco Technical Institute, Fashion Institute

of Design & Merchandising (FIDM), Heald Colleges, Humphreys College, Marymount

California University, San Joaquin Valley College, and University of Maryland University

Note: CSU Campuses: CSUs do not always use coding designations comparable to our CSU GE

pattern (Areas A-E) certified list. In this case, it is necessary to determine the appropriate area to

place a course, by matching up the objectives rather than the labels of the areas

CSU courses which meet campus-specific GE requirements outside of E.O. 1100’s traditional A-E

categories should not be used for certification purposes. For example, Cal Poly San Luis Obispo

has a campus specific GE requirement entitled Technology. There is no corresponding GE area on

our CSU GE certification pattern; therefore a course from this area could not be passed along. If

there is any question, the Articulation Officer may contact the university to which the student is

transferring to determine what is acceptable.

Note: If the student is transferring back to the campus he or she attended previously, the campus

may regard the student as subject to the campus-specific GE pattern and not an appropriate

candidate for certification. This student should be in contact with that campus Admissions office to

be advised on being readmitted.

III) Courses from an institution without a CSU GE Certification list – UC, most

Private Universities (see II above for exceptions), or Out of State

The Evaluator or Articulation Officer looks for a substantially comparable course on the Cypress

College approved CSU GE list and makes a pass along decision based on equivalency to a

Cypress College course.

If the course is not equivalent to a course on the Cypress College certification pattern, the evaluator

may pass along a course on our CSU GE pattern if the following conditions apply:

1. If the course is substantially comparable to a course on the Cypress College

certified pattern. The scope and rigor of the course must be similar to courses

already on CSU GE certification lists, e.g. History of India would be OK, if we

have History of Japan already on our list” The course is NOT required to be lower

division (California Articulation Policies and Procedures Handbook, Spring

2013).

Or

2. Cypress College may apply the CSU concept of the “Spirit of GE”:

“Where [Cypress College] college doesn’t offer a comparable course but the course

in question meets GE requirements at the institution offering it that are

substantially similar to CSU GE-B requirements, the course may be passed

along.

Criteria would include the institution is accredited by one of the US regional

accrediting associations, e.g., WASC (California Articulation Policies and Procedures

Handbook, Spring 2013).

3. Courses which match offerings on other community colleges’ certification lists may be

passed along if they were “officially reviewed and accepted and not grand

parented in the CSU GE-B review process.” (California Articulation Policies

and Procedures Handbook, Spring 2013).

Note: This policy requires the designee (Evaluators, Articulation Officer) reviewing courses to

become more familiar with E.O 1100 guidelines, as opposed to the title of individual courses listed

on our CSU GE pattern. For example, the guidelines regarding Area C1 state that “history, theory

and criticism must be a significant component” in order to be used in this area. Therefore, a

standard drawing or painting course which does not include history, theory and criticism would not

be acceptable.

Pass Along for critical thinking courses from out-of-state and independent colleges and universities is

discouraged.

Pass Along Check List- CSU GE

CSU GE-B Area A1 (Oral Communication) and A2 (Written Communication) –

Communication in the English Language

Overall Area unit requirement - 9 semester or 12 quarter Scope and Content- “Course must view communication as the process of human symbolic

interaction focusing on the communicative process from the rhetorical perspective”

Reasoning and advocacy, organization, accuracy

Discovery, critical evaluation and reporting of information

Reading, listening, speaking and writing effectively

Participation and practice in written and oral communication

A-1 Presentations must be live, in front of peers and instructor, not online or taped.

CSU GE-B Area A3 Critical Thinking

“Pass Along for Critical Thinking is discouraged. A reference to critical thinking is not sufficient”

(California Articulation Policies and Procedures Handbook, Spring 2013). A course syllabus must be

reviewed in order to determine that the criteria of E.O. 595 and supporting documents requiring explicit

reference to the following:

Principles of inductive and deductive processes

Relationship of language to logic

Ability to analyze, criticize and advocate ideas

Critical thinking should go beyond critical reasoning, rhetoric or literary criticism

*Unlike IGETC Area 1B courses, CSU GE-Breadth Area A3 courses do not require a prerequisite

course in English composition or instruction in writing.

Pass Along- Upper- Division Coursework- CSU GE Certification

Upper division coursework may be used for CSU GE certification, in the following manner.

If the course was taken at a CSU and approved for an area that corresponds to E.O. 1100’s A-E categories, the

course may be passed along (CIAC Handbook, Spring 2). However:

CSU upper division coursework may only be used if the course meets an area requirement at

the campus where it was taken that corresponds to one of our CSU GE Area A-E categories.

If an upper division course taken at a CSU campus is certified by Cypress College to meet a

lower division requirement, the student may or not be able to count the course towards the 9

unit upper-division CSU graduation requirement. The student may be required to take an

additional upper division course, or the student may be required to petition to receive upper-

division credit for this course. This can vary by CSU campus.

Consult with the campus designee (Evaluator, Articulation Officer) when you are unsure. If

there is any question, the Articulation Officer may contact the university to which the student is

transferring before certifying.

CSU Certification Issues/Procedures (Source: Articulation Officer’s Handbook, Spring 2013)

1. There is no limit on how many courses may be "passed along" from independents/ out of state

institutions.

2. All areas may be certified with a “credit “grade, provided the college issuing the “credit’ has a

policy that states the “credit’ is equivalent to a grade of “C” or better.

3. A one- unit course may be used to clear a subarea of Area C or D as long as that course is approved for

use in that particular area. Example: a one-unit music course may clear Area C1, if 8 units are taken

in Area C2.

4. Area B 4 must be completed with a minimum 3 semester or 4 quarter units.

5. Any pass along course for Area B4 must have at minimum an Intermediate Algebra prerequisite with the

exception (2016) of a Pre-Statistics course for Statistics only.

6. Three unit quarter courses can be used to partially fulfill Area A. These units do not have to be evenly

distributed across the sub areas, but the instruction in each area must be substantial enough to meet the

objectives of E.O. 595.

7. A community college may certify a course with a D- grade in areas other than A and B4.(Ken

O’Donnell, CSU Chancellor’s Office, February 2008)

8. A community college may not certify Area A and B4 with a grade less than a “C”.

9. Although a C- may be certified in Areas A and B4, many CSU campuses will not admit students with

less than a C- grade in these categories. (A 2011 survey completed indicates that 11 campuses will not

admit students with less than a grade of C in these areas).

10. Military credit for basic training may be used to satisfy up to 3 units in Area E per the student’s DD-

214. NOTE: Campus-specific policies may exist at each of the CSU campuses relating to how military

unit credit is awarded for admission purposes. For example, CSULB requires a transcript in order for

students to receive any elective credit toward admission.

Pass Along – Cypress College Native General Education (AA/AS) Pattern

I) Guidelines for acceptable coursework from other institutions

The policy for passing along courses from regionally accredited institutions involves determining which

courses are appropriate for pass along on the AA GE pattern.

The evaluator/articulation officer will first look for a course that is comparable to a course on the

Cypress College General Education pattern.

Evaluators may pass along courses from regionally accredited colleges and universities even

when Cypress College does not have an equivalent matching course on our Native AA General

Education pattern, under the following general guidelines:

The course must clearly meet the “spirit” or intent of the GE area in question.

1. Where Cypress College does not offer a comparable course but the course in question

meets GE requirements at the institution offering it that are substantially similar to

Cypress College GE requirements, the course may be passed along.

2. The scope and rigor of the course is similar to courses already on Cypress College’s GE

Pattern. Example: Introduction to Vietnamese language would be acceptable, even though

Cypress College does not offer this language.

The campus designee reviewing courses must be familiar with Cypress College’s

guiding philosophy for GE courses/graduation requirements: For example, the guidelines regarding the Cultural Diversity Breadth category

states: “Courses in Cultural Diversity include an emphasis on the United States and

focuses specifically on issues such as race, gender, religion, national origin, sexual

orientation, socio-economic background, physical and/or mental ability, and how

they impact the struggles of people to achieve civil and human rights.” Therefore a

course without a US perspective would not meet this requirement.

NOTE: The Reading Proficiency requirement is a Cypress College graduation

requirement and requires a comparable course.

In determining which courses are appropriate for pass along from an accredited

institution, as an elective for the Associate of Arts or Science degree, the evaluator

will look for a course that is equivalent or comparable to a degree applicable

course at Cypress College.

1. If not comparable to a Cypress College course, the evaluator will review the

course through the use of catalogs, College Source or other reputable

informational sources to determine that the pass along course is degree

applicable from a regionally accredited institution. A comprehensive

accrediting website can also be found at DOE’s web site:

2. EFFECTIVE fall 2008, a policy statement was approved by the Cypress College

Curriculum Committee and endorsed by the Academic Senate: “Given the fact

that Title V 55063 does not restrict CCCs from passing along upper division

courses for AA GE subject areas, Cypress College will now allow upper division

courses to be accepted toward satisfaction of these requirements so long as the

courses would reasonably be expected to meet or exceed the standards of

section 55002(a). Though Title V does not specify any unit limitation, a 9-unit

limit for upper division courses will take effect for the Cypress College native

GE pattern subject requirements (no exceptions). Additionally, upper division

“non-CCC” courses must fulfill the sending institution’s General Education

pattern requirement for a comparable category and clearly meet the intent of the

Cypress College AA GE category in the “Spirit of GE”.

3. Related Procedure: Students must complete the Petition for Upper Division

Pass AlongCredit form and obtain the signature of the Articulation Officer or

Lead Evaluator. This form is maintained by the Office of Admissions &

Records. The original Pass Along form must be attached to this petition and

include a counselor’s signature. Please Note: This above policy does not

apply to coursework required in the major. If a student wishes to use a course

for a major they are required to obtain permission from the

department/division offering that major by way of the “Course Substitution”

process.

II) Liberal Arts Area of Emphasis policy and procedure:

The procedural steps for using courses from out-of-state or private schools for the 4

Areas of Emphasis under Liberal Arts-Option I (Math & Science, Humanities & Art,

Social & Behavioral Sciences and Human Communication) is the same as for AA/AS

Native G.E.

III) International course pass-along (applies to native GE pattern only) The procedural steps for using courses from International institutions for the native GE pattern is a

comparable process to that of private and out-of-state pass along requests. NOTE: The policy for

international transcript evaluations is in the catalog under that policy. The burden is placed on the

student to provide additional verification of courses completed out of the country to meet the native

GE requirement(s).

IV) Title 5 § 55063 Minimum General Education Requirements for the Associate Degree:

Students receiving an associate degree shall complete a minimum of 18 semester or 27 quarter units of general

education coursework which includes a minimum of three semester or four quarter units in each of the areas

specified in paragraphs (A), (B) and (C) and the same minimum in each part of paragraph (D). The remainder

of the unit requirement is also to be selected from among these four divisions of learning or as determined by

local option:

A) Natural Sciences. Courses in the natural sciences are those which examine the physical universe, its

life forms, and its natural phenomena. To satisfy the general education requirement in natural sciences,

a course shall be designed to help the student develop an appreciation and understanding of the

scientific method, and encourage an understanding of the relationships between science and other

human activities. This category would include introductory or integrative courses in astronomy,

biology, chemistry, general physical science, geology, meteorology, oceanography, physical

geography, physical anthropology, physics and other scientific disciplines.

B) Social and Behavioral Sciences. Courses in the social and behavioral sciences are those which focus

on people as members of society. To satisfy the general education requirement in social and behavioral

sciences, a course shall be designed to develop an awareness of the method of inquiry used by the

social and behavioral sciences. It shall be designed to stimulate critical thinking about the ways people

act and have acted in response to their societies and should promote appreciation of how societies and

social subgroups operate. This category would include introductory or integrative survey courses in

cultural anthropology, cultural geography, economics, history, political science, psychology, sociology

and related disciplines.

C) Humanities. Courses in the humanities are those which study the cultural activities and artistic

expressions of human beings. To satisfy the general education requirement in the humanities, a course

shall be designed to help the student develop an awareness of the ways in which people throughout the

ages and in different cultures have responded to themselves and the world around them in artistic and

cultural creation and help the student develop aesthetic understanding and an ability to make value

judgments. Such courses could include introductory or integrative courses in the arts, foreign

languages, literature, philosophy, and religion.

D) Language and Rationality. Courses in language and rationality are those which develop for the student

the principles and applications of language toward logical thought, clear and precise expression and

critical evaluation of communication in whatever symbol system the student uses. Such courses

include:

1. Both expository and argumentative writing.

2. Communication and Analytical Thinking. Courses fulfilling the

communication and analytical thinking requirement include oral

communication, mathematics, logic, statistics, computer languages and

programming, and related disciplines.

Counseling-A&R Pass Along and Course Sub Procedures

Course Pass Along Form:

1. Counselor is required to print and sign the Cypress College General Education Pattern Pass Along

Request form (available from the A&R website) and submit to A&R evaluators for review. Please

attach:

a. Course description (from TES/catalog),

b. Copy of transcript (if not already scanned),

c. Copy of the syllabi if the form is for English Composition or Critical Thinking.

i. Note: For other classes, if syllabi is needed, evaluators will contact the student to

request this.

Timeline: The evaluator will complete the review and notify student and counselor within a 3-week timeframe

if the student has already applied for a degree or certification, otherwise, an 8-week maximum turn-around will

apply.

2. If evaluator’s interpretation of the Pass Along is different from that of counselor’s, he/she will

contact counselor to discuss.

3. If no agreement can be reached between counselor and evaluator, the Evaluator Specialist will send

form to the Policy and Procedures Workgroup. This workgroup will then meet to review the case, at

which time instructional faculty may be requested to conduct an equivalency review in order to

assist the workgroup with a final decision.

Note: Courses that are questionable for Critical Thinking (CSU-GE and/or AA GE) will be

forwarded to the Articulation Officer for a final decision rather than the Appeals Workgroup, if no

consensus can be reached by the counselor and evaluator.

4. The Policy and Procedures Workgroup will forward recommendation to the Dean of Counseling and

Registrar.

5. Upon final approval or denial of the course by the Dean of Counseling and Registrar, the evaluator

will notify both the student and counselor of the decision via e-mail, and forward the original pass

along form to the Counseling Center Administrative Assistant for official counselor and student

notification.

*Policy and Procedures Workgroup members: Evaluator(s), Articulation Officer, Department

Coordinator for Counseling, Counselor(s)as approved by Counseling faculty.

Course substitution form:

o To be used for certificate and AA/AS/AA-T/AS-T major courses when taken at any regionally-

accredited institution, including Cypress College.

2. If denied, counselor may discuss with department chair/division dean. Division dean’s decision is

final.

3. If approved, counselor forwards copy of form to A&R evaluators.

4. The responsible evaluator will forward the original course substitution form to the Counseling

Center Administrative Assistant for official counselor and student notification.

Evaluators agree to:

• evaluate graduation applications and certificates according to the catalog year requested on the

application. Only one application per term is permissible. Note: Students will have one year to apply for

their degree after their requirements have been met.

• evaluate CSU and IGETC certification requests according to the current CSU and UC transfer

regulations as noted in the Pass-along Policies & Procedures manual. Note: no application deadlines

apply for certification applications.

• evaluate all appropriate applications (counselor signature is not required) without additional paperwork

submitted by counselor (exception: see above Pass-along and Course Substitution policies).

Note: Revisions to procedures must be discussed and agreed upon by the Policy and Procedure Workgroup

members.
