Encap Systems Corporation is a manufacturer and contractor specializing in lead paint abatement. Encap offers a proven solution to lead based paint problems, with several successfully completed encapsulation projects. Several million square feet of lead based paint has been encapsulated with Encap products. Encap has been in the hazardous remediation and lead paint abatement industry since January, 1988, and has successfully completed numerous projects ranging in size from $500,000 to $2,000,000.

COMPANY HISTORY

In 1987, Roy E. Johnson was the founder of a system to encapsulate lead based paint. In 1988, Roy formed Encap Systems Corporation, to market the product to the Federal Government and also to public housing for the encapsulation of lead based paint.He was successful in bidding the first lead based paint demonstration that was conducted by Dewberry and Davis, mandated by the US Congress, as one of the sixteen abatement contractors chosen from one hundred and twenty five other larger companies. Encap System Corporation, under Mr. Johnson’s management, became the only contractor/ manufacturer/ minority firm that was a part of this exclusive work.Roy was a member of the Army Corp of Engineers, the Chamber of Commerce and the Urban Business Professional Association, Roy was a committee member of the National Institute of Building Science, where he helped develop the guide specifications for reducing lead based paint hazards and the lead based paint operations and maintenance work practice manual. He also served on the committee EO 6.23, of the Association of Standard Testing Methods (ASTM) where he helped develop standards for the testing procedures for lead encapsulation materials. Roy assisted in developing the State laws for lead abatement workers and contractors for the State of Ohio. Roy served on the State Lead Advisory Committee in Ohio. The system is now being used for the rehabilitation of old buildings and as a replacement for stucco in new construction.

Test Equipment and Procedure

ASTM C1601 - 04 Standard Test Method for Field Determination of Water Penetration of Masonry Wall Surfaces (ASTM C1601 - 04 2004) is a pressurized water test that simulates wind

driven rain. The test measures the rate of water flow out of a closed system under a given rate of

air pressure and water flow that simulates wind speed and rainfall rate respectively.

Used by the University of Central Florida to determine the reasons for water penetrations, new and old stucco construction during heaving rains and hurricanes.

Lead Encapsulant System Product Data Sheet

Description:Encap Seal is a premium cementitious and polymer based, integrally colored proprietary coating system, approved by the EPA, specially formulated to encapsulate lead-based paint and some forms of asbestos. The product’s various properties (e.g., adhesion to substrates, impact resistance, compressive strengths, tensile strengths and bridging abilities), make it an ideal alternative for both exterior and interior walls, ceiling or floor cladding applications. The aesthetic appearance of the finished application of the product can be tooled to almost any texture or consistency desired.Color:Encap Seal comes in 8 standard colors. All colors Are factory blended to maintain consistency. Any Color pallet can be obtained, darker pigment require a slight surcharge.

Uses:Encap seal may be used for interior and exterior applications over cementitious and none cementitious sub-straights. Use as a permanent barrier for lead-based paint; Use as a water proofing material over concrete, masonry and other substrates; Use to rebuild damaged and cracked stucco and masonry surfaces. Can be applied as a coating on drywall, tile, metal, vinyl, wood, polystyrene, and plastic surfaces. The product can be used for: surface restoration and as a water repellant. Use in high traffic areas. It will strengthen weak or soft substrates. Vapor Permeability:Encap Seal is impermeable to water in liquid form, but breathable to water vapor. Encap Seal is impermeable to ultra violet light.

Technical dataMixing:• Use a clean container, free from foreign materials such as petrochemical based products.• Use an electric drill mixer, approximately 400 to 700 RPM’s. Be sure mixture is blended smooth and free of lumps.• Do not dilute polymer or add water to mixture. Do not add antifreeze, binders or accelerators to mixture at any time.• Mix measurements can vary depending on application however the general rule for mixing is; three (3) bags of powder for one 5 gallon pail of liquid additive. Thus, one bag of powder to 1/3 container of liquid.Working Time:Actual open time after application depends

upon factors such as temperature and humidity. Work time may be extended per manufacturer recommendations.Drying and Curing:Full strength is achieved in 28 days after application. Product wear can begin 48 hours after application. Coverage: Approximate coverage is 40 square feet per bag to embed and coat the fiberglass fabric and to apply the final coat before the finish coat. For most applications, the substrate and method of application will determine the square foot coverage
