Abstract
MapRoad Pavement Management System - A Cross Platform GIS Roads Management Toolkit
Compass Informatics The MapRoad Pavement Management System supports the monitoring and management of 90,000km of Irish roads via an integrated desktop, web, and smart mobile solution. The web solution is open source, with proprietary elements, and allows assessments including routing, feature editing and attribution, with time period based visualisation. The smart mobile solution operates on Android tablets and facilitates rapid visual inspection of the road surface, with offline data editing, and, when signal allows, automated synchronisation to back-office systems. The overall solution allows effective planning of road management and work tasks at both local authority and national level. An online ticketing system and information portal website are available to all users of the system. Although developed and implemented in the Irish context, MapRoad PMS is an example of technology allowing more to be done with less, freeing up the user to optimise their working day, and allowing decision makers quicker access to data in a readily accessible format.
Key Facts
• 91,500km under system management
• Regional and local roads
• 94% of the overall road network
• 34 local authorities
• £400m central funding per year
• Context of falling funding
• Context of local government rationalisation and shared services
Business Case
Providing an organised, coordinated and consistent approach to handling the pavement management process by: • maintaining assets • getting maximum value from available budgets • ensuring political accountability for decisions affecting the assets • provision of acceptable levels of service to the end user This will deliver strategic outcomes: Improve the condition and safety of the road network within the
constraints of available funding Demonstrate the need for investment in the road network Demonstrate the value for money that is delivered for the funding
provided
Goals & Deliverables
Extend functionality of existing Roads GIS software to: • Complement Department guidance on pavement management strategies • Introduce a system which can be used by a wider audience of local
authority personnel • Make data-entry more efficient • Apply a visual condition rating system supported by mobile app capture • Improve outputs from system which will assist in the decision-making
process Deliver training and standards: National implementation of system with training course and support
system Adopt standards for data collection and recording as well as on-site survey
requirements
Works & works types – building blocks of a works programme
Works management & cost calculations
Roads programmes
Roads programme development
Detailed road survey…SCRIM, Rut etc.
Desktop road condition rating
Mobile app captured data – condition rating
Context data & basemap options – various web services supported
Bridge survey data
Road accident data
Tools for the Job
• Desktop tools continue in use – for the moment • Utilise open source tools but within a hybrid
technology environment • Make full use of spatial and reporting elements of
database tools • Research and develop mobile rapid assessment

Customer Buy-In • Provides the paymaster with evidence that road
plans are based on well defined principles of pavement management.
• Provides proof of improvement. • Demonstrates the investment required to bring the
roadway up to an acceptable level of performance. • Visual condition rating to the network is highly
efficient and very repeatable. • Handheld mobile tools adequate for the job and
affordable.
Next & Current Steps
• Review of Speed Limits requirements for the local authority to comply with department requirements
• Import of Roads Programme directly from tablet device survey • Expand financial expenditure reporter for roads jobs • Link to ~Highways Agency system for grant management on
regional and local roads • Complete implementation of a centrally hosted system • Deliver a new module for managing road opening licenses • Support use in pedestrian paths management • Public interface for completed and planned works • Improved and more standardised approaches to all processes • Integrate Ubipix.com spatial video – “MyStreetView”
