In order to promote competition and open avenue for participation of all contractors in the tenders invited by APWD, the Andaman and Nicobar Administration has decided that henceforth, the tenders invited by the APWD shall be open for all contractors irrespective of their enlistment in APWD or any other Govt. Department subject to the condition that they have experience on executing the relevant magnitude of work as per CPWD Works Manual and with other GOI organisations in these Islands and do not have any adverse remarks. This reform measure by the Administration will dispense with the cumbersome process of getting compulsory enlistment by the contractors, revalidation/extension of validity of such enlistments etc and also simplifies the participation in tenders by contractors without any requirement of enlistment. Radhakrishnan and Justice Arijit Banerjee while disposing the application filed apparently on behalf of Bar Association, A&N Islands to recall its Order dated 18.06.2020 observed that "we are not inclined to recall the order dated 18th June, 2020" and that "the application taken out for recalling of the order dated 18th June, 2020 is not entertained". On 18.06.2020, the Hon'ble High Court while disposing the matter in CAN 3149 of 2020 in WP No. 5324(W) of 2020 had observed that "we see no reason to keep the interlocutory application pending", while acknowledging that the Central Government guidelines regarding the quarantining of passengers arriving in the islands issued by the Home Ministry have been framed and the same are being scrupulously followed by UT Administration. Detailing about the UJALA Scheme, a press release from Electricity Department said that about 4 lakh LED bulbs have been distributed to all the domestic consumer of these Islands @ Rs.10/- per bulb. Similarly, under the SLNP (Street Lighting National Programme), 35000 Port Blair, June 22 As part of the 'Atmanirbhar Bharat P a c k a g e ' , Government of India has introduced the Emergency Credit Line Guarantee Scheme (ECLGS) to support eligible Micro, Small & Medium Enterprises (MSMEs) and business enterprises in the unprecedented situation caused by COVID-19 and the consequent lockdown. The Scheme provides for 100 percent credit guarantee coverage by National Credit Guarantee Trustee Company Ltd. (NCGTC) for Guaranteed Emergency Credit Line (GECL) facility which may be up to 20% of the outstanding of eligible entities as on 29.02.2020. This was announced during a webinar conducted on the occasion of 'World Food Safety Day' on 7th June, 2020 on the theme 'Food Safety is every one's business'. The State Food Safety Index ranks states on five parameters. These Food Safety Index for 2019-20 announced parameters are human resources and institutional data, compliance, food testing facility, training & capacity building and c o n s u m e r empowerment. Parameter wise performances by States are judged and scores are allotted. During this year, FSSAI divided States/UTs into three categories viz. large States, small States and Union Territories. Under UT category, Chandigarh has scored 73 points and placed at first rank, Delhi at second rank with a total score of 68 and Andaman & Nicobar Islands at third rank scoring 67 points out of 80. Under the Model Energy Efficient Village Campaign, 3 villages havebeen made energy efficient by replacement with energy efficientluminaries and further there is a plan to convert 12 more villages inChowra and Teressa as energy efficient villages.In order to phase out the use of filament lamps and encourage theuse of LEDs, a filament lamp free campaign has been initiated underwhich Electricity Department has notified a ban on sale/purchaseof filament lamps in A&N Islands, so that such inefficient luminariescan be curbed at the source itself. As a green initiative, MNRE hassanctioned 90% CFA for installation and maintenance of 1100 solarstreetlights under off grid and decentralized Solar PV ProgrammePhase-III. The installation will be completed by December, 2020 invarious Islands. In line with this, all the Govt. Offices and buildingsunder A&N Administration have been taken-up for replacement ofconventional luminaries with LEDs.The Energy Conservation Building Code for commercial buildingshas been notified and shall be enforced on such commercial buildingsthat have a connected load of 50 KW and above. This shall ensurethat the upcoming buildings are energy efficient and all theluminaries are LED based. To achieve a sustainable future, Electricity Department, Andamanand Nicobar Administration is promoting the efficient use of energyin these Islands and solicit the cooperation of all the Islanders tocome together in the mission of making these Islands energy efficientthrough the above DSM Programme, the press release added.
