Port Blair, June 22 At present, in Andaman Public Works Department(APWD), the construction works of various magnitudes areinvited through open bidding system among enlistedcontractors of APWD/ other departments of appropriate classfrom I to V. In order to promote competition and open avenuefor participation of all contractors in the tenders invited byAPWD, the Andaman and Nicobar Administration has decidedthat henceforth, the tenders invited by the APWD shall be openfor all contractors irrespective of their enlistment in APWD orany other Govt. Department subject to the condition that theyhave experience on executing the relevant magnitude of workas per CPWD Works Manual and with other GOI organisationsin these Islands and do not have any adverse remarks. This reform measure by the Administration will dispensewith the cumbersome process of getting compulsory enlistmentby the contractors, revalidation/extension of validity of suchenlistments etc and also simplifies the participation in tendersby contractors without any requirement of enlistment. Radhakrishnanand Justice Arijit Banerjee while disposing theapplication filed apparently on behalf of BarAssociation, A&N Islands to recall its Order dated18.06.2020 observed that "we are not inclined to recallthe order dated 18th June, 2020" and that "theapplication taken out for recalling of the order dated18th June, 2020 is not entertained". On 18.06.2020, the Hon'ble High Court whiledisposing the matter in CAN 3149 of 2020 in WP No.5324(W) of 2020 had observed that "we see no reasonto keep the interlocutory application pending", whileacknowledging that the Central Government guidelinesregarding the quarantining of passengers arriving in theislands issued by the Home Ministry have been framedand the same are being scrupulously followed by UTAdministration. During the recent past, Port Blairhas witnessed an increase in powerdemand. This has led to variouschallenges in some of the energy intensivesector and forced the local administrationto look into areas where the efficient useof energy and its conservation can bepromoted. In this regard, the Bureau ofEnergy Efficiency (BEE) alongwithMinistry of Power has launched theinitiative to promote efficient use of

energy through its nation-wide schemes like UJALA(Unnat Jyoti Affordable LED for All), SLNP (Street

Lighting National Programme), DSM(Demand Side Management), ECBC(Energy Conservation Building Code). Accordingly, the ElectricityDepartment, A&N Administration hasimplemented the UJALA and SLNPschemes in A&N Islands too. Further, the construction of Community Hall at Chakkargaon hasbeen completed and the renovation of Community Hall at SouthPoint is also expected to be completed by July 2020. With thecompletion of the renovation works of each community hall, around4000 to 4500 population will be benefitted, the press release issuedby Secreary,PBMC added.

Under the Model Energy Efficient Village Campaign, 3 villages havebeen made energy efficient by replacement with energy efficientluminaries and further there is a plan to convert 12 more villages inChowra and Teressa as energy efficient villages.In order to phase out the use of filament lamps and encourage theuse of LEDs, a filament lamp free campaign has been initiated underwhich Electricity Department has notified a ban on sale/purchaseof filament lamps in A&N Islands, so that such inefficient luminariescan be curbed at the source itself. As a green initiative, MNRE hassanctioned 90% CFA for installation and maintenance of 1100 solarstreetlights under off grid and decentralized Solar PV ProgrammePhase-III. The installation will be completed by December, 2020 invarious Islands. In line with this, all the Govt. Offices and buildingsunder A&N Administration have been taken-up for replacement ofconventional luminaries with LEDs.The Energy Conservation Building Code for commercial buildingshas been notified and shall be enforced on such commercial buildingsthat have a connected load of 50 KW and above. This shall ensurethat the upcoming buildings are energy efficient and all theluminaries are LED based. To achieve a sustainable future, Electricity Department, Andamanand Nicobar Administration is promoting the efficient use of energyin these Islands and solicit the cooperation of all the Islanders tocome together in the mission of making these Islands energy efficientthrough the above DSM Programme, the press release added.
