This will be 'celebrated' but will only be mainstreamed if benefit a minority. They will be 'tolerated' because, in parallel, capital is gaining control of a far larger share of public and [citizen's] welfare state provision. Deregulation is used to weaken unions and community organisations, and marginalise other civil organisations.

The Coalition promotes a form of 'social action' in which individuals, volunteers, charities, community groups and voluntary organisations act as 'change agents' to change individual or group behaviour and lobby for local politics. It is far removed from grassroots organising, education and action.
