www.socialistworker.co.uk P CS MEMBERS IN HMRC ARE striking across Britain from 23- 27 June over issues that not only affects staff in HMRC, but also those who we provide a service for. On 30 June all 281 public enquiry ofces will close. This means that the public will no longer have access to a free tax advice service. It will be devastating for the most vunerablethose claiming tax credits, disabled people and pensionerswho regularly use the enquiry ofces to ensure they get complicated tax forms right. Instead, these tax payers will be forced to either try to complete forms online or make contact via HMRC’ s understaffed call centres. Of course these are the same call centres that have come under recent scrutiny for their high call charges and lengthy waiting times. The attacks HMRC workers are ghting against are part of the war on the poor that is being waged by this Tory-le d government. HMRC staff are also ghting for their jobs. Bosses plan to slash a further 10,000 jobs by 2016, on top of the 30,000 already cut over the last 5 years.  Vi ci ous Many ofces have closed and services are suffering. Most of these jobs have so far  bee n l ost by so cal led ‘na tur al was tag e’, through staff being pushed to take ‘voluntary’ packages. In fact, in the consultation currently taking place in 14 locations where voluntary exit schemes have already been run, staff have indicated they’d rather stay. There was also a consultation on the future of 2,270 Fixed Term Appointment staff, who were brought in over the last four years. This was done to a lleviate the  pre ssu re on ser vic es tha t H MRC wer e criticised for by both the National Audit Ofce and Public Accounts Committee. Shockingly , despite this, compulsory redundancies on a large scale seem to be  jus t a rou nd the corner. Large numbers in Debt Management & Banking, Benets & Credits and Regional Post Rooms face an uncertain future with a vicious employer hell bent on pushing through privatisation. Those that do keep their jobs and stay in the public sector are dealing with wholesale attacks on terms and conditions. HMRC bosses are continuing with their draconian Performance Management Systemdesigned to strike fear into staff. Through this arbitrary system, bosses insist that 10 percent of workers must be categorised as failing every year . This represents a cynical move to allow the bosses to cut more jobs on the cheap  by for cin g s taf f i nto poo r p erf ormanc e measures allowing them to be sacked. Freezes Staff are suffering after years of below ination pay rises and pay freezes that means that in real terms they have experienced a 16 percent pay cut over the last ve years. There is still a tax gap of around £120  bil lio n a yea r t hat is unc oll ect ed, eva ded or avoidedthere ’d be no need for cuts if we collected that! STRIKE TOGETHER TO SMASH TORY AUSTERITY  As 1.5 million work ers prepare for united action... Strikes This set of rolling strikes is just the  beg inn ing of the PCS job s a nd sta fn g campaign. Members must get behind the group action as well as the national action over  pay it is par t o f t he sam e ght . Strong strikes in HMRC will help build momentum towards the 10 July national strike, where we’ll be coordinating with teachers in the NUT, Unison local government and potentially FBU re ghters too.
