RA 7832: AN ACT PENALIZING THE PILFERAGE OF ELECTRICITY AND THEFT OF ELECTRIC POWER TRANSMISSION LINES/MATERIALS, RATIONALIZING SYSTEM LOSSES BY PHASING OUT PILFERAGE LOSSES AS A COMPONENT THEREOF, AND FOR OTHER PURPOSES (Anti-electricity and Electric Transmission Lines/Materials Pilferage Act of 1994) PUNISHABLE ACTS 1. Illegal Use of Electricity: a. connection with overhead lines, service drops, or other electric service wires, without previous authority or consent of the private electric utility or rural electric cooperative concerned (DIRECT TAPPING); b. connection to the existing electric service facilities of any duly registered consumer without the latter's or the electric utility's consent or authority (FLYING CONNECTION); c. tampering or using tampered electrical meter, jumper, current reversing transformer, shorting or shunting wire, loop connection or any other device which interferes with the proper or accurate registry or metering of electric current or otherwise results in its diversion in a manner whereby electricity is stolen or wasted (TAMPERING ELECTRICAL METERS, JUMPER CONNECTION, ETC.); d. damaging or destroying an electric meter, equipment, wire or conduit or allow any of them to be so damaged or destroyed as to interfere with the proper or accurate metering of electric current; and e. knowingly use or receive the direct benefit of electric service obtained through any of the acts mentioned. 2. Theft of Electric Power Transmission Lines and Materials: a. cutting, sawing, etc. electric power transmission line/material/meter from an installation, without the consent of the owner, whether or not the act is done for profit or gain; b. taking or carrying away, with or without the use of a motor vehicle/conveyance, any electric power transmission line/material/meter from an installation without the consent of the owner, whether or not the act is done for profit or gain; c. storing or possessing any electric power transmission line/material/meter without the consent of the owner, whether or not the act is done for profit or gain; and d. loading or shipping any electrical power transmission line/material, whether or not the act is done for profit or gain, without first securing a clearance/permit for the said purpose from its owner or the National Power Corporation (NPC) or its regional office concerned, as the case may be. PRIMA FACIE EVIDENCE – presence of any of the following circumstances shall constitute prima facie evidence of illegal use of electricity: 1. bored hole on the glass cover of the electric meter, or at the back or any other part of said meter; 2. salt, sugar and other elements inside electrical meters that could result in the inaccurate registration of the meter's internal parts to prevent its accurate registration of consumption of electricity; 3. wiring connection which affects the normal operation or registration of the electric meter; 4. tampered, broken, or fake seal on the meter, or mutilated, altered or tampered meter recording chart or graph, or computerized chart, graph, or log; 5. current reversing transformer, jumper, shorting and/or shunting wire, and/or loop connection or any other similar device; 6. mutilation, alteration, reconnection, disconnection, bypassing or tampering

PD 401: PENALIZING THE UNAUTHORIZED INSTALLATION OF WATER, ELECTRICAL OR TELEPHONE CONNECTIONS, THE USE OF TAMPERED WATER OR ELECTRICAL METERS, AND OTHER ACTSPD 401-A amending PD 401 to include piped gas connection

PUNISHABLE ACTS1. installing any water, electrical, telephone or piped gas connection without previous authority from the respective utility providers, as the case may be;2. tampering and/or using tampered water, eletrical or gas meters, jumpers or other devices whereby water, electricity or piped gas is stolen;3. steals or pilfers water, electric or piped gas meters, or water, electric and/or telephone wires, or piped gas pipes or conduits;4. knowingly possesses stolen or pilfered water, electrical or gas meters as well as stolen or pilfered water, electrical and/or telephone wires, or piped gas pipes and conduits.

RA 10515: AN ACT PROHIBITING AND PENALIZING UNAUTHORIZED INTERCEPTION, RECEPTION OR USE OF ANY SIGNAL OR SERVICE OVER A CABLE TELEVISION SYSTEM OR CABLE INTERNET SYSTEM AND/OR NETWORK, AND FOR OTHER PURPOSES (Anti-Cable Television and Cable Internet Tapping Act of 2013)

PUNISHABLE ACTS1. intercepting or receiving signal offered by tapping, making or causing to be made, any connection to an existing cable TV or internet system or network without the authority of the concerned service provider;2. recording, reproduce, distribute, import or sell, any intercepted or received signals for commercial purposes without the authority of the concerned service provider;3. knowingly using or receiving any direct or indirect benefit obtained from acts in paragraphs (a) or (b) above; or4. damaging, destroying or removing facilities and accessories of authorized service providers.
