PDEA 6 ANTI-DRUG OPERATIONS

Suspect Collared at Banga, Aklan Buy-Bust

On or about 2:55 PM today, July 3, 2019, joint elements of Aklan-PPO PDEU led by PMAJ Frensy C Andrade, PDEA-Aklan led by IA V Christina D Cabatingan, Banga MPS, Aklan PPO-PIS and Aklan HPG conducted buy-bust operation against Luis Brian Salem y Jaranilla a.k.a Nonoy Bada at the road across Brgy Bacan Multipurpose Building, Brgy Bacan, Banga, Aklan.

Confiscated from the suspect were five (5) small heat-sealed transparent plastic sachets of suspected shabu and buy-bust money.

Cases for violation of section 5, Article II of R.A 9165 will be filed against the suspect.

Marijuana Recovered in a Residence in Malay, Aklan

On July 3, 2019 at 2:30 PM, operatives of the Malay Municipal Police Station led by PCapt. Dexter Brigado with the assistance of PDEA-Aklan led by IA V Christina D. Cabatingan were present during the inventory of recovered six (6) pieces of alleged marijuana plants in the vicinity of the residence of Marcelo Nadati Naceno, 35 years old and a resident of Sitio. Ili Brgy. Kugon, Malay, Aklan.

Naceno was arrested for prior violation of R.A. 9262.

A case for violation of Art. II, Sec. 16 of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspect.

Shabu Seized during Joint PDEA-PNP Ops in Guimaras

On or about 1:18 PM of July 4, 2019, joint elements of PDEA-Guimaras led by Intel Officer Donald Datulayta, PDEU- GPPO led by PMAJ Joefer E.Cabural and Buenavista Municipal Police Station led by PMAJ Rey Teñala conducted buy-bust operation at Brgy. Sto. Rosario. Buenavista, Guimaras.

The drug-bust resulted to the arrest of Ramon Gan alias "Wangyu" and the recovery of 13 pieces transparent plastic sachets containing white crystalline substance believed to be shabu weighing MOL 0.13 grams and 2 pieces Php500.00 peso bills used as buy-bust money.

Cases for violation of Sections 5 and 11 of Article II R.A 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed in court.

Almost P340k Worth of Shabu Seized in Mandalagan, Bacolod City

On or about 12:15 AM this morning, July 5, 2019, the PDEA-Negros Occidental Provincial Office led by IA I Mario T. Portugal Jr. conducted buy-bust operation at Brgy. Mandalagan, Bacolod City.

The drug bust resulted to the arrests of Benjur J. Cawaling and Juan Carlos G. Labayen.

Recovered from the suspects were the buy-bust money, digital weighing scale and MOL 50 grams of suspected shabu.

Cases for violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspects.

Another Pusher Nabbed in Kalibo, Aklan

At about 12:30 AM of July 5, 2019, the Kalibo MPS Drug Enforcement Team (SDET) led by P/LTCOL. Richard E. Mepania, COP, APPO PDEU AND PDEA AKLAN led by IA V Christina D. Cabatingan conducted buy-bust operation at Brgy. New Buswang, Kalibo Aklan which resulted to the arrest of suspect Rowan V. Macario, a native of Altavas, Aklan.

Recovered from the possesion and control of the suspect were the Php8,000.00 peso bills (marked/buy-bust money) in consideraton of one sachet of suspected shabu bought by the poseur-buyer and one heat-sealed transparent plastic sachet of suspected shabu recovered from his possesion with estimated total weight of MOL 1 gram.

Cases for violation of Sections 5 and 11 of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed in court.

Suspect Arrested During Joint Drug-Bust in Guimaras Island

At about 3:00 PM today, July 9, 2019, joint elements of PDEA-Guimaras led by IA III Jyxyvzcky G. Escrupolo, PDEU- GPPO led by PMAJ Joefer Cabural, Jordan MPS led by PCAPT Bonifacio Aral and HPG led by PSSg. Randy Centina conducted buy-bust operation at Brgy. Rizal, Jordan, Guimaras.

The said operation resulted to the arrest of John Alfred Lacson alias "Jagjag". Confiscated from the suspect were 6 pieces transparent plastic sachets containing white crystalline substance believed to be shabu weighing MOL 0.1 gram.

The arrested suspect was released last March 20, 2019 after availing of the Plea-bargaining Agreement at Regional Trial Court Branch 65, Jordan, Guimaras. Cases for violation of Sections 5 and 11 of Article II R.A 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed in court against the suspect.

PDEA-Aklan Nails Drug Peddler in Malay

On July 13, 2019 at 11:00 AM, joint elements of PDEA-Aklan Provincial Office led by IA III Eugene O. Prieto, Aklan-PPO PDEU led by PMAJ Frensy Andrade, Aklan PIB, Aklan HPG and Malay Sub-station conducted buy-bust operation at Crossing Cubay Norte, Malay, Aklan which resulted to the arrest of Christopher Gumboc Benignos, a resident of Brgy. Dumlog, Malay, Aklan.

Confiscated during the said operation were three (3) pieces small transparent zip lock containing suspected marijuana dried leaves weighing MOL 10 grams with an estimated market value of one thousand (Php1,000.00) pesos, three thousand (Php 3,000.00) pesos, one (1) unit cellular phone and one (1) disposable lighter.

Cases for violation of Sections 5 and 11, Article II of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 awill be filed in court against the suspect.

Suspected Shabu Seized in Joint Buy-Bust Ops in Roxas City

Just in: At around 2:30 PM today, July 23, 2019, joint elements of CPPO-PDEU led by PLT Tobias S. Garfin and PDEA-Capiz led by IO II Angelou G. Atillo under the supervision of IA I Jeanette D. Reyes conducted buy-bust operation at Brgy. Lawaan, Roxas City, Capiz.

The drug-bust led to the arrest of Julius Tacuyan Andama , a watch-listed personality, including the seizure of 4 pieces heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing MOL 15 grams with an estimated street value of Php 102,000.00.

The seized items include five (5) pieces plastic transparent sachets with residue of suspected shabu, two (2) pieces 500 peso paper bills used as buy-bust money, one (1) unit cherry mobile cellphone, a coin purse, a FILA sling bag containing personal belongings, different identification cards and documents and one (1) unit Rusi Scooter 110 colored gray without plate number.

Cases for violation of Sections 5 and 11 of Art. II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 are now being prepared for filing in court against Andama.

Drug Den Dismantled, 7 Suspects Arrested in San Carlos City

PDEA-NOPO (Negros Occidental Provincial Office) led by IA I Sisa M. Cortez with the direct supervision of Provincial Officer IA I Nicolas C. Gomez conducted buy-bust operation at Brgy. 5, San Carlos City, Negros Occidental.

The high impact operation (HIO) resulted to the arrests of suspect Benidicto Legaspina and 6 others that include Jemmy Barbon, Teopopo Reantopo, Warren Legaspina, Jeriel Macapaso, Reygen Oro, and Lemark Candere.

The operation resulted to the confiscation of MOL 20 grams of suspected shabu with a street value amounting to Php 136,000.00, recovery of the buy-bust money and drug paraphernalia.

Cases for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 are now underway for filing in court against the suspects.

Around 4.4M Worth of Shabu Recovered in Talisay City, Negros Occidental

July 25, 2019 at 9:00 AM, PDEA Operatives from Team NOPO (Negros Occidental Provincial Office) led by IA I Nicolas C. Gomez, PDEA RO-VI Special Enforcement Team (SET) led by IA I Jay-R R. Espares, PDEA Antique and Talisay City Police Station, under the direct supervision of IA V Alex M. Tablate, Officer-in-Charge of PDEA-RO VI, implemented search warrant no. 023-2019 against Rhodora Hamantoc y Trinidad a.k.a "Neneng Dadong" at Block 20, Lot 27 Cedar St. Avida Village, North Point, Brgy. Matab-ang, Talisay City, Negros Occidental.

This resulted to the arrest of the said subject, including the following suspected cohorts, Eul Vincent Suanico y Pialda, Ellan Vhone Escober y Hamantoc and Robert Discutido y Trinidad.

Confiscated during the operation were six (6) big packs and sixteen (16) pieces heat-ealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing MOL 650 grams with an estimated market value of four million four hundred twenty thousand (Php4,420,000.00) pesos, one (1) piece black and white stripe pouch and one (1) piece red and white Kate Spade brand used as container.

A case for violation of Section 11, Article II of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002 is being prepared for filling in court against the suspects.

HVT Nabbed, More than 1M Worth of Shabu Seized in Talisay City

July 25, 2019 at 1100H, elements of PDEA RO-VI Negros Occidental Provincial Office led by IA I Nicolas C. Gomez, PDEA RO VI Special Enforcement Team (SET) led by IA I Jay-R R. Espares, PDEA Antique and Talisay City Police Station, under the direct supervision of IA V Alex M Tablate, Officer-in-Charge of PDEA RO-VI, implemented Search Warrant No. 024-2019 for violation of RA 9165 against Markline Cuadra alias “Five Balls” of Blk. 14, Lot 6, Oak St., Avida Village, North Point, Brgy. Matab-ang, Talisay City, Negros Occidental, which resulted to his arrest.

Confiscated during the operation were one (1) big pack and ten (10) pieces heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu weighing MOL 150 grams with an estimated market value of one million twenty thousand (Php1,020,000.00) pesos, one (1) piece brown envelop, one (1) piece blue pouch used as container and one (1) unit weighing scale.

A case for violation of Section 11 of Article II of RA 9165 is being prepared for filling in court against the suspect.

BALAY SILANGAN

Balay Silangan Facilility in Miagao in Progress

Last July 3, 2019 at around 1:40 PM, Dr. Jessel Gellada (MHO), Rosalinda Mueda (MSWDO) and Mr.John F. Nocal (Municipal Admin) of Miagao, Iloilo met with Gretchen Bo-peep Giner, Focal Person for the Balay Silangan Program in Western Visayas, conducted orientation of the Balay Silangan concept for their enlightenment and in preparation for them to hire the staff and purchase the needed furnishings for the Balay Silangan Facility.

Implementation of Miagao Balay Silangan Facility is postponed at a later date pending turnover of the MDRRMC facility by the DILG to the LGU.

Tentative opening of the Miagao facility is end of July or on first week of August 2019.

Carles Hosts Action Planning for Next Balay Silangan Reformation Facility

On July 5, 2019 at around 1:30 PM, the PDEA-VI Balay Silangan Team conducted Cascading and Orientation to the 11 municipalities of the 5th district of Iloilo for the eventual MOA Signing of Balay Silangan set on July 19, 2019.

Other attendees include the 7 mayors from Carles, Estancia, Btac Viejo, Balasan, Lemery, San Rafael and Concepcion and members of the MADAC of all 11 Municipalities, in which they were made to understand their roles and functions in the implementation of Balay Silangan.

Part of the program is the Action Planning summarized as follows:

July 12, 2019 - Submission of list of pusher surrenderers of the different Chiefs of Police of the 11 Municipalites eligible for Balay Silangan

July 12, 2019 - Screening of surrenderers by the MHO July 19, 2019 - MOA Signing at Carles, Iloilo

July 19, 2019- Psychological Screening of pusher surrenderers (BJMP-TCMP-SPECS)

PDEA-NOPO Discuss Balay Silangan Facility with the New Elected Mayor of San Carlos City

Last July 3, 2019 at 2:00 PM, IA-V Jose B. Tomabini Jr., Provincial Officer of PDEA-Negros Occidental and his team, paid a courtesy call to the new mayor of San Carlos City, Rene Gustilo at the Mayor's Office.

Discussed during the meeting was the concept of the Balay Silangan and for a possible site to be established for the said facility.

The new mayor pledged his support to the anti-drug campaign of the government.

More Balay Silangan Facilities Set to "Rise" By 2nd Quarter of 2019

Last July 11, 2019 at around 9:30 AM, Gretchen Bo-peep G. Giner, Balay Silangan Focal Person in Region VI spoke with Mayor Marina Gorriceta of San Miguel, Iloilo on the possibility of having a Balay Silangan Facility for ALEOSAN (Alimodian, San Miguel and Leon).

On the other hand, Mayor Geefre A. Alonsabe of Alimodian is also willing to accommodate the municipalities of San Miguel and Leon pending the signing of the Memorandum of Agreement.

Meanwhile, at around 1:00 PM of the same date, Ms. Giner proceeded to Leon, Iloilo to speak with Mayor Ma.Lina Cabana Holipas proposing the same plan as that with Mayor Gorriceta of San Miguel.

The Municipality under Mayor Holipas is set to be oriented together with the Sangguniang Bayan and the MADAC on July 17, 2019 on the Balay Silangan Program.

18 Pusher-Surrenderers Complete the 3-month Reformation Program in Passi City Balay Silangan Center

Last July 26, 2019 at around 3PM, also marked a momentous occasion for the 18 candidates for graduation at the Balay Silangan Reformation Center, this time in Passi City.

The activity was attended by the Mayor of Passi City, Atty Stephen Palmares and Vice Mayor Jesry T. Palmares, together with the Mayor of Calvo of Calinog, Mayor Fernandez of San Enrique, the Chiefs of Police of the Municipalities of Pototan, Calinog, Passi City, San Enrique and their respectice MSWDOs and the BJMP-TCMP-SPECS Team.

Atty.Suzette Mamon, the Provincial Administrator, representing the Governor of Iloilo, Hon. Toto Defensor, Jr. served as the Guest of Honor and Speaker.

The day also marked a remarkable day as well for PDEA ROVI for accomplishing two (2) Balay Silangan Commencement Activities.

The Balay Silangan Program is a brain-child initiative of no less than PDEA Director General, Aaron N. Aquino himself, who was then the Regional Director of PRO-3 in which the "Bahay Pagbabago" was launched successfully in the Region few years back.

The Balay Silangan Program is an off-shoot of the concept of "Bahay Pagbabago."

INTERDICTION UNIT

PDEA-SIU and SIDITG-VI Conduct Thorough Inspection at MDC Building

On or about 9:50 AM today, July 12, 2019, SIDITG-VI represented by IO I Irina Sofia Quimbo of the PDEA Seaport Intediction Unit (SIU) together with Mr. Jovan Conlu of the Bureau of Customs conducted K9 Sweeping/paneling inspection at the Regional Post Office located at MDC Building, Zamora St. Iloilo City.

No illegal drugs were seized nor detected during the said inspection.

SIDITG-6, PDEA-SIU and K9 Unit Inspect Port of Dumangas

On or about 9:44 AM of July 15, 2019, the PDEA K9 and Seaport Inter-Agency Drug Interdiction Task Group (SIDITG) led by IA III Ruenell Butch E. Montenegro conducted Random Check Operation at the Port of Dumangas located at Brgy Sapaw, Dumangas, Iloilo.

There were no illegal drugs nor other contraband found during the said operation and continues efforts will be done to in order maintain the drug-free venue for the passengers.

PDEA-AIU to Join PNP-AVSEU6 Airport Simulation Exercises

Last July 15, 2019, the PDEA-Airport Interdiction Unit (AIU) represented by IA I Mark Louis R. Degayo, together with IA III Ruenell Butch E. Montenegro and IO I Shannen Gain S. Enriquez met with the C, AVSEU 6 PCOL Julio T Gustilo Jr to discuss the upcoming PRO6 POLICE SKILLS OLYMPICS 2019 to be held at PRO6 Camp Delgado, Iloilo City on July 18, 2019.

During the said meeting, PDEA-6 was invited to join said Simulation Exercises in conducting Checkpoints and to demonstrate the proper handling of evidence with emphasis on the Chain of Custody from the time the evidence was seized until such time the same is submitted to the Crimelab and finally to Court.

Airport Interdiction Team Conducts Inspection at Iloilo International Airport

On or about 4:30. AM today, July 05, 2019, the PDEA-6 K-9 Unit and Interdiction Team led by IO II Joemar A. Polinar conducted random check operation at the Iloilo International Airport located at Cabatuan, Iloilo.

There were no illegal drugs found during the said operation and regular inspection will be done from time to time to maintain the safety and drug-free workplace.

SIDITG-6 and PDEA-SIU Conduct Seaport Interdiction Operations

To effectively and efficiently curb trafficking of illegal drugs through the ports of Western Visayas, the Seaport Inter-Agency Drug Interdiction Task Group and PDEA-Seaport Interdiction Unit has been conducting interdiction efforts in the ports of entry in the Region.

Last July 9, 2019 at 9:00 AM the PDEA-SIU and K9 Unit represented by Intel Officer Mary Flor Resgonia together with the other members of the SIDITG-6 conducted random check operation and profiling of passengers at the Iloilo Fastcraft Terminal located in Brgy. Lapuz, Iloilo City.

There were no illegal drugs found nor detected during the said operation.

New Narco-Detection Dogs (K9) Arrive at RO-VI

On or about 9:45 AM of July 18, 2019, the PDEA-Aklan Provincial Office led by IA III Eugene Prieto claimed and secured seven (7) K9 dogs at Caticlan Airport, Brgy. Caticlan, Malay, Aklan.

The newly-trained K9 Unit will be joining their respective handlers for their proper disposition and new assignments.

PDEA-AIU Conduct Inspection at Airport

At around 4:30 AM earlier July 29,2019, the PDEA-VI K9/ Airport Interdiction Unit led by IA III Jason P Cabataña, Chief, Airport Interdiction Unit conducted Random Check Operation at Iloilo International Airport and Cebu Pacific Cargo Area,located at Cabatuan, Iloilo, together with the six (6) K9 who will be assigned in the different Provinces of the whole Western Visayas Region, Region VI.

There were no illegal drugs found during the said operation.

BARANGAY DRUG-CLEARING PROGRAM 349 Additional Barangays Passed During 15th ROC Deliberation

A total of 349 barangays (195 affected and 154 unaffected from drugs) were officially declared drug-cleared or unaffected during the 15th Regional Oversight Committee Deliberation earlier today, July 4, 2019 held at the Scallop Hall, Punta Villa Resort, Iloilo City.

PDEA VI under Officer-in-Charge Alex M. Tablate sat as Chairman of the Oversight Committee together with its other members, the PNP represented by PCOL Harold B. Tuzon, DRDO, the DILG represented by Mr. Patrick Jess Jacildo, LGOO V and the DOH represented by Mr. John Lapascua, Senior Health Officer.

Around 140 participants composed of Mayors, Chiefs of Police, members of the MADAC/CADAC of the different Municipalities, Barangay Drug Clearing (BDCP) Team and Provincial Officers joined the 15th ROC Deliberation of Barangays.

To date, a total of more than 2,300 barangays out of 4,051 have already been officially declared as drug-cleared or officially unaffected from illegal drugs in the whole Western Visayas.

The persistent efforts of the different government agencies involved resulted to this milestone, and we hope to achieve total clearing of all barangays on or before 2022.

On July 9, 2019 at 9:00 AM, Intel Officer II Julieta Amatong of the PDEA-Aklan Provincial Office under the supervision of IA V Christina D. Cabatingan attended the 26th Provincial Oversight Committee Meeting on Illegal Drugs, Illegal Gambling Empo and TKP held at Camp Martelino Pastor Multi- Purpose Hall, New Buswang, Kalibo, Aklan.

IO II Amatong discussed the Updates on the implementation Barangay Drug Clearing Program in Aklan during said meeting.

Anti-Drug Info Drive and Barangay Drug Clearing Program Continues in Hamtic

In line with PDEA's nationwide information drive and efforts in the anti-drug campaign, PDEA-Antique led by Provincial Officer IA V Ferdenand A. Kintanar conducted joint symposium to Barangays Pu-ao and Dangcalan, Hamtic, Antique on Barangay Drug Clearing Program, July 9, 2019 at 1:00 PM.

The initiative was in partnership with the PNP Hamtic MPS, MLGO, and representatives from the Municipal Health Office.

Participants of the said activity include the Barangay Officials, BADAC members, Barangay Tanods, residents and youth of said barangays.

The info drive is part of the team's effort in the anti-drug awareness campaign in the Province of Antique.

PDEA-VI Attends 26th Regional Oversight Committee

On or about 1:00 PM, July 11, 2019, PDEA RO-VI led by IA V Christina D. Cabatingan attended the 26th PRO-VI Oversight Committee on Illegal Drugs, Illegal gambling EMPO & TKGP meeting at Camp Gen Martin Teofilo B. Delgado, Fort San Pedro, Iloilo City. The said meeting was presided by DRDO PCOL Harold Tuzon and was attended by Division Chiefs and DPDOs and DCDOs.

IA V Cabatingan discussed about the BDCP resolutions and other concerns for the next ROC deliberation.

Drug Clearing Efforts On-going in Tigbauan

Last July 14, 2019 at 11:00 in the morning, IA III Ruenell Butch E. Montenegro together with IA I Nicolas C. Gomez spoke before the thirty-two (32) Persons Who Used Drugs (PWUDs) of Brgy. Parara Norte, Tigbauan, Iloilo after a surprise mandatory drug tests were conducted on them by the representatives of the Municipal Health Office.

One was tested positive for meth use and will be subjected to confirmatory test.

PWUDs were reminded of the possible consequences they may face the moment they go back to their old ways and/or they refuse to submit themselves to the rehabilitation program as per Barangay Drug Clearing Guidelines on Surrenderers.

The activity was an initiative of the Barangay Officials of Parara Norte, Tigbauan, Iloilo as they committed their intention to obtain an Official Barangay Drug Cleared Status.

On July 14, 2019, PDEA-Antique Team led by IO II Charlie Magne Cordova under the supervision of IA V Ferdenand A. Kintanar conducted Symposium on Brgy. Drug Clearing Program together with Hamtic Municipal Police Station, Hamtic LGU, MLGOO and assigned Barangay Health Officers at Brgy. Caridad, Brgy. Igbical and Brgy. Linaban, Hamtic, Antique.

Participants of the said activities were Barangay Officials, BADAC Members, Barangay Tanods, its residents and youth of each barangay. Topics discussed are in line with Barangay Drug Clearing Program and the strengthening of the BADAC.

PDEA-Aklan Attends BADAC Workshop at Kalibo

On or about 9:00 AM of July 15, 2019, IO II Romy G. Alcantara of PDEA-Aklan attended Barangay Drug Clearing Workshop held at Camp Martelino Pastor Multi-Purpose Hall, New Buswang, Kalibo, Aklan.

The said workshop was attended by all COP of all Municipality of Aklan Province to discuss the strengthening of the processes in line with the on-going barangay drug clearing operations in the province and address some related concerns on the Barangay Drug Clearing Program in the Province of Aklan.

Passi City Holds Graduation Rites for 191 PWUDs

On July 18, 2019 at around 8:30 AM, Officer-in-Charge Alex M. Tablate was one of the speakers during the Culminating and Graduation Rites of the Community Based Rehabilitation Program in the City of Passi comprising 191 PWUD's (Persons Who Used Drugs).

Together with OIC Tablate were Mayor Stephen Palmares, Vice Mayor Jesry Palmares, the Chief of Police of Passi City and Provincial Director of DILG and the MSWDO.

PDEA-NOPO Aims to Strengthen BDCP in Bacolod

Last July 23, 2019 at around 9:00 AM, PDEA-NOPO (Negros Occidental Provincial Office) Team,

headed by IA I Nicolas C. Gomez, Provincial Officer, presided over a meeting with representatives

from Bacolod, PNP, DOH, DSWD and the Office of the Mayor.

The said meeting tackled on the discussion regarding the action plan on BDCP for the City of Bacolod.

Also discussed was the possible support of provision by the City Government to PDEA -NOPO.
