Orion was awarded the Battle Efficiency “E’’ and the Engineering “E’’ award by Commander Submarine Force, U.S. Atlantic Fleet for fiscal year 1972. In 1973, Orion became the first Submarine Support Facility in the Atlantic Fleet to receive, store and issue MK 48 MOD 1 torpedoes. During 1973 Orion provided supply, weapons, and re- pair support to the Brazilian submarine Goias, the Repub- lic of China submarine Hai-Pao, and the Greek submarine Katsonas. Orion also hosted the Spanish ship Aragon. On 23 August 1974, Captain J.F. Drain, USN, relieved Captain Barunas as Commanding Officer. Orion was awarded the Commander Submarine Force, U.S. Atlantic Fleet, Blue “E’’ for Supply Excellence as the best attack submarine tender in the force for fiscal year 1974. During 1975, Orion received the Golden Snipe Award from the Secretary of the Navy. The Engineering Department was awarded the Engineering Red “E’’ and the Damage Control Red “DC,’’ both for the second consecutive year by Commander Submarine Force, U.S. Atlantic Fleet, for fiscal year 1976. Orion received an Insurv Inspec-tion by the Sub-Board of Inspection and Survey 21-25 March 1977 and was found fit for further service. Captain Henson was relieved by Captain S.S. Skorupski, USN on 30 August 1978. The years in which Orion served on the East Coast were exemplified by the numerous awards Orion re-ceived as she daily anticipated and met the demands of a modern Navy. Although the majority of her service was pierside, Orion deployed many times to ports along the Atlantic Coast and the Caribbean for opera-tional commitments and port visits. From July 1979 through March 1980, Orion underwent overhaul in Charleston Naval Shipyard in prepa-ration for an overseas change of homeport.

Submarine tenders, such as ORION, are the mobile repair and supply base for submarine and submarine rescue vessels. Submarine tenders are some- times referred to as “Repair Ships, Mother Ships, Depot Ships,” and simi- lar terms which describe the relationship between this type of vessel and the submarines served.

A principal function of ORION is REPAIR, and it is here that she is most impressive. The following is a list of major repair facilities on board, manned by highly skilled and highly trained personnel:

The implied capability of this listing demonstrates ORION’s representation in every field and facet of ship and submarine repair.

The supply function of ORION is equally impressive. ORION carries approximately 50,000 general and technical supply items to meet the needs of the ships she serves. ORION is a floating general store with a stock inventory worth in excess of three million dollars. ORION also provides fresh water, fuel oil, lube oil, nuclear reactor loop water, torpedoes, pyrotechnics, distilled battery water, food, small boat and crane services.

Other important support services include: SPIRITUAL (1 Chaplain), MEDICAL (2 doctors, 23 bed hospital, medical treatment room, operating room, X-Ray facilities, and pharmacy); DENTAL (3 dentists, complete dental facilities including prosthetics laboratory and X-Ray facilities); DISBURSING (payroll in excess of -5.5 million dollars annually); plus two barber shops, tailor shop, laundry and dry cleaning plant, clothing store, soda fountain and self-service ship’s store. These services are provided on a continu-ous basis for more than 2,300 officers and enlisted personnel of Submarine Squadron FOUR.

ORION’s mobility enables her, on short notice, to move to any advanced geographical location in response to strategic situations, bringing with her all of the capabilities and services noted above.

Orion moved from Norfolk down to Charleston in the early ’70s about the time I was ordered aboard as XO. The Navy INSURV board was flunking a few destroyers much needed during the end of the war in Vietnam and Orion volunteered to help out. We told the local destroyer force commander Orion would take their worst case alongside and make her well again – and we did just that. I was able to get some pictures for the Navy Times of Orion sporting her new type designa-tion “D/S 18,” (while the skipper, George Ba-runas was on leave, of course!) He was a bit surprised but a good sport about it. Anyhow, I didn’t get fired!
