THE multi-million rand buildingwhich many have referred to asa white elephant, will finally beput to use after members of the10111 emergency response cen-
tre moved into the building in Korsten lastweek. The state-of-the-art building hasbeen vacant since 2010.
One of the reasons for the delay for themove was an investigation regarding al-leged tender irregularities. Staff have beenworking from the Mount Road police sta-tion until now.
Controversy surrounded the Korstencentre from the beginning, with Schauder-ville/Korsten residents making it clearthat they did not want the building in theirmidst.
In March 2012 the PE Express reported onresidents’ concerns about health riskslinked to the radio call tower at the centre.The Schauder/Korsten Action Committeebelieved that the tower posed possiblehealth risks.
In September last year the East LondonExpress reported that a report on the stateof the emergency response centres of theSAPS in the Eastern Cape province was ta-bled by the Provincial Safety and Security
porfolio committee in the legislature.The report, which was compiled after vis-
its to 10111 centres and flying squads allover the Eastern Cape, highlighted the dif-ficult working conditions that members ofthe SAPS are subjected to such as outdatedequipment, lack of vehicles and shortagesof radios.
New systems and equipmentThe new 10111 emergency response cen-
tres, however, have been equipped withstate-of-the-art systems to manage callsfrom the public to these centres.
Police said that the communities of theEastern Cape will be served from the newcentres which are based in Port Elizabethand East London.
“The process of upgrading the capacityof the systems utilised at our 10111 centresin the province have been staggered into anumber of phases. We have come to thestage where we have completed phase onein relation to the Port Elizabeth and EastLondon Centres. The new systems and re-sources in place at the call centres will cer-tainly go a long way in enhancing servicedelivery to our communities,” said Provin-cial Commissioner Lt General Celiwe Bin-ta. She further indicated that the new sys-tem will assist the police in the following:
• Improving public access to the call cen-tres as the incoming number of telephonelines at the centres have increased from 7to 29 lines;
•Provide an un-interrupted service aspower failures will no longer negatively in-fluence the operations of these centres.New power back-up systems have been sup-plied which will allow the centres to oper-ate uninterrupted for 14 days on the back-up systems;
•More effective service delivery monitor-ing as the centres have been equipped with24-hour CCTV surveillance, which with en-able Commanders to monitor the outputand conduct of dispatchers/operators.

LEADING specialists in the field of building,renovation, restoration and recycling ofbuildings, GVK-Siya Zama, are in the proc-ess of constructing, renovating and upgrad-ing three special needs schools in SouthAfri-ca to the tune of millions of rands.
Two of the schools are situated in the East-ern Cape – Khanyisa in Kwadwesi and Sun-shine in Uitenhage.The 17-monthKhanyisa and 24-month Sun-
shine projects are valued at R60.19 millionand R81 million respectively.According to Dumisani Madi, group man-
aging director of GVK-Siya Zama, the com-pany has the skills required to successfullymanage projects in rural conditions, withvery little access to basic resources.Madi states, “Khanyisa is a school situated
in the heart of Kwadwesi that provides a ha-ven for visually impaired kids. The schoolis not only an educational institution but al-so provides accommodation in the form ofhostels for learners. Sunshine is a brandnew school formentally challenged kids andwill serve the Uitenhage and surroundingcommunity. ”The project at Khanyisa comprises the
building of additional classrooms, a new din-ing hall and paved walkways along with therefurbishing and upgrading of existing dor-mitories. The Sunshine school project, onthe other hand, requires building fromscratch.Khanyisa is being developed by the Inde-
pendent Development Trust (IDT), whileSunshine is a project of the Department ofPublic Works.Both the Khanyisa and Sunshine schools
are due for completion in early 2015.

“We have a wellness day celebration inthe department but decided this year to in-corporate our spiritual beings so as to feedour spirits,” said one of the organisers Sis-ter Zodwa Ngonqo.According to Sr Ngoqo, members of staff,
which included not only nurses, had a verysuccessful event where they had time tofeed themselves and their patients spiritu-ally through Bible reading, singing andprayer at the hospital’s RecreationHall lastWednesday.

Eastern Cape Premier Phumulo Masuallewas among the members of the church com-ing from the lengths and breadths of thecountry for the event.
“The Premier is a son-in-law of ourchurch,” said General Secretary AndileMbali proudly. Explaining,Mbali saidMasu-alle’s mother-in-law was a member of theUnited Ethiopian Church of Africa.
Although the premier was invited as a
family member, the church respected thehonour and slaughtered a sheep as a gift forhim.
According to Mbali it was, however, notthe first time that the church was visited bysenior government officials.
“Former President Nelson Mandela visit-ed the church in 1995 and we slaughtered asheep for him. We also did this in the follow-ing years when former EC Premier Ma-khenkesi Stofile visited us during his tenureas premier,” said Mbali.
Premier Masualle thanked the church forthehonour and speaking onbehalf of govern-ment, he said they would work hard to im-prove on service delivery and the four keypillars of health, education, job creation andthe eradication of crime.

•Improved response times as the new sys-tem is linked to the current vehicle moni-
toring system (AVL) and the Commanderand Dispatchers will be able at any giventime to dispatch the closest police vehicleto a priority crime scene;
•Immediate caller identification as thenew system is equipped with an automaticdisplay of the caller’s number and will ena-ble the operators to call back if a call is sud-denly interrupted or dropped;
•Record keeping of all calls and conversa-tions is automatically done by the upgrad-ed voice logger system, and word for wordconversations between a caller and a dis-patcher is available for control purposes.

The women belonging to Oomama Bothu-mo (A Women’s Missionary Society) are ledby Reverend Gertrude Komani, the AMEPre-siding District Elder.The caring women come from an area
calledGeorginaOrlynwhich ismadeupof theDG Ming Chapel in Zwide, SC James Chapelin Kwazakhele and the Macedonia Chapel inGovan Mbeki Avenue in the Port ElizabethCity Centre.They decided to give alms to benefit chil-
dren from poor families in the township.“We decided to assist children from this
school with sanitary ware including wash-cloths, soap, tooth-brushes, tooth-paste andthe like, because there was a need,” said thewomen’s Chairperson, Nombulelo Luse.According to Luse, about 50 of these chil-
dren, who are in Grades 6 and 7, did not have
the necessary things that people and especial-ly females needed and hence they decided tolend a helping hand to ensure there was“Ucoceko” – meaning cleanliness in theschool.“Our being here as Oomama Bothumo, is to
spread the gospel of Christ under the theme‘Being called to strengthen our faith and towitness by following Christ’,” said SecondVice President of the Eastern Cape Confer-ence, Sibongile Mayana, adding that this wasto fulfill the scripture in Isaiah 40:32.“We teach children from disadvantaged
communities. A lot of homes here depend onsocial grants that is not enough to sustainthem. So these children will always lack thebasics. We appreciate the assistance from theAME women. We’re very happy,” said Masa-khane Primary School principal Bonile Dapo.According to Dapo, Masakhane is a no-fee
school. He said they needed to engage in fund-raising efforts to be able to fund some of theprojects. But that too was not enough, he said.He added that he wished the project would
be sustainable and also be able to benefitneedypupils fromother schoolswitha similarbackground as his.

THE Department of Educa-tion in the Province is busymaking preparations for theelection of School GoverningBodies (SGBs) as the term ofthe incumbents comes to anend on March 31 next year.
The democratic elections ofthe new SGBs will commencefrom 1 April, according to theEducation Department’s Pro-vincial Elections Coordina-tor, Kwedinana Ntshwentsh-we.
According to Ntshwentsh-we, the Department has em-barked on an advocacy pro-gramme to inform and sensi-tise all the educationstakeholders of the need tohold democratic elections ofthe SGBs.
He said the advocacy pro-gramme was part of the Man-agement Plan to ensure thatpeople who were eligible tovote and take office in the SG-Bs knew what was expected ofthem and that all stakehold-ers knew exactly their rightsand responsibilities.
“We started by meeting rep-resentatives of the Associa-tion of School Governing Bod-ies and teacher unions at Al-goa College in Port Elizabeth
on Wednesday and Thursdaylast week to take them onboard in the programme forthe ownership of these elec-tions. These are the thirdlargest elections in the coun-try following the Nationaland Provincial General Elec-tions,” said Ntshwentshwe.
The National Departmentof Education provided theprovince with the guidelinesfrom which they (the prov-ince) would create workableprovincial regulations thatdid not deviate from the coun-try’s supreme law, the consti-tution from which the BasicHuman Rights and the Chil-dren’s Charter finds expres-sion.
Ntshwentshwe said toavoid any legal battle, the De-partment in the provincewould take the draft docu-ment to their legal advisorsbefore it was finalised and lat-er submitted for implementa-tion.
“A lot of time and financialresources were wasted as a re-sult of court battles. We wouldlike to avoid those this timearound by making sure thatpeople were fully aware oftheir actions and legal imper-atives,” said provincial Edu-cation spokesperson MaliMtima.
Schools prepare for SGBelections early next year
ALEGALbattle involvingover40schools isbrewingagainstthe Eastern Cape Department of Education should the de-partment fail to appoint the necessary teachers needed atmost Afrikaans schools in Port Elizabeth.
This isaccordingto theNorthernSuburbsschoolsgovern-ing bodies’ representatives who said the Education Depart-ment has failed to meet the 2012 High Court judgment to ap-point teachersandnon-educatorsatsubstantivepostsacrossthe province with over 4 million pupils affected.
ThiscomesaftertheMECforEducation,MandlaMakupu-la, andDepartment ofBasicEducationDeputyMinister,En-ver Surty, held a meeting last week Wednesday with PortElizabeth principals. Frustrations by parents and teacherscametoaboilingpoint threeweeksago, leading to the forcedclosure of 55 schools.
Human rights lawyer and regional chairman at the LegalResources Centre, Sarah Sephton, said they intended filinga suit at the High Court in Grahamstown by December 1,should the Department fail to fill the substantive posts asordered by the 2012 judgement.
Sephton said the SGB in the Northern Suburbs had astrong case against the Education Department for humanrights violations and she was waiting for the go-ahead fromthe SGBs to file a suit against the department.
“I have already sent a written letter of demand to the ECEducation Department for the vacant substantive posts tobe filled and if the SGB in the Port Elizabeth area give methe go-ahead, I intendon filing a suit against thedepartmenton their behalf,” she said.
In a media briefing, Makapula said they had entered intoan agreement with the SGB to fill 384 posts, which were va-cant in the metro, as soon as possible.
NotconvincedbytheMEC’sstatement,NorthernSuburbsgoverning body chairman, Andrew Sauls, said at the samebriefing, however, that they would file a suit against the De-partment should theirdemandsnotbemetby theendofSep-tember. Sauls, together with SGB representatives, met prin-cipals on Monday to discuss the way forward with regardto the volatile situation.
“During the meeting we discovered that not much has
beendonebythedepartmentaboutourone teacherperclassdemand. Some of the principals have sited that the FunzaLushaka bursary holders are receiving preferential treat-mentwhichmeans theyareat the topof thepost-acquisitionand that needs to be addressed.
“We have also been told that our principals have receivedhostile treatment by Education officials when trying to sub-mit their assessments. We now plan as the SGB to compilea detailed report which will site the problems to put morepressure on the Department. Should there be no action tak-en, we intend to go to the High Court, and even extendingto the Constitutional Court, for human rights violations,”said Sauls.
Makupulasaid theDepartmenthashadweaknesses in thepast with delays. However, since February 14, when theyentered intoanagreementwithSADTUto fill theposts, theyhad been addressing the demands.
Makupula went on to say that schools were also to blamefor the delay. “Schools are now delaying the process. Weneedschools todeclare theirpostprovisionsandso farmanyschools have failed to do so.”
Makupela said theywere also looking at reskilling tempo-rary teachers and finding posts for them in administrationat the department.
In a media statement, Democratic Alliance Shadow MECfor Education, Edmund van Vuuren, said Makupula had noplan to solve the shortage of Afrikaans speaking teachersfor schools in the Northern Areas of Port Elizabeth.
“I was most disappointed with the MEC’s weak responseduring an interview on Sunday, September 7 on Fokus onSABC 3, where he was given the platform to explain his de-partment’s solutions to the ongoing education crisis in theEasternCape.Hehasnoplan,norsolutions for theNorthernAreas, where learners are predominantly Afrikaans-speak-ing.
“The MEC failed to inform the public that the departmentdoes not have enough teachers who can teach in Afrikaans.He also failed tomention that thenumber of FunzaLushakabursary holders suitable to be placed at these schools hasbeen exhausted.” – LIZEKA TANDWA

THE Raymond Mhlaba Sports Complex Hallin Motherwell was full up its rafters whenhundreds of fans including school childrenwatched the South African Artistic RollerSkating Championship games on Friday.
The atmosphere was electrifying as thefans were entertained throughout the games.The teams hailed from as far afield as Gau-teng,KwaZuluNatal,Mpumalanga andWest-ern Cape and the host Eastern Cape also en-tertained the spectators.However, in the U/16 Category Western
Cape Mitchells Plain Club took the honours;Gauteng Roll ‘R’ Way Roller Skating Clubcame second while Eastern Cape DimbazaRoller Skating Club gave a good account ofthemselves as they came third.In theOpenCategory Section the goingwas
tough as the judge had a mammoth task.Eventually the Gauteng’s teams Esiyikho Af-rica, Nan Hua Temple and Kathrous RollerSkating Club came first, second and third re-spectively. In both categories the winningteams were presented with gold, silver andbronze medals.

Not only that, Chippa United’s Chief Oper-ations Officer (COO) Shooz Mekuto has leftthe club, allegedly to pursue other interests.“You are the first to know. I’m leaving the
club for personal reasons but won't be lostto the Eastern Cape,” Mekuto told PE Ex-press Indaba last week, without divulginghis immediate plans.
About the coach, club Chairman Siviwe“Chippa” Mpengesi, believes the interna-tionally renowned D’ Avary’s appointmentto replace Kosta Papic who resigned lastweek is the best thing that has happenedto the club known as the Chilli Boys.United has recorded a single victory, a
stalemate and three defeats in five leaguestarts since the beginning of the Absa Pre-miership league.Former South Africa U-23 coach and Ips-
