SITE FEATURES

LAND: From aerial photos, there is approximately 10 ha cleared for agriculture and theremainder is bush. The property is divided by Elevator Road and Snyder Creek.

STRUCTURES: There is one residence in the NE corner of the property.

ACCESS: Buick Creek Road

SOIL: The subject property consist of class 5cw soils, with ~5 ha being class 77T63T in the NEcorner. Class 5: Soils in this class gave very severe limitations that restrict their capabilityin producing perennial forage crops, and improvement practices are feasible. Subclass cdenotes adverse climate and subclass w denotes excess water. Class 7: Soils in this classhave no capacity for arable culture or permanent pasture. Class 6: Soils in this class arecapable only of producing perennial forage crops, and improvement practices are notfeasible. Subclass T denotes topography.

This location has excellentaccess to Buick Creek Road which is paved, is uncultivated land and additionally pre-drilling of a well on this site has revealed a productive water aquifer.

ALR: The subject property lies within the Agricultural Land Reserve. Therefore, AgriculturalLand Commission approval is required.

Note: Pursuant to the Agricultural Land Commission Act, an application may not beconsidered by the ALC unless the Regional Board authorizes the proposal to proceed tothe ALC. This is intended to provide local governments with latitude to consider andweigh the local community interests of each application, in addition to its zoning andOfficial Community Plan designation. Should the Regional District forward theapplication to the ALC, the information and recommendation offered by the RegionalDistrict is taken into consideration by the Commission but should not be construed asbeing binding on the Commission’s opinions or decisions.

3.0 General Goals, Objectives, and Policies6. Goal: Recognition of surface and ground water sources as critical, life-sustainingresources and use of best practices in preserving, restoring, and protecting watershedareas.a. Objective: To help protect the water quality and quantity of both surface and groundwater sources, throughout the rural area, used for domestic water consumption.b. Objective: In the resource extraction industries, to encourage water use that does notultimately diminish the quality or quantity of water used for domestic and agriculturalpurposes.c. Objective: To encourage water management strategies that increases the availabilityof water to the agricultural sector, while striving to ensure management operations areconsistent with provincial and federal objectives for protecting water quality and supply.d. Objective: To continue support of the existing rural area water supply projects (FeySpring, Blackfoot, Prespatou, Romedo Spring, and Boundary Lake)e. Objective: To recognize the need and demand for additional sources of water suitablefor domestic water consumption.

The water source located at Romedo Springs, near Buick, was permanently closed in 2015as it was no longer suitable for providing clean water for the agricultural community. ThePRRD has been looking for a replacement water source and this location is the mostsuitable. This location has excellent access to Buick Creek Road which is paved, isuncultivated land and additionally pre-drilling of a well on this site has revealed aproductive water aquifer.

This proposal is consistent with the objectives of the Rural OCP.ZONING: Peace River Regional District Zoning Bylaw No. 1000, 1996

The subject property is zoned A-2 (Large Agricultural Holdings Zone) within the Peace RiverRegional District Zoning Bylaw No. 1000, 1996. Within the A-2 zone, the minimum parcelsize is 63 ha (155 acres).Within Zoning Bylaw No. 1000, public utility uses are permitted within all zones and arenot subject to minimum parcel sizes. However, Development Services recommends thatuses such as this proposed bulk water station amend the zoning to P (Public Use Zone)for the sake of transparency. The rezoning will identify the property on our mappingsystem, which will help identify it in the future.

IMPACT ANALYSIS

AGRICULTURE: This proposal supports agriculture in the long term by supplying the surroundingcommunity and farms with clean drinking water for families and livestock.

CONTEXT: The community of Buick is located approximately 70 kms from the closest potablewater source which is in the City of Fort St John.

POPULATION &TRAFFIC:

There will be no increase in population and this proposal will reduce transportationcosts for the rural residents and thus reduce GHG emissions.
