- DARE ( Drug Abuse Resistance Education)- The D.A.R.E program teaches students coping skills
on how to resist the temptation of drugs and alcohol by concentrating on areas of self-esteem,
speaking confidently, being good citizens by reporting bullying and other areas of concern.

- 3 unfounded
- 1 complainant won’t lay charges
- 1 founded not cleared
Attempt murder – 1. Two suspects have been identified and are involved in the court process
Traffic Safety- impaired ( IRP)
90 day prohibition = 27
- 8 refuse to provide samples – IRP

Currently we have two (2) members at Chetwynd Detachment who will be recognized by North District
for the Alexa’s Team which is a partnership between the Family of Alexa Middelaer, the BCAA Safety
Foundation, ICBC and the police. This recognizes police officers in BC who have demonstrated a
commitment to reducing the number of impaired-driving related fatalities and injuries through
dedicated impaired driving enforcement. These two members have removed over 29 impaired drivers
over this fiscal year on their own in Chetwynd’s policing area.

Property Mischief
64 calls of property damage under $ 5000 this fiscal year
- 12 resulted in charges
- 4 cleared by departmental discretion
- 2 complainant would not lay charges
- 7 were unfounded
- 39 founded not cleared
3 Mischief over 5000 of which 2 were charged criminally and the other was founded however not
cleared.
Youth Involvement
Code BLUE was running over 2016 by Cst HARVEY who was since transferred. The project was to get
youth involved in physical activity and proper lifestyle choices. Members continue to attend schools and
speak when required to the youth. As the summer season begins police will spend time at the local
skate park where many of the youth tend to congregate.

- 9 victim would not lay charges
- 39 files charges were forwarded

- Rest were founded but dealt by other means/not enough evidence/alternative ways
2017-2018 Fiscal Plan
After discussions with Chief and Counsel of both Saulteau and Moberly First Nations as well as with
Mayor of Chetwynd and District input the tentative initiatives for the year will include:

- Domestic Violence
- Prolific offenders

- Offender identification

Dawson Creek RCMP Detachment responded to 2065 calls for service in the rural areas. As the detachment has on ly 4 rural (Provincial) members on staff, that equates to 516 calls for service per member. According to last years report, the provincial average for calls for service per member in 2015 was well under 300. That chart also showed Dawson Creek rural members responding to over 500 calls for service per member in 2015 as well.
There is much activity going on in your jurisdiction and that places a high demand on our 4 rural resources.
Hat ing said that, we have seen some successes over the past year with our initiatives.
APl initiatives 201s:
- Traffic Safety (Motor Vehicles, roads) - Pdlice /Community Relations - Cr e Reduction/Organized Crime
Traffic Safety:
- MJmbers have been making patrols and conducting enforcement when able. - Impaired investigations including 215 Suspensions and IRPs' have been reduced nearly 33 percent from 13 in 2015 to 8 in 2016. - Cdllisions have been cut in half from 340 in 2015 to 171 in 2016. - I hkve been participating in the bi-annual Rural Roads Users Meetings that discusses and problem solves issues brought up by rural industry, rural partners and residents.

- All rural schools have a member assigned as their school liaison. These members show up and mingle with the children and staff and do presentations on various topics as dikcussed with their schools. - The detachment remains engaged with the local Rural Crime Watch chapters by attending mpnthly meetings. We are fortunate to have a healthy and eager rural crime watch community that allows these meetings to pass valuable information back and forth .

CJime Reduction I Organized Crime
- Break and Enters (commercial and residential combined) have dropped a bit from 73 in 2015 to 58 in 2016 - Other Thefts have increased by 100% over the same period from 73 in 2015 to 145 in 20~ 6. The Oil and Gas Industry has been hit particularly hard. - Theft of Vehicles slowed down a little from 36 in 2015 to 30 in 2016.
I In 2016, the Dawson Creek Detachment initiated an Domestic Violence Awareness Ca1mpaign that included an information flyer inserted in to regions weekly newspaper. As a re~ult, we saw a 33% decline in Domestic Assaults from 18 to 12 and other serious assaults were cut in half from 32 to 17 in 2016.
Based on our successes and the identification of areas that still require improvement, we re4ommend the APP initiatives for 2017 remain the same.
