HOW much would you pay to have a slice ofhistory?

Sorrento’s iconic post office building is onthe market and for a spare couple of million itcould be yours.

Built in 1905, the building showcases Aus-tralia’s rich heritage.

The property has already attracted substan-tial interest, RT Edgar real estate agent LloydRobinson said.

‘‘It will be sold based on expressions ofinterest and it will be up to those who purchaseit to work around the heritage requirements,’’he said.

Mr Robinson said there was the possibilityfor a number of retailers to share the space.

‘‘I think its visual impact will stay the samebut the layout may be altered inside.’’

A postmaster’s quarters at the rear of thebuilding will be included in the sale.

‘‘At one stage there was a permit approvedfor units at the back, but that would be for the

new owner to go through the necessary pro-cesses if they wanted to develop the site.’’

While Mr Robinson estimated the propertywould sell in the realm of the high $2 millionmark, he conceded it was difficult to put aprice tag on it.

‘‘It is hard when it hasn’t been sold in morethan 100 years.

‘‘This is one of the best locations in the streetwith an interesting part of the history inSorrento so trying to establish its value is very

difficult. Its value will be decided in the nextfew weeks by the interested parties.’’

Mr Robinson said the heritage of the build-ing only added to its appeal.

‘‘I think most people are attracted to itsheritage status. If Sorrento was made up ofnew white blocks of buildings it wouldn’t havenearly the attraction.

‘‘I’m sure whoever buys the post office willhave good funds behind them to create goodoutcomes.’’

An Australia Post spokeswoman said thebuilding’s heritage would be maintained.

‘‘Australia Post understands the historicalsignificance of the building to the community,and as a heritage-listed building, this willalways be protected,’’ she said. ‘‘Money fromthe sale of Australia Post owned buildings isreinvested in the organisation.’’

The postboxes at the old building will berelocated to the Sorrento Newsagency, whichtook over as a licensed post office last July.

Construction of the new postboxes is expec-ted to start in the coming weeks.

The wealth in Australian racing sits just asuncomfortably alongside the children in disadvant-aged sole-parent households who are now forced togo hungry in Australia.

We have a bipolar economy. Just like a bipolarsufferer, we seem happy to have the depression, justto experience the elation.

The achievements that wealth and power bringare undoubtedly awe-inspiring — yet it is goodto have a more circumspect, balanced view onthese things. Communism certainly isn’t theanswer.

We need diversity and freedom for all.Blind capitalism is more restrictive on the parts

of the community that these great triumphs drawsfrom.

The wealthy will need to be more charitable nowthe poor have no health and disability services andtheir welfare is being cut, or there will be no poorpeople alive, in order to make the rich, rich.

Re: Heritage homes may be demolishedIt is appalling that there isn’t protection for ourheritage. Other countries in the world certainly

value their older buildings. England, in particular,manages to preserve millions of structures thatare hundreds of years old and we can’t even manageto retain a handful that are only 100-150 yearsin age.

The Mornington Peninsula is becoming like theGold Coast — ugly, cheap and looking the same aseverywhere else.

I’m not against modern buildings, but so many ofthem lack charm or significance in any waybecause they are not special developments, just‘cookie-cutter’.

Think of the towns around the world that peopleflock to — they generally are not modern. Thesouth of France, the mission towns of California,and Carmel and Monterey, the charming villages ofEngland, and so on.

All these places are defined by their historicarchitecture.

Older houses can be restored with modernadditions and other features to bring them into the21st century — look at Richmond and other innersuburban areas.

They manage it there. What is wrong with thevision of people on the Mornington Peninsula?

$12bn Hastings portplan ‘a disaster’

THE Napthine government’s plan to spend up to$12 billion developing the Port of Hastingswould be a ‘‘financial disaster’’ for the freightindustry, one of the nation’s leading logisticsexperts has warned.

Former Toll boss Paul Little, who resignedfrom the company in late 2011 but remains thelargest private shareholder and a consultant, hasthrown his weight behind a proposal for anotherport development on the other side of the baynear Geelong.

Mr Little, who according to Forbes is thenation’s 37th-richest person with an estimatednet worth of $780 million, said the proposal todevelop Hastings was deeply flawed.

Mr Little, who spent 25 years as chief execut-ive of Toll Holdings and is expected to return thisyear as a non-executive director, said the Hast-ings option would ‘‘not deliver the best outcomefor Victoria’’.

‘‘Trying to relocate port-based logistics ser-vices close to Hastings would be a financial dis-aster for the logistics industry, if [it was] unableto pass on higher operating costs,’’ he said.

Yesterday’s state budget included $110 millionto begin the planning and design work for themassive project, which would not be completeduntil at least 2030.

The project has also been privately criticisedby business figures concerned about the lack of astandard-gauge rail link in the area and the factthat most of Melbourne’s freight and logistics,including that of Toll, is already based in thewest. But until now public criticism has beenrelatively muted.

‘‘The high cost of building a standard-gaugerail link to Hasting and the construction of suit-able freeway access would be excessive and diffi-cult, if not impossible, to justify,’’ Mr Little said.

‘‘It is also reasonable to assume eastern-suburbs road traffic congestion would veryquickly become a major problem for all com-muters.’’

Last year, Fairfax Media revealed a Depart-ment of Transport briefing had found the ‘BayWest’ option offered ‘‘significant potentialadvantages’’, including ample land, ‘‘almostunlimited potential berth capacity’’ and proxim-

ity to Avalon Airport. But Premier Denis Napth-ine has dismissed the idea as ‘‘nonsense’’, arguingit would require a massive amount of preparat-ory dredging and even then would be unlikely tobe able to accommodate the large container shipsof the future.

Despite the government all but ruling out theBay West option, Fairfax Media can reveal it hascontinued to quietly assess the option.

Arthurs Seat quarry landfill plan closer

PENINSULA Waste Management is expected tosubmit plans this week to turn the former PioneerQuarries site at Arthurs Seat into a landfill.

The organisation has spent the past fewmonths drawing up plans and consulting com-munity members.

Peninsula Waste Management developmentmanager David Maltby said everything had beensigned off and it was simply a matter of lodgingthe forms with Mornington Peninsula Shire andthe Environment Protection Authority.

‘‘I am confident the documentation is accurateand meets all the necessary requirements.’’

He said the project could take months to gothrough the necessary protocols.

‘‘We expect the project to go to the VictorianCivil and Administrative Tribunal, so it could beup to a year before anything happens. Over thecoming months we will be responding to issuespeople have raised and meeting with members ofthe community to discuss their concerns.’’

The former quarry has already been recog-nised as a preferred landfill location under thecouncil’s regional waste management plan.

Just off Boundary Road, the site is four kilo-metres from the main precinct of Arthurs Seat.

Mr Maltby was quick to clarify that it was theold quarry site that was being put forward as aproposed landfill site and not the currentHillview Quarry site, which is just west of the sitein Dromana.

The development has been met with somecommunity resistance

More than 100 people attended a public meet-ing about the tip proposal in March and bannershave been displayed at various locations on thepeninsula opposing the tip. There was also anadvertisement placed in local newspapers lastweek by Andrew and Joy Duncan of Dromanaand headed ‘No tip for the Arthurs Seat escarp-ment, Dromana’. It described the proposed tip asa ‘‘toxic timebomb’’ that future generationswould have to clean up.

The advertisement also raised queries over thesite’s proximity to Sheepwash Creek and the pos-sibility of leachate leaking into Port Phillip Bay.

Mr Maltby said opposition to the applicationwas to be expected.

‘‘Like most things, you can’t expect to keepeverybody happy but we are confident the pro-posal won’t impact negatively on anybody,’’ hesaid. ‘‘If we couldn’t demonstrate that it could berun safety and properly, we wouldn’t be submit-ting the application.’’

THE Australian Bureau of Statistics says Austra-lia’s population counter ticked over to 23 millionat 9.57pm on Tuesday, April 23.

Statistically, our newest citizen was a boynamed Jack born to a 31-year-old mother and33-year-old father living in western Sydney.

But we reckon they got it wrong by 60seconds, and that Isaac Mansell takes the crownas the country’s milestone baby.

Isaac was born at 9.58pm at FrankstonHospital to Krystal Love, 24, and Mark Mansell,23.

Mr Mansell is a furniture removalist, MsLove’s a stay-at-home mum and, along with Isaacand his four-year-old brother Hayden, they nowcall Frankston home.

The young family moved from Tasmania fourmonths ago in search of better job opportunitiesand chose Frankston because of its affordabilityand access to public transport.

In 2011 there were 22,421 people living in theMornington Peninsula Shire, including 6095

families. These were made up of 38.6 per centcouples with children, 17.9 per cent single parentfamilies and 42.5 per cent couples without chil-dren.

In an attempt to ensure that all of its young cit-izens have a bright future — at least in the shortterm — the shire held a series of workshops latelast year to look at developing a Plan Peninsula.

Feedback from the 15 sessions formed thebasis of the shire’s submission to the state gov-ernment’s Mornington Peninsula Planning State-ment, a plan that will set the direction, extentand nature of development on the peninsula forthe next 20-30 years. Maintaining the 70:30rural-urban mix and protecting the coastline aremajor priorities.

But what does the future hold for baby Isaac?It’s impossible to predict, but we can imagine.

By 2050, 37-year-old Isaac will be living withhis partner and child in a high-tech apartment onthe outskirts of Frankston. They both work fromhome, him three days a week and her two. Whilethe cost of living is high, it’s worth it because theyget to spend more time with each other.

The days are hotter and the rainfall heavierthan before.

He drives a smaller, safer and more efficientcar, but because parking is at a premium andpublic transport inadequate, bicycles are thepreferred mode of transport.

Clothes, furniture, entertainment and freshfood grown in climate-controlled warehouses aredelivered to the door with just one voice com-mand.

Isaac’s seven-year-old son is already multi-lingual thanks to classmates from all over the

world who sign in to international schoolingeach day for lessons on the home’s big screen.

There a fewer open spaces but their facilitiesare a 2050 child’s fantasy of virtual worlds andthrilling rides. Advances in medicine and techno-logy means they are healthier and expected tolive longer than their parents. And like genera-tions before them, time is passing quickly.

But for Isaac’s parents, their hope for theirsons is much simpler.

‘‘Like all parents, we just hope our childrenwill be happy and healthy,’’ Ms Love said.

Fun learning day on the farmMT Martha Primary School prep pupilsenjoyed a fun-filled Farm Day incursion lastweek .

Pupils were excited to pat and cuddle someof their favourite animals with sheep, a goat,calf, chickens, rats, geese, guinea pigs andrabbits enjoying the attention.

Children were all smiles as they petted theanimals and learnt about farm life, includingAsher (pictured) who befriended a fluffy whiteand brown rabbit for the day.

Prep teacher Kelly Cartwright said the Rain,Hayne and Shine mobile nursery visit tied inwith the children learning about farm animalsand their babies.

‘‘The children learnt about animals andtheir babies and how they care for them.

‘‘They learnt about how we look after anim-als and how they grow and change.’’

Mrs Cartwright said many of the childrenhad relatives with farms and could relate tothe animal atmosphere of the day.

‘‘They had a great time and I think they gota lot out of it.’’

Four arrested after armed robberiesFrankston police have arrested four men following for a spate of recent armed robberies and

attempted armed robberies including two in Mornington. The Embona armed robbery task force

arrested 18, 19 and 20 year olds of Bendigo and a 23 year old of Hampton East last Thursday.

The Mornington armed robberies were at the Liberty and Shell service stations on April 30 and an

attempted armed robbery at a Shell service station last Thursday. In all the robberies a man

armed with a knife and wearing a hoodie entered the service stations, threatened staff and made

off with cash and cigarettes. He ran to a nearby vehicle where the others were waiting. Police

said they caught the men when the driver lost control of the car in Racecourse Road,

Mornington. A patrolling police car found the car and its occupants in a ditch at 11.15pm. On the

day they were caught, the men had allegedly attempted armed robberies in Chelsea and

Mornington but staff were tipped off by police and locked their doors, preventing entry.

SOMERS artist Christabel Wigley is making aname for herself by taking out the people’s choiceprize in the Mt Buller Sculpture Award.

Her massive-scale art piece, Irene, has takenup prime position on the Mt Buller landscape.

An impressive seven metres high and fivemetres wide, the piece stands out against themountains.

Made from 300 fragments of burnt wood, thesculpture was inspired by the harsh weather con-ditions.

‘‘My piece is like a very big tidal wave orcyclone,’’ Wigley said.

‘‘The Mt Buller landscape is awe-inspiring andI wanted to make something that would fit intothe amazing backdrop.’’

Wigley created the piece at her Hastings work-shop, where all her art pieces are created.

She moved to the Mornington Peninsula afterliving in New York for a decade.

‘‘We found this house in Somers and it was likea dream. We fell in love with it.’’

Wigley, 49, an artist for more than 20 years,has been focused on creating mega-scale sculp-tures since 2004.

‘‘I love playing with scale.’’She said the Great Wave of Kanagawa by

Japanese artist Katsushika Hokusai was a piecethat drove her to the ferocity of nature.

‘‘The painting has always inspired emotion inme and when the tsunami hit Japan it stirredsomething in me. My work is inspired by thedrama of a natural force. I love that fear andpleasure and the possibility that something canstrike at any time.’’

Wigley won the $10,000 people’s choice prizefor the Mt Buller Sculpture Award but said shewas happy just to be able to create a piece for thestriking landscape.

‘‘Just to be one of the 22 artists accepted in theprize is a terrific achievement. There are notmany places like Mt Buller and it’s great to beable to create something for that landscape.’’

A CHILDCARE centre with a difference will giveyoung children and tertiary students the oppor-tunity to make the most of cutting edge MonashUniversity research.

The Windermere Early Learning Centre,which has opened on Monash University’s Morn-ington Peninsula campus, will provide qualitychildcare to the Frankston and peninsula com-munity as well as doubling as a practical learningspace for students studying a range of subjects atthe university.

Peninsula and Berwick campus vice-chancellorLeon Piterman said the centre had a capacity for50 children and would act as a research facilityfor education, early childhood development,occupational and physical therapy and psycho-logy.

‘‘Graduates working in the field need to knowhow to identify children with disabilities such asautism and cerebral palsy and what to do tomanage it,’’ Professor Piterman said.

Centre director Karlie Molesworth said she

had received many inquiries from students keento use the centre as a resource. Some had visitedthe centre and information was being finalised tohave the students on a more permanent basis.

As the centre opened in February it missed outon enrolments as many parents had alreadychosen centres for the term. There are currently18 children at the centre.

‘‘Numbers are gradually building, it is a beau-tiful space and we are very lucky,’’ Ms Moles-worth said.

The centre accepts the children of Monashstudents and teachers and youngsters fromFrankston and the peninsula.

Ms Molesworth said parents were well briefedabout the centre’s role as a teaching resource.

‘‘We keep everything open and clear. It is forforward-thinking families and we are very handson with the families. It is an extremely flexibleservice which is all about being open andfriendly. Everyone is welcome.’’

Professor Piterman said the collaborativeproject was fully inclusive and staff wereplanning for up to 20 per cent of their

enrolments to be children with disabilities.He said a similar project closed in 2010 as,

unlike the current centre, the business model wasnot appropriate and it was not financially viable.

‘‘It was largely dependent on just the children

of staff. We’ve since put it out to tender andWindermere won the successful tender.

‘‘They are highly experienced, not only withchildcare but caring for children with disabili-ties.’’

FRANKSTON MP Geoff Shaw wants toknow what portion of $100 million prom-ised for Frankston train line upgrades willactually be spent in the city.

On Sunday, Public Transport MinisterTerry Mulder and Premier Denis Napthinevisited Bentleigh railway station to announcethe line was set to receive $100 million fornew trains, tracks, signals maintenance facil-ities and station amenities in this week’s statebudget.

Mr Shaw told the Weekly on Monday hewas looking forward to seeing what the citywould receive.

‘‘Frankston is a long line, so I am waitingto see the finer details — is it for trains, buses,lighting, signs or footpaths?

‘‘The line is 40 kilometres long and thereare 18 or so train stations or stops so I reallydon’t know where that money is going. I’d bethinking we should get a fair slice,’’ Mr Shawsaid.

He wants some of the money to be spenton improving the train station precinct inYoung Street, including bus shelters.

Dr Napthine said new X’Trapolis trainswould run on the line and tracks, signals,maintenance facilities and station amenities

would also be upgraded — ‘‘the Frankstontrain line is one of the busiest on the network,carrying around 60,000 passengers eachweekday”.

“This $100 million will mean the Frank-ston line will also be able to accommodatethe X’Trapolis trains, giving passengers thefastest, most reliable and most comfortablecommute to and from the city.

“Frankston line passengers will also bene-fit from improvements to station lighting, theinstallation of extra CCTV cameras, theextension of station platform canopies toprovide more weather protection, additionalmyki readers and disability access improve-ments.’’

In 2010, the Liberal Party won electoratesalong the Frankston line, from the city to theYarra River. Labor lost seats in Frankston,Carrum, Mordialloc and Bentleigh.

At the time, the Frankston line was one ofthe worst performing in the region and thelack of punctuality as well as violence ontrains and overcrowded station car parks,gave the Liberals an easy campaign issue toexploit with disgruntled commuters.

This week, some analysts suggested theparty was again shoring up voters along theFrankston line by promising dramaticimprovements.

Disabled and their carersA trial program for a long-awaited national disability insurancescheme is about to start. SAMANTHA ROBIN talks to peoplewith disabilities and their families about their hopes and fearsfor the scheme.

After her son Jeffrey wakes up, Marie Hellshowers him, dresses him and makes himbreakfast.

She helps him to the toilet and to wash hishands.

Marie then packs his lunch for the day servicehe attends four days a week.

When Jeffrey returns home at 4pm she helpsget him a cup of tea and they make dinnertogether.

After they have eaten she washes him, giveshim his medication and gets him ready for bed.

It’s a routine you would expect from anymother — but Jeffrey is 41 years old.

This is a typical day for the Crib Point resident,who is a full-time carer for her son, who wasborn with a severe intellectual disability.

He can’t talk but uses hand gestures tocommunicate . He has poor vision and suffersfrom epilepsy. Jeffrey can’t cross a road byhimself or even make a sandwich and requiresconstant care and supervision.

But Marie counts herself as one of the luckyones. ‘‘Many carers have disabled children whocan’t even feed themselves and have to wearnappies,’’ she says.

Jeffrey was diagnosed at just nine monthsof age. “We were told he would be severelyintellectually disabled his whole life. They saidwe could put him in an institution or take him

home and try and cope.” Last year, familymembers looked after Jeffrey while Marie wenton her first holiday in 41 years. It was a milestonefor the caring mum who has devoted her life tolooking after her much loved disabled son.

She is terrified about what will happen toJeffrey when she dies and who will look afterhim. ‘‘I don’t want to leave that up to my othertwo sons, it would be a huge burden for them.’’

People like Marie have spent years lobbyingstate and federal governments to implement anational scheme to provide sufficient funding fordisabled family members.

Many say the sector has already reached acrisis level, with funding, staffing and servicesstretched almost to breaking point. And in itswide-ranging report on disability care andsupport, the Productivity Commission describedthe current system as under-funded, unfair,fragmented and inefficient.

On December 7 , the NSW and federalgovernments made the ground-breaking decisionto sign off on a trial of the National DisabilityInsurance Scheme.

In March, the NDIS bill passed through bothhouses of parliament and the scheme wasrenamed DisabilityCare Australia. The multi-billion dollar initiative will be trialled from Julyin the Barwon region of Victoria, includingGeelong, the Surf Coast, Colac and Queenscliffeas well as in the Hunter region of NSW. The pro-gram will be rolled out across the country gradu-ally from 2018 — providing all states sign up.

The annual cost is estimated at $13.6 billion inthe 2018-19 financial year. The scheme willallow Australians with a disability to accessattendant care, day programs, respite, therapy,aids, appliances and other supports to enrich andenhance their lives.

The ABS Survey of Disability, Ageing andCarers shows that in 2009 just under one in fiveAustralians had a disability, equating to 4 millionpeople.

Kevin Birkett, 52, who has cerebral palsy,hopes the scheme will help the next generation ofpeople like himself. ‘‘Everything for me is set upso I don’t think it will affect me too much but Ihope it will make it easier for people in the

future,’’ says Kevin, who works in Mordiallocbut grew up on the Mornington Peninsula andretains strong peninsula ties.

Kevin receives rent assistance as well as finan-cial help for equipment, including his $15,000motorised wheelchair. But he says a system inwhich people automatically receive financialassistance would be better than the currentmodel which was difficult to navigate andrequired recipients to plead their case.

‘‘It has taken me a long time to get the fundingthat I receive now. With the new system everyonewho needs assistance will get it.’’

His only quibble is that the scheme won’t beimplemented soon enough.

‘‘Whenever they bring it in, it is going tobenefit people but it won’t help the people whoneed it now. More and more people are comingup through the system, so the number of peoplewho need it is only going to increase.’’

He says it’s too early to say whether thefunding will be enough.

‘‘Who knows how many disabled people therewill be in a few years time?’’

While there are obvious benefits to having anational scheme and funding pool available to allpeople with a disability, some carers are scepticalabout whether it will achieve all it sets out to.

Barbara Dixon, of Bonbeach, who cares forher 38-year-old daughter Deanna, says there is

look to a brighter futureno certainty the scheme will be a fix-all solution .

‘‘Some of these carers are in their 80s so by thetime the scheme is implemented it will be too late.The older carers will be dead by then.’’

Supported accommodation is one of the greyareas in the new scheme and is something manycarers are worried about.

Barbara is petrified about what will happen toDeanna, who has Down syndrome, when shedies or becomes too frail to care for her.

‘‘Accommodation for people with disabilitieshas been in crisis for more than 30 years. I wantto die in peace knowing my daughter is properlycared for and surrounded by her friends.’’

Barbara says staffing issues at centres mustbe addressed now so enough employees areavailable when DisabilityCare starts.

‘‘You want passionate and committed peoplein these jobs who want what is in the best interestof the person with the disability.’’

Deanna lived in supported accommodation foreight years but returned to the family home lastyear after being unhappy where she was.

Barbara said she was upset about thetreatment her daughter received in care and knewit was in Deanna’s interests to come home whereshe could look after her.

The Summer Foundation was set up toinvestigate options for supported accommoda-tion for people with disabilities.

Chief executive officer Di Winkler saysDisabilityCare has the potential to turn servicesand assistance for people with disabilities upsidedown.

‘‘At the moment, people have to compete forscarce resources. With the new system there willbe a national amount of dollar funding andpeople with disabilities will be able to decidewhat they do with that funding,’’ she says.

‘‘The current system is crisis driven and it isoften only when families are at their wits end thatservices are provided to them. There is such ahigh demand that you virtually have to behomeless to receive funding.

‘‘The national scheme will give people withdisabilities and their families certainty abouttheir futures. My hope is that it will be a moreequitable system.’’

Another fundamental difference is that thescheme will provide no-fault insurance foranyone who acquires a disability in an accident.

Victoria is one of the few states which providesa no-fault insurance scheme for motor vehicleaccidents.

It is a discrepancy which grates with manyfamilies as Transport Accident Commissionfunded recipients receive greater assistance thanothers with disabilities. ‘‘It became obvious tofamilies that people funded by the TAC receivedearly intervention and were given greater

assistance and financial support. WithDisabilityCare it won’t matter if you fall off yourroof or are assaulted — you will be funded,’’ MsWinkler says.

She believes the scheme must address a criticalshortage of affordable accommodation for thosewith disabilities, particularly young people.

‘‘There needs to be a range of housing, not justcommunity homes or residential units butaccessible and affordable housing that enablesfamilies to stay together.

‘‘There are currently 200 people under the ageof 50 at risk of going into aged homes inAustralia.’’

Federal Disability Reform Minister JennyMacklin is confident that DisabilityCare willhave a positive impact on how services aredelivered.

“Once the scheme is fully rolled out,DisabilityCare Australia will transform the waywe deliver care and support for people withdisability,” she said in Melbourne last month.

“It will give people with disability choice andcontrol over the support they receive andcertainty that they will get the support they need.

Frankston residents Sandra and GraemeSmythe are hoping housing will be included inthe scheme. Their sons, Richard, 46, and Daniel,35, have Down syndrome.

‘‘I would love to see the NDIS work but there

needs to be a lot more done to fix the systembefore it will benefit people,’’ Sandra says.

‘‘There are bits missing, like the capitalfunding for housing, there is some funding forsupported housing but there are no guaranteesthat it will be sufficient. The system needs amajor overhaul before this new scheme canwork successfully.’’

She says some staff at centres for the disabledare leaving the system after becoming burnt out.

‘‘There is going to be all this money but therewill be nowhere to spend it if there aren’t enoughstaff to run these centres.

“These things should be worked on nowbefore the NDIS comes in. The money isn’t goingto solve everyone’s problems, you need qualifiedpeople working in these areas.”

Sandra says a huge shortfall in availableservices must be overcome before thegovernment starts handing out support packagesunder the new initiative.

‘‘We receive these packages at the moment, buttry spending it. There just aren’t the serviceproviders or the staff available.

‘‘We have difficulty getting assistance forspeech services, behaviour modification,physiotherapy and facility-based respite. I don’tneed more money, I need to be able to spend themoney I have now.

‘‘It is totally frustrating.’’

A band that has seemingly been on the edgeof fame for a decade, British India playsFrankston later this month.

The group was formed when four ‘outcast’students at St Bede’s College in Mentone foundthemselves jamming in the music room atlunchtime .

“We are all really familiar with the peninsula.[Drummer] Matty had a holiday house inSorrento and I used to go to Rosebud forholidays with my family,” frontman DeclanMelia said from his Brunswick home.

Now veterans of more than 300 live shows, theband scored their third consecutive Aria top 10album with the 2012 release of Controller.

The disc unleashes a sound that swells toengulf an audience. But beneath the swollen riffsand sometimes grungy, sometimes mellow guitar,lies a bed of catchy choruses.

Melia said the band had developed the credo‘they don’t have to enjoy it, but they have toremember it’.

“It’s about every performance being something

that the audience can’t ignore. We don’t want tomake music where you can eat a chickenparmagiana while it’s going on. We prepmentally and focus before we step on stage.”

The band often finds its form writing melan-choly music, the latest single I Can Make YouLove Me being no exception. “For us it’s alwaysbeen a matter of wedding our emotions with apop song. We don’t want to be in a headspacewhere we have to sacrifice emotions to ‘connect’on a lowest common denominator level.”

On stage, the band plays full on and flat out.But YouTube reveals a couple of acousticversions of the latest single. “The acoustic side ofthings is something that’s actually very new to usand it’s something that we’re excited about. It’s acase of connecting with people via texture ratherthan volume,” Melia said.

“In one way our biggest fear is to be faceless.We are a band that wants to stand out.’’

MOOROODUC trainer Matt Lauriewon the biggest race of his careerwhen Escado took out the $500,000South Australian Derby on Saturday.

The victory is Laurie’s first group 1win, his $14 chance beating a strongfield to take out the 2500m feature.

It was just the third time Laurie hashad a group 1 runner and thedelighted trainer paid tribute to jockeyBen Melham.

‘‘[It was] a great ride,” Laurie toldSky Racing World. ‘‘I didn’t think thehorse was going quite as well as lead-ing into the Melbourne [Victoria]Derby.

‘‘I saw Ben was just sitting patientlya long way out and he just needed a bitof room.

‘‘He’s [Melham] in great form. He’sa great jockey, a great mate. I’m justpleased we have just been able to do itas a combination,” Laurie said.

Melham refused to panic when

rounding the final turn and stayedclose to the rail, despite several of hisshorter-priced rivals gong wide.

The race opened up nicely withEscado beating local hope Hioctdane($5.50) by almost two lengths with theSaab Hasan-trained Shoreham finish-ing third.

The win was Melham’s second atthe highest level in as many weeks andfollowing the previous Saturday’sSportingbet Classic success aboardPlatelet.

The Stingrays dominatedevery quarter in their mostcomplete performance ofthe season to win 13.9 (87)to 5.7 (37) and move intofifth position.

Stingrays coach GraemeYeats praised his team’sperformance but warnedthere would be further testsahead with the under-18nationals looming and theunavailability of the Stin-grays’ private school con-tingent.

Pearcedale relishes that winning feelingPEARCEDALE rejoined the winners’list and added to Hastings’ woes with a41-point victory over the strugglingBlues in a Nepean League clash atPearcedale Recreation Reserve onSaturday.

Pearcedale coach Ben Cadd wasimpressed with the way his youngteam responded after successive flog-gings at the hands of Dromana andSorrento.

‘‘It was good to come through thosegames with our confidence intact. It’s areal credit to the boys,’’ Cadd said.‘‘We’ve certainly matured as a group.’’

In what was a tight contest, thePanthers broke free in the second termafter a tight start, getting out to an18-point lead at the main change and

never looking back. The Pantherslooked controlled as they extendedtheir lead at every change to cruise to acomfortable win.

In-form Pearcedale forward PatHeijden was again able to influence thecontest despite some close checkingfrom the Blues’ defence, booting threegoals to take his tally to 22 for theseason.

‘‘To play well and get the win was agreat reward for our effort,’’ Caddsaid. ‘‘We’ve had a lot of troubleagainst them [Hastings] in the pastcouple of years, so we saw this as areally important game for us.’’

Panther Chris Hensby’s rich vein ofform continued with his second best-on-ground performance in as many

weeks. The recruitment of formerFrankston forward Dylan Hoare con-tinued to pay dividends, the classyflanker booting two majors in anothersolid outing for the Panthers.

Hastings on-baller Taylor Strattoncontinued his stellar start to the seasonagain having a heavy influencethrough the midfield while brother andsoccer convert Kain played his bestgame since joining the Blues in thedefensive half.

The Blues have had a less thanimpressive start to the season with justthe one win coming from their five out-ings so far.

SEAFORD coach Craig McIndoe has hailed histeam’s belief after their narrow four-point win overMornington at Miles Reserve on Saturday.

Seaford has been the surprise packet of the Penin-sula League and despite losing star players MichaelKraska, Chris Irving and Luke Smith the Tigers sitsecond with a 4-1 record.

Aaron Walton was the hero for the Tigers with twolate goals to steal the win from a plucky and much-improved Mornington.

‘‘We have a lot of belief,’’ McIndoe said.‘‘A lot of people thought that we would be battling

but we are happy to keep going under the radar.’’Mornington coach Stuart Seagar was left to rue his

team’s inability to shut the contest down after theyestablished a lead in the final term.

‘‘It was a disappointing finish but at the same timeit’s a big learning curve,’’ he said.

‘‘We were impressed by how Seaford kept on fight-ing but at the same time as a footy club we have tolearn that if we are in that position we have to main-tain possession of the footy so we don’t lose thosegames.’’

Another bright spark for the Bulldogs was a pair ofyoungsters performing in key roles.

Jackson Calder presented strongly all day andprovided a target and despite failing to register amajor was among their best.
