What did we gain with PENS
• Data communications in the air traffic management was heavily relying on X.25, a technology that is about to be phased out (OLDI, ASTERIX, AFTN/CIDIN …)
• Most inter-ANSP links was bilateral point to point circuits, managed on a bilateral basis
• Eurocontrol NM Flow Management and EAD had separate networks with different providers
• Future air traffic management will require tighter collaboration between all stakeholders
• Supporting seamless operations and interoperability• Business case demonstrated that overall costs could be reduced by
15%.
• The technical enabler for this is a common shared network: PENS

PENS Services
• PENS is a MPLS network supporting up to 16 different VPNs with Class of Services (CoS) at all sites.
• Connecting 134 sites across 46 countries• 77 sites are “class 1 sites”
• dual access MCS, full diversity, no SPOF, “Gold” CoS.• SITA maintains diversity certificates.
• Most class 1 sites carry more than one VPN. 28 of them support ANSP BB.
• 11 sites are configured with NM voice capabilities and 6 with ANSP voice capabilities (“Platinum” Class of Services)
MPLS -
MPLS is best summarized as a “Layer 2.5 networking protocol”.
In the traditional OSI model: • Layer 2 covers protocols like Ethernet and SONET, which
can carry IP packets, but only over simple LANs or point-to-point WANs.
• Layer 3 covers Internet-wide addressing and routing using IP protocols.
MPLS sits between these traditional layers, providingadditional features for the transport of data across the network.

But every thing comes to an end…
The current PENS contract with SITA ended in 2018
PENS was extended by 18th Months in line with the target transition time to a new infrastructure. (with an option to further extension)
• The extension period will last from June 1st 2018 to November 30th
2019. • PENS extension grants continuity of operations on the existing PENS,
with no discrimination on users, nor impact, due to the sequence of the transition. The sizing of the SITA Operations team will remain as today.

NewPENSSHARING data and information IS KEY to meet this challenge
The NewPENS project
In January 2016 EUROCONTROL hosted a major meeting to move forward with the implementation of NewPENS.
The decision was made by 41 EUROCONTROL Member States to entrust EUROCONTROL with a Common Procurement Agreement (CPA)
The calls for tender was published in the first semester of 2016, with offers expected in December 2016.
The aim was to have the contract in place by the end of 2017 so the migration to the new provider could start by the middle of 2018.
The CPTF
The Common Procurement Task Force was established and the work making the tender material was started.
After the initial tender it was decided to continue with 2 tender candidates.
In beginning of 2018 the CPTF endorsed the company BT’s Global Services division to the governance body of NewPENS as the contract partner.
BT was approved and the final contract negotiation commenced

Key statement…
NewPENS is an unparalleled common procurement contract in European Air Traffic Management.
With air traffic on the rise, NewPENS will provide solid support to European aviation, securing cross-border network connections and underpinning safety-critical applications.
The ultra-resilient network will connect more than 100 locations across the European / North Atlantic region.
NewPENS Transition Programme
• Goal:
Achieve the decommissioning of the current PENS Network at the latest by end November 2019
• Context:
40 ANSPs + EUROCONTROL , 117 Service Delivery Points, EASA, National Safety Authorities, BT, SITA, SITAONAIR and an extensive range of subcontractors
Strong collaboration between the NewPENS Governance and the PENS Governance
Newly introduced PENS Technical Center (PTC) provides network architecture guidance to the community; it is supported by the PENS User Group (PUG) for validation, deployment and operational coordination aspects.

KEY ENHANCEMENTS
• Open to wider range of stakeholders (Mil, ATM providers, airlines, airports, MET as well as ANSPs)
• Increased flexibility in supporting applications
• Safety levels will be ATM-grade (able to support safety-critical applications)
• Sophisticated cybersecurity measures will protect users’ data
• Availability will be up to 99.999% (decimal point higher than before)

NewPENS Governance
A look into the Crystal
PENS will be one of the main enablers for the Collaborative Decision Making (CDM) concept that is being developed in the context of SESAR.
It will meet both current needs for the information exchange between ANSPs and ATM stakeholders, as well as those foreseen by the SESAR Programme for the System-Wide Information Management (SWIM).
Eurocontrol and the ANSPs have been working together to evolve NewPENS to meet the future ATM requirements in Europe to enable significant cost savings for the ATM community in Europe.
Today, PENS provides an operational communications network to over a dozen ANSPs and several other ANSPs are planning to join.
