1.!Objectives!of!the!People!Going!Places!Fund!!

• To!increase!the!number!of!voluntary!arts!groups!operating!in!the!borough!

• To! enable! greater! numbers! of! people! to! volunteer! for! local! arts!organisations!and!support!local!arts!activities!

• To! increase! the! reach! and! membership! of! existing!voluntary/amateur!and!professional!arts!groups!and!organisations!

• To!support!the!professional!development!of! local!artists!and!arts!organisations!!

• To!enable!a!more!connected!local!arts!sector!and!encourage!new!partnerships! to! be! formed! –! within! and! across! the! subsidised,!amateur!and!commercial!sectors!!

• To! increase! the! numbers! of! venues! in! the! borough! hosting! high!quality!arts!activities!

• To! increase! the! numbers! of! local! artists! and! arts! organisations!accessing!external!funding!!

2.!Eligibility!Criteria!!The!following!groups!and!individuals!aged!over!16!and!either!living!or!working!in!Barking!&!Dagenham!are!eligible!to!apply!to!the!People!Going!Places!Fund:!

• Voluntary!and!professional!arts!organisations!• Cultural!groups!• Individual!artists!!• Community!groups!delivering!arts!activities!• Creative!businesses!!

!Additionally,!you!will!need!to!show!that!you!or!your!organisation:!

• Produces!work!that!benefits!the!people!of!Barking!&!Dagenham!• Has!a!track!record!of!working!in!the!borough!and!evidence!of!

long!term!commitment!to!the!borough!• Is!committed!to!contributing!towards!the!fulfilment!of!the!aims!

of!the!Creative!Barking!&!Dagenham!programme!and!its!priorities!!!

Only!one!People!Going!Places!Fund!award!will!be!granted!to!an!individual/organisation!in!any!12!month!period.!

3.!What!we!will!fund!!The!People!Going!Places!Fund!aims!to!strengthen!the!local!arts!sector!and!cultural!offer!through!providing!funding!for!the!following!kinds!of!creative!activities:!(!

• Paying!for!arts!training!or!conference!fees!• Buying!artsQrelated!equipment!!• Going!to!see!new!work!for!artistic!inspiration!–!both!for!

practitioners!and!the!groups!you!work!with!• Setting!up!local!arts!networks!!• Research!and!development!to!test!out!creative!ideas!and!explore!

demand!• Marketing!and!PR!activities!to!raise!the!profile!of!your!arts!

organisation/group!• Setting!up!new!arts!classes!and!activities!!• MatchQfunding!for!other!bids!(where!the!activity!meets!the!aims!

of!Creative!Barking!&!Dagenham)!• Volunteer!recruitment!and!support!• Developing!new!arts!partnerships!

4.!What!we!won’t!fund!

• Fundraising!events!!• Applications!from!fullQtime!or!partQtime!students!unless!the!

project!is!separate!from!or!does!not!form!part!of!their!course!studies!!

• Applications!for!support!towards!attending!fullQtime!or!partQtime!courses!in!Further!or!Higher!Education!!

• Activities!which!have!already!taken!place!or!start!within!the!six!week!grant!assessment!period!!

• Activities!whose!benefits!fall!mainly!outside!of!Barking!&!Dagenham!

• Schools!projects!that!are!part!of!the!statutory!timetable!!• Activities!where!the!primary!focus!is!the!promotion!of!religion!

5.!Application!process!and!deadlines!!There’s! no! form!! 6.!Decision!Making!Process!!All!decisions!on!applications!to!the!People!Going!Places!Fund!will!be!made!by!a!panel!of!three!Barking!&!Dagenham!residents!(our!Cultural!Connectors)!and!an!artistic!adviser!with!experience!of!arts!capacity!building.!!!Only!one!People!Going!Places!Fund!award!can!be!held!by!any!individual!or!organisation!in!a!12Qmonth!period.!However!you!are!able!to!apply!for!and!receive!a!People!Going!Places!Fund!award!as!well!as!a!Neighbourhood,!Landmark!or!Parklife!Fund!award!in!the!same!12!month!period.!!!There!will!be!two!deadlines!per!year!(until!2016)!for!the!People!Going!Places!Fund.!The!next!round!will!open!in!June!2014.!!

The!programme!has!four!areas!of!activity:!!

1. An!artistic!programme!of!arts!activities!and!events!in!and!around!landmarks,! neighbourhoods! and! parks! across! Barking! &!Dagenham,! commissioned! by! and! coQcreated! with! local!communities.!!!

2. An! audience! development! programme! which! will! promote! the!great!arts!activities!already!taking!place!in!the!borough,!bring!new!touring!product!in!and!facilitate!access!to!cultural!activities!across!London!for!local!residents!

!3. A! ‘People! Going! Places’! Fund! designed! to! strengthen! the! local!

arts!sector!and!expand!the!range!of!creative!activities!available!in!the!borough!!

11.!What!do!we!mean!by!“the!arts”? !“The!arts”!means!virtually!any!sort!of!creative!activity.!This!includes:!

• Dance!!• Music!• Theatre!!• Opera/musical!theatre!• Carnival!!• Street! arts! (art! in! everyday! surroundings! like! parks,! streets,!

shopping!centre)!• Circus!skills!!• Visual!art!–!(e.g.!painting,!drawing,!printmaking!or!sculpture)!• Photography! –! (as! an! artistic! activity,! not! family! or! holiday!

‘snaps’)!• Film! or! video! –! making! as! an! artistic! activity! (not! family! or!

holidays)!• Digital!art!–!producing!original!digital!artwork!or!animation!with!a!

computer!• Craft!–!any!craft!activity!(e.g.!textiles,!wood,!metal!work,!pottery,!

12.!Who!is!managing!the!programme?!!

• A!consortium!of!organisations!including!Studio!3!Arts,!Barking!and!Dagenham!Council,!A!New!Direction,!Collective!Voice,!Arc!Theatre!and!Barking!and!Dagenham!Council!for!Voluntary!Service!form!the!management! board!which!will! oversee! the! Creative! Barking! and!Dagenham!programme!between!2014Q2016.!

!• There! are! two! core! staff! to! direct! and!manage! the! programme:!

Miriam! Nelken! as! the! Programme! Director! and! Helen! Ball! as!Engagement!Director.! Both! these!posts! are! three!days!per!week!and! report! to! the! consortium.!The!Programme!Director! leads!on!Commissioning,! Financial! Management,! Production! &! Strategic!Development!and! the!Engagement!Director! leads!on!Community!Engagement,! Audience! Development,! Monitoring! &! Evaluation!and!Communications.!

13.!Background!to!the!People!Going!Places!Fund!!Working! with! and! supporting! the! development! of! the! local! arts!sector! is! a! core! focus! for! the! Creative! Barking! and! Dagenham!programme!and!will! be! key! to! the! success! and! sustainability! of! the!programme.!!Barking! and! Dagenham! has! a! strong! artistic! heritage! –! including!producing! a! diverse! range! of! talented! individuals! such! as! Dudley!Moore,! Dame! Vera! Lynn,! Billy! Bragg,! Jessie! J,! Devlin! and! YolanDa.!!!An!arts!audit!was!carried!out!last!year!as!part!of!the!development!of!the! borough’s! 2013Q16! Arts! Strategy.! The! audit! identified! many!different! players! involved! in! the! arts! and! creative! sector! in! Barking!and! Dagenham! with! some! areas! of! real! strength! found! as! well! as!areas!for!improvement.!!!The! borough! has! a! number! of! longstanding! and! renowned! delivery!organisations! as! well! as! an! active! and! enthusiastic! amateur! arts!sector! Q!over!60!groups!were! identified! in! the!arts!audit!as!meeting!weekly! in! community! spaces! as! well! as! numerous! nonQarts!community!groups!also!running!arts!activities!across!the!borough.!!!The! overall! picture! identified! by! the! research! and! consultation!towards! the!development!of! the!borough’s!arts!strategy!however! is!of! a! fragmented! arts! offer! that! is! not! serving! all! sections! of! the!Borough’s!communities,!and!a! lack!of!partnership!and!collaboration!between! individuals,! organisations! (professional! and! amateur),!community!groups!and!the!council.!This!means!that!opportunities!to!secure! investment! and! grants! are! missed;! projects! are! smaller! in!scale! than! they! otherwise! might! be! and! the! borough! is! less!connected!to!the!rest!of!London!than!it!could!be.!!!Although! there! are! some! notable! exceptions,! there! is! not! a! strong!track! record! of! securing! external! funding! by! organisations! and!individuals!within!the!Borough.!The!level!of!applications!to!Grants!for!the!Arts!(Arts!Council!England!National!Lottery!funding)!is!particularly!low.!In!2010!Q11!only!three!Grants!for!the!Arts!awards!were!made!to!Barking!and!Dagenham!organisations!and!individuals!out!of!a!total!of!402!across!London!as!a!whole.!!

148!venues!of!varying!scale!and!scope!have!been!identified!in!Barking!and! Dagenham! where! arts! activities! are! or! could! be! taking! place.!While!the!dedicated!arts!infrastructure!is!limited,!with!the!Broadway!Theatre! the!primary! asset! as! the!only! professional! theatre! space! in!the! borough,! there! are! numerous! spaces! where! arts! facilities! are!integrated!with!other!service!facilities.!The!libraries!and!two!heritage!properties,!Valence!House!and!Eastbury!Manor!host!a! range!of!arts!activities,!with!community!centres,!halls,! leisure!centres!and!schools!also! adding! to! the! range! of! venues! and! facilities! for! arts,! both!purpose!built!and!adapted!for!use.!!!

14.!Affiliates!!Affiliates! are:! artists,! organisations,! individuals! and! groups! who! are!interested! in! contributing! towards! Barking! and! Dagenham’s! Creative!People!and!Places!programme!and!committed!to!the!values!and!aims!of!the!programme.!All!individuals!or!organisations!awarded!funds!as!part!of!the!programme!will!be!expected!to!sign!up!as!affiliates.!!Our!commitment!to!Affiliates!will!include:!!

• Partnership!development!and!brokering!with!local!and!regional!arts!orgs!&!community!groups!

• Audience!development!support!• Best!practice!guidance!in!community!engagement!and!artistic!
