People v. Vera

(65 Phil. 56) In Vera, this Court declared that a law which gives the Provincial Board the discretion to determine whether or not a law of general application (such as, the Probation law-Act No. 4221) would or would not be operative within the province, is unconstitutional for being an undue delegation of legislative power.
