WITNESS

In a criminal court case, witness provide vitalimformation about a possible crime. Being a witnessmeans telling the court the truth about what you know.

Just a criminal justice system relies heavily on witness,Jesus uses bold, faithful, and credible witmess to spread HisWord and build His church.

Before Jesus Ascended to His Father, He gave His disciple a final command-to launch a worldwide witnessing campaign. The Holy Spirit would come uponthem and give them supernatural power to be His witnesses throughout theworld (Acts1:8).

Jesus called these early apostles to go into a world where people did notknow about Him and give a thruthful account of what they had seen, heard,and experienced (Acts 4:19-20). Since they had witnessed His perfect life,teachings, suffering, death burial, and resurrection (Luke 24:48; Acts 1-5),they were to go out and give a thruthful testimony about Him.

In taking the gospel to the ends of the world, we are called to testify to thethruth about Jesus and how He has changed our lives. “How shall they believein Him of whom they have not heard?” (Rom.10:14.) What are you doing to tellother?-Marvin Williams

NPD’s “Pulis Ko, Titser Ko” program needs sponsors for expansionTHE Northern Police

District (NPD) is appeal-ing to generous individ-uals or groups to helpout in the expansion ofthe first “Pulis Ko, Tits-er Ko” program in timewith the opening ofclasses next month.

According to NPD di-rector Chief Supt. Sam-uel Pagdilao Jr., theyhave decided to pushfor its extension follow-ing the success of thepilot program which in-volved some 480 Grade-4 pupils from at leasteight schools in Caloo-can, Malabon, Navotas,Valenzuela (CAMANAVA)area who graduated lastMarch 15.

“We have decided toextend the program toeight more schools, that

is why we are inviting peo-ple with kind hearts tohelp us continue with theproject,” said Pagdilao, alawyer.

He said he already di-rected the NPD’s chiefs ofseveral police communityrelations at the station lev-el to help find possiblebenefactors in order tosupport the continuationof the project aimed atteaching school childrensubjects that will helpthem become responsi-ble, productive and law-abiding citizens when theygrow up.

For the expansion of the“Pulis Ko, Titser Ko” pro-gram, Pagdilao said theproject will require addi-tional number of schoolsupplies, reading and in-formation materials and

other instructional mate-rials like the text books tobe used by the additionalpupils that the expandedprogram will cover.

During the first initiativewhich was launched onSeptember 19, 2009, theDepartment of Education’slocal school division and

the district’s Police Com-munity Relations Divisionunder Supt. Ferdinand DelRosario have collaboratedin the formulation of thecurriculum and the manu-facture the text book usedby the pupils under theprogram.

The curriculum was pat-terned with the standardteaching methods forgrade four pupils in les-sons on love of God, na-tionalism, respect for andobedience to our laws andlaw enforcers, and similarsocial norms, Filipino cus-toms and tradition withhope that these kids willemerge as responsibleand productive citizens ofthe country.

Also included in the cur-riculum were lessons oncrime prevention and per-

sonal safety, according toPagdilao, a lawyer.

The first program, whichwas concluded last March15, was a success becauseof the support given by thePhilippine Savings Bank(PSBank) and the Berna-best Food Corporation (Si-omai House), which provid-ed the snack for the dura-tion of the project, saidPagdilao who expressedgratitude to the sponsorsof the first project.

manalong landslide ang kanilangmabait na alkalde na si Mayor An-tonio “Antong” Maming noong na-karaang kauna-unahang automat-ed 2010 local and national elec-tions.

Nilampaso ng milya-milya angkanyang dalawang kalaban sa pu-litika sa pagka alkalde ng Banga,Aklan na sina Melanio Rentelio atDr. Mercedez Imperial. Sa totoolang kahit kailan ay hindi matatalosi Mayor Maming sa kanyang bay-an sa Banga dahil sobrang napa-kabait at mahal na mahal ng kan-yang mga constituents.

Ang bata umano’y ni GovernorCarlito Marquez ng administrasy-on na si Rentelio ay hindi kayangtalunin si Mayor Maming sa Ban-ga. Ayon sa aking mapapagkati-walaang source ginastusan umanong isang pulitiko si Rentelio na kal-abanin lamang si Mayor Mamingpero wala rin nagawa ang una.

Nanalo rin bilang isang gober-nador sa lalawigan ng Aklan si Mar-quez pero basang sisiw di umano’yang kanyang bata na si Renteliosa Banga.

Dagdag pa ni Mayor Mamingmaging sa lugar ni Gov. Marquezsa Banga, Aklan ay nanalo pa rinsiya ng malayo laban kay Rent-elio. Ayon sa mga tao walang gi-nastos na pera si Mayor Mamingsa kanyang bayan dahil isangmahirap na alkalde lamang peronapakayaman sa pakikisama sakapwa.

Diyan bilib na bilib ang taong-bayan kay Mayor Maming na so-brang napakabait at hindi pinaba-bayaan ang kanyang mga constit-uents. Ayon sa mga tao parangang nag laban sa Banga, Aklan aysi Gov. Marquez at Mayor Mamingdahil ang dalawa ay brutal na mag-kaaway sa pulitika. Pero sobrangnanaig pa rin si Mayor Maming la-ban kay Rentelio.

Inamin naman ni Mayor Mamingna wala talaga siya pera para gu-mastos sa eleksyon pero tangingang kanyang puhunan lamang oagimat ay pakikisama at dasal saPoong Maykapal para manalo attiyak hindi siya pababayaan ngkanyang mga kababayan.

Biro niyo sa Banga ay mayroon27 barangays at tatlo lamang dito

Matibay si Mayor Antong Mamingay hawak ni Mayor Maming. Peroang nakakapagtaka sa 27 baran-gays ay landslide ang panalo niMayor Maming. Dito kayo mag-isipat napakahusay ng political strate-gy ni Mayong Maming kung paanosiya nanalo.

Malungkot din isinalysay ni May-or Maming matapos siyang sus-pendihin ni Gov. Marquez ng tat-long buwan simula noong Oct. 13,2010 hangang January 13, 2010dahil hindi niya pinirmahan angisang building permit ng BiosmasPlant sa Banga, Aklan.

Pahayag ni Mayor Maming angnasabing proyekto ay itatayo salupa ni Gov. Marquez sa Banga naang lawak ay 27 hectares. Nanghindi pumirma si Mayor Maming sanasabing building permit ay kaa-gad sinuspendi ni Marquez.

Noong Abril 13, 2010 ay inab-suwelto naman ng Malakanyang siMayor Maming na nilagdaan ni Ex-ecutive Secretary Alejandro Men-doza. Ibig sabihin walang kasalan-an si Mayor Maming at pulitika la-mang ang dahilan kung bakit siyasinuspendi ng walang kalaban-la-ban ni Marquez.

Pero natuloy pa rin ang nasab-ing proyekto dahil pinirmahan angbuilding permit ng bise alkalde niMayor Maming. Ang Biomas plantay siyang nagsu-supply ng ener-hiya sa buong Aklan. Sa kasaluku-yan napakaganda ngayon ng Ban-ga, Aklan sa pamumuno ni MayorMaming at itinuturing isang sikatna bayan sa buong bansa.

Napakalinis ng Banga at disipli-nado ang mga tao sa pangungunani Mayor Maming. Sa totoo langwalang krimen na nangyayari saBanga at maunlad na bayan. Ayawkasi ni Mayor Maming na maguloang kanyang lugar at dapat pama-risan ng ibang bayan sa buong ban-sa.

Milyun-milyong mga proyektoang nagawa ni Mayor Maming sakanyang lugar matapos paganda-hin ang munisipyo at iba’t ibangpark. Ipinatayo din ni Mayor Mam-ing ang SB building, palengke atiba pa.

Kaya ang Banga sa panahonngayon ay isang napakagandangtanawin at maituturing na turistanglugar dahil lamang kay Mayor An-tong Maming.

Maging pitong taon gulang palamang na mga bata sa Banga,Aklan at ibang lugar ay kilalang-kilala na si Mayor Maming dahilmnapakahusay bilang isang amang nasabing lungsod.

Kung iisipin natin itong mgabata’y pagdating ng takdang pana-hon para sila’y bumuto ay tandana sa kanilang mga isipan na angiboboto ay si Mayor Maming. Kayapayo ko lang kung sino ang lala-ban kay Mayor Maming sa susun-od pang halalan ay huwag na kayotumakbo at sayang lang ang in-yong pagod.

Despite initial goodresults, DepEd wants tothoroughly evaluate theprogram for whichMemorandum No. 11was issued. This isspecifically to assessthe efficiency of the useof a P461 million fundallocated for theseschools’ acquisition ofnew tools and equip-ment (P410 million) andcompetency assess-ment subsidy (P51.05million).

More than 11,000 passlicensure exams for teachers

BASED on the resultsreleased recently by theProfessional RegulationCommission, 4,835 orjust 15.44 percent of the31,306 examineespassed the LET for ele-mentary education,while 6,483 out of the27,802 examinees or23.32 percent passed forsecondary education.

Only 4 out of the 109examinees who weregraduates of the Accel-erated Teacher Educa-tion Program likewisepassed the exam.

The LET was given onApril 18 in 13 testingcenters across the Phil-ippines and in HongKong, the PRC said.

Western VisayasState University has thehighest passing rate forLET for elementary edu-cation, with 71 passersout of its 84 examineesor 85 percent.

For secondary educa-tion, the University ofthe Philippines in Dili-man posted a 100 per-cent passing rate, fol-lowed by the Universityof Santo Tomas with 89percent.

Josephine Gail Porter ofUP Diliman topped the ele-mentary education examwith a score of 88.20 per-cent. Tied at second placewere Rageene VeraDueñas, also from UP Dili-man, and Englevert Reyesof the University of SanJose Recoletos with 87.40percent.

For secondary educa-tion, De La Salle Universi-ty-Manila’s ClarenceGatchalian got the highestscore 91.20, followed byJerome Macapagal of Pa-mantasan ng Lungsod ngMarikina with 89.80.

Filipino friend’s houseafter the conferencethat I attended in Chi-cago ended two daysago. It was the 4th In-ternational Conferenceon Climate Change (4th

ICCC) sponsored bythe Heartland Institute,h t t p : / / w w w .heartland.org/events/2 0 1 0 C h i c a g o /program.html. Ourthink tank, MinimalGovernment Thinkers,Inc. (www.mini mal-govern ment.net) is theonly Philippine-basedinstitute that was oneof many co-sponsorsof the event. I was giv-en a travel scholarshipby Heartland to attendthe 3-days conference,and out of the 700+people who registeredand attended that bigconference, I was theonly one from the Phil-ippines and fromsouth-east Asia.

Most of the partici-pants there were sci-entists – physicists,geologists, meteorolo-gists, climatologists,biologists, geophysi-cists, even former as-tronauts. Breakfastand lunch have twospeakers each, thenthere were four simul-

taneous tracks or paneldiscussions to choose,two on science and oneeach on economics andpublic policy.

Being a non-scientistand very much interestedin the scientific debateabout “man-made warm-ing”, I attended mostly thescience tracks. On the third and lastday of the conference, I at-tended the last 2 sciencetracks. On the first track,the four speakers were:Tom Segalstad of the Uni-versity of Oslo, Norway;George Kukla of the Lam-ont-Dohery Earth Obser-vatory at Columbia Uni-versity, USA; MadhavKhandekar of Environ-ment Canada; and Leigh-ton Steward of the Insti-tute for the Study of Earthand Man at SouthernMethodist University,USA.

Dr. Sevalstad had an in-teresting paper, “Geo-chemistry of Carbon Diox-ide: The whereabouts ofcarbon dioxide (CO2) onEarth”, and he explainedthat CO2 follows certaincycles, like day-night,wet-dry, El Nino-La Ninacycles, and stay just afew days or months orfew years, depending onwhere they are deposited(upper atmosphere, low-er troposphere, land sur-face, ocean, plants andtrees, etc.) and not “sev-eral hundred years” aspropagated by the UN In-

tergovernmental Panel onClimate Change (IPCC).

Dr. Kukla’s paper wasentitled “Interglacialsstart with global coolingand end with global warm-ing.” He looked at the“obliquity” or the angle ofthe earth on the Sun’sequator. He said thatbased on the angular po-sition of the Earth throughthe recent years, globalwarming, especially in thetropics, will continue, andthat humanity’s carbonmission has nothing to dowith this climate cycle ofcooling-warming.

Dr. Steward’s paperwas on “Empirical evi-dence (Paleoclimates)and the disconnect of cli-mate change” and heshowed that CO2 is a use-ful gas and food plant,that without CO2 there willbe no plants, crops andtrees on the planet andlife will not be possible.And that based on plentyof scientific studies, moreCO2 actually results inmore and faster plantgrowth, bigger harvest ofcrops.

The other science trackthat I attended had threespeakers: William Kinon-month of the Australasian

Climate Research Insti-tute in Australia; VictorVelasco Herrara of the In-stitute of Geophysics atthe National AutonomousUniversity of Mexico; andIan Palmer of the Univer-sity of Adelaide, Austra-lia. Prof. Kininmonth pre-sented a paper on “Natu-ral responses limiting an-thropogenic climate forc-ing” and argued that man-made carbon emissioncannot be a big factor inaffecting the Earth’s cli-mate.

Dr. Herrara, a youngphysicist in Mexico, pre-sented an interesting pa-per, “The new solar mini-mum and the mini-ice ageof the twenty-first centu-ry”. He showed solar ac-tivity and inactivity via so-lar cycles and geomag-netic field index, and pre-dicted a prolonged globalcooling from 2010 to2070. In the previousday’s presentation, a ge-ologist from the WesternWashington University,USA, was also observingthe Sun and the PacificDecadal Oscillation (PDO)and predicted that globalcooling will start in 2014and will last for the next30 years or more.

While it was mental-ly tiring for a non-sci-entist to follow the pre-sentations of those sci-entists who have beendoing climate researchwork for years and de-cades, it was also veryrewarding to realizethat there are plenty ofother factors, naturalfactors (the Sun, theocean, volcanoes, geo-logic degassing, galac-tic cosmic rays, etc.)that affect the Earth’sclimate, whether it isglobal cooling or globalwarming.

That is why I neverbelieve Mr. Al Gore, apolitician and not a sci-entist, and the IPCC, apolitical and intergov-ernmental body, not ascientific body, in their“man-made globalwarming” claims.

Late gain ends volatile weekfor the US stock market

THE stock market hadanother tumultuous ridethis week as disarray inEurope heightenedfears of a global eco-nomic slowdown. De-spite a late-day come-back on Friday, majorstock indexes are downabout 10 percent fromthe peak they reachedin late April.

Declines of that sizeare known as a “cor-rection.” They are nor-mal during a bull marketand are even seen as ahealthy way for a mar-ket to regain its bear-ings after a long periodof uninterrupted gains.The correction thatstarted this week is thefirst for the bull marketthat began in March oflast year.

Whether the correc-tion has mostly run itscourse or turns into abear market, defined asa decline of 20 percentor more, is anyone’sguess. Stock indexesended with solid gainsFriday after starting theday lower and dippingbelow 10,000; the Dowclosed up 125 points.

The Dow Jones indus-trial average plunged376 points Thursday, itsworst one-day drop inmore than a year.Stocks are now aboutwhere they were in ear-ly February and down 2percent for the year.

Jacob Gold, a finan-cial adviser and CEO ofJacob Gold & Associ-ates in Scottsdale, Ariz.,says the market col-lapse of 2008 is fresh inthe memories of clientswho have been pepper-ing him with calls and e-mails this week.

“They’re second-guessing themselvesbecause they don’twant to end up giving theeconomy the benefit ofthe doubt and having ithurt them,” he said.“People are still lickingtheir wounds from 2008and they’re not in a po-

sition to put themselves atrisk like they once did.”

The immediate catalystfor this week’s sharp de-clines was deepeningconfusion over how Eu-rope intends to get con-trol of its public finances,restore order to financialmarkets and instill confi-dence in the continent’sshared currency, theeuro.

Germany broke ranksfrom its European neigh-bors this week, single-handedly reining in specu-lative trading in Europeanbonds. And on Friday it wasrebuffed in its calls forharsh punishments forEuropean countries thatconsistently flout rules onfiscal spending limits.

Greece is struggling tocope with staggering debt,and investors fear it couldend up dragging othereconomically weak Euro-pean countries down withit. If Europe’s banks crackdown on lending, the think-ing goes, other banksaround the world could fol-low suit, tripping up econ-omies around the world.

The unsettling newsfrom Europe this weekalso reminded investorshow tepid the US eco-nomic recovery really is inhistorical terms. Grossdomestic product rose atan annual rate of 3.2 per-cent in the first threemonths of the year, butthat’s not nearly as strongof a comeback as is typi-cal after a deep reces-sion. Companies alsoaren’t hiring that much,unemployment is still 9.9percent and the housingmarket hasn’t recoveredfrom its slump.

“Normally you wouldget a much stronger snap-back,” said Paul Ballew,chief economist at Nation-wide Insurance in Colum-bus, Ohio, and a formersenior economist with theFederal Reserve. “Giventhe magnitude of thedownturn, growth shouldbe much stronger thanthat already.”

US markets openedlower again on Friday, buta rally in financial shareshelped stocks move high-er. JPMorgan Chase & Co.and Bank of AmericaCorp. were the biggestgainers in the 30 stocksthat make up the DowJones industrial average.They and other financialshares rose after the Sen-ate passed long-awaitedfinancial reform legisla-tion, removing a signifi-cant overhang for USbanks.

In other signs that someinvestors were regainingan appetite for risk, theprice of ultra-safe Trea-sury securities edgedlower after spiking onThursday, the dollaredged lower, commodityprices stabilized and goldprices fell.

The Dow rose 125.38,or 1.3 percent, to10,193.39. The broaderStandard & Poor’s 500 in-dex rose 16.10, or 1.5 per-cent, to 1,087.69. The Nas-daq composite index rose25.03, or 1.1 percent, to2,229.04.

About three stocksrose for every one that fellon the New York StockExchange, where consol-idated volume was 8.1 bil-lion shares, versus 8.5 bil-lion shares Thursday.

The Dow fell below10,000 during early trad-ing Friday before recover-ing. It last fell through thatlevel on May 6, when itbriefly plunged nearly1,000 points in an after-noon rout that was its big-gest intraday slide. Regu-lators have said they arestill unclear on whatcaused that brief plunge.

The three-week slidesince the market hit itsrecent peak in late Aprilhas shaved $1.3 trillion ofvalue from the S&P 500index in the 19 tradingdays through Thursday.That’s more than the $1trillion Europe and the In-ternational Monetary Fundpledged to shore up weakEuropean economies.

Alliance Global Group Q1 earnings hit P2.2 billionANDREW Tan-led con-

glomerate Alliance GlobalGroup, Inc. increased itsfirst quarter net income bymore than a tenth on theback of strong sales fromits real estate, food andbeverage, and fastfoodunits.

The company posted aconsolidated net incomeof P2.22 billion from Jan-uary to March this year, upby 12 percent from a yearago, the company told thePhilippine Stock Ex-change on Friday.

Its net income attribut-able to its shareholderswas P1.65 billion, up by afifth from 2009’s P1.37 bil-lion.

Alliance Global’s con-solidated revenuesreached P10.5 billion, up

by almost a fifth fromP8.86 billion in 2009.

The company is behindreal estate giant Mega-world Corp., beverage unitEmperador Distillers, andMcDonald’s Philippinesmaster franchiser GoldenArches Development Corp.

Megaworld contributed46 percent to the totalearnings, while its con-sumer units delivered 43percent.

The company’s earn-ings before interest, tax-es, depreciation, and am-ortization in the first quar-ter reached P3.3 billion, up15 percent year-on-year.

“Our first quarter re-sults show AGI’s contin-ued strength in the indus-tries it operates in. Webelieve that we are reap-

ing the benefits of thebusiness decisions wemade in the last coupleof years,” PresidentKingson Sian said in astatement.

It isalso during this visits when thecouple personally delivers theirwedding invitations.
