A Wynberg resident says theWittebome station is no long-er what it used to be.
The concerned resident, whospoke to People’s Post on conditionof anonymity, says the station hasbecome an eyesore, claiming thatno one is taking responsibility toclean out the bins and cut thegrass.“I have livedhere formanyyears
and slowly the station has becomea hotspot for robberies, vagrantsand dumping,” she says.The overgrown grass along the
railway reserve in CastletownRoad where the resident lives hascreated what she calls a hide outfor criminals.“The dense bush area is ideal for
criminals to hide while they waitfor potential victims and thenpounce on the opportunity whenno one is watching,” she says.She is also concerned about the
number of homeless people whosleep in the bush area along the re-serve.“There are many vagrants who
sit on thepavement and in thebusharea and no one can ever be toocareful as to who is hiding outamong them,” she says.She says they scratch in the bins
and leave all the contents in theparking lot of the station and thesmell becomes “unbearable”.“I amconcerned for ourhealth as
the rubbish is left for weeks at atime in the bins before it is collect-ed. This brings rats and mice intothe station and I am sure it willspill over into our homes too,” shefumes.Wynberg police spokesperson
Warrant officer Silvino Davidssays there is an area along the rail-way reserve where there is nofence and often people are seen sit-ting in the field.“We have been in talks with
Metrorail and they have identifiedall the property which belongs to
themandhave stated that theywilltake ownership of these areas.“They indicated that some of the
property will be leased to the Cityof CapeTownwho can then enforcetheir laws,” he says.Davids says Metrorail has indi-
cated that they will close the openfield as well, but did not indicatewhen this would take place.Metrorail regional manager Ri-
chard Walker says due to the vast-ness of the region and resourcesavailable, replacement and/or re-pair has to be prioritised over oth-
er fencing projects.“The prioritisation is based on a
risk assessment comprising anumber of criteria. Replacementcosts for a concrete palisade fencerange between R800 and R1 100 ametre,” he says.Walker says the region’s fencing
andhorticultural requirements farexceeded its available resources.“We spend about R6m to R9m an-
nually to mend and replace brokenfencing,” he says.He further adds that the mainte-
nance and clearance of rubble and
weeds is primarily aimed at keep-ing the railway tracks clear andsafe for rail operations.“We continue to motivate for ad-
ditional funding, but we are alsoacutely aware that we are compet-ing for finite resources,” he adds.The issue of vagrancy at the sta-
tion is complex, according toWalk-er.He saysvagrants living in rail re-
serves must be relocated to alter-native sites through a legal processand Metrorail relies on the City ofCape Town and Passenger Rail
Agency of South Africa CorporateReal Estate Solutions.“The former must identify suita-
ble land for the relocation of dwell-ers before the latter can proceedwith the legal process of eviction,”he explains.Walker says the head of Protec-
tion Services and the commanderof theRailwayPolice have been no-tified about residents’ securityconcerns and would take this intoconsideration during their weeklyjoint security meeting to investi-gate.

tions giant has confirmedsocial media reports ofcriminals posing as employ-eeshittinghomes andpilfer-ing valuables.Telkom spokesperson
JacquiO’Sullivan saysbusi-nesses are also being target-ed.The crooks pose as techni-
cians to gain entry into thepremises, she confirms.“The evolving modus op-
erandi of the suspectedcriminals is of great con-cern,” she says.Upon entry to someone’s
property, the suspects ap-parently steal laptops, cell-phones, cashandothervalu-ables.“The perpetrators arrive
unannounced and claimthat they need to upgradetelephone or internet lines,”she says.This spate of thefts by bo-

Kite competition enters fifth yearPrepare for lift-off.
Local kite-makers are getting crea-tive for the fifth annual People’s Post
Heritage Kite Competition.Part of the Cape Town International Kite
Festival, the competition sees kite-makersfrom across the peninsula compete for theHeritage Kite Award.Hosted byCapeMentalHealth, the festival
will be held in Muizenberg on Saturday 1and Sunday 2 November.People’s Post is the print media sponsor.The Heritage Kite Award will go to the
best Swaeltjie kites.These are traditional swallow- or bat-
shaped kites, hand-crafted and locally madeusing bamboo, paper or material.The design originated in South-East Asia
and came to Africa hundreds of years ago.The age-old techniques of making and flyingthe kites are being sharedwith awider audi-ence thanks to a collaboration betweenCapeMental Health and master kite-maker Ebra-him Sambo from Athlone.Sambo has been making Swaeltjie kites
since childhood.“My great-grandfather was a slave from
Indonesia. He taught my grandfather, who
taught my father, who taught me,” he says.Sambo is passionate about keeping this
historic kiting tradition alive.For the past two years he has voluntarily
run daily Swaeltjie kite-making workshops
at the festival.He’s also made sure the skills are passed
on in his own family – two years ago his sonRifead won the Heritage Kite Award.“The Swaeltjie could be the oldest kite in
Africa,” says kiter Greg Mountjoy.“It was thought that Africa is the only con-
tinent without a history of kiting, but theseswallow kites have been made and flownhere for centuries.”There are great prizes up for grabs in the

Tensions around the plans fora MyCiTi route through Wyn-berg and Plumstead have
reached fever pitch as residentshave rallied together to take theCity of Cape Town to task.
The conflict first arose when theWynberg Residents’ and Ratepay-ers’ Association (WRRA) claimedthey were not being consulted de-spite enquiries to ward councillorElizabeth Brunette and City May-oral Committee member for Trans-port Brett Herron.
Last week People’s Post revealedplans to demolish several occupiedCity-owned properties in SouthRoad, Plumstead and WaterburyRoad, Wynberg to make way for thenew route (“Demolition duel”).
This revelation sent tempersflaring at a public meeting hostedby the WRRA last week as resi-dents questioned the public partic-ipation process.
WRRA chairperson KristinaDavidson started the meeting witha video presentation on the MainRoad/Brodie Road couplet andhighlighted how the new routewould impact the area.
Several residents raised theirconcerns and voiced their disap-proval of the new route. The meet-ing was attended by residents fromPlumstead, Wynberg West andWynberg East. In addition, repre-sentatives of well-known business-
es and taxi associations operatingin the area attended.
Businesses claimed the changeof Main Road into a one-way wouldhave an adverse effect on peoplecoming to Main Road as the routesand parking will be affected.
Taxi associations claimed theywere called into meetings and in-formed the route would run fromWynberg to Hout Bay.
The City has, to date, maintainedthe route is in a conceptual phase.
Last week Herron said the de-tailed route design will be an-nounced at a media briefing withinthe next four weeks and a compre-hensive public participation proc-ess will commence in November.
Attendees asked Brunette if shewould communicate their griev-ances to the City.
Brunette said the plans were inconceptual phase and were still be-ing finalised.
“I understand your concerns andI am very happy to engage withyou. This is all the information Ihave,” she said.
Davidson asked the councillorhow the plans could be conceptualif the City advertised the tender forthe design and construction of thenew routes.
When Brunette said she was una-ware of the tenders, Davidsonquestioned how this was possibleas the councillor served on theTransport for Cape Town (TCT)portfolio committee.
As a heated argument between
Brunette and the resident ensued,the ward councillor tried to ex-plain that the properties to be de-molished were part of the roadscheme which was approved sever-al years ago.
She then said: “The road is goingahead.” To which a South Road res-ident asked: “Is this cast in stone?”
Brunette replied: “Yes.”Tempers flared and residents ac-
cused the City and Brunette oflying to them about public partici-pation.
Taxi associations vowed theirsupport and encouraged residentsto pursue a legal route.
They also threatened to closedown Main Road between Wyn-berg and Rondebosch to show theirdissatisfaction with the City’splans.
Davidson ended the meetingwhere it was resolved that all resi-dents would stand together to fightthe MyCiTi plans.

Dumping and waste in Parkwood maysoon be a thing of the past.This comes afterWard 72 councillor
Jan Burger submitted a motion for the con-struction of a waste drop-off facility at a va-cant patch of land in Prince George Drive,The motion was submitted to the ProteaSubcouncil.The land is council-owned.“I put themotion forward because the La-
dies’ Mile Drop-off Facility in Constantiawill be closed down as it forms part of a landclaim,” Burger explains.But Parkwood residents claim to be in the
dark on the proposed facility. Speaking onbehalf of residents, community workerClement Sauls says they are not aware ofthe plans.“Nothing has been mentioned; we know
about the proposal for a waste facility to behoused on the piece of land,” he says.Sauls believes a drop-off facility could
benefit the community and will reduce ille-gal dumpingwhichplagues the community.“It could have good and bad effects – it
will definitely solve the problem of illegaldumping, but residents will have to take re-sponsibility for their waste and dispose ofit responsibly,” he says.Sauls claims illegal dumping is “creating
an eyesore” in Parkwood.“Perhaps the facility it will give the area
a facelift, but we need to ensure it is condu-cive for the area,” he adds.
Mayoral Committee member for UtilityServices Ernest Sonnenberg says dumpingis a concern across the city.“Illegal dumping is prevalent in this area.
Drop-off sites help to alleviate dumping, asit gives residents an alternative to disposeof excess waste,” Sonnenberg says.He confirms dumping in the greater
Grassy Park and Retreat areas is growing,as new illegal dump sites crop up every oth-er day. However, he could not provide thenumber of illicit sites, as this would be “al-most impossible”.“The count would differ from day to day
as dumping is very dynamic,” Sonnenbergexplains.He further confirms all activities at the
Ladies’ Mile facility will be discontinuedonce the new facility is in operation. Anopening date is yet to be confirmed.Residents who use the Constantia facility
will be redirected alternative facilities.“The proposed drop-off on Prince George
Drive is planned to, firstly, service the im-mediate adjacent communities,” Son-neberg says.“Areas affected by the expected closure of
the Ladies’Mile site could alternatively usethe City’s drop-offs in Retreat, Wynbergand, once developed, also the new PrinceGeorge Drive facility.”A total of R8m has been included in the
City’s budgets for 2015 to 2017 for the designand construction of the Prince GeorgeDrive drop-off facility.The development, if approved, will come
from the City’s capital expenditure budget,Sonnenberg confirms.The facility is expected to operate seven
days a week and will be one of the SolidWaste Management Department’s majordrop-off sites.It will accept waste such as clean garden
waste, garage waste, clean builder’s rubbleand recyclable goods such as paper, card-board, tetrapak, cans and metals, glass bot-tles, plastic and polystyrene.No kitchen waste will be accepted.Sonnenbergbelieves the facilitywill have
a positive impact on illegal dumping in thearea.“As anyone from any area is free to make
use of the City’s drop-off facilities, it willbenefit all residents who wish to make useof it,” he says.“Residents are encouraged tomake use of

As the festive season approaches andWynberg bustles with excitement asshoppers descend on the Central Busi-
ness District (CBD), police have issued astern safety warning.
They say during the period between No-vember and January, many Capetoniansvisit Wynberg. But so do criminals.
Wynberg police spokesperson WarrantOfficer Silvino Davids says the precinct ishit hard by robberies during this time andhas called on shoppers and businesses to ex-ercise caution.
He says cash withdrawals and deposits atbanks is the biggest concern.
“Wholesalers and shoppers often carry orwithdraw large sums of money and putthemselves at risk. We ask that all business-es hire security when moving money andfor shoppers to refrain from withdrawingexcessive amounts of cash,” he says.
Asked about the hotspots for robberies,Davids identified Main Road and the inter-change as the main areas where robberiesoccur.
He says as the CBD sees an increase inthe shoppers, people often make their waythrough the crowds of people not aware ofcriminals lurking in the background.
He says pick-pocketers watch and wait
for the opportunity to snatch valuables.At the interchange, Davids says as shop-
pers make their way through the stalls theyoften open their wallets in public.
“This is also dangerous as the amount ofmoney or what valuables you have in yourpossession is now in full view. We ask thatpeople exercise caution and are aware ofwhat and who is around them,” he adds.
Asked about the current situation withrobberies, Davids says police have priori-tised following up on recent reports.
In these reports, victims claim they areapproached either by two or three men,armed with knives or screwdrivers.
These are used to threaten victims whoare instructed to hand over their valuables.
To date, police have not been able to findthe suspects and Davids explains this is dueto the lack of proper descriptions.
“All the reports state that either two menor three men are responsible for the robber-ies. However, none of the complainantshave a description of the robbers,” he ex-plains.
Police have urged victims to take a prop-er look at the robbers to assist officers intracking them down.

This is the appeal issued by the Cityof Cape Town, which warns that safety
is key in preventing tragedies in the build-up to fireworks season.
With Diwali and Guy Fawkes around thecorner, council’s enforcement agencies areonce more preparing for a flood of com-plaints about the illegal discharge of fire-works and related incidents.
LastNovember, LawEnforcement confis-cated 12 865 fireworks from illegal traders.
In addition, Law Enforcement andMetroPolice officers responded to a total of 385complaints on Guy Fawkes and issued doz-ens of fines totalling more than R10 000 forthe illegal discharge of fireworks.
Mayoral Committee member for Safetyand Security JP Smith says purchasingfrom vendors who do not have the requiredpermits for the sale of fireworks is againstthe law.
“It is illegal to discharge fireworks out-side specific designated areas. It is also ille-gal to buy fireworks from traders withoutvalid police-issued permits,” he says.
“Sadly, many Capetonians continue todisregard the law and end up terrorisingtheir neighbours who have to put up withnoise. The law also matters very little tosome until there is an incidentwhere some-one gets hurt, or worse. But this too doesn’tseem to be much of a deterrent.”
On Guy Fawkes last year, the City re-sponded to nearly 400 fireworks-relatedcomplaints and confiscated nearly 13 000fireworks.
“Do the right thing and either take yourneighbours to task if they’re breaking thelaw or report the matter to the City or po-lice,” he urges.
“To make matters worse, we also have to
police the growing mob culture associatedwith Guy Fawkes. Gangs of children runaround with paint and other parapherna-lia, terrorising their communities and us-ing this ‘celebration’ to rob and hurt inno-cent people. This really is utter nonsenseand needs to stop.”
Eight designated areas have been as-signed for the discharging of fireworks.

Fireworks are only permitted to be soldin sealed packages, as received from thesuppliers.
Children under the age of 16 are not al-lowed by law to purchase or discharge fire-works without adult supervision.
Residents are reminded that anyone whodischarges shop-bought fireworks at thedesignated sites does so at their own risk.
All approved, organised fireworks dis-plays must be presented by licensed fire-works contractors who operate under theExplosives Act and the City’s CommunityFire Safety Bylaw.
Fire safety inspectors and Law Enforce-ment officers, together with the police’s Ex-plosives Unit, will conduct inspections atfireworks display sites to ensure that allsafety requirements are met.
