Plans are in the offing to extend the Klip Road Cemetery onto land that has been used by the Blue Bells Cricket Club and other com- munity members for over 20 years. The cemetery was recently extended to cre- ate 3 000 new spaces, but those spaces are filling up fast. That ex- tension opened in December 2009. Chairperson of the cricket club, Faadiel Gamieldien, strongly ob- jects to the sports field being used to create greater capacity at the cemetery. “As a resident of Grassy Park, I refuse to be pushed behind the boundaries of a cemetery,” he says. The cemetery, which is known as a dangerous place because of criminal activity, was established in 1938 and is one of 37 City-owned cemeteries in Cape Town. “As both a resident and a sports person, I wouldn’t like to see that piece being lost. I cannot allow it to happen. There is not one school that has decent play- ing facilities, and if they do, it's not being maintained,” says Gamieldien. According to an advertisement in People’s Post on 8 March, the Phase Two extension planned for Klip West Cemetery will be pro- posed for approval once a basic assessment process has taken place. Susan Brice, cemetery coordinator for the City of Cape Town, said: “Before any exten- sion takes place, a public participation pro- cess will take place. The community’s opi- nions will be heard before any decisions are made,” says Brice. Gamieldien says the Blue Bells Cricket Club paid a rental fee to the city to use the sports field for years. In 2007, the city in- formed the cricket club that the sporting fa- cility would be converted into extra space for the cemetery, and was told they could use it for free until then. “The ablution facilities were a mess, main- tenance to the field had not been done and for the past three weeks, opponents refused to play a match with us due to the condition of the field,” says Gamieldien. He adds that when the meeting for Phase One was held, it was very poorly attended by the community. “They asked us for permission after the fence was already put up. Why have a meeting then, after putting the fence up?” Philip Bam, chairperson of Lotus River, Ottery, Grassy Park Residents’ Association (Logra), says the council should have written to the Logra civic about the public participation process before the advertise- ment was sent out. “As a residents’ association, we should be informed about meetings such as this from the council themselves. However, we’re looking forward to the public participation process,” he says. He adds that there are a lot of people in the community who are not in favour of the sports field being used for an extension of the cemetery. However, they do understand the need for burial space. Ward councillor Jan Burger said he was concerned about where the sports clubs would practise. “It’s more concerning to me than the extension of the cemetery, as the public participation process may take years, but it’s the sporting codes in the area that need a place to practise.” This is not the last resort, says the city. “New sites are being investigated and some are already in the planning or construction phases, such as Vaalfontein, Welmoed Exten- sion and Metro South East and Mfuleni. “The city is exploring possible extensions to the existing cemeteries where possible, as well as the densification of burials, by en- couraging families to re-use graves,” says Brice. The city suggests that communities consider second burials on top of their “pri- vate” graves once no new burial space is available. “Those people who opted for a cheaper ‘public’ grave, are not entitled to ‘ex- clusive rights’ and the City may, after five years, bury another person on top,” she says. She adds that the Ottery Cemetery is not far from the Klip Road Cemetery, and “unless people have private space which they are happy to use for second burial, they will need to go to cemeteries further away”. The Maitland Mausoleum, which was com- pleted last year, is a pilot project to determine whether the general public would accept the use of a mausoleum system to preserve space. “The success of the pilot project will inform the city’s decision to build more mausole- ums,” says Brice. EMOTIONS are running high inGrassy Park over a proposal to turn

an informal sports field into a cemetery.

Plans are in the offing to extend the KlipRoad Cemetery onto land that has been usedby the Blue Bells Cricket Club and other com-munity members for over 20 years.

The cemetery was recently extended to cre-ate 3 000 new spaces, but thosespaces are filling up fast. That ex-tension opened in December 2009.

Smooth sailing atcarnival float rehearsalFLOAT rehearsals forthe Cape Town Carnivalteam were successfullycompleted in windy con-ditions at the Culemborgsite.

The float, called“World Without Bor-ders”, is a large sailingship with multi-colouredflags representing the na-tions of the world.

The float is one of ninethat will form part of thecarnival procession inLong Street on Saturday19 March, starting at20:00. It will be pushed byvolunteers and will bepreceded by six leaddancers, and followed by200 more dancers fromacross the city.

“Things are reallystarting to fall into place;our lead dancers arecompleting their final fit-tings, our communitygroups are having finalrehearsals and the floatsare being fitted withsound and other last-minute trimmings. THE League of the Friends of the Blind(Lofob) observed World Glaucoma

Day on Saturday 12 March.

Glaucoma – which manifests when the op-tic nerve is damaged by an increase of fluidin the eye – is one of the top threecauses of blindness worldwide,with just over 10% of the world’spopulation inflicted with thecondition.

“It’s best to have the conditiondetected at the early stages, as itis manageable then. You have tohave your eyes tested regularly– every two years – so that youknow where you stand,” saysPhilip Bam, executive directorof Lofob.

Some medical experts believethe cause of glaucoma in chil-dren and adults is an inadequateblood supply to the optic nerve,or that the tissues supporting thenerve are weak.

There are no warning signsother than the gradual loss of sight, whichpeople may not usually notice.

Stellenbosch resident, Magdalene New-man (82), who has been living with glaucomafor 40 years, says she has completely lostsight in her right eye and has only 10% in herleft eye. “I am not so healthy, but I’m stillalive and I still have the strength to take eachday as it comes,” she says.

Newman visits the Lofob institution week-ly tohelpher learnBraille. “I can’t gowithout

reading my books and I also need it for mypreaching, which I do from house to house,spreading the word of the Lord. We have abig Brailler and a little Brailler – a typewriterused to learn the art of Braille – which wetake home to practise on. I am now makingout the words like ‘bad’ and ‘mad’,” she says.

While Lofob continues to offer comprehen-sive rehabilitation services toblind people, it also strives to pro-mote thepreventionof blindness.

“We try to advise them and pro-vide them with low vision devic-es and equipment that they willbe able to make use of. But it isvery important that people donotget to that point.”

Claremont resident, 54-year-old Beryl Pillay, has been livingwith glaucoma for about sixyears. She has no vision in herright eye, except for a slight blurand has peripheral vision in herleft. “It is something that is veryhard to cope with. I went througha rollercoaster of emotions and itdoes make one realise how im-portant your vision is.

“You learn to come to terms with it. I justkept on telling myself that I have to be posi-tive and embrace change,” she says.

A 53-YEAR-OLD man was left stranded inthe road after he was struck on the headwith a pole by four men who hijacked hiscar on last Monday at about 22:00.

The man’s vehicle, a white Nissan Sentra,cut out while he was driving towardsStrandfontein Road in Seventh Avenue, Lo-tus River.

As he was trying to restart it, he waspulled out of the vehicle by four unknownmen, who, after attacking him, searchedhim, took his wallet and drove away withhis vehicle.

No arrests were made and a case of car-jacking has been opened.

. Grassy Park police confiscated an esti-mated 1 343 litres of alcohol and arrested a53-year-old woman and a 26-year-old manfor dealing in liquor at two separate unli-censed liquor outlets in Grassy Park, onTuesday 8 March.

The confiscated alcohol has an estimatedvalue of R5 000 and the two suspects ap-peared in the Wynberg Magistrate’s Courton Friday 11 March.

As part of a clampdown on illegal she-beens in the area, the police have been per-forming special operations to entrap thesedealings.

Neighbourhood watches ask forsupport and trainingMELISSA LE ROUX

WHILE neighbourhood watches within theGrassy Park precinct play an important rolein fighting crime, concernshavebeen raisedthat they do not have enough police supportto ensure the best security for residents.

A mass neighbourhood watch meeting, at-tended by all 13 neighbourhood watches inthe area, was held on Wednesday 2 Marchto give members better insight into how tohandle their duties as members who helpkeep communities safe.

Members of the various neighbourhoodwatches raised concerns about not receiv-ing substantial police support and not hav-ing adequate training to help them deal withcertain situations.

The meeting was also attended by ColonelMandla Mthamo, from Provincial SAPS,who gave a presentation on the rights of citi-zens and how to deal with a citizen’s arrest.Archie Monakali, from the Department ofCommunity Safety, spoke about ways inwhich police officers can provide support toensure the overall safety of residents.

Fuad Titus, chairperson of Central ParkNeighbourhood Watch, which covers areasfrom Strandfontein, Klip and De Wet roads,says the neighbourhood watch has a big im-pact on the community.

“Our members played a crucial role inquieting down the activity of three shebeensin the area, which in essence, helps add tothe combined effort of fighting crime in thecommunity,” he says.

Another concern raised at the meetingwas that the neighbourhood watches werenot equipped with specific skills to keep theareas as crime free as possible.

“Weaim togivemore support to theneigh-bourhood watches. They will be providedwith more training where it is possible,”says Grassy Park Community Policing Fo-rum (CPF) chairperson, Yasseen Meyer.

The neighbourhood watches provide are-

as with patrols, some nightly, while othersare mostly on weekends.

According to Meyer, the Department ofCommunity Safety will be providing theneighbourhood watches with the necessarytraining.

“The training that will be given will betterequip them with skills to deal with security,protection and how to handle certain situa-tions,” he says.

Philip Bam, chairperson of Lotus River,Ottery, Grassy Park Residents’ Association,and who is also a member of the CPF, saysthere was a plea by the chairpersons of thevarious neighbourhood watches for a policereservist to provide support and guidancewhen needed.

“The neighbourhood watch membersneed to conduct proper plans for their areasand they cannot do so without the correcttraining, equipment and guidance,” he says.

At the meeting, Colonel Christiaan Esau,from the Grassy Park Police Station, madeit clear that there should be a police officeraccompanying the neighbourhood watchmembers patrolling the area at all times.

“Hopefully, we can assist the neighbour-hood watches with what they want because,at the end of the day, they are the ones tryingto bring crime down.

“They protect neighbourhoods, are agreat help and we would like to do our bestto help them,” Meyer said.

At the meeting, Fairways NeighbourhoodWatch said they needed the input of the com-munity so that their crime fighting strate-gies could become stronger.

“We are a very structured and organisedneighbourhood watch and we keep our resi-dents safe. However, we need our neigh-bours to be our eyes and ears when we notaround and we can always do with peoplehelpingus,” said chairperson,PaulThomas.

He says that the meeting was very inform-ative and had given members a clear under-standing of their duties.

AVEHICLE carrying blind childrenand visually impaired adults was

stoned, apparently by protesting taxidrivers, in Langa yesterday.

The vehicle, which belongs to League ofFriends of the Blind (Lofob), was trans-porting the passengers home when the in-cident happened.

Phillip Bam, Lofob chairperson, saidwhile he understood and respected therights of protesters, innocent peopleshould not be hurt in the process.

“Lofob understands that people mightwish to protest, but we will not accept vio-lence against innocent people as part ofprotest action,” said Bam.

“The taxi associations who called thisstrike must take full responsibility for thecollateral damage.”

None of the passengers were hurt dur-ing the stoning and only minor damage

was inflicted on the car.The driver of the vehicle was reportedly

“shocked” by the attack and surprised that thepolice, who he says were nearby, did nothingto stop it.

According to Bam, Lofob’s vehicle have beenattacked by protesters in the past.

“This isnot the first time thatLofobvehicles,which are clearly signwritten, has been at-tacked,” said Bam.

“Not so long ago some taxi people intimidat-ed one of our drivers in Gugulethu, thinkingthat our vehicle must have been a rogue taxioperator.

Many years ago, one of our vehicles wastorched in Khayelitsha during the then infa-mous “Barcelona Torch” campaign. We arejustly outraged at this senseless attack.”

Bam pleaded with protesters to find ways ofaddressing their “gripes” with the govern-ment, and not to let “the poor suffer becauseof irresponsible protest methods”.

Bam said it would cost thousands to repairthe damaged vehicle.

Protest fails to save music schoolMELISSA LE ROUX

MORE than 100 students from Si-mon Estes Music School in Ot-tery protested in front of a satel-lite office of the Metro South Ed-ucation District last Tuesday ina bid to save their school fromclosing down.

After causing a disturbance bystorming into the district office anddemanding that education officialsreconsider the decision to shutdown the institution, the learners,from various underprivileged are-as, then proceeded to damage prop-erty, and police were called to inter-vene.

“There is no excuse for such be-haviour, as the Department will al-

ways listen to legitimate concerns,”Education MEC, Donald Grant,said.

The school – specialising in musi-cal choirs and established in 1997 bythe international American bari-tone singer Simon Estes – has beenoperating illegally since the begin-ning of the year, after an unsuccess-ful appeal against the closure of theschool last year, due to poor resultsand management.

With a total of 274 learners and 14educators at the school, the Depart-ment of Education is especially con-cerned about the 50 Grade 12 learn-ers who will be going into their pre-liminary examinations soon.

According to Bronagh Casey,spokesperson for Grant, SimonEstes was an established private

school. However, it failed to meetthe minimum requirements for reg-istration as a private school.

“The department withdrew regis-tration in March last year after along process of evaluation, consul-tation and support over severalyears,” she says.

With a matric pass rate of 29.7%in 2009 – the last matric exams writ-ten by the school – it was one of theworst performing schools in theWestern Cape.

Casey says typical problems atthe school included learners arriv-ing at 09:00 and leaving at 11:00.“Learners not attending classes, ahigh turnover of teachers – most ofwhom were not trained to deliverthe national curriculum – and poorschool management, all fits into

why the school failed the regulatoryrequirements,” she says.

Most of the learners were placedby the Department of Education atsurrounding schools last year, in-cluding 70 matric learners whowere placed at Glendale SecondarySchool in Mitchell’s Plain.

“The department acted in the bestinterests of the learners, after giv-ing the school every opportunity toimprove results and conditions atthe school.

“We are willing and ready to as-sist these learners in finding placesfor them at another school, shouldthey allow us to do so,” says Casey.

On Friday, the department ob-tained an urgent interdict againstthe school.

In terms of the interdict the

school is to be closed down immedi-ately.

It may not operate from anypremises and shouldprovide thede-partment with details of all enrolledpupils to allow the department togive notice to pupils and their par-ents.

The notices will let them knowthat the school is no longer regis-tered and is now closed.

“We will do all that is necessaryto protect the rights of learners whoare currently enrolled at this illegalschool and will make every effort tohelp place them at an alternateschool,” says Casey.

Multi­purpose hall on the cards for SchaapkraalTAURIQ HASSEN

RESIDENTS have mixed feelings overan application for a multi-purpose

hall proposed for 10th Avenue, Schaap-kraal.

The application was received by the City ofCapeTown inNovember last yearand the cityhas called for comments from the communi-ty.

According to the draftsman on the project,Joseph Smith, the owner of the land decidedto introduce this facility as “he is very fondof interacting with the underprivileged mem-bers of the community”.

“The owner of the land is from Korea andhe is very involved in helping underprivi-leged people, by serving them with food andclothing,” says Smith.

He explained that the actual applicationwas to rezone the land from agricultural torural, in order for the facility to be built.

Thedevelopment includes the construction

of a multi-purpose hall, which would be usedfor the supply of food, spiritual and social up-liftment, skills development and care of ap-proximately 20 homelessadults and children twiceweekly.

Mission Acts 432, whichis owned by the Korean, isa church organisation“which assists the needy”.

“They have several fooddrives and hand out foodon the streets,” saysSmith.

Jennifer Matthews, aresident living on the out-skirts of Schaapkraal,feels the area needs a mul-ti-purpose hall for the“several disadvantagedmembers of our communi-ty”.

She said such projects not only improvedthe lives of the people benefiting from the de-

velopment, but “inspires” the whole commu-nity. “That is what you call social upliftment,because there are genuinely people strug-

gling out there and theyneed places such asthese,” says Matthews.

Zulfah Richards, aGrassy Park resident, agreedwith Matthews, saying:“These are the sorts of thingswhich bring communities to-gether and take away crimeand poverty.”

She explained that if thereweremoreprojects like thesearound the area, peoplewould not have to turn tocrime as a means of makinga living.

“If it means that thisproject will improve ourcommunity and help loads

of people in the end, then I would give it athumbs up,” says Richards.

However, one resident feels the land can beused for farming, thereby creating jobs andfood. Ernest Mthulani, a farm owner inSchaapkraal, says that hundreds of peoplecome to the area seeking employment. Thispiece of land could create more jobs, says thefarmer. “Why place a building there thatwould just offer a temporary solution, when

many of them can do farming and don’t needany training, so work can be easily madeavailable to them,” says Mthulani.

Cheryl Walters, director of Planning andBuilding Development Management for theCity of Cape Town, confirmed that councilhad received an application for rezoningfrom agricultural to rural, with a “condition-al use to permit a philanthropic institutionin an Agricultural Zone”.

“None of the disadvantaged people servedwill reside on this property. The developmentwould serve disadvantaged people from thenearby informal settlement and from furtherafield,” says Walters.

She further confirmed that a vegetable gar-den will be implemented on site, which willsupply the soup kitchen.“We will wait for allthe comments to be compiled, and an assess-ment will be made and a committee reportwill be prepared, so there is no status that hasbeen considered yet and no decision has beentaken yet,” Walters said.

Strike terrorBELEAGUERED commuters are onceagain getting the short end of the publictransport stick as a citywide taxi strike gotunder way yesterday (Monday).

Members of the SA National Taxi Coun-cil (Santaco) protested about “draconian”traffic laws and the red tape and “sloppi-ness” around the issuing of operating li-cences by provincial government.

Santaco secretary general Philip Taai-bosch says the Western Cape “is the onlyprovince in South Africa where taxi opera-tors are harassed in such a big way”.

Taxi drivers are entitled to protest aboutmatters affecting their livelihoods, butpeacefully so. That the strike turned vio-lent on its first daydisplays ablatant disre-gard for the government’s warning thatSantaco will be held personally responsi-ble for any violence.

Even the National Taxi Alliance’s urg-ing taxi drivers “not do anything and topark the taxis at ranks or at home” fell ondeaf ears.

Many taxi drivers are notoriously reck-less. Their conduct during strikes bearstestimony to their overall lack of regardfor themselves, their passengers and fel-low road users.

They threaten the very commuters whofaithfully support them and rely on themas their only mode of transport from thetownships to work.

Among the alarming incidents reportedsince the strike began: a bread truck wasset alight; vehicles were set alight andstoned by striking drivers; stone-throwingoccurred in Fish Hoek and along Klipfon-tein Road; Golden Arrow buses werestoned on Lansdowne Road.

As with previous taxi strikes, this strikewas characterised on its first day by vio-lence, intimidation, destruction and op-portunistic crime – none of which will gar-ner sympathy or even empathy.

The subtle touches ofThe subtle touches of OranjeOranjeBRIAN GAFFNEY

TWO Dutch legends whose names areprinted in gold in the annals of Neth-

erlands soccer history are close to beingacclaimed heroes – 9 000km from theirnative land.

For Foppe de Haan and his fellow country-men Ruud Krol – the coaches of Ajax CapeTown FC and Orlando respectively – the hon-our of walking the red carpet to the champi-ons’ rostrum in May will be deserved for thetwo seasoned coaches.

Indeed, either of their faces could be mir-rored in the sterling silver trophy that is atstake for the Premier Soccer League champi-ons for the 2010/2011 season.

The destiny of the coveted cup will ofcourse be influenced by the result of the clashbetween Ajax and Pirates at Newlands Stadi-um tomorrow (Wednesday), starting at 19:30.

In the fiercely-contested league champion-ship, pacesetters Pirates – with 50 points inthe bag are a point ahead of Ajax, whileMamelodi Sundowns on 47 points and KaizerChiefs on 46 points are also in the race, after24 matches.

The neck-and-neck tussle prompts De Haanto concede that “nothing less than victory”will serve the Ajax cause.

De Haan’s no-nonsense approach when it

comes to the game has transformed Ajax intoone of the most exciting teams to watch in theleague this season.

His achievements include coaching theNetherlands to the UEFA European under-21champions titles in 2006 and 2007, after serv-ing as the head coach of Heerenveen FC for20 seasons.

And those successful experiences has inev-itably helped De Haan to keep his youngcharges focused on the arduous task ofmatching Pirates – buoyed by a 3-0 firstround win in Johannesburg in October.

The rapid development of players like Thu-lani Serero, Khama Billiat, Sameehg Doutie,Sonwabile Lolo and Granwald Scott hasmarked Ajax’s progress thus far.

Soweto-born Serero (21) and Billiat (21)from Zimbabwe (21) have each scored vitalgoals, while the pacy Doutie (22) is enjoyinghis best season since joining Ajax at age 17.

Their efficiency is matched by Kensington-born midfielder Scott and defender Lolo,whom Ajax nabbed from African Tribes ama-teurs in Khayelitsha.

The efforts of Tembinkosi “Terror” Fanteniand Serero to hit the target 11 and eight timesrespectively this season also augurs well forthe match.

The not-so-good news for De Haan is thatthe suspended Doutie will miss the crucialshowdown.

And Krol? the Pirates mentor was capped83 times for the Netherlands and representedthe Dutch in two World Cups.

He was also a member of the star-studdedAjax-Amsterdam FC side that won the Euro-pean Cup for three consecutive years (1971-1973) – missing out on the 1971 final due to afractured leg.

Notably in his heyday the versatile Krolcould be depended on to play in all defensiveand midfield positions for club and country.

So no wonder Pirates boasts one of thebest defensive records in the league this sea-son – thanks mainly to Krol’s coaxing of de-fensive midfielder Andile Jali (21) and left-back Reuben Cloete into tough ball winners.

Pirates have scored 34 times and conceded16 goals while Ajax, on the other hand, havehit the target 36 times but have conceded 24goals.

This of course is a worry for De Haan andgoalkeeper Hans Vonk – his custodian atHeerenveen FC for several years before hemoves Ajax Amsterdam FC and their Cape

Town namesakes.But De Haan showed his hand when the

long-serving flank defenders Brett Evans andNazeer Allie – who were sidelined with leginjuries for several weeks – returned to theteam that lost 2-1 to Free State Stars in theNedbank Cup knockout championship overthe weekend.

Thepossible inclusionof both flankdefend-ers with the centre back duo of Derek Des-campandClaytonDaniels couldbeDeHaan’sploy to snuff out Pirates’ free-scoring KatlegoMashego, Thulasizwe Mbuyane and TiouSegolele.

Pirates, since the inception of the PSL in1995, have been crowned champions in2001/02 and 2002/03, while placing second in2004/05, 2005/06 and 2008/09.
