Wednesday, June 8, 2016 at 4:00 P.M. in the Littlestown High School Library. The
Perkins Application requires the answers to the questions listed below.

Summary Meeting Minutes
1. Discussion of how LEA’s Career and Technical Education curriculum
integrates current PA Academic Standards.
In discussion of programs of study, the PPC addressed the incorporation of
PA Academic standards into each course's curriculum. Standards discussed
focused on math, reading, writing, and career & work.
2. Discussion of how LEA’s Career and Technical Program competencies align
with at least one PDE developed Program of Study
Mr. Moran provided a brief report of each approved career and technical
program. Agricultural Production Operations, General, Administrative Assistant &
Secretarial Science and Sales, Distribution, and Marketing Operations, are the
currently approved programs of study by PDE. All programs of study continue to
incorporate the inclusion of PA academic standards into all CTE courses.
3. Discussion of activities and budget allocation for coming year to address
required uses of funds; as defined in 2016-2017 Perkins Guidelines.
Discussion of activities and budget allocations for the upcoming year began
with a synopsis of student outcomes from 2015-2016. Mr. Moran presented
indicators of program success. This included a review of student organization
participation and successes at local, regional, state and national level & the 2015-
2016 NOCTI results. This report will be shared with the school
board/superintendent at the June 2016 school board meeting. A copy of the
presentation is available for review by contacting Mr. Moran. The committee
identifies that the school goals for 2016-2017 will be aligned with those of the
previous year. Namely,
Increase program completion rate
Increase Standardized State Assessment scores in Math
Increase non-traditional participation
Increase non-traditional completion
Discussion then moved as to how best to meet the above mentioned goals.
Mr. Moran identified that there is decrease in Perkins funds for the 16-17 school
year with LASD's allocation totaling $23,344. Requests for expenditure
considerations from each represented OAC were received and are tabled. Each
item was presented and read to the PPC with an explanation of each item, its use
to the program, relationship to goals, and justifications for inclusion or removal.
In addition, discussion took place in regards to required uses of funds, permissive
uses of funds, and ineligible uses of Perkins money for career and technical
programs of study approved through PDE.
The PPC suggested sending the following action plan expenditures to PDE for
approval following the approval of the Superintendent/School Board.

Tech Prep Updates – Mr. Cramer, Tech Prep Coordinator
Tech Prep Classes for incoming class of 2018 are nearly full. Available
seats exist with several openings in Computer Systems Networking, 1
in Culinary and 2 in Law Enforcement.
LHS has 19 Level II students scheduled to return and 24 new
enrollees in the Level I class.
Our Computer Systems Instructor has been selected and will be
named at the June 20 Board meeting. A great individual with
extensive experience and loves working with kids. Our new Early
Learning instructor has also been selected and will also be named at
the June 20 Board meeting. Interviews for these positions were
conducted by Mark Blanchard, GHS Principal, representatives of each
of the respective OAC committee and Jim Cramer. Candidates
chosen were given a final interview with Dr. Redding, GASD supt.
Mr. Frank Flamini has been named as my successor. Frank has been
the "No 2" administrator at Cumberland/Perry AVTS since 2007.
Franks' knowledge of CTE and what we do here at ACTP are
enhanced by his extensive experience in Guidance positions at West
Perry and Dover School districts. I could not be happier with the
decision to hire Frank from a pool of 16 qualified applicants.
The Perkins allocation for ACTP/GASD for 2016-17 is $104,787.
About 70% of this award will be used to furnish and supply the new
Computer Systems Networking classroom and lab.
Thanks to all at Littlestown for your support of TP programs during my
11 year tenure. I've shared this several times in the past....... to be
successful in any venture, you must surround yourself with good people. I
have had the unique experience to work directly with district
administrators, high school administrators and guidance staff from 5
different school districts. All great people with students at the heart of
everything we do!

Update on PDE Audit/Progress – Dr. Meakin
Dr. Meakin reported that the approved corrective plan has been
implemented. We have worked with colleagues at other schools to improve
the consistency of our OAC meetings. This has been done by establishing a
standard agenda used by all programs at all meetings. There were a couple
of safety items that were quickly resolved. Time has been allotted for
program teachers to expand their community contacts. The updates to the
CATS system is the only part which is behind schedule. Dr. Meakin indicated
that the Corrective Action plan monthly meetings have been very beneficial
to strengthening program outcomes.

The National Occupational Competency Testing Institute is an organization which develops standardized tests covering a variety of occupational competencies.
The 2015-16 tests were taken from April 18th - April 21st at the High School.
