MONTHLY BOARD MEETING MINUTES
MARCH 19, 2015
The regularly scheduled meeting of the Board of Directors of the Emerald Bay Homeowners
Association was held at the Emerald Bay Clubhouse, Smith County, Texas, on March 19, 2015.
President Carroll Strange called the meeting to order at 5:00 p.m. Seven (7) Directors were present. Mr. Clark and Mr. Sossamon were excused. There were about 20 to
25 community members present. The opening prayer was offered by Lou Jander. The President then asked if there were additions or corrections to the Minutes of the Board of Directors
meeting, February 19, 2015, as published in THE RAINBOW REVIEW. As there were none, the
minutes were approved as published. TREASURER’S REPORT CARL SMITH Our December financials are still being reviewed by our CPA. Please refer to the February financial summary. Our cash on hand is $279,153. Our YTD revenue is up
over $1,257. Our YTD expenses are well within budget. Our capital fund balance is $92,110. Thank

ARCHITECTURE CONTROL JOHN MILLER
With the bad weather this past month, requests for construction are down. I expect this to pick up
during the Spring months. I will schedule a meeting with the Architecture Committee to discuss

Security is preparing to move into the refurbished guardhouse in the next couple of weeks. Watch
for changing traffic patterns. Until the RFID gate is fully operational we will resume using the two
lanes closest to the guardhouse for entry. The RFID lane will be blocked.

We have had a good response to our request for member and vehicle information for the RFID gate
database. It is not too late to get your information sheets in if you still have them. Data entry into
the spreadsheets began this week. Once the spread sheets are completed they will be sent to Capsure
for entry into the RFID date base. Timing is still uncertain on how long this will take but we hope
to have the RFID gate operational in the next few weeks. Stay tuned for updates. Two more members, Matt Vilade and Carl Pirtle joined the Security Committee this month. We still
have room for more if anyone is interested. Members of the Security Team and Security Committee along with club staff completed a CPR/
AED/First Aid course this month. The Security statics for this month are as follows:

The regularly scheduled meeting of the Board of Directors of Emerald Bay Club, Inc. was held at the
Emerald Bay Clubhouse, Smith County, Texas, on March 19, 2015. President Carroll Strange called

meeting as published in THE RAINBOW REVIEW. There being none, the Minutes were approved as
published. TREASURER’S REPORT: CARL SMITH
Our December financials are currently being reviewed by our CPA. Please refer to the financial summary. Cash on hand, total operating is $207,872 plus capital for a total
of $907,242. Please note the capital reserve allocations. In Operating, our revenue is approximately
$8049 less than budget. Our expenses are well within budget. Our capital stands at $699,370. Our
delinquencies: we have 2 with liens, 1 new addition, and 1 recovery. We continue to follow our legal
collection procedures. Thank you. OLD BUSINESS NONE NEW BUSINESS
Motion by the Director for the House Committee JOHN MILLER
A. I would like to make a motion to repair the flat roof over the kitchen area, and the amount for the
work is not to exceed $8000.00. Mr. Miller then explained some of the problems caused by the roof leaking and the need to do the
work. Mr. Cordova then mentioned that the Board had looked at this last year, and wondered if we
could get an estimate of the cost to do a permanent fix, which he realizes will be costly. Mr. Strange
concurred that it would no doubt be costly. Mr. Miller then asked to hold that and to repair it now.
Contractors have indicated that this fix could last for several years and that the House Committee
could study the House expenses in total and put it in the budget for the future.
The motion was seconded by Jim Wright.

B. I move that we accept for membership into Emerald Bay Club and Emerald Bay HOA the following

Motion from the Director for Golf/Proshop JIM WRIGHT
C. I move that we remove the tree on hole #14 that is on the right side of the fairway area and next to
the cart path just after crossing the bridge over the drainage area. Mr. Wright then gave us some reasons for this project and that we do not expect any significant
change to the play of the hole by the Members. This will aid in the work planned for clean-up of
the drainage area and replacement of the bridge at that point.
The motion was seconded by Carl Smith.

D. A motion to approve an Emerald Bay Club and HOA organization chart which was sent out to the
entire Board about three weeks ago, and having not heard any feed-back or opposition, I make the
motion to approve that organization chart.

COMMITTEE REPORTS:
ACTIVITIES NANCY BRINSON
March came in like a lion with activities roaring from every direction. A golf maintenance tour
began the month. We had the largest group Tommy has ever had showing up to learn all about the
demands of running a beautiful golf course like ours. Everyone said they learned so much. Meet Your Neighbor ended the first week with a large group of members coming to meet our new
families. Pictures were taken and they are posted in the foyer of the clubhouse. I would like to
thank Nancy Nickel for printing invitations, GiGi Gibb, Joan Henness, Reba Foursha, and Cathy
Wright for delivering them to each new member. Thanks also to Deb Youngman for name tags,
Gloria Rognlie for being our photographer, and Jane Milford for posting them in the foyer. Many
of these same ladies greeted guests. Carl Smith was our emcee for the evening. Great job Carl and
everyone! Ladies Night out was so much fun with a large group of women who enjoyed incredible appetizers,
special cocktails and fun line dancing provided by Sandy Hudson. Bingo was bigger than ever with 135 players enjoying incredible sliders with all the fixings. We
had many asking for Bingo more often. Joyce Shipp is planning a Bingo featuring homemade baked
goods as prizes! Gluten-free goodies will be included. I would like to thank Ivanka Carpenter, Zoe
Kuschel, Beryl & JB Featherston, Deb & Dan Youngman, and Cathy Wright for helping with
Bingo. Food and Beverage Manager, Ian, and Chef Sam are planning a very special evening called, "Chef's
Table." It will be a fine dining event featuring a 5-course meal on the evening of March 24. This is
available to the first 20 people for $29.95. Please call for reservations ASAP. Looking to April, Sylvia will be hosting a wine-tasting event on April 9th at 5:00PM. For $20, you
may enjoy a great variety of wines, tasty appetizers and vote for your favorites. These will become
our new house wines. Reservations are required. Many new and exciting activities are being
planned, so get your calendars and call the Club for reservations. Hope to see you at many of these activities. Before closing, I want to thank Zoe Kuschel for all she
does to make activities a success.

FOOD & BEVERAGE JIM INGRAM
Our Food and Beverage Manager, Ian, has now had a month to get his feet on the ground and to meet
as many of our members as possible. If you have not had an opportunity to meet Ian please take the
time to do so. We continue to make improvements in our food preparation as well as service improve-
ments. The Food and Beverage committee continues to meet each month with the goal of providing
suggestions for improving our dining experience. I want to remind all members our committee meetings
are open to all and we allow time for your suggestion. We encourage all our members to continue com-
ing and enjoying our dining experience. STORAGE JIM INGRAM
We are progressing with our tree program. We had hoped to be finished by now but the rainy weather
slowed our progress. GOLF COURSE/PROSHOP JIM WRIGHT
Rain and ice has limited the work done on the golf course for the past month. We have recorded over
7.5 inches of precipitation over the last thirty days with 6 inches of the total falling since the first of
March. The lake level has risen to a point that drainage on the golf course is greatly limited. Although
storm clean up has consumed most of our time, we have managed to work on a few projects over the
course of the last few weeks. We have finished leveling the “blue” tee on # 11 with hopes of moving to the men’s tee on # 5 when the
weather allows. Additional drainage has be installed on # 10 and # 7. Approximately two hundred feet
of drainage has been installed on the Driving Range. We will continue to work on the Range when it
dries to a point that significant installations can be accomplished. This work will require additional
labor as the season progresses. If conditions improve soon, we hope to do some work on # 1 where the culvert is installed under the
fairway at the “200 yards” marker. We are going to remove the existing catch basin and redirect the
water away from the basin area. The current drainage system in this area does not work as well as we
would like and also presents an unpleasant view from the tee. With all of the soil being accumulated
from the MUD project, we should be able to accomplish this project at a nominal cost. The purchase of a greens roller and a trim mower has been budgeted for this year and we plan on
acquiring these units in the next forty five days. The roller will enhance the greens rolling program
established two years ago. The trim mower purchase follows the approved capital replacement
program. The Pro Shop generated just over $10,000 in revenues, $300 over budget, even with the limited number
of rounds while being $4600 under budget in expenses. About half of the revenues in the Pro Shop last
month are directly related to the junior events held at the Club. Although things look dreary now, it will not be long before the sun shines again bringing a refreshing
change to the weather. Flowers will bloom, trees will bud, the grass will grow again and we will be
able to put this winter behind us. Can’t Wait! HOUSE JOHN MILLER The first 3 months of the year have passed quickly for the Clubhouse. The office was remodeled to
accommodate enough room for all of our Administrative Staff and our General Manager. We have
replaced an air conditioning unit in the west room, and all carpets have been professionally cleaned in
the clubhouse.

The Spring Cleanup Dumpster is scheduled to arrive on Monday, May 4th. We would like to remind
everyone not to leave your things if the dumpster is full. We will have the dumpster emptied periodical-
ly throughout the week, and you will be able to return at another time. Please do not dispose of paint,
tires, refrigerators, freezers, fluids or CFCS, lawn trimmings or tree limbs. The dumpster will depart on
Monday, May 11th. This is just an early reminder and we will repeat it. MEMBERSHIP CARL SMITH
As indicated by an earlier motion, we have interviewed and approved six (6) applicants since the
February Board of Director’s meeting. One applicant was for the new spouse of an existing member,
two applicants have closed on their purchases and three are pending closing. We want to welcome our newest members, and members-to-be, as follows:
George Franks comes to Emerald Bay as a full member as a result of the marriage between he and
Kathy Haar (now Franks). George and Kathy live at 142 Williamsburg.
Jared & Leizel Nichols purchased Edd Clark’s home at 217 North Bay, and are coming to Emerald
Bay from Palestine. The Nichols also are bringing their three children with them.
Jerry & Peggy Smith have purchased the Jess Beck home at 128 South Bay. The Smith’s will be
moving from Plano.
Ramsey & Bethany Starks are purchasing the John Carl home at 287 North Bay. They and their
three children are coming to Emerald Bay from Chandler. Bethany is known by several of our
members as a result of her work at the ETMC clinic at FM 344 & Highway 155.
Arthur & Janice Vest have purchased the Mary Ann Camp Nix townhome at 179 North Bay, and
will be coming to Emerald Bay from Ft. Garland, CO, which is about 40 miles from Alamosa, CO.
They still have 3 feet or so of snow on the ground as of last week, and expect more to come before
they can actually get moved.
Chris Thompson is purchasing the townhome at 100 Emerald Bay Dr. He will be moving from the
Houston area. Helyn Thompson, a former member of Emerald Bay and Chris’ mother, will be mov-
ing back to EB and living with Chris. In addition, we have two (2) applications for membership pending interviews and final approval. LEGAL, PLANNING & BY-LAWS

ENGINEERING JOHN CORDOVA
The changes at the guardhouse are taking place at a rapid pace each day. Progress continues with a few
bumps in the road, so to speak. Weather continued to delay the brick laying for the exterior but should
have been completed but due to the rain the brick is too wet so they will have to wait for some dry
weather. The interior floor has been laid, desks built and bathroom should be complete as of this report.
The control arms are in place and all wiring has been pulled through. Wiring for the cameras was
installed this week and the cameras should be installed soon. Once all the equipment has been installed
we’ll begin the training for Security Guards. Once the physical plant is completed, the Security
Director will take charge of the total project going forward.

No comments. PRESIDENT’S COMMENTS CARROLL STRANGE
As you are all aware, our change to the General Manager concept of operation is a 180 degree
shift from the way we have been managing the affairs of Emerald Bay Club and HOA. Because
of this, parts of our By-laws, Rules and Regulations, and Policies and Procedures have to be
changed. By vote of the Board, the Rules and Regs, as well as the Policies and Procedures can
be changed. Any changes to the By-laws, on the other hand, must be approved by a two-thirds
majority of the members voting, or a simple majority of the membership. We currently have a committee, headed by Director Edd Clark, studying the By-laws and Rules
and Regs. These committee members are ex-presidents of Emerald Bay Club and HOA. A vital
member of the committee is an attorney, who is an Emerald Bay member, volunteering his time to
be sure any changes are meeting the current legal standards. It will be several months before the
proposed By-laws changes can be accomplished. The membership will be fully informed about
any proposed changes before a vote is held and an opportunity for community feedback will be
provided. Recommendations to the Rules and Regs will be discussed at our next Board work session and
probably voted on by the Board at the April Board meeting. This is just a heads up to the member-
ship so you will know in advance of these changes. I appreciate, as always, your comments and
cooperation. Rest assured that any action taken by the Board is done because we feel it is in the
best long term interest of Emerald Bay. AUDIENCE COMMENTS:
Ms. Dena Culpepper, as a member of the Human Resources Committee, wanted some feedback
for why the Board did not approve the organization chart. She also indicated that the committee
had put in a lot of time on this issue and wanted to know if they would be involved in additional
discussions. Mr. Strange indicated that he could not give her a definitive answer as to why the
motion failed because there did not seem to be consensus on the issue. He further indicated that he
would discuss the issue with Mr. Cordova and see where we would go. Mr. Strange thanked Ms.

Pint Size Super Woman
Arriving into this world on Friday the 13th of April, 1935 in Nuernberg, Germany should give one an
inkling of what the rest of one’s life would be like. Erika Seubert Molloy has such a tale.
On the verge of World War II, her family moved to Wuerzburg in a beautiful Bavarian valley with
ancient Gothic buildings and the elegant Marienburg Castle fortress along the Rhine-Main Rivers but
was also center of Nazi Party beginnings.
Erika’s father was conscripted into the military for training in anti-aircraft gunnery. Her mother was left
to care and provide for Erika , her younger brother and toddler sister. She worked hard providing a
home, food and clothing. Being the oldest child, Erika had many responsibilities to care for the younger
ones. The war wore on and Wuerzburg endured bombing and strafing raids many times, especially
toward the end. By far, the worst raid occurred March 16, 1945 at 8:30 pm. A flight of 225 British
Lancaster bombers and 11 Mosquito Pathfinder bombers rained 300,000 incendiary bombs over the city
center. The citizens only had basement shelters to escape from the resulting “firestorm” destroying the
wooden insides of the stone-walled building structures. Twenty-one thousand homes and thirty-five
churches were enveloped in the flames and over 5,000 people perished that fateful night. Luckily the
Seuberts lived on the outskirts of the city and survived the fiery attack.
Erika remembers looking out upon the blazing red fires as a 10-year old child – a lasting memory she
would not wish for anyone. In spite of the war, Erika fondly remembers her early childhood: summers
spent in the country with relatives, working on the farm, trips to Nuernberg in her uncle’s automobile,
night-long card games with her grand-parents when they came to visit, playing by the river, in the parks
and the vineyard covered hills surrounding the city. She loved growing up there.
Fortunately the American troops captured the town on April 5, 1945 and occupied it, rather than the
Russians. She remembers the first time she ever saw a banana. It was when the U. S. Army guys were
tossing food out of their trucks for the children lining the streets. They also provided Army blankets for
them and Erika’s mom made them into coats and apparel for the children.
Her mother, Anna, worked wherever she could, even doing laundry for the occupation soldiers. She
worked as a waitress in the Officer’s Club, then as an accountant. Erika was learning English from
books and being around the American soldiers. Her father had been wounded in his leg and was months
returning home. He found other things to do to work but her parents eventually divorced. Her mother
advanced to better jobs and was organizing the USO entertainers ‘ schedules and then went on to work
at the university.
Certainly due to the circumstances, it is not surprising that Erika met and fell in love with an American
“fly-boy” who “swept her off her feet”. She was only sixteen and the objection of “too young” was ig-
nored and they got married. By the time she was 19, she had two children (Maria and Ed, Jr.) and was
in flight from her homeland and family to the USA. Time sped onward and her children traveled around

as “military brats” in New Jersey, New York, back to Germany, to Kansas and Missouri. Her husband,
Ed, Sr., served in Labrador, Greenland, then he was assigned to Colorado Springs, Colorado. There
the children graduated from high school and left ‘the nest’. Erika went to work for the Air Force and
her husband retired after 21 years in the military. After eight years there living the ‘Country Club’ life
and Erika pursuing a career in Civil Service, the couple went their separate ways.
Erika started her career as a NAF-5 accounting clerk and after 26 years retired from Civil Service as
a GM-15. Her career was filled with many opportunities to grow and refine her skills in all aspects
of comptroller-ship. Many challenges and ever increasing management responsibilities came her
way and after transferring to a position at the Pentagon, she quickly embraced the excitement and
politics of life in and around the nation’s Capitol. She completed her education there with a Master’s
Degree in Public Policy and Administration from the American University in D.C. and is a member
of the National Honor Society Pi Alpha Alpha. Her many awards include the AF Meritorious
Civilian Service Award, DFAS Exemplary Civilian Service & Special Acts Award, AF Space
Command Civilian Woman of the Year.
During her tenure at the Pentagon, her final profession challenge came with the Vice President Gore
directive to establish a new agency responsible for all finance and accounting functions throughout
the military. As one of the 40 team members selected to come up with a plan and then implement the
plan, Erika developed the budget and the new accounting system which resulted in the transfer of
manpower and funding from the Military Departments to the new Agency: the Defense Finance and
Accounting Service (DFAS). She stayed on as Director for Financial Management & Analysis.
Needless to say, her career was her life. She did however find time to be a vital part of Westminster
Presbyterian Church’s governing body. She served many years as an Elder and was responsible for
member outreach and communication, including developing a new broad-reaching Neighborhood
Shepherding Program.
Meanwhile her children married, had children of their own and at latest count there are 4 grand-
children (Courtney, Erin, Alyson and Sean Michael) and great-grandson (Cedar, the nature child).
Since retirement Erika finally has had the opportunity to enjoy more time with family. Some are in
California and Colorado, but luckily most live in the Dallas area. Erika moved to Wimberly, Texas in
1996 and was active in community activities and in 1999, Jack and George Ann Davis suggested she
move to Emerald Bay, so she did. Since then she has served as LGA President and Tournament
Chair, Singles President and member of many committees, AARP Tax preparer, and CASA Chil-
dren’s Advocate. Her life story would not be complete unless we mention her faithful dog companion
of 9 years named Misty.
In her American University yearbook, her own description of her person is this:
Born of good solid German stock: stubborn, opinionated, determined, impatient, never satisfied.
Survived the war/postwar experience with natural curiosity, trust and optimism intact.
Love of nature, books, sports, music, animals and people.
Obsessed with issues of fairness, ethics, integrity and accountability.
This very well describes Erika Molloy, all 5 feet of her, except maybe, add ‘a good friend’.

2015 Champagne Gets a Facelift! October 1-4, 2015
Your MGA Board has asked me to serve as the Host for the 2015 Champagne Member/Guest
Tournament. I played in the tournament last year and had a great time. And I’m excited to
work with this fine tradition in 2015. As much fun as the tournament is, we’ve noticed that,
in the last few years, registration has been dropping off just a bit—about 10% per year. In
an effort to increase the number of teams playing and to add some new dimensions to the
experience, the MGA Board, Craig Cliver and I have agreed upon a few new wrinkles to this
year’s event. We are hoping you’ll try out the new experience and give us your feedback.
Following are the changes planned for 2015:
All golfers will play from the “Champagne Tees”. We won’t be flighting by tee colors.
The great levelers for the competition will be handicap and the fact that your flight will
include people with handicaps similar to yours.
First and second places in each flight will receive cash payouts as in previous years.
The schedule will change a bit. We’ll play two nine hole matches on Friday, two on
Saturday, and one on Sunday followed by a Sunday afternoon shootout involving all first
place teams to determine the Grand Champions of the 2015 Champagne. The shootout will
be handicapped.
Instead of the Calcutta, we'll have pari-mutual wagering on the Sunday shootout with
wagering open to all participants.
We are adding the dimension of Day Money. Teams wanting to compete for Day
Money can pay an additional $100 . The $100 per team will enter you in the Day Money
for both Friday and Saturday. Day Money payout will be based on team net score for 18
holes on each day.
These are the major changes in the 2015 Champagne. I know it will be a bit different but
your MGA Board, Craig Cliver and I are all excited about these changes. It will open up the
possibility that more people will be “in the money” and should add some fun and excitement
to the event. And, for your registration fee, you’ll still receive:
$125 worth of merchandise at the special Champagne Pro Shop.
A heavy hors d'oeuvres reception on Friday night; 2 breakfasts; 3 lunches and 2 dinners
plus 1 reception and one dinner for your wife.
A chance to win some money.
Lots of fun with some good guys.
The MGA Board and I encourage you to give this twist on the old format a try and give us
your feedback after the event. The registration form follows. We will accept registrations
from 9:00 to 11:00 AM on Tuesday, May 5 in the Presidents’ Room. And, if you’ve moved
here in the last year, take it from a relative newbie in Emerald Bay, you do not want to

Paradise XLI
Our annual Paradise Golf Tournament is very close. We are
working very hard to prepare for a great tournament.
If you would like to sign up and haven’t, please call Nita
Ingram at 903-825-3032 or the Pro Shop. We do not have a
full tournament as of today but I am hoping it will be full
soon. We are expecting a dry, warm and fun filled weekend.
Friday, May 1st, is our registration day and Friday night is our
dinner and dance. We also have our pari-mutuel on Friday
night. Saturday morning is our first golf day with a dinner and
dance that night. Sunday is our second golf day with lunch
and awards immediately following play.
Hopefully, our course will be dried out by then. We love the
rain but we also hope it will stay dry for us to play Paradise.
Don’t forget we also hold a raffle in the President’s Room on
Friday and Saturday for everyone in Emerald Bay. Even if
you are not playing in the golf tournament, you are welcome
to come and browse our raffle items (some of which are very
nice) and buy some raffle tickets and try your luck at winning
one of them.
We have lots of visitors in our community for the week-end of
Paradise, so I hope that we all welcome them and show them
what Emerald Bay is all about—a great community with
wonderful people!

LGA News – April, 2015
We golfers may have been dampened by uncharacteristic amounts of rain,
but our spirits have not. The rain did, after all, fill our lakes, and paired
with the longer hours of daylight, the golf course is greening up beautifully.
All of this is just in time for the LGA Spring Partnership, Friday and
Saturday, April 10 and 11. Sign up sheet is in the Pro Shop, so grab a
partner and come out to play. We are all in the same boat of not having
been able to play much, so it promises to be lots of fun...The more, the
merrier!
Everyone is invited to a Couples Shower on Wednesday, April 15 from
7:00-8:30 pm for Bo Branyan and Heather Oas.
Buddy Day, which we all enjoy, is scheduled for Thursday, April 23.
Due to the extremely wet course conditions, there were no Play Days
in March. Sign up for the FedEx Cup Competition deadline has been
extended to the end of April.

publication in the Rainbow Review. In order to be fair to all,
the Editor has developed a set of criteria that will be used to
evaluate material submitted for publication. Articles should be
composed as “Letter to the Editor” as in local newspapers.

The range can be used by the junior golfers without charge through Friday.
The clinic fee is $40.00 per junior. You may charge the fee to your member account or pay by check. Make your CHECK (no cash) payable to: EMERALD BAY CLUB, INC. with Jr. Golf written in memo at bottom. Turn this form into Pro shop along with a check or club number
for account charge. Registration dead line: June 1st, 2015
